When the church opened to worship on the 23[rd] August the COVID protocol / risk assessment directed that the west doors were to be opened for ventilation and for all subsequent services causing the temperature to drop in the church. The poor organ felt this in its tuning as the core temperature was much lower than planned for between August and December. (The organ is to be tuned on the 11[th] March 2021 to an unheated church. This will ensure the tuning remains in pitch for longer). On the 29[th] August I met with Kirsty to put the finishing touches to the ‘Risk Assessment for the Safe Return to Singing’ which mapped out the safe return to choral singing (choir only). This was duly agreed and between the 6[th] September and 25[th] October I was permitted to have two singers singing as cantor during the distribution at the 10.45 services. It was a total joy to have a few singers again for services, but choir rehearsals were still not allowed. My thanks go to our cantors Diana, Jonathan, Ian, Phil, Julian and 

Katy for their assistance. 

On the 29[th] October we held our first choir practice for just 8 permitted singers with social distancing and COVID protocols strictly followed. The 8 singers sang for just one service and then Lockdown No 2 came into enforcement. Sadly, we missed Remembrance Sunday and Advent Sunday where I had planned special music and the organ fell silent again. With joy the 8 singers returned on the 6[th] December and covered all services until the 25[th] December after which Lockdown No 3 started. I would like to thank them for their hard work, patience and professionalism through these difficult times. 

During December we managed to record a Parish Carol Service which was available online from the 20[th] December. I was so pleased with their performance and hard work. This service is still available online (on YouTube). 

Sadly, we had to cancel four of our planned organ recitals between April and August 2020 but I am pleased to report we have planned for 11 organ recitals commencing on the 12[th] March 2021 with Paul Parsons. The first three recitals will be pre-recorded and then streamed via the internet on the recital dates.

## **Aims & Purposes** 

Wilmslow Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Caroline Throup, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the the four Wilmslow Parish church buildings: St Bartholomew’s Church, St Anne’s Church, the Parish Hall and St Anne’s Church Hall. 

## **Objectives & Activities** 

The general functions of the PCC are stated within section 2 of the Parochial Church Councils (Powers) Measure 1956. 

During 2021, Wilmslow Parish continued to pursue the five marks of mission in line with Chester diocesan policy: 

_To proclaim the good news of the Kingdom To teach, baptise and nurture new believers To respond to human need by loving service_ 

_To seek to transform unjust structures of society To strive to safeguard the integrity of creation and to sustain the life of the earth_ 

In providing leadership to Wilmslow Parish, the incumbent and PCC give consideration to the Charity Commission’s guidance on public benefit and, in particular, the specific guidance to charities concerned with the advancement of religion. The activities of the PCC are outlined in the report on pages 19-23. It is difficult to estimate the total volunteering time offered by many members of Wilmslow Parish but it amounts to well in excess of 150 hours in a typical month. We are grateful to all who do so much to contribute to the life of the church: churchwarden, the PCC secretary and treasurer and treasurer of St Anne’s, the Friends of the Parish, and Food Friend; those who help lead services, do children’s work, play music, do readings, intercessions, flowers, lay assist, act as sidespeople, count the money, garden, clean and provide welcome, hospitality and church sitting - and much more besides.

## **Organist, Choir and Church Music** 

For the first four months of the year the parish choir was directed by Katy Allan with assistance from a team of organists and our singers sang for the 10.45am Communion services. 

To our total surprise and sadness, the COVID pandemic led to a National Lockdown and the closure of our churches on the 18[th] March where services moved online and all choral singing ceased. Katy Allan had a wonderful opportunity to move to Buxton and thereby gave her notice as Choir Director and her last official day of duty was the 26[th] April. As both churches were closed and subject to COVID restrictions, we were not able to mark this moment to show our thanks and gratitude. To our joy Katy came back to sing with the choir as a soloist on the 20[th] December and we were able to shower her with our gifts and best wishes at the end of the service. 

When I was aware that Katy would be leaving, I offered to cover the organist and choir training posts on a self-employed basis. I felt a strong calling from a higher authority for this challenge which I readily accepted. The musical challenge was how to maintain and develop our rich musical heritage with both churches closed and a ban on singing. Well, I do readily accept a challenge and through working closely with Caroline and Kirsty we gradually discovered what was musically possible within the national restrictions. 

During May, June, July I provided the following: 

Weekly online tutorials for the choir. 

Weekly emails to choir members updating them on news etc. Monthly checks on the organ to ensure there were no issues. Pre-recorded hymns for use in Kirsty’s streamed services. Playing the organ for Kirsty’s 10.30 streamed services. A review of the choir repertoire and music library. Items for the parish Facebook page.

On the 9[th] August St Bart’s opened to Private Prayer and I provided some gentle organ music for the two hour session. The organ was tuned on the 7[th] August on the hottest day of the year which would hopefully see us through to Christmas and the busy season when the church would be very warm for many weeks.

## **Neighbourhood Network** 

We are a team of 23 people who between us keep in touch with the members of our two congregations and act as a link with our clergy if necessary. 

2020 started as any other year and by February we were beginning to plan our Easter tea party but the best laid plans…. 

