Vicar’s Foreword
In the coming year I shall move into my 5[th] year as Vicar of St. Mary’s. It has been a fantastic journey that I have shared with you. However, none of us could have foreseen the impact of the pandemic with lockdown and the suspension of church services that followed.
It was thrilling from Pentecost to be able to return to in-person Services again. However, there is sadness at the impact of Covid with a huge toll on our Health Services and for those who have suffered loss, our sympathy is with them.
The imagination that led to online Services was truly remarkable and I extend thanks to all who made that possible. To God be all the glory!
St. Mary’s is in good shape for the next stages of our mission and ministry as we seek to share God’s love . The hymn book we use in church is called, Ancient and Modern and that could be a good description of St. Mary’s as we seek to provide both traditional and contemporary Services.
The key, however, for the years ahead is to plan for growth. I am always challenged by a simple statement – when you aim for nothing, you are sure to hit the target!
In this respect, Proverbs 29:18 is important “Where there is no vision, the people perish...”
The values agreed by Church Council are important as we plan for a ‘new’ post-Covid future:
Worship
We aim to provide worship in traditional and contemporary streams. Our desire is to express our worship to God in ways relevant to Radcliffe on Trent and in a way that enables us to encounter Jesus.
Love
As a people growing in the knowledge of God's love, we look for ways to express this love by serving others in Radcliffe and beyond.
Mission
Our goal is to participate with God in His mission see people enjoying a living relationship with Him through Jesus Christ. We will work together to see visible expressions of God’s plans for our local communities and our world.
Generosity
We aim to reflect the generosity of God in all that we do.
Prayer
We aim to become a house of prayer for Radcliffe on Trent and beyond where we listen for God's voice and respond to him.
These values need to be at the heart of all that we do and plan to do.
As a church we are fortunate to have such excellent Churchwardens. This year Sue Megahy and Andy Norton have exercised their ministry in a way that fits more closely the model of a growing church. Although inevitably involved in the detail of church life they have sought to bring a broader overview. Their ability to discern where the Lord is leading and put this into practice is a real spiritual gift of discernment and oversight. At a personal level, Sue and I have valued their

support and encouragement. Thank you Sue and Andy. Your leadership of St. Mary’s is immensely valued.
I also want to thank Alan Haydock, Ben Evans, Beau Brumley and the members of the Service Leaders Group. The place of leadership is highlighted in 1 Timothy 3:1. where we are reminded it is a noble task!
“Here is a trustworthy saying: If anyone sets his heart on being an overseer, he desires a noble task.”
Alongside this group, several other people have begun to share in the leading and teaching in Services, and this is something that will need to continue as we grow and seek to be a genuine contemporary expression of church life.
Working alongside Sue, Andy, Ben and myself are Sally Williams (Administration), Paul Dean (Finance), Anna Judge (PCC), Margaret Pepper and Angus McKechnie (Cleaning) and the members of Leadership Team (including Service Leaders). We thank them for their dedication to their tasks, especially considering the complexity of activity in the Covid season. In this respect, I also want to thank Gail Spencer for her wonderful ministry at QMC – a heartfelt thank you.
These Reports highlight the fact that “we are members of his body” -Ephesians 5:30. The Apostle Paul reminds us that the church is the Body of Christ in the world today. A body is made up of many parts – each playing its own unique role. Without each part the body would cease to function as God intended it.
As we move out of the pandemic, I want to thank everyone involved at St. Mary’s for their love, dedication, commitment and financial giving that enables us to be the body of Christ. St. Mary’s is a great church, made up of a great group of people serving a great God.
Looking back over a year also reminds us of sadness when people who have been very special to us have died and gone to be with the Lord and our love goes to all those who grieve and mourn – especially in deeply tragic moments.
I am writing this Foreword at the beginning of Lent as we journey to the events of Holy Week and as I reflect on the events of this week, I am reminded of a pivotal verse of the Bible:
“For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life.” John 3:16
Sharing God’s love remains our purpose. These Reports show how that is being done and so I want to thank everyone at St. Mary’s for making it the special place it is and ultimately God who makes it all possible. To Him be all the glory.

