## **Annual Report of the Parochial Church Council for the year ended 31st December, 2022** 

## **Administrative information** 

The parish consists of two churches; St Peter, Nevendon, in the north of the parish and St Gabriel, Pitsea in the south.   It is part of the Deanery of Basildon in the Diocese of Chelmsford, Essex, within the Church of England.   The correspondence address is The Rectory, Rectory Road, Pitsea, Essex, SS13 2AA. 

The Parochial Church Council is a charity registered with the Charity Commission (no. 1131085). The Parochial Church Council members who have served from 6[th] June 2022 until the date this report was approved are:

## **Structure, governance, and management** 

The method of appointment of PCC members is set out in the Church Representation Rules.   All church attendees are encouraged to register on the Electoral Roll and stand for election. 

## **Objectives and activities** 

The Pitsea with Nevendon PCC has the responsibility of co-operating with incumbent, in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical.   It also has maintenance responsibilities for the Church Youth and Community Centre of St Gabriel,s, and Nevendon Community Hall at St Peter’s. 

## **Attendance** 

The PCC met 8 times during the year with very good attendance at each meeting.

## **Electoral Roll:** 

The Parish Electoral Roll stands at 99 persons of which 68 are resident in the Parish.   There are 3 new members and 2 deceased giving a net increase of 1.   The data held on the roll is treated as confidential and the only items published are a list of names. 

## **Rector’s Report** 

This past year has been extremely difficult in the Parish – in my opinion, even harder than the previous two years when we were in and out of lockdowns!  We have been trying to ease ourselves out of the Pandemic as safely as possible, but for some in our congregations I have moved too fast; for some I have been much too slow; and some have left us altogether.  This has been exacerbated by a society which wants to think that Coronavirus never happened, and simply wants everything to return to exactly as it was before.  Of course we know that it is not possible, as we shall have to live with COVID-19 for some time to come. 

Consequently, we have developed a ‘new normal’ in the Parish which seems to be working: On Sundays, we begin at St. Gabriel’s for the first service of the day with a 9.30am Holy Communion, at which we have retained all the COVID-safe protocols – temperatures, masks, social distancing, one-way system, and refraining from singing.   This is followed by our main, “For all the Church Family” service to which an increasing number of children have returned.  Holy Communion is distributed at the end of the service to those who have not been at the first service.  We have continued to live-stream this service as well, and I am very grateful to **Lydia** who has continued to film and edit all of our streamed services.  Also, **Chris** , **Doreen** , **Jacqui** , **Ingrid** , **Norman** , **Salomë** and **Sarah** have started again to read the Bible and lead prayers at this service.  Both of these services have grown in numerical attendance throughout the year, especially as we have increased the capacity and put out more chairs! 

My thanks goes to the Churchwardens **Ingrid** and **Jacqui,** and the other members of “Team Gabriel” - **Sarah** , **Chris** , **Martin** , **Tom** , **Sue** & **Sue** – whose help and support has been invaluable for checking people into Church, taking temperatures, sanitizing surfaces, and assisting at weddings and funerals. St. Peter’s Church reopened in January 2022 at 3pm on a Sunday afternoon, first for Evening Prayer, and then Holy Communion.  Some have expressed feelings of inconvenience about the timing - although there is provision for worship in the Parish at 9.30am on Sundays – but for some new, local people a Sunday afternoon service has been welcomed.   Attendance remains in single figures.  ‘Thank you’ to the Churchwardens **Norma** and **Tina** , assisted by **Dave** for supporting and being a presence in the Church during the services.  (Thanks also to those from St. Gabriel’s who have “stood in” when Churchwardens have been unavailable). 

On Sunday evenings, I have retained one online service – Evening Prayer on Zoom from St. Michael’s Chapel – which helps those who have not yet returned to regular ‘live’ attendance at either Church in the Parish. 

During the week, our Bible Study Group has returned to meet ‘face to face’ in St. Gabriel’s and I have restarted the midweek service at St. Peter’s on a Tuesday morning, which is a Parish Communion service. The attendance of both is regularly in double figures – and increasing!  The ‘Midweek Reflection’ remains on Thursdays on Zoom, as there is still a need for an online service during the week.  On Fridays I take Communion to those who are housebound or are having difficulty getting to Church. 