So instead we spent the rest of the year phoning or emailing and occasionally visiting when permitted, so that everyone was kept in the loop, especially in the case of those who have no digital connection.  Some of us were able to print out copies of the magazine and letters from Rev Caroline to keep them all up to date.  I’m grateful too, for the many other church members who did phone calls and checked up on those alone. Many thanks to Diana Smith who ably co-ordinated help for people needing prescriptions collecting or shopping doing. 

Personally, I think I’ve been in touch with nearly all of our congregation and had some really interesting conversations and got to know people a lot better. 

In December, Helen Grout helped me make a Christmas card which we sent out to everyone as we obviously still couldn’t arrange a coffee morning. I was also able to deliver Christmas Puddings, kindly donated by Wilmslow Town Council, to a number of people who were greatly appreciative. 2021? – Here’s hoping for great things!

## **Church buildings** 

The Church buildings have all been maintained to keep them C19 compliant and fulfilling RA requirements throughout 2020. 

Please see the Fabric Report for details but note should be made of the new bolier at St Anne’s and the Parish Hall floor resurfacing all paid for by the Friends of the Parish with thanks. 

Thank you to all volunteers and paid staff who have helped enable the buildings to reopen in line with Governmental guidelines and have facilitated  the buildings standing safely, and cleaned while  they have been locked. 

## **Finance, giving and fundraising** 

**...** continue to be challenging as our expenditure commitments continue to increase and prices for goods and services continue to rise, with no comparable increase in the size of the membership or the income of the church. Regular giving enables us to meet our obligation to pay parish share, and covers many of our other costs.. 

The annual accounts have been approved by the PCC and are attached for your inspection. 

## **Structure, Governance & Management** 

Wilmslow Parish PCC operates under the _Parochial Church Councils (Powers) Measure 1956_ and the _Church Representation Rules (2011 & 2020)._ 

The method of appointment of PCC members is set out in the Church Representation Rules. All church members are encouraged to register on the electoral roll and stand for election to the PCC. 

Risk assessments are carried out as and when required and recorded in the PCC’s Risk Register.

## **Magazine Team** 

We are pleased to report that the magazine has continued without a break throughout the year.   Throughout the lockdown it has been published digitally and we have even increased our readership. 

In 2020, in addition to the Rector’s letter, we published a series of articles on parables and on hymn writers, as well as interesting occasional articles, including fascinating accounts of past events in the parish, all generously written by members of the congregation.

Direct local support for people also increased dramatically. FoodFriend operated out of St Bart’s as usual on Thursday mornings when permissible, but for the majority of lockdown it operated by delivery only; with the invaluable help of C19 Styal ‘pop up’ food bank. 

Since March, together we delivered to nearly 60 new individuals/families; these referrals came directly to Food Friend mainly via Wilmslow High School, Home-Start or social services including the mental health team and addiction services (opposed to any enquiries as a result of promoting ourselves with the Wilmslow Isolation/CVS leaflet drop etc). Some of these (people shielding) were picked up by the government food parcel scheme having ‘fallen through the gap’. 

Community support was overwhelming during the year and Food Friend received a significant number of food and monetary donations and grants. 

As well as Wayne and Andy from C19 Styal, we remain indebted to regular volunteers, especially Christine Little, Sheena Hatton, Ray Oates and Ann Hodson who sorted and collected  stock, made up food parcels, staffed the doors (track and trace) and ensured social distancing measures etc were adhered to when were open in church.

## **Independent Examiner’s Report to the Trustees** 

I report to the trustees on my examination of the accounts of the Parochial Church Council for the year ended 31 December 2020 which comprise the Statement of Financial Activities, the Balance Sheet and the related notes 

## **Responsibilities and basis of report** 

As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).  The trustees consider that an audit is not required for this year under the Charities Act 2011, s.144(2) (the 2011 Act) and that an independent examination is needed. 

I report in respect of my examination of  the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

## **Independent examiner’s statement** 

I have completed my examination.  I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect: 

- the accounting records were not kept in accordance with section 130 of the Charities Act; _or_ 

- the accounts did not accord with the accounting records; _or_ 

- the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **Lay Pastoral Assistants** 

Anne Binnie (Lay Pastoral Worker) left the parish. Alison Gosling, Flo Knowles and Julian Bowker did not meet in 2020. 

## **Bereavement Care** 

The Bereavement Support Group (facilitated by FK) was suspended in March due to Covid. Plans to continue this on Zoom never materialised, primarily because not all members of the group were able or willing to meet in this way. But ‘welfare checks’ were made during lockdown. Funeral follow up calls remained down in number as a result of the changes with GDPR. 

## **Home Communion** 

Regular visits continued to those in need by members of the LPA team and wider church family until Covid restrictions disallowed. 

## **Courses** 

AG’s plans to facilitate the third Marriage MOT Course in the spring were postponed due to Covid. 

## **Styal Prison** 

Links were maintained when the women who work in the Clink Restaurant provided an excellent curry supper for the FoodFriend and Parish Social Curry and Quiz Night (hosted by Tony Hughes) just before lockdown. 

## **Food Friend** 

As of March 23 the number of clients on our books in total was 328. After the last archive (of those who had not used the food bank in the last 2 years) we had 144 users.  Approximately one third of these came regularly .i.e. once a week which is the maximum they can currently visit. The rest came more sporadically. 

