Minutes of the Annual Meeting of Parishioners Sunday 23rd April 2023 at 3.00 pm In St Mary's Church, Prestbury

Revd Nicholas Bromfield welcomed everyone to the meetings, mentioning that church life in Prestbury was in good heart post-Covid, as can be witnessed by the attendance on Sunday mornings at St Mary's, where the average number at the main service now is 106. However, the Daily Telegraph and Church Times have reported a decline of church attendance nationally - down by a quarter since 2019.

The Rector spoke about committing ourselves to God's care, with reference to the gospel of the day - may we all burn with the same passion and commitment as the travellers on the road to Emmaus.

This first meeting is the Annual Meeting of Parishioners. This meeting is open to all within the boundaries of the Parish. Mrs Stella Caney was appointed as Clerk. Please read these Minutes in conjunction with the printed booklet.
The Minutes from 15th May 2022 were approved and signed.
Election of Church Wardens:

The Rector was delighted to report that four nominations have been received for the four Churchwardens, so all the posts are filled. These are as follows:

Helen Mann was proposed by Clare Wyatt and seconded by Roz Davie for St Mary's.

Stewart Wright was proposed by Lyn Jones and seconded by Mary Turner for St Mary’s.

Brian Wood was proposed by Linda Biggs and seconded by D.M Philpot for St Nicolas.

Jackie Smith was proposed by Gill Wood and seconded by Janet Ford for St Nicolas.

All have been correctly proposed and seconded and all have signed to say they are prepared to take on this role, being duly thanked for taking on this commitment. As there are no other nominations, all four were duly elected to serve as Church Wardens for the coming year for the Parish. Most NCTM Churchwardens will be sworn in at the Visitation Service on 6th June.

The Rector thanked all the Churchwardens for their work during the previous year, with special mention of Clare Wyatt who was finishing as Churchwarden. Gifts were given to Clare in appreciation of her important contribution during her years in the post. Additionally, thanks were given to Edward Wyatt for his help. Clare wished to convey thanks for help throughout the team.

1. Appointment of Clerk to the meeting

Mrs Stella Caney was appointed as Clerk.

2. Attendance

Revd Nicholas Bromfield, plus 38 parishioners.

Apologies for absence

Apologies received from 10 parishioners were read out by the Secretary.

3 . Minutes of previous meeting held at St Nicolas' on 15th May 2022

The question was asked if there were any corrections to the Minutes. None were mentioned, so the Minutes were signed by the Rector as being an accurate record.

4. Report on the Electoral Roll

The new total is 440 people (404 last year.)

8 people have come off due to death and moving away &c.

44 have come on, mainly from Breakfast Celebrate and the 11 o’clock service at St Mary’s where with both, congregation numbers have risen over the past year particularly.

Since the cut off, we have received some additional new forms to add on after the APCM. ( Matthew Wilson, Electoral Roll Officer)

5 . Annual Report of the PCC

PCC meetings take place six times per year, which the Rector felt was an appropriate number.

6. Report on the Parish of Prestbury (by Team Rector)

The Rector added the following comments to his report.

1) Fr Robert has now moved to London to take up his new post. As numbers were insufficient to warrant a coach to go to his Ordination, Christopher Parsons of Selim Smith was kindly able to offer cars.

2) The Rector reported that Revd Tom had settled well in his new post in Coventry.

3) There are now two vacancies for the NCTM. The process for appointing new clergy can be quite lengthy. Parish profiles are nearly complete. The Rector would welcome photographs of the locality and church events. There is a possible interested individual who could be considered as a sole candidate for St Mary Magdalene and St Lawrence churches. Additionally, another individual is being considered for All Saints. So there is a possibility that these candidates could be appointed far more quickly than having to go through the advertising process. Janet Ford suggested that Churchwardens should have input into the parish profiles. The Rector replied that in the current situation with a possible sole candidate, it was more sensible to update the previous profile for consideration by PCC members.

4) Currently we are indebted to retired clergy who help fill the rota of services, and another local retired priest has recently joined this group.

5) A query was raised regarding the possibility of acquiring a curate. However, The Rector said this could take two years, although if a similar situation to Tom's occurred this would be considered. It was suggested that the NCTM could join the list for parishes wanting a curate, as well.

7. Financial Statements

The Statement of Accounts has been examined and approved by Gemma O'Hanlon and this was available as a separate document.

The Rector wished to convey thanks to Gill Wood.

Other items discussed were as follows:

1) Headline numbers are strong but draw down had taken place from Reserves in 2022 due to the large Parish share. However, Prestbury should feel proud that they had managed to pay the Share in its entirety.

2) As the Team Parish Share had been so high (£217,926), but for over a year now there had been a reduced complement of clergy it was calculated that the decreased sum of £150,000 would be appropriate, and this was agreed by the Archdeacon. A new method of calculating the Parish Share will be put in place for next year, 2024, but details are as yet unknown.