Aims and Purposes
St Mary’s PCC has the responsibility of co-operating with our vicar, Revd Canon Mark Tanner, in promoting in the ecclesiastical parish the whole mission of the Church; pastoral, evangelistic, social and ecumenical.
The PCC is also specifically responsible for the maintenance of St Mary’s Church and of St Mary’s Hall, both at Main Road, Radcliffe on Trent.
Objectives and Activities
Our Mission Statement is “Sharing God’s Love” and our vision is:
“to honour God in Radcliffe-on-Trent by being a vibrant and growing church, filled with people of all ages and backgrounds. Applying Biblical principles and sharing life together, we aim to work with and for the community to draw people into a knowledge of Jesus Christ in the power of the Holy Spirit.”
The five values that we look to see shape our church are: Worship, Love, Mission, Generosity and Prayer.
We try to put all this into practice through:

Public worship, prayer, music and fellowship; bible teaching and study; encouraging knowledge of and trust in Jesus Christ

Provision of pastoral care for people living in the parish
-
Local outreach and support of missionary work
To facilitate this work it is also important that we maintain the fabric of St Mary’s Church building and St Mary’s Hall in a condition that is safe, warm, and welcoming.
The PCC is aware of the Charity Commission’s guidelines on public benefit and the specific guidance given in “The Advancement of Religion for the Public Benefit” and takes these principles into account when planning activities (see below). The PCC is committed to making all our services and other activities welcoming and accessible to all who wish to take part.
The PCC also recognises its duty to:

Have “due regard” to the House of Bishops’ guidance on safeguarding children and vulnerable adults. This is a key priority of the Incumbent and PCC.

Report certain ‘Serious Incidents’ to the Charity Commission.

Achievements and Performance
Worship, prayer and discipleship
No one could have predicted in March 2020 as we went into the first lockdown that 2021 would begin with the church closed again as Nottinghamshire had gone into Tier 4 restrictions the previous week. We made the difficult decision for the safety of our elderly and vulnerable members to suspend in person services.
Recorded Online and Telephone audio services continued until Easter Sunday when we held our first in person service of the year with a 9am said Holy Communion. The following week the midweek communion recommenced in person but the 10.30 contemporary service continued online until Pentecost Sunday. The 10.30 service has been livestreamed since Pentecost so those unable to attend in person have continued to have access to a service each week.
On 11[th] November a good number gathered at the War memorial for a short act of remembrance.
A Remembrance Sunday service was able to be held in church following a limited parade and smaller than normal numbers mainly from village organisations. A large number gathered at the War memorial for the Act of remembrance prior to the service.
Christmas services were again a challenge as a new variant of Covid was causing concern and rising case numbers. All services went ahead as planned with good numbers attending considering the circumstances.
During the year, there were a total of 21 funerals, conducted at either St Mary’s or at one of the local crematoria or village cemetery, 4 interments of ashes, 5 weddings, and 3 Baptisms and 1 Thanksgiving.
Our electoral roll currently stands at 128 and we estimate our ‘worshipping community’ to be 221. Like all years, 2021 saw comings and goings within our church family. We have been overjoyed to see new people joining but have also had to say goodbye to some much-loved friends.
Ministry
Our ministry team this year has consisted of our vicar Canon Mark Tanner, curate Ben Evans, 1 Lay Reader, 2 retired Readers with Permission to Officiate, and ‘retired’ priest Canon Alan Haydock plus 1 LLM in 2[nd] year of training. We were delighted that Ginny Cooper, supported unanimously by the PCC, applied and was accepted for LLM training which she commenced in Sept.
Together with several key members of the congregation overseeing various areas of church life, they form a leadership team, which has continued to meet monthly either on Zoom or in person depending on restrictions. In March members of the leadership team were encouraged to join the New Wine leaders conference held online.
In the summer, some were able to join the New Wine summer gathering online. This would normally be held in Peterborough so was a great opportunity for those who would find going away to such events difficult due to family or other commitments.
During another very challenging year, Rev Gail Spencer who is a member of our church family and a Chaplain at the Nottingham hospitals has kept us updated with prayer needs as she has supported patients and their families and the hospital staff.