Only 21 existing clients requested food parcels during the Covid pandemic meaning many did not access us as normal. This may partly be due to the Riverside Hostel closing just prior to lockdown. And also (as discussed when Caroline and I met with Robert Larkman and Steve Burmester in 2019) we continued trying to maintain clearer parish boundaries with Hope Central and St Chad’s Church, Handforth also having stepped up their provision since Covid. Wilmslow High School also distributed directly to families in need; whilst we continued to liaise together.

## enabled people to join from the comfort of their own homes without needing to pick up a form from church. 

Fortunately, the Friends remain in a comfortable financial position and have been able to support the parish during 2020.   The cost of the new boiler for the underfloor heating in St Bart’s was paid at £5,340.00 and the resealing of the parish hall floor, which is carried out on a rolling maintenance programme, was funded at a cost of £3,645.00.   We have also agreed to cover the cost of the boiler for St Anne’s. 

We are looking forward to the coming year with the firm hope that we can hold our AGM and start to have fun again – whilst raising funds at the same time.   The focus of our fund raising may well change, as the needs of the parish have certainly done, but rest assured the Friends will be here to support St Bart’s and St Anne’s churches for many years to come.

## **Friends of the Parish Chair’s Report 2021** 

The Friends of the Parish of Wilmslow had hoped to celebrate their 30[th] Anniversary year in style but sadly events overtook us and March 2020 saw the beginning of lockdown bringing all those plans to a rather abrupt halt. 

At the start of the year the committee had their first meeting when we were looking forward to our Anniversary AGM which had promised to be a very special occasion.   A commemorative booklet had been produced charting the history and progress of the Friends down the years.   Thanks must go to Jonathan Meadmore for so assiduously keeping the agendas and minutes dating back to 2011.   He also kindly handed over details of the fund raising activity from Barri Newcombe and Barbara Johnson which proved invaluable in ensuring that the Anniversary booklet was as accurate as possible and a fitting celebration of everything that had gone before. We had hoped to celebrate later in 2020 but sadly that was not to be either. 

We had planned to hold a Midsummer Night’s Dream party in June and a Bingo Night later in the year.  A Flower Festival and a return of the Guild Players for a night of murder and suspense were on the cards for 2021. All our fund raising activities have been put on hold but hopefully will make a comeback in the not too distant future. 

Whilst on the one hand the pandemic has curtailed our activities it has also given us some “thinking time” with regard to the future of the Friends. At our Zoom meeting in November we considered the possibility of rebranding the Friends to reach beyond the church family and to the wider Wilmslow community.  Indeed, having researched the history for the anniversary booklet, it would seem that the focus had certainly been broader in the beginning. 

As the Treasurer’s accounts and report show, our income has dropped with the absence of fund raising events, consisting only of membership fees, the 200 club and the gift aid rebate claim.   The 200 club continues to thrive with a number of new members possibly thanks to the monthly photo opportunity for Isobel in her front garden!   The astute among you may also have noticed her modelling lockdown handknitted jumpers in some of the shots!    The application form has been printed in the magazine which has

As numbers have fallen over the years perhaps it is time to consider a new format. 

In Together group not allowed to meet in person.  Families have noted deterioration in loved ones due to lack of social interaction.  Members to keep this vulnerable group in their prayers. 

_St Bart’s and St Anne’s_ – Food Friend re-opening on Thursdays.  There is much less contact and has provided opportunity to re-register all clients. Holy Communion at St Bart’s on Sundays and St Anne’s open for private prayer only. 

_Friends –_ Shared meeting in the Meeting House combined with Zoom. 

_URC –_ Half hour services on Sundays since late July at 9.30am and repeated at 11.00am.  Service recorded and posted on the website later in the day.  Care open on Wednesdays and private prayer on Mondays. Wilmslow Youth have specific days for individual year groups. 

_Life Church –_ Worship taking place in the Carrs on a Sunday. 

_Methodist Church –_ 3 churches done 2 Sundays.  Use of church buildings continues to be challenging. 

Andrew seen on TV recently promoting the war on plastic.  Need to keep on the agenda. 

Katy hosting an online meeting with Andrew Greystone author of _Faith Hope and Mischief; Tiny acts of rebellion by an everyday activist_ on Thursday evening.   Link to follow.

## **NOTES TO THE FINANCIAL STATEMENTS** 

For the year ended 31 December 2020 

## **ACCOUNTING POLICIES** 

The Parochial Church Council of St Bartholomew’s, Wilmslow (PCC) is a public benefit entity within the meaning of Financial Reporting Standard 102. The Financial statements have been prepared under the Charities Act 2011 and in accordance with the Church of England Regulations 2006 governing the individual accounts of PCCs, and with the Regulations’ “true and fair view” provisions. It is also the first year they have been prepared under FRS102 (2016) as the applicable accounting standards and the 2016 version of the Statement of Recommended Practice, Accounting and Reporting by the Charities (SORP(FRS102)). 

## **1. ASSETS** 

## _Consecrated and benefice property_ 

In so far as consecrated and benefice property of any kind is excluded from the statutory definition of “charity” by Section 10(2)(a) and (c) of the Charities Act 2011 such assets are not capitalised in the financial statements. 

