The trustees who are also direclors of the charity for the purposes of the Companies Act 2006. present their report with
the financial statements of the charity for the year ended 30th June 2024. The Irustees have adopled Ihe provisions of
Accounling and Reportlng by Charities: Slalement of Recommended Practice applicable lo charilies preparing Ih8ir
accounts in accoidance wilh the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)

The role of volunteers In Ihe work of Ihe Trust is steadily growing from voluntary Iruslees only, to those involved in
practical conservation and education work. In 2023-24 the Trust recruiled and Iralned educalional volunleers who helped
lo run educallonal sessions for thildren in a safe and professional manner.

ACHIEVEMENT AND PERFORMANCE
Charitable activities
The three delivery programmes of work are education, catchment coordination and river resloralion wilh moniloring and
evidence underpinning Ihese programmes. In addilior). Ihe Trusl spends a limited amount of lime on advocacy and
respondlng to specific consultations. In 2023-24 many aclivilies and projects integrated two or more primary 8Ctivili8s, for
example evidence galhering on habilal enhancemenl works and linking education to river reslorallon projecls. Projecls
are delivered where Ihey align wlth one or more of Ihe TTusI's obleclive5, and achlovoments are audited and reported
through the management and governance slruclure lo funders and relevant partner org8nisations. In 2024 objectives
and oulpuls across all programmes and projecls were achieved or exceeded.
Educatlon
The principal alm of th& Trust's work in educalion is lo infomi and build awareness of the Importance and fragllity of river
habilals and lo Inspire a sense of value for them in schools and Ihe broader Communily.
Th18 area of work allained Ihe Trust's highest levels of both coverage and output lo date wilh several area-based projects
runnlng slmullaneousty, Including new delivery on the Isle of Wighl and in urban Soulhamplon Ihanks to new fundlng
from the Emesl Cook Trust targeted al oldor children. One of the main projecls was funded by Southern Water, providlng
ouldoor learnlng opportunities for primary-aged children in Ihe Test and Ilchen calchmenl, at lh6 same lime
dlsseminallng messages about waler saving and stewardship. The Trust continued Its educational delivery under Ihe
National Heritage Lollery Funded Walercress & Winlerbournes prolecl, and the team conllnued delivery of educational
sessions lo schools and unilormed groups through Ihe year. as well as smaller projects on Ihe Rlvers Meon and Wylye.
Catchment Management and hostlng of Catchment Partnershlps
The Trust contlnues lo host the Hampshire Avon Calchment Partnership and co-hosled. worklng wllh Hampshlr8 &1816
of Wighl N'ldllfe Trust. the Test and Il¢hen Cat¢hmenl Parlnership. The aim of these partnershlps, whlch have been
established under DEFRA'S Calchmenl Based Approach inilialive, is to obtain the engagemenl and participation of
relevant slakeholders in priorilising and implementing actions lo bring about ecologlcal improvements to Ihe rivers and
olher water bod188 within Ihe relevant calchment. Thls includes NGOS, farmers. user groups such as an91ing clubs and
wlldllfe organlsalions, local government, the Environment Agency and Natural England. waler companles and olh8r
private seclor businesses.
During 2023-24 Ihe Trust's Calchmenl Programme Manager managed the day-to-day acliviliès of tho two partnerships in
collaboration wilh the Trusl's CEO who also look an active role In chairing the Partnership groups. Participation from
stakeholders repr8senling a wide spectrum of Interests was facilitaled and issues and priorllies for action were identified
notably pollullon and nulrient enrlchm8nl. A significant Part of Ihis programme was 8 Gonlinuing focus on Ilalson wllh
farmer groups, culminating In successful bids for funds lor calchmenl improvements under Oelra's Landscape Recovery
Schemo. An innovative project was delivered in the headwalers of the Hampshlre Avon calchmgnl In partnership wilh
Willshlre Council aiined al promoting the upgrade of failing 8eplic tanks al scale - a major sourcè of water pollullon In
Ih88e sensitive environments,
Through Envlronment Agency and vRler company funding Ihe Trust conlinued the Test & Ilcher) Invaslve Non-Nallv8
Species project lo tackle Ilie threats arising from such species al a slr81egic scale through volunleers and slakeholdeTS.
In 2023-4 this work continued with suNeys and aclive delivery of invasive species control In Ihe Cdlchmenl. Through the
Hampshire Avon Catchment Partnership. mulli-year projects continued including the Wessex Waler-funded Wider Wylye
projecl and bids were refined under Wessex Wal8rfs Wal8r Industry Environmenl Programme IWINEP).
Rlver Restoratlon
River habitat rasloralion, the largesl programme of adivity for the Trusl, continued at scale in 2023-24. This included
habltal projects for chalk stream biodiversily including reinstating the features which cre81e condltions for the
characterislic chalk stream ecology and hydrology - inGluding Ranunculus, invertebratas and fish. In praclico this work
involved reverslng the legacy of dredging and straighlenlng by reintroducing native gravels and a more nalural profile by
restoring banks and woody habllal. In addition Ihis programme comprised projects wilh a focus on fish passage and
ecological conneclivily through removal of redundant built slfLKtures and investigation and dellvery of channels whiGh
bypass artificial impoundments for migraliiig fish such as salmon. The main work was under th8 Soulhein Waler funded
FReSH Water Programme to provide compensalory chalk stream habitat and easements to fish passage, providing
Tesilience lo low Ilows caused If and when water abstraction during droughls is required. This mulli-yeaT programme is
part of a wider scheme being delivered by three partner oTganisalions in close liaison wilh Southern Water as part of Its
environmental commilmenl., the Trust undertakes design. secures consents, and project manages capital works
undertaken by sub-contraclors and l or its own staff. 2023-24 saw the third year of practic81 delivery under this
programme. wilh nearly 2 km of thalk river habilal restored on the River Tesl and one obsliuclion lo fish migralion eased
on the Rlv8r Dever. Wilh funding from the TICP Drought Resilience Fund, 1 km of rrver was restored on Ihe lower River
Devei and 380m was reslored on Ihe Itchen Navigation, a publicly accessible section of river. The Watercress &
Winlerbouines programme, funded by Ihe National Hetiiage Lottery Fund, saw its fourih year of practical delivery
through Ihe Trust in the headwaters of the rivers Ilchen and Test. wilh $￿ceSSfUl projeGls undertaken near Andover lo
both restore habilals and engage communities there.

