Vicar’s Foreword
Introduction:
God has given each of you a gift from his great variety of spiritual gifts. Use them well to serve one another. 1 Peter 4:8-10 (NLT)
This verse speaks of unity; love for one another, hospitality, and the use of gifts to serve one another. They are so appropriate for St. Mary’s. Reading these reports makes me so grateful to be part of St. Mary’s and my thanks go to all of you for making St. Mary’s such a special place. There is always a danger of missing someone out in reports like this! If I have, I apologise.
The Coronavirus Pandemic posed many challenges. Steering a course out of the pandemic has proved equally challenging. The overarching joy has been to meet together, have Holy Communion restored and be able to minister at the sad times of Funerals and the joyous celebrations of Holy Matrimony. We still have a way to go, for not all have felt confident to return to Services and we have not yet been able to recommence Services in our Care Homes.
For us in St. Mary’s and I suspect in the Village and wider communities, there has been an unparalleled level of illness and many bereavements. My deepest sympathy and heartfelt prayer go to all affected.
Debates in the national church and across many denominations make me deeply uncomfortable. For myself, I remain committed to the biblical faith as received through the generations and the unity of the church.
2022 was a challenging year in many ways and I guess those challenges will remain, especially as the cost-of-living crisis bites deeply.
The fact remains that the church remains the hope for the world. The Gospel it proclaims is the key to transformation of lives, the community, the nation, and the world. We ignore it at our peril.
Therefore, go and make disciples of all the nations, baptizing them in the name of the Father and the Son and the Holy Spirit. Teach these new disciples to obey all the commands I have given you. And be sure of this: I am with you always, even to the end of the age.” Matthew 28, 19-20 (NLT)
The Leadership of St. Mary’s
The Bible frequently speaks of unity. It tells us How wonderful and pleasant it is when we live together in harmony! (Psalm 133:1)
The call is to be in unity within ourselves (1 Peter 3:8), in unity with all followers of Jesus (1 Corinthians 1:10) and maintain the unity of the Spirit (Ephesians 4:3).
I want to thank all the Members of the Parochial Church Council . In over 35 years of ministry this is one of the best Councils I have had the privilege to work with. Although Sue Megahy, one of our churchwardens has been unwell for much of this year, she has still provided wise counsel - thanks to the emergence of Zoom and WhatsApp! Andy Norton our other churchwarden has borne the load so well and I am deeply grateful to Sue and Andy for their biblical wisdom, time, and commitment. Paul Dean as Treasurer and Anna Judge have been wonderful in their roles – thank you. Paul will be stepping down and I especially want to thank him for his ministry in his time as Treasurer. The Members of Church Council and Deanery Synod representatives are simply great, and my thanks goes to each of you.

