Goveming structure and appointrnent of PCC Mem￿15
The Church is administered and managed bythe PCC. The method of appointmentof
PCC members is set out in the Church Representation Rules. All Church attendees are
encouraged to register on the Electoral Roll and to stand for election to the PCC.
Oryanisational structure and commlttees
The PCC operates Committees which meet between full meetings of the PCC.

This is the only committee required by law. It has the powerto transact the business of
the PCC be￿een its meetings subpct lo any directions given by the Council.

Rlsk managemenl
The trustees have a duty to identify and review the risks to which th8 charity is exposed
and to ensure appropriate controls are in place, to provide reasonable assurance agalnst
fraud and error. The PCC revlewed Its flnancS81 procedures to ensure adequate
safeguards are in place againstfraud. In 2017 the PCC adopled the Diocese of
Chelmsford Safeguarding Policy 2014 and adopted Ihe Safeguarding Ststement for Chrlst
Church. The PCC contlnues to have a proper regard to Ihe continuing implementof the
safeguarding provisions. In 2017 the PCC adopted a written Health and Safety Policy and
continues to have regard for risk management. The safeguarding and rfsk management
procedures are appllcable to the Church, the Centre, and the Fundralsln9 Shop. The
PCC revlewed durSng the year its policies and praclices regarding personal data In
order to remaln complalntw11h the General Dala Proteclion Regulalons.
Obhctlv•s and alms.
The PCC of Christ Church has the responsibility of cO￿perating wilh the incumbent, in
promolng in the ecdesiastical parish the whole mission of the Church.. pastoral,
evangelistic, social, and ecumenical. It also has the responsibility for rnaintenance of the
church centre complex at ColbertAvenue, Soulhend-on-sea and the church shop in
Woodgrange Drive. Southend on Sea.
The PCC is committed to enabling as many people as posslble to worship at ourchurch
and to become part of our parish at Southchurch. (Xjr services and worship put faith into
praGliGe through prayer and scripture. music. and sacrament. When planning our activities
for the y&ar. the Incumbentand PCC hav6considered the Charity Commission's guidance
on public benefit and the specific guidance on charities for the advancem8nt of r8ligion.

Servlces and Attendance
We are pleased to be able to say that church attendance has continued to grow steadily
during 2024 with the introduction of a new evening Sunday servlce In the Autumn.
At the APCM on 2181 April 2024 Ihe electoral roll comprfsed 94
Members.
r service pattem is now one Sunday moming communion permonth. the rest being
non*ucharistic. We also run a Sunday evening ser*ice following the same pattem and a
weekly Wednesday moming communion.
The Sunday moming sepiice in the last quarterwas attended by an average of 90 adults.
The associated Kid's church has had an average attendanc8 of 25, this includes 6 babies
in the creche.
At theevening servicean av8r8ge of 6 junioraged children attends the relatsd 'Danger(xJs
Club", whilst 11 secondary age children enjoy the youth Club thatfollows on from the
se￿ICe.
We are grateful to Children's and Youth Leaders as well as the band of volunteers who
enable chlldren aged up to 14 years to learn more about ourfaith.
The Wednesday communlon servlce continues to be increasingly popularand regularty
attracts 30- 40 attendees. The special Christrnas sepilce wlth carols was attended by 83
people. The Revd Alan Howe hastsken on the responsibilityof overseeing and developing
the se￿¢8. and music has been introduced on two Wednesdays a month. Revd Howe
introduced a popular Hymns and Cake aftemoon in the spring attended by 48 people.
At Ch ristrnas t4VO Christingle services were attended by a total of 304 people. Due to high
demand and health and safety requlr6m8nts. the seryices were ticketed.
Carols by Candlelighl, held on a Friday. attracted 160 people. The Midnlght & Christmas
day services were attended by 111 people. with 138 attending a Nab'vity service.
Atten dees on Christmas moming were treated to a simple breakfast. Both of our Carol
Services were followed by Mulled wlne and mince pies.
After the Easter period it was declded that we needed to restructur8 our paid workforce,
replaclng the￿0 part-time Ichildren and familywoTkers wilh one fu1141me employee tasked
to develop a vlsion and structure for all the d)ildren and youth.
Fabric- Church, Christ Church Centro and grounds
The Chur¢h building was subFd to a Quinquennial inspectton by the Diocesan's
appointed Architect. The Church Wardens were commended forthe excellenl ¢ondltlon of
1he building that is maintained to a very high standard. Only a couple of very minor,

non-urgent issues were highlighted, Ihatwill be dealtwith in the spring of 2025, More
thairs were purchased to reflect the increased congregation as well as some equipment
for lightinng Ihe new evening service.
A small team of dedicated volunteers kept the grass cutand the church grounds tidy. The
new hedge planted in 2023 is thriving, providing flowers for insects and berries for birds.
The Centre was maintained to a high slandard. We hadourregular seNice checks carried
out in a number of areas including.