Ecumenical links
Christians Together Radcliffe (CTR) is an umbrella organisation involving the four Christian Churches in the village, namely ourselves, the Methodist Church, the Roman Catholic Church and the Catalyst Fellowship. The usual joint services were unable to be held due to restrictions and church closures during lockdowns. Communication between the churches has continued via email.
Pastoral, outreach and local community
Pastoral
St. Mary’s is a church that seeks to care for its own members and others within the village community. This becomes more challenging as many of our key volunteers become older and so new ways of meeting these needs are being explored. During the past 2 years this has been even more challenging. During the first lockdown members of the Leadership team developed a telephone list of church family with the aim of trying to keep contact especially with those most vulnerable. This continued where possible through the remainder of the year.
The 5 Care Homes within the village are normally visited monthly and residents who wish are able to receive Holy Communion, as are some housebound members of the congregation. This has not been possible and been a great sadness for the care homes and visitors. In November we normally hold an All Souls service. With restrictions still in place we made the decision to postpone this until March 2022. We then plan to invite all those who have been bereaved during the pandemic and those where the number allowed to attend the funerals of their loved ones was limited by numbers.
Toddler group and Coffee Pot had not been able to meet since the beginning of March 2020. Towards the latter part of 2020, we had been looking at new ways forward post pandemic. Toddler group leaders had kept in touch with families providing activities to be done at home for significant festivals.
In August after many months of planning both were re launched with new names and defined missional emphasis. The Welcome Café is open from Tuesday to Thursday from 9am to 12 midday.
The earlier opening time enabling parents and carers to call in after the school run. A play area is prepared for little ones to enjoy while adults have a drink and chat.
Diddy Disciples commenced on Fridays with a worship and Bible story time in the middle of the session.
Both these relaunches have been well received by members of church and local community.
The Christmas Day Lunch again took a different form this year with elderly people invited to a meal in the Grange Hall on Christmas Eve provided by a group within the village
We believe it is important to build relationships and support each other outside of church services and people are encouraged to join one of our life groups. Most of these groups have continued to meet, when it was possible, in the summer in gardens or via Zoom and later in the year in person where possible. The Life Group leaders, vicar and churchwardens meet every few months to review groups and the development of them. The ladies Face2Face group has continued to meet to worship, pray and learn more about God when possible during term time either on Zoom or in person. This group now has a number of mums and toddlers attending.

Outreach
Our outreach to local people takes many forms and our church has its own children’s and young people’s groups.
Attached to St. Mary’s is The Boys’ Brigade, 22[nd] Nottingham Company that has sections for boys and girls. During most of this year the groups haven’t been able to meet but restarted towards the end of the year and they are hoping to get back to normal meetings in 2022. One of our Lay Ministers acts as Company chaplain.
One Way Club for children has continued to meet weekly in term times through 2021, either on Zoom or in person when it became possible each Sunday. Numbers have remained stable.
We were finally able to re-start our connections with our local schools in the new school year. Since September our ministry team has been leading weekly assemblies at the Junior School (in conjunction with the local Methodist Church). We also hosted school services at harvest and Christmas.
Community
St Mary's Hall was mainly closed during the first 6 months of the year, when community groups were unable to meet, through either lockdown or age of participants. From June onwards groups gradually started returning. The hall has sadly not been eligible for any of the government or local authority coronavirus business grants at any point during the pandemic. Our Diocese, however, did recognise the difficult trading conditions faced by churches and we benefitted from a slight decrease in our 2021 Parish Share allocation.
The hall also houses the church office, which again saw more limited use this year as staff were mainly working from home.
St. Mary’s has its own website www.stmarysradcliffe.org. LINK, a Church and Community magazine, provides news for the whole of the parish and our sister parish Shelford with Newton and is purchased by both church and non-church members. St. Mary’s is also represented on Facebook and Twitter. Members of the church family also post church news and information on local social media sites.
Wider Mission
It is the policy of the PCC to aim to give out of its unrestricted donated income to missionary societies or other charities that support wider mission. The amount we are able to give is reviewed each year and chosen to include a mix of local organisations as well as agencies working nationally and overseas. Towards the end of 2021 after several months of research and preparation PCC agreed to change support to one project with World Vision partnering with a community in Pajule in Northern Uganda. This will be a long term commitment with information being shared with the church in the New Year.
We also regularly collect non-monetary donations (e.g. food) for a refugee support group. This has continued throughout 2021 on a monthly basis with boxes on peoples drives for donations.
Safeguarding
The PCC ensures that a Parish Safeguarding Co-ordinator and DBS Recruiter are appointed. It reviews the parish Safeguarding Policies on an annual basis and requests regular updates on how these are being implemented.