I cannot write this Foreword without expressing enormous thanks to Sue Megahy for her many years of Service as Churchwarden. Sue will be stepping down this year. Sue has exercised this role with a deep prayerful base and has been an inspirational example of true service, often going the extra mile. Sue, we thank you as I do for your love and support. A huge thank you to you.
St. Mary’s is well served by a great Service Leaders Team . Alongside Canon Alan Haydock whose ministry among us is deeply appreciated and for which we are so grateful, it was a surprise to have Beau Brumley arrive as a Curate to follow Ben Evans who moved to Paris. Beau is proving to be fantastic preacher and brings the perspective of a younger Minister. He is an amazing gift and while he is likely to move on before too long, his contribution is something I deeply appreciate. Although often ministering in different contexts, I want to also thank Canon Keith Turner, and the Reverends Gail Spencer and Paul Botting.
Service Leaders also welcomed Sue Tanner as a Licensed Lay Minister during the year and have Ginny Cooper in training. Peter Hills has also been authorised by the Bishop as an Authorised Minister with a preaching focus. Sue Megahy, Julie Pearce, and Joan Reynolds whose faithful and committed ministry is deeply appreciated will be pleased to see additional ministry strength!
Services
Since we are receiving a Kingdom that is unshakable, let us be thankful and please God by worshiping him with holy fear and awe. For our God is a devouring fire. Hebrews 12:28-29 (NLT)
In general, all three Services are close to where they were in attendance before lockdown. In relation to each Service, I note:
9am Sunday
PCC agreed to trial a mixed approach to the Nave and East End for distribution of Communion. I think that has gone well. In addition, the strengthening of the choir has been greatly appreciated and alongside our fabulous organist Richard Howarth, I thank them. The challenge for this service is to grow and for more people to assist with the Stewarding roles of opening and helping this Service to run smoothly. We deeply appreciate those who already assist.
10.30am Sunday
The move to contemporise this Service is well underway and looking to re-launch in the postEaster period. Andrea and Jon lead the Worship Team so well. They would be the first to deflect praise, but we encourage them – we love the Team to bits!
The development of Sunday Disciples for under 5’s and the Sunday Good News Club for young people has been inspirational – so well done to the Teams. It complements the ministry of OneWay Club so well. Great Teams, Great People, Great Leadership!
This Service continues to be livestreamed and although viewing figures are low, we know this is appreciated by some who cannot make it to church.
There are also challenges to cover all the roles in this Service.
10am Thursday
As the 10.30am Service has changed, so this Service has become more important for those looking for a more relaxed Communion Service with familiar liturgical landmarks. All the ministry team love this Service. It is full of life, fun, discipleship, although the same issues of resourcing it apply as for the other Services.

The critical factor in all of these is having people to resource the Services. This applies especially in the 9am Sunday and the Thursday Services where we need more people to help open the building, provide a welcome and oversee the PA system.
Thanks also to our bellringing team and Lyn Sugden as Tower Captain. The ringing of bells is an impressive call to worship, celebration of village life and landmark events and it is always good to hear them rung by a faithful band.
Discipleship
Jesus said to the people who believed in him, “You are truly my disciples if you remain faithful to my teachings. And you will know the truth, and the truth will set you free.” John 8:31-32 (NLT)
We are fortunate to have Life Groups in place at St. Mary’s. Excellent leaders lead with compassion, care, and a desire to see people grow in faith. However, it remains the case that there is scope for development in this area and this will be a priority in the coming year.
Mission
Again he said, “Peace be with you. As the Father has sent me, so I am sending you.” John 20:21 (NLT)
Overseas, the new mission link, overseen by Ann Dean is going well and I look forward to seeing this become embedded and thrive.
Link magazine remains a highly effective communication tool, ably led by Lynne and Clive Holland as Editors and Jenny Hudson who oversees amongst other things, distribution, and payment. My warmest thanks to this team for their dedication in creating a great magazine.
One of most effective tools for outreach to the village remains The Welcome Café and use of the Church Centre. The team of helpers are amazing. Not only does the café provide a place of refreshment, but also a warm space and a place for conversations. As an aside, without the income from Link Magazine and The Welcome Café we would struggle to make ends meet.
Administration
My thanks to Sally Williams, Margaret Pepper, and Angus McKechnie our paid staff. Their commitment and dedication is deeply appreciated. In 2023 our methods of communication will be overhauled.
Challenges
For nothing is impossible with God. Luke 1:37
It will be evident that we face challenges as a church. At the heart of this report is a call to prayer. During the year and building on the Diocesan Prayer times there will be afternoon (traditional) prayer meetings and evening (Contemporary) meetings and it would be great if these could become a priority for everyone involved in St. Mary’s.
Conclusion
Thanks to everyone is at the heart of this report. However, above all thanks to God for all he is doing among us. It is great to be church leader at St. Mary’s

Aims and Purposes
St Mary’s PCC has the responsibility of co-operating with our vicar, Revd Canon Mark Tanner, in promoting in the ecclesiastical parish the whole mission of the Church; pastoral, evangelistic, social and ecumenical.
The PCC is also specifically responsible for the maintenance of St Mary’s Church and of St Mary’s Hall, both at Main Road, Radcliffe on Trent.
Objectives and Activities
Our Mission Statement is “Sharing God’s Love” and our vision is:
“to honour God in Radcliffe-on-Trent by being a vibrant and growing church, filled with people of all ages and backgrounds. Applying Biblical principles and sharing life together, we aim to work with and for the community to draw people into a knowledge of Jesus Christ in the power of the Holy Spirit.”
The five values that we look to see shape our church are: Worship, Love, Mission, Generosity and Prayer.
We try to put all this into practice through:

Public worship, prayer, music and fellowship; bible teaching and study; encouraging knowledge of and trust in Jesus Christ

Provision of pastoral care for people living in the parish
-
Local outreach and support of missionary work
To facilitate this work it is also important that we maintain the fabric of St Mary’s Church building and St Mary’s Hall in a condition that is safe, warm, and welcoming.
The PCC is aware of the Charity Commission’s guidelines on public benefit and the specific guidance given in “The Advancement of Religion for the Public Benefit” and takes these principles into account when planning activities (see below). The PCC is committed to making all our services and other activities welcoming and accessible to all who wish to take part.
The PCC also recognises its duty to:

Have “due regard” to the House of Bishops’ guidance on safeguarding children and vulnerable adults. This is a key priority of the Incumbent and PCC.

Report certain ‘Serious Incidents’ to the Charity Commission.

Comply with the requirements of the General Data Protection Regulation (GDPR).

Achievements and Performance
Worship, prayer and discipleship
Returning to ‘normal’ Services following the Pandemic has been a joy. However, we continue to livestream the 10.30am service for those unable to attend in person. Although it is a small number of people watching, feedback is immensely positive.
On 11th November, a respectable number gathered at the War Memorial for a short act of remembrance. On Remembrance Sunday, a substantial number gathered at the War Memorial for the Act of Remembrance prior to the service, where numbers attending retuned close to pre-covid levels. Our curate, Beau Brumley preached a superb sermon.
It would be true to say that Covid has continued to impact attendance at Christmas services. A revised pattern of Services, including some in the Church Hall led to good numbers attending, not yet at pre-covid levels, but not far off. It was good to welcome our schools back for their excellent Christmas Services
During the year, there were a total of 29 funerals, conducted at either St Mary’s, one of the local crematoria or the village cemetery, 7 weddings, and 3 Baptisms were conducted.
Our electoral roll currently stands at 121 and our ‘worshipping community’ is 219. Like all years, 2022 saw comings and goings within our church family. We have been overjoyed to see new people joining but have also had to say goodbye to some much-loved friends.
Ministry
Our ministry team this year has consisted of our vicar Canon Mark Tanner, curate Ben Evans until February 2022 when he moved to Paris, curate Beau Brumley from May, 1 Lay Reader, 2 retired Readers with Permission to Officiate. We were delighted that Sue Tanner was licenced as an Licensed Lay Minister (LLM) in Southwell Minster in October and several members of the congregation were able to attend to support her. Peter Hills was also licensed by Bishop Paul as an authorised minister with preaching focus. The much-respected Canon Alan Haydock, plus Ginny Cooper in her 2[nd] year of training as an LLM, completes our ministry team.
Together with several key members of the congregation overseeing various areas of church life, they form a leadership team, which has continued to meet monthly. In March, a few members of the leadership team and others attended the New Wine Leaders conference held in Harrogate.
During another very challenging year, Rev Gail Spencer who is a member of our church family and a Chaplain at the Nottingham hospitals has kept us updated with prayer needs as she has supported patients and their families and the hospital staff.
Ecumenical links
Good relationships exist across the Christian Churches in the village, namely the Methodist Church, the Roman Catholic Church and us. The Catalyst Fellowship joined forces with the Rock Church at Edwalton, and their building is currently vacant.