My grateful thanks to all the members of the Parochial Church Council: **Ingrid** , **Jacqui, Doreen** , **Norma** , **Tina** , **Dave** , **Martin** , **Paul** , **Norman** , **Sylvia** , **Sarah** , **Chris, Sandria** & **Lin** who are now meeting face-to-face to consider all aspects of our Parish life.  Special thanks to our Treasurers **Paul** and **Norman** , who have kept the finances in order; and to **Emily Marlton** (supported by her family)

for raising thousands of pounds for the Parish, the Children’s Society and Noah’s ark Nursery in Machakos! 

Our children and young people’s activities in the Parish are still on hold, and we are not sure if and when Junior Church will restart, and how it will look. However, **Eversley Primary School** has invited me in to take assemblies and has returned to St. Gabriel’s for their Harvest and Easter celebrations – half the school at a time! Also, I have re-established connections with **Northlands Primary School** and **Felmore Primary School** . 

I have been conducting regular services in **Gifford House** and **Poplar House** throughout the year, and made occasional visits to **Rectory Lodge** . 

I have continued as Chaplain to Basildon District Scouts and **Pitsea St. Michael Scouts** , **Cub Scouts** and **Beaver Scouts** , and all the sections have now returned to regular attendance at our monthly Church Parade.   Also, I was pleased that **Basildon District Cub Scouts** and **Beaver Scouts** came to St. Gabriel’s for their Christmas services. 

**Seven** Holy Baptism services in St. Gabriel’s this last year – but none at St. Peter’s yet. Also, **4** weddings at St. Gabriel’s and **3** at St. Peter’s! 

I have taken **5** funerals in St. Gabriel’s during the year, and **2** at St. Peter’s.  Also, a further **16** on behalf of the Parish have been conducted at local cemeteries and crematoria.  I have also presided at the interment of **4** lots of Ashes. From our own congregations - currently and previously – and their connections, during 2022, we acknowledge the deaths and burials of **Pat Pool** , **Renie Morton** , **Noreen Thomas** , **Amy Mackey** and **Jean Kent** . We pray that they may rest in peace and rise in glory. 

As for the future, I want to continue to bring the Parish together and eradicate the ‘them and us’ mentality that still exists between the two Churches. We are ONE Parish with two beautiful (and very different) church buildings and two halls! We should celebrate that and use all of our resources to share the Gospel of Jesus with everyone in the Parish of Pitsea WITH Nevendon! 

Also, I want to address the needs of our young people and children and see what we can do to include them much more. 

May the road rise up to meet you; May the wind be always at your back; May the sun shine warm upon your face; and the rains fall gently upon your fields. And, until we meet again, may God hold you in the hollow of his hand.

## **Treasurer’s Report** 

The accounts for this last year are returning to some sort of normality, but the ongoing effect of the Coronavirus pandemic is still apparent.  St. Peter’s Church has now been open for the whole year, but Nevendon Community Hall still has no regular, paying users – only once as a Polling Station and once for the local estate’s Annual Meeting was there any income!   But regular outgoings: insurance, standing charges, water rates, _etc,_ continue. 

St. Gabriel’s Centre has been used all year, but the paying user groups are not back up to pre-pandemic levels yet, and expenditure is still exceeding income.

So, we have now started paying all the outgoings from both Halls via the PCC account to avoid the Hall accounts going overdrawn and incurring bank charges. 

However, the incredibly good news is that the sacrificial giving, mainly from St. Gabriel’s Church, has been absolutely astonishing. **And** the fundraising for those much less fortunate than ourselves has been staggering and humbling – especially as we are currently in the midst of a cost of living crisis! 

The deficit has been reduced by over £7,000 during the year to **£1,893** !

Several points to note as we continue to emerge from the COVID-19 pandemic: 

1. Our general Parish income rose by over £18,000 in 2022, (it had fallen in both the previous years!). This was mainly due to the Churches being open for the whole year, appeals and fundraising; 

2. Our expenditure increased as well, by over £10,800, but £8,800 of it was what we gave away to the Children’s Society, Basildon Resource Centre, Noah’s Ark Nursery and the Christian Aid Ukraine appeal; 

3. Wonderfully – and thanks to God and the generosity of some - we have paid our Parish Share in full for the eleventh successive year (and our Share for 2023 has been reduced because the level of recognized deprivation in our Parish); and

4. A huge “Thank you” to all who have contributed so sacrificially in the last year, AND raised money for mission and outreach.