The PCC first adopted the new Church of England policy statement, “Promoting a Safer Church” in 2019. Full implementation remains a top priority for the PCC, Incumbent, and Safeguarding Coordinator.
The PCC unanimously approved Stephanie Spencer to replace Lyn Sugden as our Parish Safeguarding Officer in September. Our thanks to Lyn for her work and commitment in this critical area of work and to Steph for taking on the role and for all the work she has completed so far.
Fabric of our Buildings
The Churchwardens & PCC, through a combined, Buildings Committee and St Mary’s Hall Management Team, are responsible for overseeing the care and maintenance of St Mary’s Church and St Mary’s Hall. These meet regularly to review the condition of the fabric of these buildings and report back to the PCC. As delegated by the PCC, these teams arrange repairs and renovation work. Work undertaken on the church is subject to diocesan control through the faculty system.
The upkeep of the churchyard, closed in 1869, was passed to the Burial Authority and administered by Radcliffe on Trent Parish Council. This continues to be the case. There is a small area, which is retained by the church for the interment of ashes, known as The Garden of Remembrance. During the summer, damage was caused to the boundary wall of the churchyard by a vehicle. On behalf of the Parish Council, a Faculty was applied for to repair the damage. The Parish Council insurers were advised and covered the cost. Faculty approval was given in December 2020 and work was completed in the spring of 2021.
A Faculty had been applied for to repaint the chancel before the 1[st] lockdown. This was approved with conditions attached in April 2020, but work had to be put on hold until the decorators could do the necessary sampling to meet the Faculty conditions.
Work was able to commence just before Christmas 2020 and completed by the end of January 2021. Several grants and a legacy covered most of the cost of this work.
In June one of the large foyer windows of the church hall was damaged by a stone. This required a replacement window, the cost of which was covered by insurance.
At the end of August 2020 a Licence for Temporary Minor Reordering was obtained to remove the choir stalls in the Chancel for 6 months, this was extended in Feb 2021 for a further 6 months. This was to enable midweek socially distanced communion services to be held using the chancel and chapel. The choir stalls were returned to the chancel during summer 2021 before the end of the temporary licence.
Deanery Synod
Three members of the PCC sit on the Deanery Synod. They provide a vital link between our parish and the life of the deanery, reporting back regularly on their meetings.
Paid Staff and Volunteers
The work and ministry of the church has been supported for several years by a small number of paid staff, involved in administration and cleaning the hall and church. During the periods when the church and hall have been closed, our cleaners have been on Furlough which has enabled them to know their jobs were secure and helped us with finances as income has been reduced.

