Annual Report for 2023

Aims and purpose

St. Cuthbert’s Parochial Church Council (PCC) has the responsibility of co-operating with the incumbent, the Revd. Nick Sharp, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social, and ecumenical. The PCC is also specifically responsible for the maintenance of the Church Building, Hall and Youth Centre, Whitley Road, Rye Park, Hoddesdon.

Objectives and Activities

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St. Cuthbert’s. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. To assist with this, we have a Worship Planning Team who together with the Vicar, meet regularly to discern our worship service patterns and content, reporting back to the PCC for discussion and decisions. In particular we try to enable people to live out their faith as part of our parish community through:

During the year we discussed renewing our Mission Action Plan. We had a speaker, Andrea Barker, who led a discussion on building ourselves up in order to be strong enough to share the gospel versus being committed to action and outreach straight away. A balance needs to be struck between both. We discussed producing a questionnaire using it both within the church and beyond with contacts through Messy Church, Dots and Tots and the Party in the Park. We had a good response from Party in the Park, who said we needed to give out more flyers, with stronger advertising, and needed more events for Youth in our local area. There are 4 stages to MAP which are part of a never ending

circle, with prayer at the very centre of each: Review – looking at ourselves, what is good and bad, Choose – We cannot do everything, but we can do some things well, Plan – Work out what we need to do, and communicate our plans to the whole church, Action – Put the Plan into Action, consider where we need to be in 2 years, and then 5 years. Celebrate the achievements/goals reached. Questionnaire results from the congregation showed we are a friendly, and welcoming place, we value the sense of family and friendship, 50% spoke about the importance of reaching out and remaining outward looking.

A much lower number talked about Bible teaching and sharing the gospel. On the negatives there was some grumbling on our worship style, with those who strongly prefer one particular style finding it hard to connect with God when another style is uppermost. Numbers were

almost exactly even on both styles. There were six criticisms that we lack direction or focus which hopefully the MAP process is designed to do something about. We held a PCC Away Day in November, following which a group produced a Draft MAP, with the PCC charged with coming up with one improvement each. This was then carried forward to 2024. The PCC approved a new GDPR Policy based on the Diocesan policy.

The Finance Committee met with Kate Ford, Diocesan Giving Adviser, to discuss our forthcoming Giving Campaign,

We held a Party in the Park in May for local residents, to mark the King’s Coronation. People from the congregation were praying throughout. Financial support for this was received from a local Councillor, and food supplies given by Morrisons. The Cost of Living Crisis continued with more local people struggling. We continued to offer our hall one day a week on a Thursday, from 10am – 2pm offering a simple hot lunch in a warm environment. This continued until May with people from local churches providing help with this.

Our work with children continues through Dots and Tots Toddler Group for toddlers and their parents/carers held weekly. Messy Church continues monthly thanks to Sarah Brent and our Vicar Nick Sharp. The average attendance is 25.

We have a good relationship with our local schools, Rye Park Nursery School, Forres School and Cranbourne School. Our Vicar Revd. Nick Sharp also took Assemblies at Forres and RE Lessons at Cranbourne School along with our Curate Revd. Heather Ross. Nick is also a Governor at Rye Park Nursery School.

Hoddesdon Loves Christmas was again held this year. Our Knit, Stitch and Natter Group had a stall selling the items they had made. The Pop-up Carols in a local park, open to the community, also took place.

To facilitate the work of the church it is important that we maintain the fabric of the Church of St. Cuthbert, the Church Hall, and Youth Centre.

Safeguarding

Safeguarding reports are given at each PCC Meeting. There is a rolling programme whereby all policies will be reviewed on a yearly basis. Safeguarding Policy – Promoting a Safer Church approved in May, covering working with Children and Vulnerable Adults. The PCC also undertook the annual review of the policy regarding reporting of Serious Incidents to the Charity Commission, for both Safeguarding and NonSafeguarding Incidents. Safeguarding continues to be a priority. St. Cuthbert’s uses the Parish Dashboard to record and work through all safeguarding requirements and is currently working at Level 2. All PCC members have completed the three Safeguarding Training Courses and have an in-date DBS check.

As part of our safer recruitment policy, all new volunteers for positions in church must complete an application form, accompanied by giving two references. Lone workers were reminded to take reasonable precautions to keep themselves safe.

Anne Dunning continues as our Parish Safeguarding Officer, and is joined by Nicola Dant to make a Parish Safeguarding Team.