Pastoral, outreach and local community
Pastoral
St. Mary’s is a church that seeks to care for its own members and others within the village community. This is a challenge as many of our key volunteers become older and so new ways of meeting these needs are being explored. Our Life Groups are key places of receiving and giving care and the ministry of flowers overseen by Val Murray is much valued. The provision of meals when there is need is also a mark of care offered.
We are now able once again to regularly visit the 5 Care Homes within the village and hope to begin Communion Services when permissions are given. Canon Haydock continues to take Holy Communion to some of our housebound members and this is appreciated.
The annual Service of Remembrance of those who have died has been restored. Invitations are sent to all who have been bereaved in the previous year. The Service is a highlight of the year for many who attend.
Diddy Disciples and the Welcome Café are both led by committed teams. On Tuesdays a Play Café has been developed to enable parents and carers of under-5's to call in after the school run. A play area is prepared for little ones to enjoy while adults have a drink and chat.
Diddy Disciples on Fridays has a worship and Bible story time in the middle of the session.
Both developments have been well received by members of church and local community.
We believe it is important to build relationships and support each other outside of church services and people are encouraged to join one of our Life Groups. The Life Group leaders, vicar and churchwardens meet every few months to review groups and the development of them. The ladies face2face group has continued to meet to worship, pray and learn more about God. This group now has several parents and toddlers attending.
Outreach
Our outreach to local people takes many forms and our church has its own children’s and young people’s groups.
Attached to St. Mary’s is The Boys’ Brigade, 22[nd] Nottingham Company that has sections for boys and girls. One of our Lay Ministers, Joan Reynolds acts as Company chaplain.
One Way Club for children has continued to meet weekly in term times through 2022 and numbers have remained stable. The Sunday Good News Club for the older young people is taking shape and growing.
Weekly assemblies take place at the Junior School (in conjunction with the local Methodist Church). We also hosted school services at Harvest and Christmas.
Community
St Mary's Hall continues to be reasonably well used. The cost-of-living crisis is beginning to impact bookings and the Hall and Buildings Committee continue to carefully monitor costs where income and expenditure are similar.
The hall also houses the church office, which again saw more limited use this year as staff have preferred working from home.

St. Mary’s has its own website www.stmarysradcliffe.org. This was overhauled at the end of the year to achieve a contemporary look. LINK, a Church and Community magazine, provides news for the whole of the parish and our sister parish Shelford with Newton and is purchased by both church and non-church members. St. Mary’s is also represented on Facebook and Twitter. Members of the church family also post church news and information on local social media sites.
Wider Mission
It is the policy of the PCC to aim to give from unrestricted donated income to missionary societies or other charities that support wider mission. The amount we can give is reviewed each year and chosen to include a mix of local organisations as well as agencies working nationally and overseas. The newly agreed support of a project with World Vision partnering with a community in Pajule in Northern Uganda has developed well with several children being sponsored. We also regularly collect non-monetary donations (e.g., food) for a refugee support group. This has continued throughout 2022 on a monthly basis with boxes on peoples drives for donations.
Safeguarding
The PCC ensures that a Parish Safeguarding Co-ordinator and DBS Recruiter are appointed. It reviews the Parish Safeguarding Policies on an annual basis and requests regular updates on how these are being implemented.
The PCC first adopted the new Church of England policy statement, “Promoting a Safer Church” in 2019. Full implementation remains a top priority for the PCC, Incumbent, and Safeguarding Coordinator.
The PCC unanimously approved Naomi Mackness to replace Stephanie Spencer as our Parish Safeguarding Officer. Our thanks to Steph for her work and commitment in this critical area of work and to Naomi for taking on the role and for all the work she has completed so far.
Fabric of our Buildings
The Churchwardens & PCC, through a combined, Buildings Committee and St Mary’s Hall Management Team, are responsible for overseeing the care and maintenance of St Mary’s Church and St Mary’s Hall. These meet regularly to review the condition of the fabric of these buildings and report back to the PCC. As delegated by the PCC, these teams arrange repairs and renovation work. Work undertaken on the church is subject to diocesan control through the faculty system.
The upkeep of the churchyard, closed in 1869, was passed to the Burial Authority and administered by Radcliffe on Trent Parish Council. This continues to be the case. There is a small area, which is retained by the church for the interment of ashes, known as The Garden of Remembrance.
Deanery Synod
Three members of the PCC sit on the Deanery Synod. They provide a vital link between our parish and the life of the deanery, reporting back regularly on their meetings.
Paid Staff and Volunteers
The work and ministry of the church has been supported for several years by a small number of paid staff, involved in administration, and cleaning the hall and church.

