## **Vicar’s Foreword**

## _**Each of you should use whatever gift you have received to serve others, as faithful stewards of**_

## _**God’s grace in its various forms**_ **. 1 Peter 4:10**

These Reports show that 2023 has brought new challenges to us at St. Mary’s. We continue to recover from the Covid pandemic and while attendance at Services is slowly increasing, we still have quite a journey to go at a time when churchgoing across the country is in significant decline.

It is good to see outstanding teams developing Alpha and follow up Groups as a central part of St. Mary’s. An impressive list of activities is in given in the Report; Life Groups, Men's Group, choir, organist, worship group, flower teams, Link magazine, PA and Live streaming teams and countless other people exercising ministry points to a healthy, growing, and vibrant church. Thank You and to God be all the glory!

The vibrant and varied Services on Sundays and Thursdays continue to be attractive and provide a range of different worship styles. The increased popularity of the Welcome Cafe, Play Cafe, and Diddy Disciples is impressive, as is the ministry of Sunday Disciples, One Way Club and Sunday Good News Club. I would also like to make mention of the Boys Brigade Company and Caroline Dickens and the team who lead this – well done. Our thanks go to **all** who make these activities possible. You are a testament to the Bible verse above and to God’s amazing grace.

Finally in this section, warm thanks to Joan Reynolds who spearheads our ministry to school and the conduct of Assemblies that we are privileged to provide.

## **Do nothing out of selfish ambition or vain conceit. Rather, in humility value others above yourselves, Philippians 2: 3**

I want to extend my gratitude to our Churchwardens, Andy Norton, and Stephen Eastman for all they have done in this past year and the support and strength they have been to me, especially when I was out of action following surgery. They, like me, are supported by an excellent team of Sidespersons, and Sally Williams, Angus McKechnie, and Margaret Pepper our paid staff who we thank.

Paul Dean has been magnificent as Treasurer, and it has also been a pleasure to work with Anna Judge as PCC Secretary, and with the other Members of PCC. Anna has extended her role to help with our extensive administration and increasing issues relating to the Hall and Church Building. Warm thanks to you and all involved in governance and administration.

## **We remember before our God and Father your work produced by faith, your labour prompted by love, and your endurance inspired by hope in our Lord Jesus Christ. 1 Thessalonians 1:3**

When Beau Brumley arrived as Curate, it was a bit of a surprise. However, he quickly won our affection as an incisive contemporary Minister with huge preaching gifts and a pastoral ability second to none amongst a younger generation. We miss Beau, Gemma and their lovely family and pray for God’s richest blessing at Bridgetown Church, Portland, Oregon where he is now Pastor of Alpha & Young Adults. Thanks for all you did while you were with us Beau. We are excited to see all that the Lord does through you in the future. Discussions about a replacement Curate are taking place.

Our ministry team who share in leading preaching and conducting funerals remains strong and they are deserving of our thanks. This year Arnold Cade has joined the Team as an LLM (Reader) with PTO and Sue Megahy has ‘retired’ and been granted Reader Emeritus status by Bishop Paul. This is highly deserved, and we remain deeply grateful to Sue for all she has done. Ginny Cooper was also Licensed this last year and we welcome her to this group of people who serve so faithfully.

## **Where** _**there is**_ **no vision, the people perish. Proverbs 29:18**

The challenge facing us is considerable. It has to be said that the ministry of the Church of England as we have known it cannot remain the same. At St. Mary’s we need to be open to new forms of ministry in which all are enabled to serve and care for the church and community using the gifts that God has given

It is, therefore, with immense gratitude to God for all He has done in this last year that I write this Foreword with fresh enthusiasm and vision for the way ahead. May we follow where He leads?

Sue joins me in extending our thanks to all at St. Mary’s for their love and support., We love being with you!

## **The Reverend Canon Mark S Tanner**

## **Vicar**

## **Aims and Purposes**

St Mary’s PCC has the responsibility of co-operating with our vicar, Revd Canon Mark Tanner, in promoting in the ecclesiastical parish the whole mission of the Church; pastoral, evangelistic, social and ecumenical.