## _Moveable church furnishings_ 

Insufficient cost information is available to capitalise these assets, but in any case all items are included in the Church’s inventory. The policy for future purchases is to capitalise them at cost and depreciate them over their useful economic life. 

Tangible fixed assets for use by the charity 

These have historically been written off in the year of purchase. The policy for the future is to capitalise them if they can be used for more than one year, and cost in excess of £1,000. They will be valued at cost or else, for gifts-in-kind, at a reasonable estimate of their open market value on receipt. Depreciation will be calculated to write off the capitalised cost of fixed assets (less their currently anticipated residual fair value) over their estimated useful lives as follows: 

Land   Nil 

Fixtures and fittings     20 years 

Computers     3 years. 

No depreciation is provided on buildings as the currently estimated residual value of the properties is not less than their carrying value and the remaining useful life or these assets currently exceeds 50 years, so that any depreciation charges would be immaterial.

## _[Investments ]_ 

Investments quoted on a recognised stock exchange or whose value derives from them are valued at market value at the year end. 

## _Short term deposits_ 

These are the cash held in various deposit accounts and at the bank. 

_St Bart’s and St Anne’s_ – Online services through _Facebook_ page. Private prayer in church on a Thursday and Sunday.  All Covid-safe practices in place.  Small wedding on 30[th] July.  Magazine published online with hard copies printed for those without internet access and weekly newssheet which includes Sunday’s readings, prayer list and articles. 

_Life Church – Facebook_ worship continuing.  Sermons on Life Church website.  New venue will be needed as Revolution bar not re-opened. 

## **FUNDS** 

## _Restricted Funds_ 

These are income funds that can only be spent on the restricted purposes for which they were raised: the £41456 held by “Food Friend” can only be used for local food relief, and the £16950 held by “Friends” can only be used for the replacement or refurbishment of Wilmslow PCC property. 

## _Unrestricted Funds_ 

These represent the remaining income funds of the PCC that are available for spending on the general purposes of the PCC 

_Methodist Church –_ Services are videoed.  Styal, Handforth and Wilmslow working closely together.  Baby massage and toddler group via Zoom. WhatsApp group for bible study.  Pre-school group back involving lot of work to organise bubble groups.  Not open for prayer as not part of the Methodist tradition.  Working towards re-opening in September.  Coffee mornings continuing and craft and chatter groups. 

Broad spectrum of approaches to worship with a lot of work behind the scenes to maintain social distancing.  Zoom provided next best thing to being physically together. 

Kirsty thanked Katy for her hard work as chair as she handed over to Andrew. 

## **Monday 14[th] September 2020  Via Zoom (12 members)** 

Andrew welcomed everyone to the meeting and Caroline led in prayer with verses from _Revelations_ 21 and 22 declaring message of hope and good news that will not go away.  She asked that we be filed with wisdom and love to make wise and good decisions. 

Finance - £3,150 in the account.  All subs paid and not aware of any forthcoming expenditure.  Members to advise if they think of anything that might be required and fit within our remit. 

Christian Aid Week – Report noted.  Total received was excellent in the circumstances.  Consideration will be given to doing things differently next year learning lessons from these unusual times.

Advent and Christmas – Carol singing will not take place unless restrictions eased.   Also unlikely we can provide lunch for those on their own.  Carole said URC luncheon club have set up _lunches at home_ following all safety guidelines so it may be possible to tap into this.  Suggestion that we produce a Christmas card for all households.  Polish tradition of having nativity scene windows might be a possible in homes and shops.  Leaders to look at card and Carole to ask her daughter to do the cover picture. World Day of Prayer 6[th] March 2021 – Chrissy and Caroline have organised in the past but input from other church reps was not forthcoming.  Planning day is on 2[nd] October in Manchester but unlikely to take place.

Styal chapel now back in use.   Katy grateful to Norcliffe for hosting them for 3 months.  Successful joint services held which it is hoped to continue on an occasional basis. 

Regional trainer from Messy Church doing an evening event at the URC on 11[th] March focusing on discipleship. 

Needs of the agricultural chaplaincy highlighted.  2019 was a difficult year with closure of Chelford and Beeston Market and Tomlinson’s Dairy in Wrexham going into administration.  Possible future speaker suggested by Kirsty Allan from the farming community.

Katy welcomed everyone to the meeting with thanksgiving for guidance during this challenging times and appreciation for the technology. Community Careline update.  Sadly, this is being wound up.  Letter of thanks to Eric and Barbara Chilton and Rosemary Smart.  Letter to go to drivers also. 

Accounts to year ended 31[st] Dec noted.  All subs received and £3,150 in the account.  No planned expenditure.   Thanks expressed to Peter. Increased demand for food banks during lockdown noted.  Opening times for Food Friend, Hope Central and Styal noted. 

Lent Lunches – only 2 held before lockdown which had broken all records. Dean Row happy to host in 2021.

_URC –_ Zoom meetings and pattern of recorded worship with 2 Sunday services.  Lunch club reinvented with meals at home taking food to those who are isolated.  Wilmslow Youth furloughed all staff although Matt return part time soon.  Individual school year groups have met.  Families from _Messy Church_ keeping in touch.