We also held a Safeguarding Sunday in November to position the church as a Safe Place.

Achievements and performance

Worship and Prayer

The PCC is keen to offer a range of Services and Home Groups during the week. Our normal pattern includes a Thursday morning Holy Communion Service, and 4 Home Groups. Our Sunday worship consists of one Service at 10am. Prayer Ministry is available at each Service. We have a dedicated Prayer Team, who meet weekly for prayer, where others are welcome to join. On Ash Wednesday we held a Service jointly with Hoddesdon Methodist Church and Hoddesdon Parish Church. During Lent we held a course online with the theme “Dust and Glory”. On Easter Day we held a Sunrise Service, followed by a cooked breakfast, to which people from other churches also attend. For the period between Ascension and Pentecost people were encouraged to take part in “Thy Kingdom Come” initiative to pray for five people to come to know the Lord.

In June we held a Mission Breakfast when we welcomed Karen Shaw, who at the Service which followed told us about her work in Kenya. Following our Harvest Festival Service, we held a Bring and Share Lunch in the hall.

In September the PCC agreed to hold Joint Services with St. Catherine and St. Paul’s Hoddesdon on a monthly basis during their Vacancy. Sunday Morning Services to be held alternately at each Church.

On Advent Sunday we held an evening Advent Service with prayer stations around the church, and some videos highlighting and praying for the situation in Gaza and Israel. We had a Christingle Service to support the work of the Children’s Society, a Lessons and Carols Service, Family Carols on Christmas Eve, a Midnight Communion Service and Christmas Day Family Communion.

Our Reader John Griffiths attended a Worship of the World Course at All Nations Christian College. The PCC discussed ways of bringing joy and beauty to our worship, training Lay Leaders of Worship, not having Communion every week, including testimonies in our Services, and restarting Prayer Ministry as part of our worship. In July we welcomed our Curate Revd. Heather Ross following her Ordination as a Distinctive Deacon. Heather is a Self Supporting Minister (SSM), at no cost to ourselves, and we thank her husband Simon who supports her financially, enabling her to work the hours she does. The PCC approved two people, Stephen

Brent and Fran Murray to go forward for Lay Leaders of Worship Training.

Baptisms usually take place at the 10.am Service although, some have been held later on a Sunday.

All are welcome to attend our regular Services. At present there are 92 people on the Church Electoral Roll, 30 of whom are not resident in the parish. 10 names were added during the year, and 6 were removed, 1 had died, 1 moved to another church, and 4 moved away. The average weekly attendance, counted during October, was 55 Adults and 4 Children. We also had 43 attending Messy Church. At Easter we had 88 people attending (58 Communicants). During Advent 310 people attended Special Services, and 140 attended Special Services for schools. On Christmas Eve/Day 177 people attended, which included 154 Communicants.

As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. Through Baptisms we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through Funeral Services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God’s keeping. We have celebrated 4 Baptisms, 2 Weddings, and held 5 Funerals in our church this year, as well as 27 Funerals at Cemeteries/Crematoriums. In November we held a Memorial Service for those who had lost loved ones.

Our monthly Prayer Diary with prayers for each day for our church, community, and mission further afield has continued. We also issued a Prayer Sheet for those who are sick/bereaved, which was updated regularly. These are well received by the church.

Deanery Synod

Two members of the PCC sit on the Deanery Synod. This provides the PCC with an important link between the parish and the wider structure of the church. Mrs. Theresa Britt spoke to us as a Trustee of the Beds. and Herts. Historic Churches Trust, and how it can help churches with grants to make repairs to their fabric. The money comes from regular supporters who pay an Annual Subscription and money raised from the annual Bike and Hike. At another meeting we welcomed Kate Ford, Diocesan Giving Adviser who gave a talk on “Growing Giving in your Parish”, which helped us to see the various ways of giving. From a survey in 2021, there were 2,000 regular worshippers in C of E Parishes, with 33% not giving at all, 40% have never been asked to give regularly and less than 33% are regularly thanked for their giving. Further Deanery Hub Grants totalling £1,250 had been made to St. Clements, Turnford, St. James Goffs Oak, and Christ Church, Waltham Cross. We also welcomed Revd. Chris Kilgour as our new Rural Dean, following the departure of Revd. Dr, Rachel Pennant to be Chaplain to the Bishop of Chelmsford. Reports are also received from Diocesan Synod.

