CHAD FAR HEADINGLEY, LEEDS ## **ANNUAL REPORT and** **FINANCIAL STATEMENTS** FOR THE YEAR ENDED **31 DECEMBER 2020** Charity Registration Number: 1130766 The Ecclesiastical Parish of St Chad, Far Headingley, Leeds ## **Annual Report** ## **Aim and purposes** St. Chad’s Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also responsible for the maintenance of the Parish Centre and the former curacy (64 Becketts Park Crescent). The Church’s Vision Statement is: - St. Chad's is here to share the Christian Gospel through being: - a praying and worshipping community - a place of spiritual learning, growth and exploration - a visible, active and responsible servant of the parish. We seek to be a lively, evolving and caring community through: - being welcoming and supportive - sharing and celebrating our talents and diversity - being open to all. ## **Objectives and Activities** The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at St. Chad’s. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament. When planning our activities for the year, the Charity Commission’s guidance on public benefit and the specific guidance on charities for the advancement of religion, has been considered. In particular, we try to enable ordinary people to live out their faith as part of our parish community through: Worship and prayer; learning about the Gospel; and developing their knowledge and trust in Jesus. Provision of pastoral care for people living in the parish. Missionary and outreach work. To facilitate this work, it is important that we maintain the fabric of the Church of St. Chad and the Parish Centre. ## **Achievements and Performance** Since March, the Covid-19 pandemic has had a major impact on the normal patterns of worship. Despite these extraordinary circumstances, there have been many notable achievements in 2020. The St. Chad’s and St. Michael’s Team Ministry and All Hallows Church Hyde Park have greatly developed their joint working. From the first national lockdown, an online Thought For The Day has been published through Facebook, church websites and email lists, with contributions provided by clergy and lay people from all three churches. These reflections have drawn on inspiration from the Lectionary readings, as well as art, music, film and literature and are circulated to over 200 people by email. In the summer, an online Alpha course at St. Chad’s attracted 30 attendees, and in Autumn two Pilgrim courses – Turning to Christ and The Creeds - attracted 36 from across two churches in the team. The church communities have appreciated how a collaborative approach is working to enrich the life and worship of all. From the Spring, when worship in person had to be suspended, services were recorded and broadcast on YouTube alongside a monthly live all-age service on Zoom. Up to the summer holidays approximately 150 households were accessing the online worship each week. In September and October, two services a week were held in Page 1 ## The Ecclesiastical Parish of St Chad, Far Headingley, Leeds church again, conducted under strict social distancing and hygiene rules. These attracted congregations of 50 to 100 each week, the numbers being necessarily limited by the quarantine period between services and socially distanced seating. They were recorded for online broadcast to those unable to attend in person and people new to worship at St. Chad’s, additional online views averaging 70. We invested in a new contacts database, iKnow Church, enabling us to keep contacts information in one secure place. Operating under GDPR regulations, iKnow has improved our capability to reach more people by email and keep more people informed of news and events. Development of the contacts database will underpin and strengthen our outreach and evangelism into the future. The new ABC Church launched in-person in January for families with babies and pre-school children. Approximately 20 families attend regularly and the Church continues to grow, forming a close community who stay in touch via WhatsApp. The leadership team have continued their activities online, or in person when allowed, throughout the Covid restrictions. It has been pleasing to find innovative approaches to worship in response to the closure of the church building. New opportunities have been provided to reach out to people new to St. Chad’s and to those on the fringe of the church community and beyond. In February, we held a strategy and vision event to capture the thoughts and ideas of the whole church community on the Diocesan Strategy and how it would be developed at St. Chad’s. There was enthusiastic involvement by a large part of the congregation, and we look forward to continuing the process in 2021. ## **Worship and Prayer** The PCC is keen to offer a range of services over the course of the year that our community finds both beneficial and spiritually fulfilling. In 2020, the Covid-19 pandemic caused substantial changes to be made to the form and style of worship at St. Chad’s. When church buildings closed, we were quick to innovate by providing an engaging, high-quality worship experience on-line. The range of worship catered for different age groups and traditions. Outdoor Stations of the Cross, using contemporary art and poetry, drew great attention and positive feedback from within and outside the church community and proclaimed the gospel to the many passers-by on their daily exercise during Holy Week. The choir and organist continue to provide music and singing to a very high standard and are greatly appreciated. During lockdown they innovated with technology to record singing and music in separate households and blend this together to great effect. Musical highlights this year were the Epiphany, Advent, and Christmas Carol