## **Churches Together in Wilmslow 2020** 

The CTiW group met 3 times with representatives from the Wilmslow churches:  St Bart’s, St Anne’s, the United Reformed, Wilmslow Methodist Church, St Teresa’s, Norcliffe Chapel, Wilmslow Life Church, Wilmslow Quakers and Dean Row Unitarian Church. 

**Tuesday 21[st] January 2020  Dean Row Chapel (16 members)** Opening devotions by Katy following her recent visit to Chile with a moving account of a country in crisis. 

Rob and Marion stepped down from leadership of Life Church. Paul Briers welcomed as part time paid leader.  He has worked as a missionary in South Africa and Amsterdam in the past. 

Consideration to be given to CTiW supporting _Christians Against Poverty_ future project. 

Finance Report – Year-end figures completed to 31[st] December.  £1,050 subs received, £1,140 expenses - £2,100 in the bank.  Subs to remain the same for the coming yar. 

Sreerpur harvest appeal raised £6,290. 

Service to remember those who have died well received.  Format works well and will continue. 

Carol service great success with special thanks to Dave Searby for sound and light.  £150 paid to the band and £175 collected for Christian Aid. Kirsty Rob and Jeff thanked for their part in drama and readings. High Sheriff Mark Mitchell talk an excellent and powerful event. Talk available on memory stick. 

Hustings chaired by Revd Charles Nevin, Met Police Chaplain and retired Methodist Minister was an excellent event. 

Harvest Appeal 2020 – Greater Manchester Night Stop agreed.  Speaker to come to the next meeting. 

Harvest Appeal 2021 – Kirsty to contact a couple who work for the Council for World Mission in Madagascar for more information. 

Lent Lunches – the same format as last year, hosted at Dean Row. Christian Aid support information and videos to be available. 

Lent study possibly done jointly.  Leaders to discuss. VE 75[th] Anniversary 8[th] May – Isobel to check if Town Council have any plans. 

Christian Aid week – 75[th] anniversary of founding and large reorganisation planned this year with centralisation of services.  CA exiting 12 countries globally to focus on specific issues.  Consideration to be given to changing the envelope collection system. 

Agreement not to take part in the Wilmslow show this year. Consideration to be given to having a CTiW family fun day instead. 

Details of Churches Together in Cheshire _They Kingdom Come_ event noted Eric Chilton from Community Careline outlined service they provide and request for more volunteers. 

_In Together_ Café continues to thrive and is greatly appreciated.

## **Bellringers' Annual Report for the year ended 31 December 2020** 

Well it turned out to be a very different year. 

Our main duty is to ring the bells for Sunday services, and as required by the Rector for other important services. We rang the bells as usual for the morning service at St Bartholomew’s in January, February and early March until the lockdown prevented us ringing. Practices were suspended. 

After that we did not ring the bells again until Christmas Day. Because of social distancing rules we could only ring four bells because our sallies are too close together to ring all six bells. We had to ring early and vacate the ringing area before the congregation arrived but we do know from comments from walkers on the Carrs that the sound of the bells on Christmas Day was much appreciated, after such a long absence. 

Our tower captain, Neil Lomas has done a wonderful job telephoning all our ringers every Wednesday evening throughout the lockdown to check on our wellbeing and to keep us together as a band so that hopefully we will still have a band able to ring again when we get the all-clear. As a group, we have communicated through ‘Whats app’.

## **Deanery Synod 17[th] November 2020** 

The guest speaker was Rev Canon Dr David Page from St Peter’s Elsworth who undertook a project into the Funeral Chaplaincy in the Middlewich Deanery. Over 500,000 people die each year in England and Wales and the vast majority have some form of funeral service.   In 2018 78% of deaths resulted in cremation. The number of services taken by CofE ministers is in decline with civil celebrants taking an increasing number.   The project questioned whether the CofE could do anything to maintain a significant and sustainable funeral ministry to the whole community in the 2020s and beyond. 

The observations from the pilot were that the purpose of funerals is changing with the main focus being on celebration and giving thanks for a life shared.  Music is more for reflection with no hymns in the top 10 most frequently played.  Civil celebrants are very good at advertising whereas the CofE is not.  The conclusions were that there is a serious and real possibility that the CofE’s funeral ministry will almost vanish in the next 30 years.   There is an opportunity for the church to develop funeral service chaplaincy to fill a current and real need. 

Parish contributions to the Deanery have been cancelled for 2021.  John Grainger has completed 2 terms as the lay chair and after the meeting Isobel volunteered to take on this role.  It has been a difficult year financially with a projected deficit and parishes struggling to pay their share.   There used to be a list of architects that parishes could use but they can now choose their own but PCC need to ensure they are competent.

## **Diocesan & Deanery Synods Report** 

The Deanery Synod meetings  that took place this year were attended by the Parish representatives. 

## **Diocesan Synod – November 2020 – Via Zoom** 

Covid has affected and will continue to affect Diocesan Finances. It is expected that the Diocese will suffer a loss of over £700K in 2020. The major reason for this is a drop in the total of Share paid by Parishes to the Diocese – expected to be no more than 90% rather than the hoped for 95% of ££s requested. The Budget for 2021 anticipates a loss of £1.7M. Income from fees will be lower than “normal”. The number of curates is slightly higher than in some years. There will be no increase in Diocesan salaries or stipends and no expenditure on parsonages. The budget includes an increase in cost to support Safeguarding improvements. There will be a small reduction in contribution to Central Church but contribution to the Pension Fund is likely to increase. In this time of uncertainty these figures can only be estimates and none are possible for further into the future. This can be managed from various reserve options – but we will have return to a balanced budget as soon as possible. 