The PCC is also specifically responsible for the maintenance of St Mary’s Church and of St Mary’s Hall, both at Main Road, Radcliffe on Trent.

## **Objectives and Activities**

Our Mission Statement is “Sharing God’s Love” and our vision is:

“to honour God in Radcliffe-on-Trent by being a vibrant and growing church, filled with people of all ages and backgrounds. Applying Biblical principles and sharing life together, we aim to work with and for the community to draw people into a knowledge of Jesus Christ in the power of the Holy Spirit.”

The five values that we look to see shape our church are: Worship, Love, Mission, Generosity and Prayer.

We try to put all this into practice through:

- Public worship, prayer, music and fellowship; bible teaching and study; encouraging knowledge of and trust in Jesus Christ

- Provision of pastoral care for people living in the parish

- Local outreach and support of missionary work and care for creation

To facilitate this work it is also important that we maintain the fabric of St Mary’s Church building and St Mary’s Hall in a condition that is safe, warm, and welcoming.

The PCC is aware of the Charity Commission’s guidelines on public benefit and the specific guidance given in “The Advancement of Religion for the Public Benefit” and takes these principles into account when planning activities (see below). The PCC is committed to making all our services and other activities welcoming and accessible to all who wish to take part.

The PCC also recognises its duty to:

- Have “due regard” to the House of Bishops’ guidance on safeguarding children and vulnerable adults. This is a key priority of the Incumbent and PCC.

- Report certain ‘Serious Incidents’ to the Charity Commission.

- Comply with the requirements of the General Data Protection Regulation (GDPR).

## **Achievements and Performance**

## **Worship, prayer and teaching**

Our church services and activities are open to all who wish to attend and we offer a range of worship and music styles throughout the week. We continue to hold 3 services each week in Church. 9am Holy Communion and 10:30am Contemporary on Sunday and also a 10am Holy Communion on Thursdays. We publicly livestream the 10.30am service for those unable to attend in person. Although it is a small number of people watching, feedback is immensely positive.

Whilst our more traditional 9am service uses the Lectionary as the basis of its bible teaching, talks at our contemporary 10.30am services often involve a short series of messages on a particular subject area. A couple of memorable examples from 2023 were a look at the book ‘The Ruthless Elimination of Hurry’ and a series on ‘How to hear God’.

We are blessed with a number of talented musicians, and this allows us to worship accompanied by live music, either traditional or contemporary, at most of our services. Our bellringers give the traditional call to worship each Sunday and also ring on special occasions such as the King’s coronation.

As well as our regular services, we held a number of special services during the year. For instance:

Easter – There were 3 services on Easter Day: our normal Sunday services plus a sunrise service, which included excellent breakfast rolls!

Remembrance – As usual, a short Act of Remembrance took place at the War Memorial 11am on November 11[th] and a much larger procession, Act of Remembrance and church service on the following Sunday. It was wonderful to see a packed church and so many local community groups represented.

Christmas – our Christmas services were impacted to some extent by staffing issues (see below) but happily all planned services were able to go ahead in the end. We continued with the same simplified (and family-friendly) pattern of services and events as in 2022 – with joyful and wellattended services taking place both in the church and in the hall (Café and Diddy Disciples).

This year saw a renewed emphasis on corporate prayer. The Diocese now holds a Day of Prayer each month, and in March St Mary’s also introduced a monthly Prayer Evening and Afternoon

During the year a total of 23 funerals were conducted - the great majority held at St Mary’s - plus 3 burials of ashes. We celebrated 3 weddings, 1 thanksgiving service and 7 baptisms – including 2 baptisms by full immersion on Easter Day!

A typical weekly attendance in 2023 was around 130. Our electoral roll currently stands at 126 and our ‘worshipping community’ is deemed to be 210. Although these overall figures show little change from last year, 2023 saw significant comings and goings within our church family. We have been overjoyed to see new people joining but also sadly had to say goodbye to many much-loved friends.

## **Ministry team**

Our regular ministry team this year has consisted of our vicar Canon Mark Tanner, curate Beau Brumley, 2 Local Lay Ministers (Ginny Cooper being licenced at Southwell Minster in October), 3

Annual Report and Financial Statements 2023

St Marys PCC Radcliffe on Trent

retired Readers with Permission to Officiate and 1 authorised minister with a preaching focus. The much-respected Canon Alan Haydock again completed our regular ministry team.