The Church, Hall and Youth Centre

We want our church to be open more for private prayer, and this normally happens on Thursday mornings. We are in a residential area which gives us some opportunities to engage with people who pass by.

The Church building is in reasonable repair. The tower roof was replaced in 2022 but the church is not yet completely watertight. A Quinquennial Inspection was carried out, and we await the result of that.

Inspections were undertaken on the Church and Hall Heating, Gutters were cleared, Gas Safe checks were made, Fire Extinguishers checked, the Organ was tuned, a PAT test was undertaken, and the Emergency Lighting in the Hall and Fire Alarm Tests were carried out. A Smoke Alarm and Carbon Monoxide Detector were installed in the boiler room. A faulty high level floodlight in the car park has also been replaced. The Car Park continues to be an issue with several very large potholes. The PCC have recently moved to repair this.

During the week the Hall is used by Dots and Tots Toddler Group, Rye Park Women’s Club, Tuesday Morning Bible Study Group, the Brownies, SPACE Group to support parents of autistic and ADHD children, a Dementia Support Group, A Child Minders’ Support Group, Knit, Stitch and Natter Group, Slimming World, Warm Spaces, and other church activities. It is also hired out for regular Children’s Parties.

A Church Office is situated at the back of the Hall, used by our Parish Administrator, who is employed for two days per week. She keeps everyone informed of what is happening in the life of the church, through our weekly Notice Sheet, Rotas, Books the hire of the hall, assists with part of the Treasurer’s role. and much else. There is also a Vestry, Office for our Curate and one further small meeting room.

Pastoral Care

Some members of our parish are unable to attend church due to sickness or age. Our vicar Nick Sharp visits all church members who have requested it and celebrates Communion with them, either at their home or in hospital, with some lay support with this. We ensure that we keep in touch with those needing support by visits, telephone, or other means. We also ensure that they receive a weekly church Notice Sheet to keep them in touch with church life. The Pastoral Care Co-ordinators use the Pastoral Care WhatsApp group to raise awareness for prayer needs and these are regularly cascaded to the Home Group WhatsApp groups They are also aware of anyone in their group missing from church who may need a visit.

Mission and Evangelism

Helping those in need is a demonstration of our faith. Our Mission Team have been looking at our corporate response to Mission. As a church a number of individuals support children in Togo, and other countries through Compassion. Home Groups and other church members also support

various Missions and individuals in need. This year our church has been able to support financially Young Life, Compassion and Church Mission Society (our Mission Partner, Ann Marie Wilson). Through special activities we have also supported financially the work of the Children’s Society, the Bishop’s Harvest Appeal. Christian Aid and Embrace the Middle East. We also have a Mission Board in church, which focusses on a different mission support each month in prayer, and sometimes with financial support. This is highlighted each month on our Notice Sheet, and we encourage Intercession Leaders to include them in their prayers. We also had the following speakers: Lorraine Newman, Waterways Chaplain, Karen Shaw working with Route 61 in Kisumu, Kenya, Ann Marie Wilson, CMS working with Orchid Project and the prevention of FGM, Rona Prince working with Compassion.

We also discussed holding Special Interest Services in 2024, the first being the support of the Police.

As a church we have been active in supporting the Broxbourne Foodbank, with donations of cash and food. Some of our congregation also help with the distribution of the food each week. There has not been one week since 2011 when we did not donate food to the foodbank.

During December we again invited people in the local community to take part in having an Advent/Christmas themed window display in their front windows. This attracted both church and non-church members who took part.

Ecumenical relationships

The church is a member of Churches Together in Hoddesdon, Broxbourne, and Wormley. We held a joint service for the Week of Prayer for Christian Unity and an open air Good Friday Witness in the town. Members of our congregation are also involved in Young Life youth ministry. These were all organised through Churches Together. The Listening initiative, Hear4U funded primarily by Herts. Community Foundation, and now funded by CTHBW has continued. Some of our church members are involved in leading this.

Our Vicar Nick Sharp meets with leaders of Life Church, Hoddesdon Methodist, Hoddesdon Baptist, and Redeemed Church of God exploring ways they can co-operate. Prayer Meetings are held each month.

Financial Review 2023

We continue to see a drop in our planned giving and for the first time we had to move £10,000 from our savings into the general fund to make up the short fall. I expect to do this again towards the end of the year, beginning of next, if our financial position doesn’t change. As I write, we are in the midst of a giving campaign, so I am optimistic about the financial future. If you are still considering your giving, may I encourage you to prayerfully consider what you can give to the amazing work St Cuthbert’s does. As a very rough guide we need about £8,400 every month and in 2023 received about £7,200, across all our income streams.