There will be a 1% increase in Parish Share with effect from April 2021 (delayed from the usual January review date).  This was extensively debated but finally accepted by a 2:1 majority. 

Following the publication of the IICSA and Pearl reports there was a discussion on Safeguarding.  The Diocesan objective is to improve and have a transparent and appropriate set of procedures which meet all current hopes. This be forward looking and start from where we are rather than be retrospective.  It will bring a financial cost – possibly employing extra professional staff. 

Approval was given to setting up a new Diocesan Committee for Outreach to replace previous Board for Social responsibility and another for Mission. An amended Diocesan Scheme for the Inspection of Churches was approved as was authority for Bishop Mark to delegate some responsibilities to Assistant Bishops. 

Synod was reminded of the Clergy Covenant for Well Being and Everyday Faith initiatives of which we will be hearing more.

## **Report of the Proceedings of the PCC 2020** 

The PCC met 5 times during 2020 both in person and via zoom. 

## **14[th] January 2020 (19 Members)** 

Clarification of insurance _reasonable search declaration_ noted – PCC still liable regardless of whether or not we sign and return it. Roger’s licence renewal notice has been received. 

House of Prayer – email received asking what we are doing in this regard. Kirsty to chase up at the Diocesan meeting. 

Good progress between all parties with regard to the trees. Personal accident cover removed from insurance policy because it duplicates other areas.  Agreement to leave the engineering cover until 3 year agreement ends in December 2020. 

Discussion about worship and parish activities over the last 12 months and proposed development of different working pattern in 2020 to allow for Christina and Kirsty moving on.  Advent and Christmas services discussed and proposal for doing things differently outlined.  New format of All Age at St Bart’s progressing.   Christmas leaflet felt to be valuable as it outlined other activities.   Good interaction on the Parish Facebook page. Challenges include the need to increase the number of children and grow the congregation.  Regret that choral evensong has gone but noted that numbers are small. 

Julian presented the year-end figures and forecast for 2020. Projected deficit -£19K (less than predicted -£43) thanks to 3 sizeable donations and £6k monies earmarked for work to the trees which has been postponed.  Expenditure for 2020 includes tree surgery and replanting and the new boiler.  Suggestion we should have sponsorship appeal for trees and Friends could cover cost of boiler.  St Anne’s income and expenditure noted.   Total figures for both churches indicate a significant deficit for parish. 

Majority agreement to send £300 to 7 charities. 

PCC resolution to approve creation of accounts for purpose of receiving contactless donations and provide training to church officers, sidespeople, church sitters and others as necessary agreed unanimously. 

Unanimous PCC approval for expenditure up to £5,340.00 (subject to 2 further quotes) to replace boiler and include follow up servicing. Final decision delegated to Church Wardens. 

Unanimous PCC approval to ask Nick Rank to carry out quinquennial inspection – Church Wardens to organise. 

Unanimous agreement that PCC suggests to the Diocese that Martin Kinsey is appointed as additional trustee for the proposed MAT. Isobel agreed to be contact for Lay Conference. 

Friends to consider funding the new boiler to be confirmed after meeting on 20[th] January. 

Agreement to send gift token to David Bell in recognition of life-long service as server and sacristan at St Anne’s.

Neighbourhood Network Easter Event to be held in Parish Hall on afternoon of 4[th] April.  Morning coffee and cakes in church to continue as normal. 

## **17[th] February 2020 (17 Members)** 

House of Prayer ongoing.  Suggestion we could alternate Christmas Day services between  St Anne’s and St Bart’s however as there was no room at St Anne’s for a joint service agreed to continue with 2. 

## **Safeguarding Report** 

The PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults). 

PCC to take lead on safeguarding training. 

Three quotes for St Bart’s boiler received.  General Synod aims for churches to be carbon neutral by 2030.   Discussion about different heating methods. Agreement to replace current boiler due to urgency of circumstances but consider future heating systems.  Tim to lead and contact Flo Collier in this regard. 

PCC sub-committee membership and terms of reference disclosed. Discussion about worship and decreasing size of the ministry team. Whole parish perspective needed for overview. 

Nursing home visits and home communion to be added to lay ministry. Representatives from different congregations ideal. 

Full discussion about terms of reference; sub-committees, quorum, co-option, frequency of meetings, financial powers, decision making, assets and budgeting.  Caroline to speak to colleagues about their experience. Fabric sub-committee priority at present. 

Overlap between social events, fundraising and Friends.   Desire for more purely social events. 

Members due to come off PCC at APCM noted.

Safeguarding work has stalled in lockdown but still needs to be done. 

Flo Collier not contacted re: carbon neutral boiler yet and Tim has not undertaken audit due to current circumstances. 

Sub-Committee work to be picked up shortly. 

Membership queries raised.  Caroline waiting for guidance re final legal position for the APCM. 

Temporary suspension of public services agreed by majority vote. Archdeacon’s visitation to Wilmslow had been planned but is now postponed. 