Together with a number of key members of the congregation overseeing various areas of church life, these people form a leadership team, which meets monthly.

Rev Gail Spencer, who is a member of our church family and a Chaplain at the Nottingham hospitals, has continued to keep us updated with hospital-related prayer needs. When she has a free weekend, she also ministers at services here!

Additionally, we are blessed to also have several congregation members with the gifts to preach or lead on an occasional basis.

This year was, however, marked by some significant ministry staff absences – in some cases for happy reasons (e.g. paternity leave), in others because of unexpected illness and other less happy matters. Thank you so much to everyone who stepped in so magnificently, often at very short notice, to keep things running. We were all delighted to see Mark back in action in time for Christmas.

After spending over 1.5 years of his curacy with us, Beau progressed to a new chapter in his ministry, moving to a church in the USA at the end of November. He and his family will be much missed.

Sue Megahy retired as churchwarden after an amazing (and extremely hardworking) 10 years. In August we were excited to elect Stephen Eastman as a new churchwarden at a special meeting.

## **Ecumenical links**

Good relationships exist across the Christian Churches in the village, namely the Methodist Church, the Roman Catholic Church and us. The ecumenical World Day of Prayer service took place at St Anne’s this year after a break for the pandemic. A joint service was held here on the Sunday after Christmas and other united services are planned for 2024.

## **Pastoral care, fellowship and discipleship**

Pastoral care remains a challenge as many of our key volunteers become older and so new ways of meeting these needs are being explored. Our Life Groups are key places of receiving and giving care and the ministry of flowers overseen by Val Murray and latterly Jenny Hudson is much valued. The provision of meals when there is need is also a mark of care offered.

Life Groups are a pillar of both pastoral support and discipleship, and all church members are encouraged to be part of one. The Group leaders, vicar and churchwardens meet every few months to review groups and their development, and involvement in these groups is starting to increase.

The face2face group for ladies continues to meet to worship, pray and learn more about God. This group now has several parents and toddlers attending. Our men’s group provides an excellent range of occasional social and spiritual activities.

Another way of ‘belonging’ is to be part of a serving team and, again, all regular attenders are encouraged to become involved in this way. The Welcome Café and the excellent refreshments served before and after 10.30am services offer other opportunities for people to get to know each other.

Annual Report and Financial Statements 2023

Page 5

St Marys PCC Radcliffe on Trent

Following the pandemic, we are now able once again to regularly visit the Care Homes within the village and we began this year to re-establish church services in some of our local Homes. Canon Haydock continues to take Holy Communion to some of our housebound members and this is appreciated.

The annual Bereavement Service took place in November, with personal invitations going the families of those for whom we conducted a funeral during the previous year. The Service is a highlight of the year for many who attend. After a break, both the Book of Remembrance and the ministry of flowers in memory of loved-ones were restored.

Our newsletter / email, PewsNews, is produced weekly and aims to keep church family members in touch with latest news.

## **Outreach and Local Community links**

## **Outreach**

An aim of absolutely everything we do is to establish and grow disciples of Jesus Christ. However, there are some activities that are particularly outreach-focussed:

During this year 2 Alpha courses were run successfully – an evening course held in the church and a daytime course held in the hall. By the end of 2023 publicity (including a great video!) was well underway for another course starting in January 2024.

Our church has several of its own children’s and young people’s groups.

Attached to St. Mary’s is The Boys’ Brigade, 22[nd] Nottingham Company that has sections for boys and girls. One of our Lay Ministers, Joan Reynolds acts as Company chaplain.

One Way Club for children (ages 5 to 10) meets weekly on Sunday mornings in term times. Numbers were good for the first half of the year but many participants moved up to the next group in September. The Sunday Good News Club for the older young people (ages 10-14) continues to take shape and is growing.

Sunday Disciples – a Sunday group for our very youngest church members – was established this year. It meets in the Tower Room during services and offers bible-based teaching and craft activities, singing and snacks.