Underfloor heating
Hall partitions
Flre extlngulsherslAlarmsEmergency lighting.
We also had soTh of the lighting replaced in Ihe centre and the hall floor refurbished.
Boach Shelter
Southend Borough Council were informed Ihat due to Ihe rapid deterioration of the
structure, w8 Were no longer able to make the extensive structural repairs r8quired and
would therefore giv8 up th8 license Ihey had previously grdnt8d.
Olher Aclfvltles and use of our faclltiO8.
The Church uses space in Ihe Church Centre forits own comrnunlty activities.
The Parents and Toddlers Group has continued to be popularwith an average of 68
attendees. This was run by Mrs. Rosie Medhurst unb'l herresignation. and It continues to
run with volunteers. Following the Autumn half temi a smaller, less fomial. quieter group
was started in association wlth the Tuesday café, aIn￿d at attracting paren ts with babies
and little ones under3.
Changes to our youth work have been Implemented by our New Youlh Worker. Wilh the
launch ofthe Sundayevening service, the youth club was moved to Sundayevening,whls1
the Thursday evening slot has become Youth Bible Study
During August2024 we ran a 1hree￿aY holidaydub.on thetherne of Noah'sArk. attended
by 44 Children, aclivlties included building a large Ath in the Church. Atthe end of the
week a familysundayfun daywith bouncy casues and BBQ was attended by 58 people. A
Ilght paty was again held as an altemative to Halloween, and again due to high demand
we had to cap numbers and had 251 attendees. These events reached many non-church
famllles, some of whom have attended otherevents e.g. Chrlstingle.
Chrfstchurth hosted Revitslize in the Summerterni, a temily worship event for secondary
school aged sludents which attracted well over 100 young people from all over Southend
and furtherafield. The events are r&80urced by the neiwork churches of Christ Church. St
John's and St Michael's.
Christ Church Café continues to run.
Tuesday moming is attracting a steady number of custorner5. groups of older walkers use
the café as an occasional base and other groups do use the café as a regu lar meeting
place. It now also serves the Tuesday Toddlerand Baby group.
Wednesday is extremely busy, especially as Ihe Wednesday momlng servi￿ attendance
is growing. Parents whose children attend Tumble Toys and other members of the public
also make use of the cafe. More tsbles and chairs have been purchased, but 5p8ce is

We have tsvo home groups which meet in the centre forlnighlly, and a further five meetin
people's homes, with a totsl of 94 attendees.
Alpha Courses weTe run in the summerand au￿rnn tenrts. attended by a total of
18 people.
Three women'5 brealrfasts were held. Being extremely popular, numbers were capped at
100 with a waiting lisL Excellentvisiting speakers have resulted In each breakfastfilling
very quickly.
A Men's group hosts movie nights and hosted a South African summer bbq.
Otherevents during theyear have included 6 Summersocials induding an aftemoon tea,
a quiz nighc wine tasting. walking events. and a beach picnic.
There was a wine tasting Chrlslrnas special, Christrnas Quiz and a Chlldren's Party.
There is a basket placed in the foyerto collect items forthe local foodbank. In addStSon
offerings are occasionally given at events to purchase additional it8ms thatare high
demand.
At Christmas, 18 hampers were delivered to the neediest famllSes idenlified by Greenways
school, and a couple of Indivlduals Ihat had been idenb'fied by Church members.
The PCC is grateful forlhe many helpers who gave theirtime to these acovitles.
Charities and organisatlons wlth an elhos not inconsistent with the Chrfsllan faEth that
provide activities beneficial to the community, are pemiitted at the discretion of the PCC to
use space in the Church Centre. These actiwb'es include Maths and Engllsh luitlon and
activities for pre-school children. Forthe elderly there is a fithess classes. art activlties and
dance. The centre is a popular venue for children's parties. This discrelion Is managed by
Ihe Parish Administrator underthe delegated authority of the PCC.
Chrht Church Fundralslng Shop
The PCC continued to lease the premises at 229 Woodgrange Drive for its charity shop.
The shop is staffed by volunteers and thè PCC 13 grateful forthe time given by them. Mrs
Jo Buss was appointed as Manager during 2023. Al Ihe end of August 2024. she gave up
her role as children and family worfter to devole all herworking hours (20 perweek) to the
shop.
Following the shops, refurbishmentat Ihe end of 2023 it has continued to thrive so much
so, that the Income increased from £45,000 in 2023 to £66,000 for 2024. We are extremely
grateful to the manager and volunteers fortheirvision for this centre of outreach.
The shop receives many favorable reviews on soclal media. the wam and welcoming
attitude of the volunteers being its biggest selling point.
It has been an enormous encou ragement for the volunteers to see many shoppers ask for
and being grfted the (knd News Bibles thatare no longer used in the Church, they have
also encourdg6d fellow volunteers and customers to attend Alpha, and to come along to
Church events. Shop income afterexpenses is used to helpfund ourchildren andfamilies.