Services, our first on-line Evensong, and the birth of a new all-age music group which played for the first time at one of our Christmas services. At 31[st] December 2020 there were 197 parishioners on the Church Electoral Roll, 32% of whom are not resident within the parish. The number had fallen following the 2019 renewal of the Electoral Roll. The regular worshipping community remains at about 220. Children’s groups during worship were limited to 15 children in accordance with government guidelines. ## **Deanery Synod** Two members of the PCC sat on the Headingley Deanery Synod. This provides the PCC with an important link between the parish and the wider structures of the church. ## **The Church and Parish Centre** The St. Chad’s buildings are not just for the exclusive use of the congregation. We endeavour to ensure that the Church and the Parish Centre both exist for the benefit of all in the parish. The Church has regular bookings from Leeds Festival Chorus, other musical groups and local schools. The Parish Centre is very well used by a wide range of community and charitable groups, as well as taking private bookings for key life event celebrations such as weddings and birthdays, and also funeral teas. As part of our mission and commitment to service to the local community, the Centre offers affordable rates to local charities. Regrettably, during the Covid pandemic, a considerable amount of income has been lost in 2020, though it is hoped that bookings will be possible before long Page 2 The Ecclesiastical Parish of St Chad, Far Headingley, Leeds in 2021. It has been pleasing that bookings have continued from Redeemer Church, when permitted, and the NHS for flu vaccines and blood donor sessions. Repairs and renovation in the Church and Parish Centre have focused on items essential for legal, insurance and health and safety purposes. Our award-winning Green Team has carried on with work parties when social distancing rules allowed. The Team strives to build on the A Rocha Eco Church Silver award by fostering a nature-friendly environment in the churchyard, publishing eco-tips, newsletter articles and organising an Environment Service. ## **Pastoral Care** Throughout the year, especially once the national lockdown began, clergy and volunteers kept in touch with vulnerable parishioners to ensure they knew who to contact if they needed help and offered support where needed. During the spring and summer months, a ‘Covid Support Volunteer Group’ was set up to assist the more vulnerable and isolated with shopping and phone calls. Church volunteers shopped, donated food, and delivered food parcels to St. Chad’s school families in greatest need. In later months this support continued in the form of food vouchers. By making good use of the iKnow Church contacts list, we have been able to offer support to as many people as possible. Revd Hannah Lievesley has facilitated online social gatherings which particularly supported those shielding at home, such as the ‘Tea at 3’ group in the first national lockdown. At Christmas, volunteers organised for 60 home-knitted angels to be delivered to people who might be spending Christmas Day away from loved ones. In January and February, the luncheon club provided hot meals, cheerful company and transport to the elderly in the parish. Health and safety procedures are regularly reviewed and updated. The PCC has complied with its duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016, i.e. the duty to have due regard to House of Bishops' guidance on safeguarding children and vulnerable adults. ## **Mission and Evangelism** Helping those in need is a demonstration of our faith. The church supports both local and national charities directly. Two such charities are Leeds Asylum Seekers’ Support Network and Joanna Project Leeds. In addition, the ‘St. Chad’s Endowment Fund’ supports local community group applications with grants amounting to approximately £10,000 per year. This Fund is administered by Leeds Community Foundation. Other significant collections in 2020 were made for the Children’s Society at the Christingle service, PAFRAS through food and financial donations and also to Freedom for Girls. Other charities such as youth organisations benefit from reduced charges to hire the Parish Centre. This year, we have been able to reach people beyond the walls of the Church through the Thought For The Day postings, online services and events which caught the imagination of the local community, such as the Stations of the Cross in the churchyard, the Easter Day _Exsultet,_ the adornment of the cross on the church doors with spring flowers, and an all-age service based on ‘Living Stones’ which included the building of a cairn of painted stones at the church steps. A number of new families have joined the church community, through the Alpha and Pilgrim courses, ABC Church and in-person services. The Headingley Team Ministry magazine was able to resume publication in the autumn, following the pause after the first national lockdown. The magazine keeps parishioners informed of the important matters affecting the Team parishes and includes articles that help develop our knowledge and trust in Jesus. Our church website stchads.co.uk and Facebook page @stchadschurchleeds provide helpful information to the whole church family and the wider community. ## **Ecumenical Relationships** The Headingley Team Ministry constitutes a combined benefice of the Parishes of St. Chad’s, Far Headingley and St. Michael’s, Headingley. The Diocese has commenced the process to bring All Hallows Church, Hyde Park, Page 3 ## The Ecclesiastical Parish of St Chad, Far Headingley, Leeds into the Team and so formalise the current informal joint working. The Team Rector and Priest in Charge at