3) A query was raised By Jane Bradbury regarding the Parish Giving Scheme, and the amount of Gift Aid that could be claimed by each church. Gill reported that we can only claim £8,000 pa donations from the open plate for gift aid. The Parish Giving Scheme has no limits.

4) Another query was raised regarding heating costs, and Stewart reported there is a fixed contract in place for electricity, but the price of gas is likely to increase.

It was proposed by Jane Bradbury and seconded by Janet Ford that the Accounts be approved.

The search for a new Treasurer continues, and if anyone knows an individual with the relevant financial expertise, they should inform the Rector. A qualified accountant would be ideal.

8. Report of the PCC Secretary

This covered the principal activities and discussions of the PCC during the 2022 calendar year.

9. Reports on the fabric, goods and ornaments of the parish

1) Roof at St Mary's

It is envisaged that this will cost around £250,000. The work should be done in September, and there is hope that financial help from a grant could be forthcoming. 2) Extension of St Nicolas' car park

Following a query, Stewart confirmed that a quotation has been accepted, and it is envisaged that the resurfacing will take place during July or August.

3) Electric charging points

The Diocese has asked us to consider installing charging points as part of our scheme. The building and fabrics team will debate this at our next meeting before we submit the faculty application for approval. Some early enquiries suggest that a charging point with pdq credit/debit card facilities could be on the region of 12k per point.

10 . Report of Deanery Synod

Nothing raised.

11 . Report of Diocesan Synod

Nothing raised. A comment was made that the Diocese was in deficit by nearly £1 million each year over the last decade, a total of some £12 million.

12 . Elections to the PCC

There is one vacancy at St Mary's and one at St Nicolas. These are in respect of Gill Cartwright and Linda Marsh, having completed their three-year terms. Gill Cartwright was willing to continue, but Linda Marsh wishes to finish.

Gill Cartwright was proposed by Wendy Price and seconded by Dee Graham to fill the vacancy at St Mary's.

Marcus Steel was proposed by Marion Godden and seconded by Lorna Dymock to fill the vacancy at St Nicolas.

Additionally, there is one vacancy at St Nicolas as Marilyn Powell will be stepping down to become a Deanery Synod representative in place of Janet Ford.

Lorna Dymock was proposed by Linda Biggs and seconded by Angela Brassey to fill this vacancy.

Having previously stepped down as PCC member to become Deanery synod representative, Janet Waters was proposed by Lorna Dymock and seconded by Margaret Compton to start a new term, running from 2023 to 2026.

Elections to the Diocesan Synod

Representatives were willing to continue.

Elections to the Deanery Synod

There are two vacancies at St Nicolas as Janet Ford and Lorna Dymock wish to step down.

Margaret Compton was proposed by Lorna Dymock and seconded by Janet Waters to fill one vacancy. Marilyn Powell was proposed by Janet Ford and seconded by Lorna Dymock to fill the other vacancy. These would be from 2023-2026.

There is one vacancy at St Mary's as Wayne Alexander wishes to step down. Christopher Parsons is willing to continue for a second term. He was proposed by Stella Caney and seconded by Stewart Wright.

13. Appointment of Independent Examiner

Gill Wood confirmed that Gemma O'Hanlon, is willing to examine the accounts again next year, and thanks were expressed to Gemma for this work. Noted that she is a qualified Chartered Accountant.

14. Matters of parochial interest

Magazine - The Rector expressed his thanks to Brian Wood for his hard work with this -

it is a valuable church and community magazine, which sells well.

Brian would appreciate more articles from the clergy, and reports on events. The Rector suggested that the inclusion of Faith Journeys would be welcome.

FOSM - The Rector expressed his thanks to David Lyle. The FOSM makes hefty financial contributions e.g., for the repairs to the guttering last year. These amounts feature in the Accounts.

The following items were raised by individuals from the floor:

1) Amplification system - Valerie Roach
Valerie raised the issue of the poor St Mary’s amplification system. When (for example) the minister uses a lapel mic there is not a problem with hearing. However, frequently during the intercessions, notices, or the sermon, it is difficult for people to hear, especially those near the back. People with hearing aids still have difficulty even though there is the appropriate facility for the Loop system.
Valerie suggested that at times, those who were struggling felt forgotten, alienated, irritated or even stupid, maybe to the extent that those individuals might stop coming to church.
The Rector thanked Valerie for raising this - he had not realized and nor had the churchwardens that the situation had become so bad; this issue had not been raised in this way before, so there had been no way of judging the extent of the problem. The individuals previously responsible for maintenance and "tweaking" of the system were not now available. He felt this was certainly an issue for the PCC to follow up, with a view to perhaps bringing in an engineer conversant with the system. Additionally, at every service there needs to be someone present who knows the system, and training could be provided for individuals as required.
2) Ageing congregation/ways to bring more children into the church Paddy Spurgeon
Paddy mentioned that acoustics at St Nicolas were easier as a more modern church. It was a lovely building with a friendly congregation, but she raised the issue of generally attendance by older people, which would not enable the church to flourish in years to come. She felt it very important that profiles being drawn up for incumbents should include the top priority of bringing in more families to St Nicolas.
The Rector agreed that nationally the number of children attending church has declined. The Breakfast Celebrate service was successful in Prestbury (55-60 weekly), but while this did not necessarily have the impetus to bring families to the ‘main’ services, neither was that the intention; it is a different kind of service for a different ‘target market’. A post for a dedicated Children and Families Minister had been seriously considered for the NCTM, but it was a question of finance. He mentioned that in the Forest of Dean, younger people had come to church of their own volition through the presence of such a youth worker whose time could be brought in as needed, not on an employed basis. The Rector added that he had tried many times to reinstate the Sunday Club at St Nicolas but had not been able to find any new leaders. Similarly, there had been little success in attracting the Brownies or their families to regular Sunday services through the year, which was a source of some frustration. In addition, while Revd Tom had worked hard with younger ages in Wymans Brook for example, this had not translated in any new families coming to church. Lastly, the Rector mentioned that rather than a church without young people being in some kind of terminal decline, experience shows that often ‘like attracts like’ and new church members can also be 50, 60 or 70 plus, for example through funeral ministry and good bereavement care, where both St Nicolas and St Mary’s have attracted many new members. Demographically, it is the over 60s who are the fastest growing segment of the UK population.
3) The healing ministry Clare Spanner
Clare was interested in knowing of there could be a ministry of healing document where it could be indicated if "prayers had been answered".

The Rector welcomed this idea and mentioned that some churches have a "prayer wall" where updates could be posted. He mentioned that around 75% of the congregation came for healing during the monthly service.

4) Covid changes - Brian Wood

Brian wondered when the changes made in response to the Covid pandemic would be reversed - e.g., use of the chalice, streaming of services, processions round the churches. Also, when the altar rail would be used again, as currently communicants are very spaced out at St Nicolas.

The Rector said the streaming would continue (currently only from St Nicolas' due to the All Saints equipment not being available now). All Saints had re-instated using the chalice, but people could leave the altar rail after receiving the wafer.

There was the possibility of a right and left hand side for those who wanted (or not) to receive the chalice. Currently the method of intinction was in place. It was the case that a number of people were not ready to start using the chalice again, and a straw poll at the meeting revealed about a 50:50 split. These matters will all be considered further.

- 5) Curate process

A question was raised by Bridget Curran of St Mary’s regarding the curate process - do we have a formal application for one if the same situation arose as with Revd Tom, as well as the usual process?

The Rector replied that the answer to the first question was affirmative, and he had spoken to the bishop in this regard. However, a "normal process" involves competing with a number of other parishes and can take two years. It might well be good to be on both schemes, but it does require a lot of the incumbent's time especially during the first year. A curate is not a ‘free’ extra clergy member, they are learning and have to be supervised.

6) Year's Mind - Jane Bradbury

Jane asked if this could be brought up to date. Stewart replied that a folder is available. He had contacted Frances Murton and she has agreed to carry out an update over the next month or so.

7) Prestbury Hall - Gill Wood

Gill suggested that a decision needed to be made soon regarding the hall - as to whether it is sold or kept as a community resource. The lease runs out in 2025, and the Prestbury Hall Users Group committee running it is keen to have an answer as soon as possible. It is estimated that the property is worth £350,000. It is a restricted asset, but a percentage of this sum could go to the Diocese.

Noted that a PCC cannot own a property - other stakeholders are involved. A previous example was All Saints' School which was sold some 25 years ago for £112k, where the capital sum produced a good return due to high interest rates. However, bringing back the capital to the Church was difficult and took several months of effort from the Rector and Fr Robert and robust discussions with the Diocesan finance department, after some five years of fruitless attempts by the All Saints churchwardens and treasurer.

Stewart would wish to obtain a new valuation, so any decision taken was made on accurate information. It would also be necessary to consider the figures involved for a new lease. This is currently £3,000 p.a. which is quite a low income.

There was one plea from a parishioner that it should be kept as a resource. The Users' group has worked hard on upkeep etc. but will not spend more money until they know the outcome of the deliberations. Anyone with views on this should communicate them to the Rector.

8) Administrator

A query was raised regarding the position of Administrator which was currently being advertised.

The Rector reported that there had been 12 people interested, and two of these applicants were being seriously considered.

Independent examiner’s report to the PCC of Prestbury St Mary with Nicolas

I report to the trustees on my examination of the accounts of the PCC of Prestbury St Mary

with St Nicolas for the year ended 31 December 2022.

Responsibilities and basis of report

As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
the accounts do not accord with those records; or
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair view which is not a matter considered as part of an independent examination.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