Since retumingfrom Matemity leave, Mrs Andrea Froment is now employed as our Churth
Manager and PA lo the vicar. Stsiutory Matsmity pay reclaimed for Mrs Froment is being
held by HMRC as credit on our account. (£7.000). Verity Smee is employed as the Parish
Administrator. she also has a role as Safeguarding Officer and at the end of the year
began to help the treasurer wilh Ihe accounts.
Vicar
Revd. Steve Colllels fundlng by a Strategic Development Fund grant ceased in March
2024 when he was instslled as Priesl in Charge at Christ Church. Thls appointsnent
reflects the church's gratefulness ofhis accomplishing growlh in the Congregation overthe
previous two years and secu res the churthes, fulure.
Mlsslon and Pastoral Moasure 2011.

Flnancos
Fundlng for Revd. Steve Collierfrom Ihe Strategic Development Fund for church plantlng
In the deanery of Southend ended during 2024 when he was made Priest in charge. Thls
appointmenthas met the first of ourvision goals in $8curingihefutureof the Church In this
parish.
11 was agreed that Christ Church would pay £40,000 as Parbsh share.
The last annual grant of £14.000 was glven by Ihe Mlsslon Opportunlty Fund to part4und
our children and family workers.
With Ihe appointrnent of our new fu114me Children's and family wother, a grdnl of £4,000
was received from The Benefact TrusL This was the first of three annual payments
awarded.
Income from the shop Increased by approximately £21,000 from 2023. after expenses the
income supports our d)Ildren and youth ministries.
General congregational giving induding Tax Relief has again increased durlng 2024, this
year byiust under £14.000 this reflects the increase in numbers in the congregation and
the commitment new members are making to Ihe mission of Christ Churth. This increase
again supports ourvision by making the Church financially secure.
In addition to the increase in general giving, an additional £12,800+ has been given toward
project launched in the Autumn to improve the Café and small meets'ng room area. li is
expected that work will begin in the spring of 2025.
Extemal users of the centre have decreased, and a few regular bookings have been lost.
Although we have lost income, a little under £7.000. this loss of bookings has freed up
space for our own mission, e.g enabling the second toddlergroup to meet. Increased cost
of living challenges all who use the centre.

Increased expendilure on parish share. s81aries. cleaning. utilllSes, children's wo￿. staff
costs. church events. outreach events and general inflation have all been covered by in-
creased incoming resources.
Major expenditure during theyear included the purchase of new sound equipment to SUP-
port the worship band. Unfortunately, the mixerdesk developed a fault and had to be re-
tumed underwarranty forrepair. As Ihe year ended, we were still awaits'ng il's retum.
At the end of the year our tolal assets stood at approx. £163.000 an increase from approx.
£120,000 at the end of the previous year. This incr8ase has sewred the financial stability
of the organisation. thls fills us with confidence thatwe can plan forthe futyre.
Truslee's Interests
Mrs Andrea From8nt was employed on a part time basls as Ihe Parish Admlnistrator.
Neither Mrs Andrea Fromentor Mr Laurence Fromentattended any meeting where her
employment and renum8r8tion were discussed.
Mrs Rosie Medhurstwa8 employed on a part-bme basis as Children and family worker un-
tll November. Mr Nathan Medhurst was not present at any meeb'ng where her employ-
ment and re￿umara￿on was discussed.
Mrs Jo Buss was employed on a part4ime basis as Children and family WOTker and part-
time basis as shop manager. Mr Mlke Buss was not pr&8entatany meetlng where her em-
ployment and re-numerdtion was discussed.
Mr Phll Srree was awarded contracts for redecorntlng. He was not present at any meeting
when the award w8s dlscussed.
Mrs Verfty Smee was temporary contract has been made pern￿nent. Mr Phil Smee was
not presentat any meeting where heremploym6ntand re￿uMeratioTr was dSscussed.
Mr Matt Harrfss was employed for contracts related to electrical and plumbing works, Mr
James Ha￿78S was not involved Sn any decisions regardlng his contracts.
Trustee's responsibilitles
The trustees a￿ responsible for preparing the TTUStees' Annu81 Report and Ihe financial
ststements in accordance with applicable law and United Kingdom Accounting Standards
(Un ited Kingdom Generally Acopted Accounting Practice).
The law applicable to charities in England & Wales requires the trustees to prepare
financial statements for each financial yearwhich give a true and fairview of the situalion
of Ihe charity and of the incoming resources and application of resources of the charity for
thai period. In preparing these finanaal statements. the tnjstees are required to:
