## TRUSTEES' REPORT FOR THE YEAR ENDED 31 DECEMBER 2024 

The PCC members (PCC members) present their annual report together with the financial statements of The Parochial Church Council of the Ecclesiastical Parish of St Paul, South Harrow (the church) for the year ended 31 December 2024. The Trustees confirm that the Annual report and financial statements of the charity comply with the current statutory requirements, the requirements of the charity's governing document and the provisions of the Statement of Recommended Practice (SORP) "Accounting and Reporting by Charities" issued in March 2005. 

## Structure, governance and management 

a. Organisational structure and decision making 

The management of the church is the responsibility of the PCC members who are elected by/from the electoral roll. The method of appointment of PCC members is set out in the Church Representation Rules. 

The PCC has the responsibility of co-operating with the joint vicars, Revds Ali and Steve Taylor in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The Parochial Church Councils (Powers) Measure 1956 is the charity's governing document. The PCC is registered with the Charity Commission (charity number 1138031). 

The PCC met a total of six times in 2024. 

The PCC has a building committee and a finance committee which deal with these particular areas of church administration. Both of these committees met three times in 2024. 

## b. Risk management 

The PCC members have assessed the major risks to which the church is exposed, in particular those related to the operations and finances of the church, and are satisfied that systems and procedures are in place to mitigate our exposure to the major risks. 

Objectives and Activities 

## a. Policies and objectives 

The primary object of the PCC is the promotion of the Gospel of our Lord Jesus in the ecclesiastical parish. 

In setting objectives and planning for activities, the Trustees have given due consideration to general guidance published by the Charity Commission relating to public benefit and in particular to its supplementary public benefit guidance on advancement of religion for the public benefit. 



## b. Activities for achieving objectives 

St Pauls Church welcomed its new vicars, Rev Steve and Rev Ali Taylor in September 2024. The first nine months of the year, the church activities were coordinated by the church wardens, Bruce Stevens and Phyllis Grant. 

In addition to the main worship services the charitable objectives are achieved in practice by undertaking the following supplementary activities: 

- 1.Providing building and open space to local population. The church is used by Roxmead nursery, Eleonora Ballet School and Multi-horizons contact centre. 

2. Running regular religious education for both adults and children. 

3. Running a community coffee morning each Wednesday. 

4. Running a Tuesday lunch club after the mid-week communion service each week. 

5. Working alongside other local churches in South Harrow to sing carols and support local community events

Further examples of how the church sought to continue to build relationships within the local community in the year were through: 

- Hosting visits from our local primary school twice (year 4 and year 1).                          - 

- Renting the church building to local families for birthday parties and celebrations. 

## c. Charitable giving 

We give financial support to individuals and charities all over the world. Beneficiaries of our support typically already have some connection to the church or some of its members and we seek to build ongoing relationships with our beneficiaries. 

## Financial review 

## a. Financial performance 



The accounts are available on request and can be found on the Charity Commission’s website. Income dropped in line with a drop in membership. Hall rental income remained steady from the nursery, dance school and contact centre who use our premises. We continue to benefit from rental income from the curacy house in Eastcote lane but this may end in 2026 if the church appoints a curate. 

## b. Reserves policy 

St Pauls PCC has adopted a reserves policy, to be reviewed annually. It was ratified at our meeting of 10th June 2024. 

Plans for the future 

St Pauls is continuing to explore how, although our church family speak different languages, we all belong to one body. We are also looking at how we are a blessing to our parish in the way we live our lives day by day. 

We are looking at what work we might do to improve our church building to make it more accessible and useful to our local community. This will involve making it more ecologically-friendly and installing better accessible toilets. 

We also hope to re-start a carer & toddler group to support parents and carers in our community.

## **Independent Examiner’s Report to the PCC of St Paul’s Church, South Harrow** 

I report on the accounts of the church for the year ended **31 December 2024** 

## **Respective responsibilities of the PCC and examiner** 

The church’s trustees (the Parochial Church Council) are responsible for the preparation of the accounts. 

The charity’s trustees consider that an audit is not required for this year under section 144(2) of the **Charities Act 2011** , and that an independent examination is needed. 

It is my responsibility to: 

- examine the accounts under section 145 of the Charities Act 2011; 

- follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the Act; and 

- state whether any matters have come to my attention. 

## **Basis of independent examiner’s statement** 

My examination was carried out in accordance with the general Directions given by the Charity Commission. 

The examination includes a review of the accounting records kept by the church and a comparison of the accounts presented with those records. 

It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the PCC concerning such matters. 

The procedures undertaken provide a reasonable basis for my statement below.