## **Gift Aid** 

The parish continues to make good use of the HMRC Gift Aid Scheme whereby for each £1 donated by a income tax payer registered with the parish we can claim 25p.   This may sound a small amount but when multiplied by the generous amounts donated it mounts up to a considerable sum over the year.    It has been of tremendous help over the past few years by augmenting the diminished income due to reduced collections and attendees at the services.   I would like to thank all those who take part in the scheme in this parish – it is most appreciated by the PCC.

## **St Gabriel’s Churchwardens’ report** 

We would like to start by thanking Rev Simon Law for all his hard work and support throughout the last year. 

This year has been a relatively quiet year at St Gabriel’s from a Churchwardens’ perspective. 

Before the pandemic hit, we had plans to improve the church grounds by the addition of a fence and a gate on the St Michael’s Chapel side of the building.   This would have enabled the Junio Church to use the outside space in the good weather.  We also had plans to improve the church building itself by the repair and restoration of the floors and wooden furniture.  These plans, however, have had to be shelved because of the financial constraints which have occurred as a result of the measures brought in by the government under the Covid-19 pandemic restrictions. 

Instead, our emphasis has had to shift to steadily opening up St Gabriel’s again.  Whilst trying to make the church accessible to as many people as possible, it has been necessary to keep one eye on the budget but most importantly ensure that we do so as safely as possible. 

As Churchwardens it is our responsibility to ensure church services go ahead and to maintain the church buildings.   To this end we have ensured that we have kept up with all the statutory safety requirements.   The fire safety checks have been carried out with some older extinguishers having to be replaced and new ones added to maintain compliance where the rules have changed.. The central heating servicing and checks have been completed.   Lightning conductor and emergency lighting checks have also been completed. 

We had a couple of plumbing problems over the winter which necessitated the replacement of the toilet pan in the smaller of the two toilets.   New taps were also fitted in this toilet as they were faulty. At the same time, new taps were fitted in the ladies’ toilet in St Gabriel’s Youth and Community Centre to replace the faulty ones there. 

We have enjoyed another challenging year and would like to offer our support to the incoming Churchwardens.

## **Choir** 

The choir reformed to rehearse and sing at the Easter and Christmas services this year and their efforts were very well received.   I thank them for their time given and for their enthusiasm for their joy of church music.

## **Churches together in Basildon** 

Our objective is to enable all the churches to bear a more united witness in the community and to serve it more effectively and enable churches to do together those things that they are unable to do so well on their own.   Member churches pay an annual subscription of £50. 

Meetings held during the year were all on Zoom, ie `14[th] March, 9[th] May, 11[th] July and 17[th] October (AGM).   Prayer breakfasts are held a few times during the year. 

Basildon Street Pastors are out on patrols in the town centre, and Bar’n’Bus – a Christian charity – works with young people throughout Essex.   Residential and care home support – Rev Simon Law attends Poplar House and Gifford House as and when Covid restrictions allow. 

Professional, community-based youth and community work is provided for young people aged 10-19 years.  This includes Mobile Unit Outreach, giving drop-in community-based sessions using a bespoke mobile youth vehicle across Basildon, outside schools, and youth centres.  32 young people are being supported in Basildon now.   A pupil schools team ministry is now back into a lot of schools now. 

Basildon rough sleepers are to get a new start at Nevendon Place in Burnt Mills Road, after the scheme to  provide 16 self-contained move-on flats was completed.   This is managed by the Salvation Army’s Malachi Housing scheme.   Basildon Council and CTB have donated £20,000 to this. 

Food banks continue to have a heavy demand from people.

## **Deanery Synod** 

4 meetings were held: 

16[th] February – speaker Nikki Schuster, CEO of Renew (psychotherapist).  Renew, who have a contract with the diocese, offer counselling for children, young people and adults with identity issues, depression, self-harm and bereavement. 

19[th] May – Licensing of Rev Jonathan Evens by Bishop of Bradwell. 

20[th] September – Rev Jane Richards introduced a series of slides following last year’s consultation on the parish share, which was accessed by 66% of parishes.   Of the 9 parishes in our Deanery it is proposed 5 will pay less and 4 more. 

16[th] November – Rev Michael Hall of Great Burstead gave a talk on Spiritual Direction which is listening and hearing the voice of God, praying together, confession or reconciliation.