On the River Avon, Ihe first phase of delivery involved restoralion of 2km of main river under a project funded by National
Highways wa8 undert8ken lo restore river dredging done when the A303 was buill. Downstream design work was
rinalised and preparations were made lo bypass a significant barrter lo the niigralion of fish, nolably Allanlic salmon,
downstream of the A303.
Monltorlng and Evldence Gatherlng
As patl of routine projecl moniloring, fish population suvveys were undertaken on several watercourses and drone SUTvey
melhods were refined. In addition, sedimenl source fingerprinling. pet para811icide and soil microbiology iesearGh, was
undertaken. centred on the River Avon. in conjunction wilh cilizen scienlisls and farmers. Investigations into creating
wellands as nalur&based solutions ID waste water discharge5 were conducted for several locations.
Advocacy
The Trust engaged in strategic partnershlps wllh Walér Companios to help enhance their environment81 performance
and address poor perfoftnance. The Trust made comment lo Ihe government, opposlng scrappage of nutiienl neulralily
as a means of preventing the worsening of water pollution arising from d8velopmenl In the region and adding its voice lo
a campaign for better protection of chalk slreams. Ongoing support to the implementalion of the Chalk Stream
Restorallon Slralegy was given through various routes.
FINANCIAL REVIEW
Thé Trust was Incorporaled in February 2009. The Trusl has adopted a 30 June year end.
Total Income In the Trust's year to 30 June 2024 covering bolh restricted u58 and unrestricled use funds was £1,334,086
(2023., £1.532.018) and expenditure was £1,135,533 (2023'.£1,449,3831. Income therefore exceeded expenditure {after
transfers between funds) by £198.553 (2023:£82.635),' split bolween £84.767 unrestricted use funds and £113,786
reslricled use funds.
Nel assels of Ihe Trust as at 30 June 2024 8mounled lo £629,205 (2023'.£430,652).
Th6 Trust is a not for profil organisalion. W)ilsl as at 30 June 202411 is reporting 8 surplus of Income over expendllure11
should be noted that this includes funds received bul earmarked for specific piojecls the costs for whlch wlll be incurred
in Ihe year 2024125.
The trustees, reserves policy is lo mair)lain reserves at a level Ihal would permll the Trusl to cover its salary costs and
overheads for a peilod of al least three months in the case of unforeseen events. In addition, som8 gTanl agreements
requlre lh6 Trust lo finance activities and recelve payment In arrears. Unrestri¢led reseples at 30 June 2024 were
£389,811. The Iruslees consider thls sum is adequale to meel Ihese IV￿ purposes.
PLANS FOR FUTURE PERIODS
The Trust's maln aclivilles involve delivery of mulli-year projects and programmes, spanning up lo 5 years, underpinned
by objeclives whlch are agreed by. or in liaison wlh, funders and partners. The Trust has commenced development of an
organisallonal strategy which. together with programme strategies which will follow, will consolidate Ihe Tru8t's vlsion and
values and guide fulure priorities and facilitale 8fledlve delivery

