The Church is adrninistered and managed by the PCC. The method of appointrnent of
PCC rnembers is set out in the Church Representation Rules. All Church attendees are
enGouraged to register on the Electoral Roll and to stand for eleclion to the PCC.

Two sub committees have been appointed by Ihe PCC during the year. Ckne to considera

Risk management
The trustoes have a duty to identify and review the risks to which the charity is 8xposed
and to ensure appropriate controls are in place to provide reasonable assurance against
fraud and error. The PCC reviewed its financial procedures to ensure adequate
safeguards are in place against fraud. In 2017 the PCC adopted the Diocese of
Chelmsford Safeguarding Policy 2014 and adopted the Safeguarding Statementfor Christ
Church, and the PCC continuesto have a proper regard to Ihe continuing implementofthe
safeguardlng provisions. The PCC in 2017 adopted a written Health and Safety Pol icy and
contlnues to have regard for risk managemenL The safeguarding and risk management
procedures are applicable to the Church, the Centre, and the Fundraising Shop. The
PCC reviewed during the year its policies and pradices with regard to personal dats in
order to remain complaintwith the General Data Protectlon Regulations.

The PCC of Chrfst Church has the responsibility of ￿￿perd￿.ng with the inGumbenC in
promoting in the ecclesiastical parish the whole mlssion of the Church: pastoral.
evangelistic, social, and ecu￿￿nICal. Italso has the ￿SpOnsIbl11ty for maintenance of the
Church Centre complex at ColbertAvenue, soulhendw0n￿ea and the church shop In
Woodgrange Drive. Southend on Sea.
The PCC is commltted to enabling as many people as possible to worship at ourchurch
and to become part of our parish at Southchurch. Our seNices and worship putfaith into

To facilitste this work. il is importantthat we maintain the fabric of Christchurch and the
Church Centre.
Servic•s and Attendance
We are pleased to be able to say that church attendance has continued to grow steadily
during 2023 wilh many seprfices in Ihe last quarterattended by over 100 adults.
At the Annual Parochial Meeting on 261h March 2023 the electoral roll comprised 88
members, and on 3151 December it was 85 rnembers as the list was revised and weeded.
Our service pattem is now one Sunday communion per month. the rest being
non4ucharisti¢. and aweekly Wednesday moming communion. The Sunday service has
grown to an average of 85 adults. Our Kid's church has not seen the same growth and re-
mains an average attendance of 22, thls includes in the later part of the yearthe church
has being blessed by the addition of 4 babies. We are grateful to the band of volunteers
who enable the children aged up to 14 years to18am mre about our faith.
The Wednesdaycommunlon service continues to b8 incr8asinglypopular and regularfy at-
tracts over 30 attendees. The special Christrnas service with carols was attended by 70,
The Revd Alan Howe has taken on the responsibillty of ove￿O81n9 and developing the
service, introducing music duringthe conxng yearand developlng the team who s8Ne this
congregation.
At Christmas bNo Christingle services were attended by totsl of 304 people, again Ihe ser-
vlces had to be ts'cketed due to high demand and health and safety requirements.
Carols by Candlellghc held on a Friday attracted 160 people. The Midnight & Christrnas
day seNices were attended 111 p8ople, with 138 attending a Nativity sepiice th6 week be-
fore.
In Novemberwe took on anotherfull time employee to be Worshlp leader and Youth
Worker. Thls has much encouraged and developed ourworship on Sundays and will ena-
ble the intr¢xluction of Music to ourwednesday Communion. ft will also enable us to de-
velop a second Sunday service during 2024. Already the appoiniknent has enhan￿d our
youth work.
Fabrlc- Church, Chrfst Church Centre and grounds
The Church and centre were rnaintalned to a high standard with all regular serviclng un-
derlaken.
The Hall was painted at Easterand in the autumn the Lobby area was refreshed with new
flooring and was also fy-decorated. A programme io install new energy efficient lighting
Ihroughoutthe centre was started at the end of the year.
Extra fUmI￿re was purchased for Ihe café area to cope with th8 increased attendance.
Outside the old hedge and fence were replaced. The new hedge is of native species and
wildlife frtendly.

Beach Shelter
Southend Borough Council granted a license to the Churd) for itto display signs on the
beach shelter sited on Ihe Eastem Esplanade opposite Warbvick Road, and signs,
continued to be fixed to the shelteradverbsing the Church's special events. The license
reqUI￿S Christ Church to maintain the shelter in good order. No wor* has b8en under-
taken.
other Aclivltles and uso of our facllllles.
The Church utilises space in Ihechurch Centre for its own community activities. The Par-
ents and Toddlers Group run by our by Children's worker. Mrs Rosie Medhurst, with vari-
ous helpers assisting each week has grown ifs regular attendance has grown to 68 at-
tendees. It continues to be difficultio encourage Ihe parents to come alongto Sundaywor-
ship.
The Thursday evenlng youth club, ran by our children's worker MTS Jo Buss h8s seen a
small amount of growth with 15 young péople aged 9-14 attending.
During Augus12023, our hvo children's w0￿ets with helpers, ran a three-day holiday club.
on the theme of Space, attended by 40 Children, culminating in a family funday with
bouncy castles and BBQ attended by 60 people. A light paty was held as an alternative to
Halloween. and due to high demand we had to cap numbers and had 248 attendees.
These events reached many non<hurch famllles but unfortunately desplte the time. effort
and resou rces invested and th8 activits'es being very well received, they have not resulted
in the growth of our Sunday Kid's church.
Chrlstchurch hosted Revitalize in the Summertemi. a termly worshlp event for secondary
school aged students which attracted well over 100 young people from all over Southend
and further afield. The events are resourced by the network churches of Chrisl Church, St
John's and St Michael's
Church Café began the year running three times a week. on a Monday aftemoon and
Tuesday and Wednesday Mornings. Mrs Jo Buss (Children's worker) provided refresh-
ments forfamilies attending Kumon Maths on a Monday aftemoon. Assisted by regular
helpers she was building good relationships with these centre users. By the summer It be-
came apparentthis was nolsustalnableor productive and therefore Ihe session stopped in
September.
Tuesday moming is attraclSng a steady numberof customers. unfortunately the tlny toes
Ballethad to cancel their booklng late in the year. but groups of olderwalkers now use the
café as an occasional base and other groups do use the café as a meeting place.
Wednesday is extremely busy. espwally as the Wednesday rnoming SeNice attendance
is growing. Parents whose children attend Tumble Tors and other members of the public
also make use of the cafe. As the year ends. having already purchased rTr)re tables and
chairs we are considering how the capacity of the space can be further increased.
We have tsvo homegroups which meet in th6 centre fortrbighlly, and a furtherfive meet In
people's homes. with a total of 94 attendees.
Alpha Courses ran in the summerand autumn temis. attended by a total of 18 peoplè, alt-
hough some of tt)ese are repeatedly attendlng.
Two women's breakfasts were held. The first having 80 attendees. numbers were Ihen
capped at 100 with a waiting lisL These popular events wh ich attract attendees from other