St. Mary’s is deeply indebted to the considerable number of volunteers, nearly 100 people, without whom the church would be unable to function.
Plans for Future Periods
An application has been made to the Diocese for part funding for a Families and Children Worker although at the time of writing the result is unknown.
Financial Review
The total income for 2022 was £143k, which includes £1k within restricted funds. Both planned giving and collections at services were both down by approximately 10%, but this was countered by higher income from the Welcome Café and a partial recovery of hall letting income. The LINK community magazine has been admirably well run, maintaining its income in difficult times.
The total expenditure for 2022 was £142k of which restricted fund expenditure was £3k.
Reserves Policy
It is PCC policy to maintain a general fund balance of at least 3 months unrestricted (unfunded) expenditure. Based on the expenditure from 2022, this amounts to £30k. At the year-end there was a general fund balance of £46k, £17k of which is unclaimed gift aid.
Structure, governance and management
The method of appointment of PCC members is as set out in the Church Representation Rules. At St Mary’s the PCC comprises the Incumbent, Churchwardens, Deanery Synod representatives, and Lay Members elected by those members of the congregation on the Electoral Roll. Members of the congregation at St Mary’s are encouraged to register on the Electoral Roll and stand for election to the PCC. At our AGM there were 9 nominations for 12 places therefore in line with Church Representation Rules guidance, no vote was taken 9 were elected.
The PCC is responsible for making all decisions concerning the running of the parish of St Mary’s and deciding how its funds are to be spent. The Standing Committee are able to make decisions between when necessary.
The full PCC met on 6 occasions during the year with an average attendance of 13.
Given the wide remit, there are a number of committees/teams, which deal with a particular aspect of parish life. These include buildings/church interior/hall and magazine (LINK). The PCC regularly receives reports from these committees and gives them direction and approval for expenditure.

St Mary’s PCC is registered with the Charity Commission as THE PAROCHIAL CHURCH COUNCIL OF THE ECCLESIASTICAL PARISH OF RADCLIFFE ON TRENT, registration number 1130928 (working name St Mary’s PCC Radcliffe on Trent). To the members of St Mary’s PCC, Radcliffe on Trent
I report on the accounts for the year ended 31 December 2022, which are set out on pages 11 to 21.
Respective responsibilities of the Members and Independent Examiner
The members of the PCC are responsible for the preparation of the accounts. The members of the PCC consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the 2011 Act;

follow the procedures laid down in the General Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and

To state whether particular matters have come to my attention.
B asis of Independent Examiner’s Statement
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the PCC and a comparison of the accounts presented with those records. It also includes a consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as Members concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the accounts.
Independent Examiner's Statement
In connection with my examination, no matters have come to my attention:

to keep accounting records in accordance with section 130 of the 2011 Act;

Notes to the Financial Statements
1. ACCOUNTING POLICIES
The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and with the Regulations’ “true and fair view” provisions, together with FRS102 (2016) as the applicable accounting standards and the 2016 version of the Statement of Recommended Practice, Accounting and Reporting by Charities (SORP (FRS102)).
The financial statements have been prepared under the historical cost convention except for the valuation of investment assets, which are shown at market value.
Funds
General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted.
The accounts include all transactions, assets, and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body or those that are informal gatherings of church members.
Income and Endowments
Voluntary Income and Capital Sources
Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under Gift Aid is recognised only when received. Income tax recoverable on Gift Aid donations is recognised when the income is recognised. Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal entitlement, the amount due is quantifiable and its ultimate receipt by the PCC is probable.
Other Income
Rental income from the letting of church premises is recognised when the rental is due.
Income from Investments
Dividends are accounted for when due and payable. Interest entitlements are accounted for as they accrue. Tax recoverable on such income is recognised in the same accounting year.
Gains and Losses on Investments
Realized gains or losses are recognised when investments are sold. Unrealized gains or losses are accounted for on revaluation of investments at 31 December.