Governlng document
Wessex Rivers Trust Is a registored charity and is Incorporated as a company limited by guarantee and without Shar
capital. The governing document is ils Memorandum and Articles of Associalion. In 2024 thls gov8rnlng documenl was
amended to include coverage of Ihe Isle of Wight.
Organlsatlon
The Trusl is supported by approximately 300 ordinary, life. founder and other supporlers. Ordinary supporters pay an
annual amounl towards the work of the Trust, plus In some cases exira donations are received.
Overall responsibility for the running of the Trust resls with Ihe Board of Trustees which Is limlled lo Iwenly Iruslees.
Trustees are elected and appointed by the Board. There were bolh resignalions and new nominations lo Ihe Board iii
Ihe year lo 30th June 2024. The truslees appoint their own chair from within Ihelr ranks.
The Trust has a full tlme Chlef Executive Officer {Dr. Davld Rumble). In 8ddilion, as al 30 June 2024 the Trust also
employed a Dlreclor of Operations {Mr. Michael BlackmoTe). a Calchment Programme Manager, an Education &
Engagemenl Manager, Iwo Senior Prol8Ct s18ff, three Piojecl Officers I Coordinators, two Projecl Asslslanls, a Senlor
Education Offlcer, an Educalion Officer. a part-time Communications Officer, two part-time Admlnlslralors, a part-llme
Finance Officer, and three educators on variable hours conlracls. The Trusl has a volunlaer Treasurer and volunteer
Research Officer.
Sub-commillees and worklng groups have been e8lablished consisling of individual trustees, Ihè CEO, and the
Treasurer coverlng speclfic Issues such as finan¢e. heallh and safely and appointments. The Ilnk belween the

practices from Ihe wider network or Rivers Tmsls based on local parameters and the charily's own prioiilies. The Trust

ACCOUNTING POLICIES
Basls of prèparlng the flnancial statements
The financial slalements of Ihe charitable company. whlch is a public benefit enlily under FRS 102. have been
piepared in accordance wllh the Charities SORP {FRS 102) 'Accounling and Reportlng by Charities.. Slalement
of Recommended Practice applicable lo charities preparing their accounts in accordance with the Financi85
Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019),, Financial
Reporting Standard 102 'The Financial Reporting Slandard applicable in the UK and Republlc of Ireland, and Ihe
Companles Act 2006. The financial statem8nls have been prepared under the historical cosl convenlion, wilh the
exception of investments whlch are Included at markol value.
The financlal slalemenls are presenled in Slewling, which is also Ihe functlonal currency of Ihe company.
The financial stalemenls have been prepared on a golng concern basis as the trustees believe that no material
uncertalntles exlsl. Tho Ifuslees believe that Ihe budgeted income and expendilure is sufficient with the lev81 of
reserves for the Charity lo be able lo contlnue as a golng concern. The trustees have considered the level of
funds held and the exp8cled level of Income and expendilure for a period of 12 months from aulhorising these
financial stalemenls.
Preparatlon of con8011dated flnanclal statements
Th8 financlal slalemenls contain information about Wessèx Rlvers Tnjsl as an individual company and do nol
conlain consolid8led financial Inforrnalion as the parenl of a group. The charily is exeinpl undèr Secllon 399{2A}
of the Companles Act 2006 from the requiiemenls to prepare consolidated financlal slatem8nls.
Income
All Income is recognised in the Slalemenl of Financlal Activities oncè the charily has enlillemenl lo Ihe funds, It is
probable that the income will be rec8iV8d and Iha amount can be measured reliably.
Donalions are included when received.
The charlty recelves governmenl granls in respect of habllat Improvement and river resloralion projects. Income
from government and other granls are recognised al fair value when the charity has enlillemenl after any
performance conditions have been mel, it Is probabl8 that Ihe income will be received and the 8mount can be
measured reliably. If enlitlemenl Is not mel then Ihese amounts ale deferred.
Supporter8 Income, Including life membeiship. is included on a re￿ip1S basls. All olher In￿me is included on an
aocTuals basls.
Expendlture
Lldbililies are recognised as expendlture as soon as there is a legal or conslrucltve obllgatlon commitllng Ihe
charity lo Ihal expenditure, il is probable Ihat a Iransler of economlc benefits wlll be required In setllement and
the amount of Ihe obligation can be measured reliably. Expenditure is accounled for Dn an accruals basis,
inGlusive ol VAT which cannot be recovered. and has been classified under headings Ihal aggregate all cost
related to the category. ￿ere costs Gannot b8 directly allributed to particular headings they have been allocated
lo acliyities on a basis conslslenl wilh Ihe use of resour￿5.
Expenditure on charitable aclivities comprises Ihose cosls associated with eduGalion, research, advocacy,
onservallon and habilal enhancement.
Governance cosls Include Ihose costs associated wilh meeling the conslilullonal and slatulory requirements of
the charily and include the audil fees. GoveTnance cosls are no longer shown as a separate expense category
bul are allocated between expense c8legorie5 accordingly.

end.
River Avon Capital Projects - Funds received from various sources were partially expended on habitat design and
delivery. The work was ongoing al th8 year end.

RELATED PARTY DISCLOSURES
The charllable company is controlled by the trustees who are all directors of Ihe company.
During Ihe year, Ihe charlly was gifted £1,997 (2023: £9,755) from Il's Iradlng subsldlary Wessex Rlvers Services
Llmlted.
G.E.S. Seligman Is also a Irustee of the Wild Tioul Trust a ch8rity with whom Wessex Rivers Trust collaborates
on various aclivities and projects.
During the year a staff member of the charily allended meetings with Ihe Environmenl Agency regarding the
fulure of a lake silvaled on the eslale of onè of Ihe Irustees. These meetings look place al the request of the
Environment Agancy and Ihese visils fell within the charity's charitable purposos. In total tha value of Ihls staff
time amounted lo £1,811.
Donations tolalling £2,OCQ were recewed from Ihe Iruslees.