Members experiences of lockdown reviewed.  Online worship, WhatsApp and Zoom groups all welcomed in unusual circumstances 

Importance of Neighbourhood network highlighted. 

APCM has to be held by 31[st] October.  Caroline awaiting guidance how we can do this. Private prayer at St Bart’s in place since 9[th] July.  Possibly too many stewards. 

Holy Communion at St Bart’s on 16[th] August.  Keep under review making sure we follow Covid-safe guidelines. 

St Anne’s closed until September.  To be open for private prayer. Food friend report noted.  Hoping to open on a Thursday.  RA accepted. 

I was appointed by the PCC as Safeguarding Officer for Wilmslow Parish from 22nd November 2020 taking over from Dean Sumner. 

Safeguarding means the steps that the Church takes to create and maintain a safe environment for all and in particular for children, young people and vulnerable adults. As a Parish we are committed to encouraging an environment where all people, but especially those who may be at risk for any reason, are able to worship and follow their faith journey in safety. I attach a copy of our Parish Safeguarding Policy which was adopted by the PCC on 17th October 2020. This Policy is reviewed on an annual basis. 

As a result of the Covid pandemic 2020 was a year when, due to Government restrictions, there were no church services in our Parish for some months nor our other usual church activities such as children’s activities, home visits and social events. This pause has therefore provided an opportunity to review all our activities and procedures from a safeguarding point of view to ensure that all documentation and processes are updated in line with guidelines set out by The Church of England and Diocese of Chester. This review is ongoing as our activities start to recommence or new activities begin. 

During 2020 there was one historic safeguarding matter reported to the Diocesan Safeguarding Team. 

As recommended all PCC members have completed or are in the process of completing Safeguarding Basic Awareness Courses and Safeguarding Foundation Courses as provided by the Diocese. 

A review of DBS (Disclosure and Barring Service) documentation and processes is currently being undertaken to ensure that all procedures are, or will shortly be, up to date. 

Our Safeguarding contact details and safeguarding information has been updated on our Parish website and in Parish buildings.

## Overall positon. 

The investment in Chloride ordinary shares is now considered to be worthless, and so has been written off, resulting in a reduction of £2,551 in the Endowment fund. The net movement on Unrestricted Funds was a deficit of £37,547. A surplus arose on Restricted Funds of £20,410. Consequently, over the year, the total fund balances decreased to £932,974, of which £354,904 is Unrestricted. At this level of Unrestricted funds the PCC has no immediate concerns about the financial impact of further Covid constraints over the medium term. 

## **Reserves Policy** 

The PCC retained £233,676 of its excess cash balances in short-term deposits of up to a year’s duration. These are reviewed on an annual basis. 

Pre-school in St Anne’s hall open since 15[th] June. Issues with cleaning of the halls noted and in view of stricter requirements contract cleaners to be used. 

Jon Horne keen to return to maintenance work of the churchyard.  Caroline and CWs to liaise with him. 

Unanimous approval of the Parish Accounts for 2019. Review of 2020 accounts to date noting the drop in income.  Friends agreed to fund the work required for the parish hall floor and the new boiler.  No reduction in parish share due to lockdown. 

Online donations available with QR code.  Good box to be moved to more prominent position.  Thanks expressed to Maxine. 

Kirsty in final months of curacy.  Caroline applied for new full time stipendiary curate.  Discussion about financial implications but acknowledgement that there is pressure on the ministry team.  Val Hollis, retired SSM from St Albans coming back to wilmslow.  Georgina Watmore will also apply for PTO status. 

Katy Allan, Christina Theobald and Anne Binnie all moved away.  Isobel to send a letter of thanks on behalf of PCC and hope we can mark in a more formal way when circumstances permit.

Food Friend to resume on Thursdays from 17[th] September.  Thanks to Flo for making everything Covid safe. 

Maintenance in the churchyard is ongoing.  Friends of the Carrs have offered to help if necessary. 

Thank you letters sent and all have responded thanking us for our good wishes. 

Consultation document for services from October to December noted. Social distancing measures for both churches discussed.  All-age service hopefully an afternoon event.  Importance of getting balance between online and in-building services to suit needs of everyone.  Evensong small congregation, largely choral and would have a cost implication for the organist. Agreement to implement the schedule as laid out. 

Staffing issues discussed in detail.  Agreement to engage professional services to support this. 

Financial sub-committee proposal noted and unanimous agreement to go ahead with this. 

Magazine proposal noted and unanimous agreement to proceed as outlined. Agreement for hoover repair for St Anne’s—approval for expenditure up to £100. 

PCC nomination for Maxine Drabble to be a foundation governor for St Anne’s school.   Unanimous approval. 

APCM date agreed for 17[th] October via zoom or in the building. Agreement for Curate to be appointed from June 2021 with housing allowance of approximately £1K per month and provision of a work space. Carried by majority.

St Anne’s school managing Covid compliance with small groups and bubbles.  Little progress with MAT process at present. Harvest Appeal raise £6,134.25. Some positive tests at St Anne’s school so groups isolating. PCC membership and Trustee roles and responsibilities highlighted. Proposed code of conduct based on good practice noted.  Martin Kinsey agreed to take forward with his experience as a High School governor. Service pattern for December and Christmas noted and online Christingle. PCC resolved suspend Holy Communion on 27[th] December. Agreed unanimously. 