St. Michael’s, Revd Tony Whatmough, retired in October 2020. The Team Vicar of St. Chad’s is Revd Hannah Lievesley, and Revd Angela Birkin is the Team Curate. The church is also a member of Churches Together in Headingley (CTH) and, in normal times, services, courses and events are organised jointly every year. ## **Financial Review** The Parish met its Parish Share of £129, 842 for the year in full. The Diocese has announced that there will be no increase for the 2021 Share. The DCMS scheme to reclaim VAT on qualifying works has continued in the year and for another year. Covid 19 closures have meant a wholesale reduction in most income streams, excluding Stewardship and property rental. The effects of a closed Church on Open Plate collections, building hire, magazine advertising and sales, wedding fees, morning coffee & Traidcraft have been substantial. Stewardship fell slightly but Gift Aid was claimed on this and also on some donations recorded in General donations, which had increased through generous support by other individuals. Consequent on the reduced income streams, overheads relating to these has fallen too, but the general costs of keeping the church maintained and administration functioning has not fallen very much. ## **Restricted and Endowment Funds** Income from the majority of restricted and endowment funds has been expended, as have the dividends from restricted investments. The Endowment funds have been managed in a manner that has produced a healthy 6.5% in a volatile investment market. ## **Parish Centre** With additional demand caused by the pandemic, the Parish Centre Management Committee (PCMC) has done a sterling job in keeping the losses as low as possible when turnover has fallen by three-quarters and overheads are difficult to restrict. The Government Grant Schemes were claimed where possible and efforts were made while lockdowns came and went to produce some bookings based on socially distanced activities and NHS vaccinations. The Bar was also mothballed after 2 months of reducing turnover and out of date stock has been written off at the year end. The PCMC were unable to progress their fundraising ambitions towards future refurbishments. ## **Funds Policy** Our policy is to allow for the smooth running of the charity and to allow for an orderly winding up should the charity need to close. We consider three months operating costs is sufficient together with the funds required to cover the designated fund values determined by the PCC. This would therefore be 25% of £266,630 = £66,657. The total unrestricted net current assets (unrestricted funds less tangible fixed assets), including designated funds, amount to £135,426. Of this total, £88,281 has been designated towards the purposes referred to in note 9. This would leave £47,145 as free reserves which falls £19,512 below our required threshold. We are not concerned about this based on the level of investments available that could be refined in their classification. ## **Future Plans** Ongoing increases in costs are bound to happen as suppliers are likely to try and recover some of their shutdown costs and although there is no increase in Parish Share, there are still substantial overheads to face including the delayed 2018 Quinquennial Review expenditure which will have to be spread over a much shorter time period. Some urgent work has been completed before the lockdown, but not all. Page 4 The Ecclesiastical Parish of St Chad, Far Headingley, Leeds ## **Public Benefit** The public benefit from the Church comes in different ways. In 2020, these have been adapted in response to the Covid pandemic, as described previously, and are based on three principles. Firstly, the benefits obtained from being part of a prayerful, multigenerational, lively and supportive Church community. Secondly, the Church and the Parish Centre buildings are available to the public at large. The Church building is used by the local schools for end of term activities; for concerts by a variety of organisations; and by Leeds Festival Chorus as their weekly meeting and rehearsal space. The Parish Centre serves the community as a popular centre for regular meetings of organisations (teaching the young, dancing, judo, scouts, and senior citizens lunches). The main hall is increasing in popularity for Wedding receptions. Thirdly, the Church offers financial help to its local community and beyond in three ways: a) by offering reduced rates to charitable organisations using the centre, b) by using a charitable donation of 10% of planned giving and open plate collections to support both local and international charities and c) through the Leeds Community Fund where the interest generated from a substantial sum which was invested by the Church (and doubled by government aid) is allocated to local applicants by a committee including church members. ## **Structure, governance and management** The method of appointment of PCC members is set out in the Church Representation Rules. At St. Chad’s, the membership of the PCC consists of the incumbent, churchwardens, one reader, members of Deanery Synod and a maximum of 12 members elected by those members of the congregation who are on the Electoral Roll of the church. All those who attend our services / members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. The PCC members are responsible for making decisions on all matters of general concern and importance to the parish including deciding on how the funds of the PCC are to be spent. The PCC met six times during the year, including one meeting held virtually by email and three via video conferencing. The average level of attendance was 90%. Given its wide responsibilities, the PCC has a number of committees, each dealing with a particular aspect of parish