Expenditure
Grants
Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding obligation on the PCC.
Activities directing relating to the work of the Church
The diocesan parish share is accounted for when paid. Any parish share unpaid at 31 December is provided for in these accounts as an operational (though not a legal) liability and would be shown as a creditor in the Balance Sheet.
Fixed Assets
Consecrated Property and Movable Church Furnishings
Consecrated and beneficed property of any kind is excluded from the accounts by section 10(2) (a) of the Charities Act 2011. Movable church furnishings held by the Vicar and Churchwardens on special trust for the PCC, and which require a faculty for disposal, are accounted as inalienable property unless consecrated. They are listed in the church's Inventory, which can be inspected (at any reasonable time). For inalienable property acquired prior to 2001, there is insufficient cost information available and therefore such assets are not valued in the accounts. Items acquired since 1 January 2001 have been capitalised and depreciated in the accounts over their currently anticipated useful economic life at a rate of 25% per annum on a reducing balance basis. All expenditure incurred in the year on consecrated or beneficed buildings, individual items under (£5,000), or on the repair of movable church furnishings acquired before 1 January 2001 is written off.
Other Fixtures, Fittings and Office Equipment
Equipment used within the church premises is depreciated at 25% per annum on a reducing balance basis except for IT equipment, which is depreciated linearly over 5 years. Individual items of equipment with a purchase price of £5,000 or less are written off when the asset is acquired.
Investments
Investments are valued at market value at 31 December.
Current Assets
Amounts owing to the PCC at 31 December in respect of fees, rents or other income are shown as debtors less provision for amounts that may prove uncollectable.
Short-term deposits include cash held on deposit either with the CBF Church of England Funds or at the bank.

During the year, the PCC employed a vicar’s PA, a hall caretaker and a church cleaner (all part time). A number of other people received fees for attendance as organists and vergers.

6b Investment assets
The investment assets consist of 132 units in The Equities Investment Fund for Charities. This investment was acquired at a cost of £1,290 in March 2000 and was valued at £1,940 at 31 December 2022.

Purposes of Restricted Funds
Youth Fund: to fund youth focussed activities and enhancements.
Fabric Fund: to pay for preservation, repairs, and enhancements to the church buildings. Audio Visual Fund: to be used specifically for Audio Visual systems.
Christmas Dinner Fund: to pay for provision of the annual Christmas Day meal.
Small Funds : the Flower Fund, which pays for flowers in the church, and the Vicar’s Discretionary Fund, which can provide small emergency grants to local people in need.
M&G Christmas Fund: an investment where it was suggested that some of the income be spent on an annual Christmas Dinner.

11 AGENT TRANSACTIONS
The PCC acted as agent for the following in 2022:
Southwell and Nottingham Diocesan Board of Finance – with a total of £4,489 being collected from wedding couples and funeral directors and passed to the Diocesan Board of Finance. Additionally £1,654 was collected and passed on to ordained readers and retired clergy on behalf of the DBF for ministry at funerals.
12 TRUSTEE REMUNERATION AND RELATED PARTY TRANSACTIONS
No trustee expenses were incurred. No PCC member was paid any remuneration or received any other benefits from an employment with St Mary’s, other than travel expenses associated with funerals. No material transactions, contracts or other arrangements (including grants) with any related party have occurred during the year. All congregation members are encouraged to contribute financially to the work of St Mary’s and PCC members give in line with general congregational giving.
13 VOLUNTEERS
In common with all congregations of the Church of England, St Mary’s benefits from the contribution made by volunteers who give their time and talents willingly for the benefit of the Church. The areas of church life which rely on the contribution of volunteers are many and varied and much of the activity would be unable to continue were it not for the commitment shown
14 INDEPENDENT EXAMINER'S FEE
The Independent Examiner offered his services for 2022 on a voluntary basis.
15 Transfers between funds