St. Mary’s is deeply indebted to the large number of volunteers, nearly 100 people, without whom the church would be unable to function.
Plans for Future Periods
Early in 2021, the PCC started worked on developing its vision of Sharing God’s love. This will be building and implementing a 5 year plan to incorporate all areas of the vision.
As already mentioned, a working group has looked at world mission giving. Another working group has looked at meeting the needs and growing our work with children and families by looking to appoint a Children and families worker. Early in 2022 we hope to be in a position to seek funding and advertise through the diocese.
Financial Review
The total income for 2021 was £149k, which includes £2k within restricted funds, notably the fabric fund. Extraordinary times did not lead to an overall reduction in regular giving, the Welcome Café is making a significant contribution and the church hall is back up and running.
The total expenditure for 2021 was £141k of which restricted fund expenditure was £10k. This meant a £15k surplus in our general fund but a 8k deficit within the fabric fund. The LINK community magazine was again invaluable in supplementing income, again making a £7.6k surplus.
Reserves Policy
It is PCC policy to maintain a general fund balance of at least 3 months unrestricted (unfunded) expenditure. With the expenditure from 2021, this amounts to £30k. At the year-end there was a general fund balance of £46k, £14k of which is unclaimed gift aid.
Structure, governance and management
The method of appointment of PCC members is as set out in the Church Representation Rules. At St Mary’s the PCC comprises the Incumbent, Churchwardens, Deanery Synod representatives, and Lay Members elected by those members of the congregation on the Electoral Roll. Members of the congregation at St Mary’s are encouraged to register on the Electoral Roll and stand for election to the PCC. At our AGM there were 13 nominations for 12 places therefore in line with Church Representation Rules guidance, no vote was taken 12 were elected and one co-opted.
The PCC is responsible for making all decisions concerning the running of the parish of St Mary’s and deciding how its funds are to be spent. The Standing Committee are able to make decisions between when necessary.
The full PCC met on 7 occasions during the year with an average attendance of 17.
Given the wide remit, there are a number of committees/teams, which deal with a particular aspect of parish life. These include buildings/church interior/hall and magazine (LINK). The PCC regularly receives reports from these committees and gives them direction and approval for expenditure.

St Mary’s Church is situated in Main Road, Radcliffe on Trent and is part of the benefice of Radcliffe and Shelford in the Church of England Diocese of Southwell and Nottingham.
St Mary’s PCC is registered with the Charity Commission as THE PAROCHIAL CHURCH COUNCIL OF THE ECCLESIASTICAL PARISH OF RADCLIFFE ON TRENT, registration number 1130928 (working name St Mary’s PCC Radcliffe on Trent). The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2011).

To the members of St Mary’s PCC, Radcliffe on Trent
I report on the accounts for the year ended 31 December 2021, which are set out on pages 13 to 23.
Respective responsibilities of the Members and Independent Examiner
The members of the PCC are responsible for the preparation of the accounts. The members of the PCC consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:

examine the accounts under section 145 of the 2011 Act;

follow the procedures laid down in the General Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and

To state whether particular matters have come to my attention.
B asis of Independent Examiner’s Statement
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the PCC and a comparison of the accounts presented with those records. It also includes a consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as Members concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the accounts.
Independent Examiner's Statement
In connection with my examination, no matters have come to my attention:

Notes to the Financial Statements
1. ACCOUNTING POLICIES
The PCC is a public benefit entity within the meaning of FRS102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and with the Regulations’ “true and fair view” provisions, together with FRS102 (2016) as the applicable accounting standards and the 2016 version of the Statement of Recommended Practice, Accounting and Reporting by Charities (SORP (FRS102)).
The financial statements have been prepared under the historical cost convention except for the valuation of investment assets, which are shown at market value.
Funds
General funds represent the funds of the PCC that are not subject to any restrictions regarding their use and are for application on the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted.
The accounts include all transactions, assets, and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body or those that are informal gatherings of church members.
Income and Endowments
Voluntary Income and Capital Sources
Collections are recognised when received by or on behalf of the PCC. Planned giving receivable under Gift Aid is recognised only when received. Income tax recoverable on Gift Aid donations is recognised when the income is recognised. Grants and legacies to the PCC are accounted for as soon as the PCC is notified of its legal entitlement, the amount due is quantifiable and its ultimate receipt by the PCC is probable.
Other Income
Rental income from the letting of church premises is recognised when the rental is due.
Income from Investments
Dividends are accounted for when due and payable. Interest entitlements are accounted for as they accrue. Tax recoverable on such income is recognised in the same accounting year.
Gains and Losses on Investments
Realized gains or losses are recognised when investments are sold. Unrealized gains or losses are accounted for on revaluation of investments at 31 December.