Income

The Parish Giving Scheme (PGS) continues to provide an excellent way for people to give in a private and secure way whilst also enabling the church to reclaim gift aid on a monthly basis rather than claiming it once a year. As of December 2023, our PGS income stood at £3,240.72 per month with an additional gift aid of £773.94. This is not so different from the end of the previous year which indicates a drop in ad-hoc donations and unplanned giving that has led to our current financial position.

Payments

The parish share in 2023 was £57,907 and this was paid in full.

Church running expenses were £14,038 with the big ticket items being insurance, repairs and maintenance. We spent £3098 on gas, electricity and water last year. We also have staff costs and clergy expenses of £8,497. The price for energy has decreased in the year which has helped reduce our running costs. We continue to employ energy brokers (at no cost to us) to negotiate our contracts.

Our individual Funds

We maintain a projects fund which is essentially our reserves but this includes Janice Noakes legacy. The Restoration and repair fund has not been used whilst we did the roof but we will start to use this to pay for repairs as we return to our normal repair and replace cycles. Our roof fund stands at £18,526. We are waiting for the appointment of our new architect before we get quotes for the remaining roof work. Any residue will be transferred to the project fund.

We continue to have a Repair and Restoration fund (£2,274) and an organ fund (£513) with the former for small repairs. The organ fund continues to be wound down as we pay for tuning and repairs.

Reserves Policy

It is PCC policy to try to maintain a balance on free reserves (net current assets) which equates to at least three months’ unrestricted payments. Whilst this should be around £24,000 we have maintained it at the level of £21,000. It is held to smooth out fluctuations in cash flow and to meet emergencies. The balance of the free reserves at the year end were £20,758.

Volunteers

We would like to thank all volunteers who work so hard to make our church the lively and vibrant community it is. In particular we want to mention John Griffiths our Reader, and Jane Falconbridge our Discipleship Enabler who support the Ministry Team. We also thank our Churchwardens Paul Doree and Ilona Crowder who have worked so tirelessly on our behalf with the continuing problems with our church building, Stephen Brent, Rowena Smith and Sandra Maniez, who have worked so hard in the absence of a full time Treasurer and have helped us all to understand the church’s accounts and its finances, and Mauv Lee our Gift Aid and Envelope Secretary, and Parish Giving Scheme Co-ordinator. We also wish to thank our Safeguarding Team, Anne Dunning and Nicola Dant for ensuring we comply with all Safeguarding requirements, our Verger Team who prepare for our Communion Services, and act as Verger for Occasional Services, and Dorothy Ayre for her hard work as PCC Secretary, her commitment to our choir, and other things she does that we don’t all see, as well as all those who undertake other important roles in our ministry, and those who have worked hard to care for our church building and grounds,

Structure, governance and management

The Parochial Church Council is a corporate body, established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The PCC is a Registered Charity.

The method of appointment of PCC Members is set out in the Church Representation Rules. At St. Cuthbert’s the membership of the PCC consists of the Incumbent (our Vicar), Curate, Churchwardens, The Reader, and members elected to Cheshunt Deanery Synod, and 12 others elected by those members of the congregation who are on the Electoral Roll of the church. All those who attend our Services/members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.

The PCC Members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. New members receive initial training into the workings of the PCC, and complete an Eligibility to serve as a Trustee form,

The full PCC met 10 times during the year, with an average level of attendance of 81%. Given its wide responsibilities the PCC has a number of committees and teams, each dealing with a particular aspect of parish life. These committees/teams which include Standing, Mission, Finance, Premises Maintenance, Worship Planning, Outreach, Mission, Action Planning, Pastoral Care, and Catering are all responsible to the PCC and report back to it regularly with details of their decisions being received by the full PCC and discussed as necessary. We also have people on the Churches Together Committee, a Parish Safeguarding Officer and Deputy, Serious Incidents

Reporting, Health and Safety and Fire Safety co-ordinator and Data Protection Regulations Co-ordinator.

St. Cuthbert’s Church is situated in Whitley Road, Rye Park. It is part of the Diocese of St. Albans, within the Church of England. We are also part of the New River Group Ministry, along with St. Catherine and St. Paul’s Hoddesdon, and St. Augustine’s Broxbourne with St. Laurence Wormley.