life. These committees which include Standing and Finance, Fabric and Maintenance, Bar, Worship, Community Engagement, Stewardship, and Parish Centre Management, are all responsible to the PCC and report back to it regularly with minutes of their deliberations being received by the full PCC and discussed as necessary. ## **Administrative information** St. Chad’s Church is situated in Far Headingley in North West Leeds. The financial statements have been prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) and with the Charities Act 2011. The charity constitutes a public benefit entity as defined by FRS 102. ## **Going concern** The trustees are satisfied that there are no material uncertainties about the charity's ability to continue. ## **Funds** _**Endowment funds**_ are funds, the capital of which must be maintained; only income arising from investment of the endowment may be used either as restricted or unrestricted funds depending upon the purpose for which the endowment was established. _**Restricted funds**_ represent (a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest, and (b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of each year must be carried forward as a balance on that fund. _**Unrestricted funds**_ are general funds which can be used for PCC ordinary purposes. ## **Incoming resources** Planned giving, collections and donations are recognised when received. Tax refunds are recognised when the incoming resources to which they relate are received. Grants and legacies are accounted for when the PCC is legally entitled to the amounts due. Dividends are accounted for when receivable. All other income is recognised when it is receivable. All incoming resources are accounted for gross. ## **Resources expended** Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The diocesan parish share is accounted for when due. Amounts received specifically for mission are dealt with as restricted funds. All other expenditure is generally recognised when it is incurred and is accounted for gross. ## **Fixed assets** Consecrated and benefice property is not included in the accounts in accordance with s.10 (2) of the Charities Act 2011. ## **Tangible fixed assets** No value is placed on movable church furnishings held by the churchwardens on special trust for the PCC and which require a faculty for disposal since the PCC considers this to be inalienable property. All expenditure incurred during the year on consecrated or beneficed buildings and movable church furnishings, whether maintenance or improvement, is written off as expenditure in the SOFA and separately disclosed. Other land and buildings held on behalf of the PCC for its own purposes are included at insurance valuation (in the case of the curate’s house) and at cost (in the case of the Parish Centre). No depreciation is charged against such properties because the depreciation charge is viewed as immaterial and no impairment of the buildings is considered to have taken place. Any expenditure on maintenance or improvement is written off as incurred. Page 10 The Ecclesiastical Parish of St Chad, Far Headingley, Leeds Other equipment used within church premises and at the Parish Centre is depreciated on a straight line basis over 3, 5 or 10 years, unless otherwise stated in the notes. Individual items of equipment with a purchase price of £500 or less are written off in the period in which the asset is acquired. ## **Investments** Investments are valued at market value at 31 December 2020. It has also continued to be used by church groups paying little or no fee. One of our objectives is Missionary and outreach work. Helping those in need is a demonstration of our faith. In 2020, these have been temporarily reduced in response to the Covid pandemic. The Church normally endeavours to support its local community and beyond by making direct donations of up to 10% of its planned giving and open plate income to both local and international charities, consequently also achieving one of its public benefits. 18,497| ## **3(a)(iii) Quinquennial Inspection** The Quinquennial Inspection was carried out late in 2018 and identified items requiring rectification with a budget estimate of total cost of £60-80,000 over the five year period, plus professional fees and VAT, but offset against any available grants at the time. The most significant items are the overhaul of rainwater goods, roof repairs and pointing. 304,419| **5(a)(i)** Freehold land and buildings at 31 December comprise the former curate's house, a semi-detached house in good structural repair, built around 1936 and located at 64 Beckett's Park Crescent (included at estate agent's desktop assessment valuation). It is now subject to tenancy and currently used for short-term letting. The Parish Centre comprises the building and car park at cost. The premises were revalued on 27th June 2011 for insurance purposes at £1,325,000. Whilst both of these assets can be considered to be _Land and Buildings_ it was decided to treat them separately in terms of valuation. The curates house in theory could easily be resold and therefore it is realistic to keep it at an up to date market value, whereas the Parish Centre has effectively no uses other than the current one, and we would not be able to sell it. It is therefore included at cost. ## **(b) Investments** The investments are shown at market value and comprise income shares held in the CBF Church of England Investment Fund, administered by CCLA Investment Management Ltd, Senator House, 85 Queen Victoria Street, London EC4V 4ET Those included in our Endowment Fund as shown below, are held by Leeds Diocesan Board of Finance as Custodian Trustee and the income from these shares can only be used for the purpose originally stipulated.