Expenditure
Grants
Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding obligation on the PCC.
Activities directing relating to the work of the Church
The diocesan parish share is accounted for when paid. Any parish share unpaid at 31 December is provided for in these accounts as an operational (though not a legal) liability and would be shown as a creditor in the Balance Sheet.
Fixed Assets
Consecrated Property and Movable Church Furnishings
Consecrated and beneficed property of any kind is excluded from the accounts by section 10(2) (a) of the Charities Act 2011. Movable church furnishings held by the Vicar and Churchwardens on special trust for the PCC, and which require a faculty for disposal, are accounted as inalienable property unless consecrated. They are listed in the church's Inventory, which can be inspected (at any reasonable time). For inalienable property acquired prior to 2001, there is insufficient cost information available and therefore such assets are not valued in the accounts. Items acquired since 1 January 2001 have been capitalised and depreciated in the accounts over their currently anticipated useful economic life at a rate of 25% per annum on a reducing balance basis. All expenditure incurred in the year on consecrated or beneficed buildings, individual items under (£5,000), or on the repair of movable church furnishings acquired before 1 January 2001 is written off.
Other Fixtures, Fittings and Office Equipment
Equipment used within the church premises is depreciated at 25% per annum on a reducing balance basis except for IT equipment, which is depreciated linearly over 5 years. Individual items of equipment with a purchase price of £5,000 or less are written off when the asset is acquired.
Investments
Investments are valued at market value at 31 December.
Current Assets
Amounts owing to the PCC at 31 December in respect of fees, rents or other income are shown as debtors less provision for amounts that may prove uncollectable.
Short-term deposits include cash held on deposit either with the CBF Church of England Funds or at the bank.

During the year, the PCC employed a vicar’s PA, a hall caretaker and a church caretaker (all part time). A number of other people received fees for attendance as organists and vergers.

The investment assets consist of 132 units in The Equities Investment Fund for Charities. This investment was acquired at a cost of £1,290 in March 2000 and was valued at £2,054 at 31 December 2021.

Purposes of Restricted Funds
Youth Fund: to fund youth focussed activities and enhancements.
Fabric Fund: to pay for preservation, repairs, and enhancements to the church buildings. Audio Visual Fund: to be used specifically for Audio Visual systems.
Christmas Dinner Fund: to pay for provision of the annual Christmas Day meal.
Small Funds : the Flower Fund, which pays for flowers in the church, and the Vicar’s Discretionary Fund, which can provide small emergency grants to local people in need.
M&G Christmas Fund: an investment where it was suggested that some of the income be spent on an annual Christmas Dinner.

11 AGENT TRANSACTIONS
The PCC acted as agent for the following in 2021:
Southwell and Nottingham Diocesan Board of Finance – with a total of £3,104 being collected from wedding couples and funeral directors and passed to the Diocesan Board of Finance. Additionally £1,457 was collected and passed on to ordained readers on behalf of the DBF for ministry at funerals.
12 TRUSTEE RENUMERATION AND RELATED PARTY TRANSACTIONS
No trustee expenses were incurred. No PCC member was paid any remuneration or received any other benefits from an employment with St Mary’s, other than travel expenses associated with funerals. No material transactions, contracts or other arrangements (including grants) with any related party have occurred during the year. All congregation members are encouraged to contribute financially to the work of St Mary’s and PCC members give in line with general congregational giving.
13 VOLUNTEERS
In common with all congregations of the Church of England, St Mary’s benefits from the contribution made by volunteers who give their time and talents willingly for the benefit of the Church. The areas of church life which rely on the contribution of volunteers are many and varied and much of the activity would be unable to continue were it not for the commitment shown
14 INDEPENDENT EXAMINER'S FEE
The Independent Examiner offered his services for 2021 on a voluntary basis.
15 Transfers between funds
An investment of £1,811 has previously been incorrectly classified as an endowment, when it should have been a restricted fund. This relates to the Christmas Dinner fund.
Additionally, the Hall Appeal fund of £1,961 has been transferred to the Hall Designated Fund, which is treated as unrestricted but designed by the PCC for the running of the hall.