Diddy Disciples and the Welcome Café are both led by committed teams. On Tuesdays a Play Café enables parents and carers of under-5's to call in after the school run. A play area is prepared for little ones to enjoy while adults have a drink and chat.

Diddy Disciples on Fridays has a worship and Bible story time in the middle of the session.

Weekly assemblies again took place at the Junior School (in conjunction with the local Methodist Church). The Junior School (plus parents) also congregated here for 2 packed-out Christmas services. The local Infant School children joined us in March to learn about baptism and also celebrated Harvest with us.

## **Community**

St Mary's Hall continues to be reasonably well used. However, due to the ongoing absence of someone to oversee bookings, external hirings in 2023 were again restricted to those who use the

hall regularly. This is a key factor in why income has not quite returned to its level prior to the pandemic. The Hall and Buildings Committee continue to carefully monitor costs.

The hall also houses the church office which during 2023 was open 1 morning per week.

The Welcome Café runs in our hall 3 mornings each week and offers a great selection of hot drinks and cakes, and a welcoming place to socialise.

St. Mary’s has its own website www.stmarysradcliffe.org. This was overhauled at the end of 2022 to achieve a contemporary look and has continued to develop this year. LINK, a Church and Community magazine, provides news for the whole of the parish and our sister parish Shelford with Newton and is purchased by both church and non-church members. St. Mary’s is also represented on Facebook. Members of the church family also post church news and information on local social media sites.

St Mary’s hosted 4 concerts by local choirs this year. These events are thoroughly enjoyable but staffing them remains something of a challenge.

## **Mission Support and Care for Creation**

It is the policy of the PCC to aim to give from unrestricted donated income to missionary societies or other charities that support wider mission. The amount we can give is reviewed each year and is usually chosen to include a mix of local organisations as well as agencies working nationally and overseas. Our main mission focus continues to be a project with World Vision partnering with a community in Pajule in Northern Uganda. Links are developing well, with those sponsoring children meeting monthly for updates and prayer. We also regularly collect non-monetary donations (e.g. food) for a refugee support group. This has continued throughout 2023 on a monthly basis with boxes on peoples drives for donations.

PCC continued to support activities which feed into our ‘EcoChurch’ status and in May we were awarded an Eco-Grant to further support this work. Thanks to all involved in this important activity.

## **Communications and Administration**

In January PCC approved the purchase of a programme called Church Suite to support with administrative IT tasks such as scheduling and information sharing. This has been implemented throughout the year.

In addition, towards the end of the year work began on creating a Communications Strategy and a Social Media Policy.

## **Safeguarding**

The PCC ensures that a Parish Safeguarding Co-ordinator and DBS Recruiter are appointed. It reviews the Parish Safeguarding Policies on an annual basis and requests regular updates on how these are being implemented.

The PCC first adopted the new Church of England policy statement, “Promoting a Safer Church” in 2019. Full implementation remains a top priority for the PCC, Incumbent, and Safeguarding Coordinator.

Annual Report and Financial Statements 2023

Page 7

St Marys PCC Radcliffe on Trent

Naomi Mackness ably fulfilled the role of Parish Safeguarding Officer throughout 2023. Our grateful thanks go to her for her work and commitment in this critical area (including the transfer of our safeguarding-related data to the new Safeguarding Hubs system). Stephanie Spencer is due to become PSO from January 2024.

We ensure that safer recruitment procedures are followed for all who work with vulnerable groups (and indeed for most other volunteers too). All our staff and volunteers are required to undertake safeguarding training at the appropriate level and 28 people completed at least one such course in 2023.

## **Fabric of our Buildings**

The Churchwardens & PCC, through a combined, Buildings Committee and St Mary’s Hall Management Team, are responsible for overseeing the care and maintenance of St Mary’s Church and St Mary’s Hall. These meet regularly to review the condition of the fabric of these buildings and report back to the PCC. As delegated by the PCC, these teams arrange repairs and renovation work. Work undertaken on the church is subject to diocesan control through the faculty system.

The Hall lift required repairs this year that incurred significant cost. The front doors to the Hall also required several service visits to keep them operating satisfactorily.