Paper on re-introducing distribution of wine by dipping wagers. PCC unanimously supported the motion that we continue to receive in one kind only. 

Kirsty’s last day is Christmas Day.  Roger’s status now changed to PTO, he is now a Canon Emeritus and is no longer automatically on the PCC. Georgine Watmore coming in the New Year applying for PTO status. Significant changes when Kirsty leaves. 

8am BCP service attendance low so will not resume for the time being. Discussion about Evensong and low numbers/cost of organist. Bank account signatories agreed.

## **Financial Review for 2020** 

The consolidated Parish accounts are presented on an accruals basis. 

## Unrestricted Funds. 

Total receipts were £148,274, of which £85,383 was from unrestricted planned voluntary donations through standing orders and envelopes, an increase of some 7% from the equivalent figure for 2019. A further £21,025 was obtained from Gift Aid, a reduction from the previous year due to extra amounts being brought into account that year to reflect the adoption of accruals accounting. Several aspects of income were adversely affected by the coronavirus pandemic this year. The biggest impact was felt by our two halls (the Parish Hall and St Anne’s) which had to close for extended periods, along with our churches, where there was a marked reduction in the level of collections received at services, and there was a reduction in fee Income from weddings and church funeral services. Total unrestricted receipts were down £59,662 from £207,936 in 2019 (although that year included a kind one-off gift of £20,000). 

Cost reductions arose as a result of the decreased usage of the churches and halls. The salaries bill was ameliorated by the receipt of £5423 of Coronavirus JRS (furlough) grants, but these have been reported these under Income. 

£185,347 was spent from unrestricted funds to provide for Christian ministry, including the contribution to the diocesan parish share of a net £78,542, which largely provides stipends and housing for the clergy. 

The overall effect of the pandemic has been a reduction in unrestricted reserves of roughly £15,000. 

## Restricted funds. 

Grants and donations of £35,945 were received, of which £33,748 related to our Food Friend food bank, and £2,197 related to the activities of the Friends of the Parish, who raise funds for the maintenance of the church buildings and fittings. Some £7,494 of the Friends’ accumulated funds was used to refurbish the Parish Hall floor and replace a boiler in St. Bartholomew’s Church. Following the year-end, a successful claim was made for the boiler on our insurance company: the subsequent net refund of £3,740 to the Friends will be included in the 2021 accounts.

The B list jobs are still outstanding, largely due to C19, but progress is being made. 

A Goodbox has been installed, with huge thanks to the donor. The grounds have also been maintained. 

## _St Anne’s Hall_ 

Deanery and Diocesan Reports noted.  Discussion about funeral chaplaincy project in the Middlewich deanery and the “Wilmslow” experience. Kirsty expressed thanks for a “fantastic” curacy and feels truly blessed to have had Caroline as her training incumbent. 

## **April 2021** 

Bookings have occurred as allowed, predominantly the Pre School until it closed. 

Ray and Georgina have done wonderful work and maintained the building, including redecorating over the summer. Huge thanks to them for all their time and support. 

A new boiler has also been installed. 

The chairs and floors have been cleaned, a huge thank you to Andrew. The usual checks have occurred eg: fire extinguishers etc.

## **Electoral Roll Officer’s Report** 

There are 222 on the Electoral Roll of which 51 live outside the Parish. 6 have been removed, 2 of which are deceased, 3 left the area and 

1 requested to be removed as no longer worshipping in our Parish.

## **Fabric Report (Warden’s Report) including Parish Hall** 

## _St Bart’s_ 

The usual work has occurred at St Bart’s – PAT testing, fire extinguisher checks etc. 

Sadly the grounds work has not been able to happen but we are thankful to the wonderful volunteers who are ready to start the strimming as soon as possible and to return everything to ship shape. 

The tree work that has necessarily happened to remove 6 dead and dying trees did bring with it some unexpected repairs but all the repairs have been sorted and huge thanks go to the tree surgeons who both did their part of the work really well. 

There have been some issues with the boilers but this is in hand and hopefully will be finally resolved shortly. 

The Church has been cleaned throughout and meets C19 compliance. Thanks to Quality Cleaning and volunteers. 

A Goodbox was installed to help with the finances, enabling speedy card donations. Huge thanks to the donor. 

A new phone has been installed and fibre broadband. Thanks to Flo for all her hard work. 

## _Parish Hall_ 

The Hall has met its RA and C19 compliance throughout 2020. The cleaning requirements have been an issue but we have managed throughout. All the usual checks have occurred, despite C19 restrictions – fire extinguishers, boilers, alarms etc. 

The main work undertaken in 2020 was the resurfacing of the Hall floor which has been undertaken to a very high standard and paid for by the Friends, with thanks. 

Regular bookings have been able to use the Hall, those that were allowed, as RA and C19 systems were set up including a one way system, sign in etc. The Parish Office and Town Council Office have been minimally used in line with C19 restrictions 

## _St Anne’s_ 

All required work has been undertaken eg: boiler check etc Ray, Georgina and Alison have maintained the Church to its usual high standard and enabled opening for services and private prayer.