January saw us hosting Romansfest wilh 85 attendees. A Study course for the three net-
worf( thurches and olhers interested in furlhering their biblical knowledge
Otherevents during the year have included 6 Summer Socials including, aftemoon tea,
wine lasling. walking events, and a beach picnic.
There was Christmas wine tasling when rwlled wine and mince pies were provided at both
carol services.
A basket has been installed In the foyerto collect Items for the local Foodbank. In addition
offerings are occasionallygiven at eventsto purthase additional ikms thatare in part5cu18r
demand.
At ChristrTh9s 15 hampers were delivered to the most needy families Identified by Green-
ways School in addition to a couple to other individuas thathad been idenl'fied by Church
members.
The PCC Is grateful forlhe many helper5 who gave thelrtime to Ihese activltles.
Charlties and organlsations with an ethos not inconsistentwith the Chrislian falth that
provid8 acb'vities beneficial to the comrnunity, ar8 pennitted atthe discretion of the PCC to
use space in the Church Centre. This dIs¢￿tion is managed by the Parish Administrator
underthe delegated authority of Ihe PCC.
Chrlst Church Fundral8lng Shop
The PCC continued to lease the shop premises at 229 Woodgrange Drive for Its charity
shop. The shop Is stsffed by volunleers and the PCC is grateful forthe time given by them.
Mrs Sandra Brown resigned in Ihe paid role as the Shop Manager in early summer Mrs Jo
Buss was tsken on as interfm managerwith a temporary contract until late August. During
that lime she recruited many church members to the shop team, improving it's perfor-
mance and bringing the elhos of the establishment into line wlth that of the Church. Her
post was made permanent in late AugusL
At the end of Octoberl early Novemberthe shop closed and was completely refurbished at
cost of approx. £9.500. It now has a more modem and open I(￿k making it a rn0￿ at-
tractive space in which to work and shop. The changes have resulted in income, which
had begun to fall in the eatlier part of the year. increasing such that by year end Sales
were some £4,000 up on the previous year. We expect to recoup Ihe ￿K)nleS invested by
the end of 2024.
Shop income after expenses is used lo helpfundourchildren and families. workers, youth
worker and OUt￿a¢h events as well as belng used to maintain and improve the Christ
Church Centre,
Parish Administrator
Mrs And￿a Froment is employed as the Parish Administrator. In November she com-
men￿d a period of paid Maternity leave. Statulory Matemity pay for Mrs Fromentwill be
redaimed from HMRC at the end of her Matemity leave. Verity Smee has been employed
for 16 hour5 a week on a fixed term contractto coverthe absen￿.

of Pr8S8ntation.
Flnances
Revd. Steve Collier is paid from a grantfrom the Strategic Development Fund for church
planting in the deanery of Southend. In recognition of this, Ihe parish share for 2023 was
reduced to £32,000. It was paid in full plus an addltional £8,000 lo support other churches
in the Deanery..
A second annual grantof £14,300 was given by the Mission Opportunity Fund to part fund
ourfvlo part Ilme children and family's workers. Income from the shop increased by ap-
proximately £4,000 from 2022 and provides Ihe balance of thelr salaries.
Once agaln we are grateful to the Smilh foundation from whom we recelved anolher un
licited gift of £8204 which will be used for the upkeep and improvement of the Church
Building.
To help with the unusually high energy costs of 2023 a grant of £1900 was given from
Central church of England resources.
General congregational giving including Tax Relief has increased by some £31.000 durlng
2023, this reflects the Increase in numbers in the congregation and the commilment new
members are making to the mission of Christ Church.
Extemal users of the centre have decreased and a few regu lar bookings have been losL
Users sight the cost of Ilvlng crisis as the reason theirattendance numbers have fallen and
therefore making the activity non-viable. As a result. centre income has decreased by
£6,015 this year.
Increased expenditure on salaries, deaning, utj'lities, children's work, staff costs, church
events, outreach events and general inllation have 811 been covered by increased incom
Ing resources.
In addition we have been able to undertaketherefurblshmentofthe shop premis8s. redec-
orate Ihe hall and both foyers and install new flooring in main foyer.
We are also grateful fora gift to buy a new keyboard for the worship group.
At the end of th8 year our total assets stood at approx. £120,000 an increase from approx.
£93,000 at Ihe end of the previous year. This increase has enabled the employmentof our
Worship and Youth leader.