A faculty was applied for and granted to permanently remove and dispose of the inner folding Tower Room doors. Another faculty application is in progress to repair another section of the churchyard wall damaged by a vehicle. Approval was also obtained to remove two of the oak book shelves at the rear of the church.

The upkeep of the churchyard, closed in 1869, was passed to the Burial Authority and administered by Radcliffe on Trent Parish Council. This continues to be the case. There is a small area, which is retained by the church for the interment of ashes, known as The Garden of Remembrance.

## **Deanery Synod**

Three members of the PCC sit on the Deanery Synod. They provide a vital link between our parish and the life of the deanery, reporting back regularly on their meetings.

In May St Mary’s hosted a special Deanery evening, which included an inspiring talk by Bishop Paul and worship by our music group. We were also the venue for the October meeting of the Deanery Synod.

## **Paid Staff and Volunteers**

The work and ministry of the church has been supported for several years by a small number of paid staff, involved in administration, and cleaning the hall and church. St. Mary’s is deeply indebted to the considerable number of volunteers, nearly 100 people, without whom the church would be unable to function.

Annual Report and Financial Statements 2023

Page 8

St Marys PCC Radcliffe on Trent

## **Plans for Future Periods**

An application was made in 2022 to the Diocese for part funding for a Children and Families Lead and this was granted in 2023. Work then took place to finalise Role Description with a view to advertising the role in the New Year.

PCC formed a Sub-Committee to specifically look at possible re-ordering projects. Work took place throughout the year to make the interior of the Church more welcoming and user friendly. PCC approved a faculty application to be drafted for the choir stalls in the Chancel to be removed so that the space can be used in a variety of different ways. This is progressing but not yet submitted.

## **Financial Review**

The total income for 2023 was £150k, which includes £1k within restricted funds. Regular donations were down by 3% (7% in real terms). This was partially countered by higher income from the Welcome Café and the LINK community magazine.

The total expenditure for 2023 was £156k of which restricted fund expenditure was £4k.

## **Reserves Policy**

It is PCC policy to maintain a general fund balance of at least 3 months unrestricted (unfunded) expenditure. Based on the expenditure from 2023, this amounts to £38k. At the year-end there was a general fund balance of £44k, £17k of which is unclaimed gift aid.

## **Structure, governance and management**

The method of appointment of PCC members is as set out in the Church Representation Rules. At St Mary’s the PCC comprises the Incumbent, Churchwardens, Deanery Synod representatives, and Lay Members elected by those members of the congregation on the Electoral Roll. Members of the congregation at St Mary’s are encouraged to register on the Electoral Roll and stand for election to the PCC. At our AGM there were 12 nominations for 12 places therefore in line with Church Representation Rules guidance, no vote was taken and 12 were elected.

We only had 1 nomination for Churchwarden at the AGM and as such operated with 1 for part of the year.

The PCC is responsible for making all decisions concerning the running of the parish of St Mary’s and deciding how its funds are to be spent. The Standing Committee are able to make decisions between when necessary.

The PCC met on 6 occasions during the year with an average attendance of 13. In addition a meeting was held under ‘Business by Correspondence’ as per the model rules. This was to seek approval from PCC of a costly repair to the lift in the Church Hall.

PCC also met in June at an ‘Away Day’ where vision, values and growth strategy were discussed and developed.

Given the wide remit, there are a number of committees/teams, which deal with a particular aspect of parish life. These include Service Leaders, Wider Leadership Team, Life Group Leaders, Hall and

Buildings, Hall Management and LINK magazine. The PCC regularly receives reports from these committees and gives them direction and approval for expenditure

St Marys PCC Radcliffe on Trent Notes to the financial statements

## **Notes to the Financial Statements**

## **1. ACCOUNTING POLICIES**

The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and with the Regulations’ “true and fair view” provisions, together with FRS102 (2016) as the applicable accounting standards and the 2016 version of the Statement of Recommended Practice, Accounting and Reporting by Charities (SORP (FRS102)).

The financial statements have been prepared under the historical cost convention except for the valuation of investment assets, which are shown at market value.

## **Funds**

General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted.

The accounts include all transactions, assets, and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body or those that are informal gatherings of church members.

## **Income and Endowments**

## **Voluntary Income and Capital Sources**

Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under Gift Aid is recognised only when received. Income tax recoverable on Gift Aid donations is recognised when the income is recognised. Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal entitlement, the amount due is quantifiable and its ultimate receipt by the PCC is probable.

## **Other Income**

Rental income from the letting of church premises is recognised when the rental is due.

## **Income from Investments**

Dividends are accounted for when due and payable. Interest entitlements are accounted for as they accrue. Tax recoverable on such income is recognised in the same accounting year.

## **Gains and Losses on Investments**

Realized gains or losses are recognised when investments are sold. Unrealized gains or losses are accounted for on revaluation of investments at 31 December.

Annual Report and Financial Statements 2023

Page 14

St Marys PCC Radcliffe on Trent Notes to the financial statements

## **Expenditure**

## **Grants**

Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding obligation on the PCC.

## **Activities directing relating to the work of the Church**

The diocesan parish share is accounted for when paid. Any parish share unpaid at 31 December is provided for in these accounts as an operational (though not a legal) liability and would be shown as a creditor in the Balance Sheet.

## **Fixed Assets**

## **Consecrated Property and Movable Church Furnishings**

Consecrated and beneficed property of any kind is excluded from the accounts by section 10(2) (a) of the Charities Act 2011. Movable church furnishings held by the Vicar and Churchwardens on special trust for the PCC, and which require a faculty for disposal, are accounted as inalienable property unless consecrated. They are listed in the church's Inventory, which can be inspected (at any reasonable time). For inalienable property acquired prior to 2001, there is insufficient cost information available and therefore such assets are not valued in the accounts. Items acquired since 1 January 2001 have been capitalised and depreciated in the accounts over their currently anticipated useful economic life at a rate of 25% per annum on a reducing balance basis. All expenditure incurred in the year on consecrated or beneficed buildings, individual items under (£5,000), or on the repair of movable church furnishings acquired before 1 January 2001 is written off.

## **Other Fixtures, Fittings and Office Equipment**

Equipment used within the church premises is depreciated at 25% per annum on a reducing balance basis except for IT equipment, which is depreciated linearly over 5 years. Individual items of equipment with a purchase price of £5,000 or less are written off when the asset is acquired.

## **Investments**

Investments are valued at market value at 31 December.

## **Current Assets**

Amounts owing to the PCC at 31 December in respect of fees, rents or other income are shown as debtors less provision for amounts that may prove uncollectable.

Short-term deposits include cash held on deposit either with the CBF Church of England Funds or at the bank.

## **11 AGENT TRANSACTIONS**

The PCC acted as agent for the following in 2023:

Annual Report and Financial Statements 2023

Page 21

Southwell and Nottingham Diocesan Board of Finance – with a total of £2,987 being collected from wedding couples and funeral directors and passed to the Diocesan Board of Finance. Additionally £2,062 was collected and passed on to ordained readers and retired clergy on behalf of the DBF for ministry at funerals.

## **12 TRUSTEE REMUNERATION AND RELATED PARTY TRANSACTIONS**

No trustee expenses were incurred. No PCC member was paid any remuneration or received any other benefits from an employment with St Mary’s, other than travel expenses associated with funerals. No material transactions, contracts or other arrangements (including grants) with any related party have occurred during the year. All congregation members are encouraged to contribute financially to the work of St Mary’s and PCC members give in line with general congregational giving.

## **13 VOLUNTEERS**

In common with all congregations of the Church of England, St Mary’s benefits from the contribution made by volunteers who give their time and talents willingly for the benefit of the Church. The areas of church life which rely on the contribution of volunteers are many and varied and much of the activity would be unable to continue were it not for the commitment shown

## **14 INDEPENDENT EXAMINER'S FEE**

The Independent Examiner offered his services for 2023 on a voluntary basis.

## **15 Transfers between funds**

£1,790 was transferred from the Christmas dinner fund to the General fund because the PCC decided that the requested terms of the donation had been fulfilled. The terms were that some of the investment income be used for Christmas dinners and 100% of the income has been used for the twenty years of its investment.
