Nottingham South Circuit TRUSTEES' ANNUAL REPORT

FOR THE YEAR ENDED 31 AUGUST 2020

Introduction

Welcome to this annual report reflecting on our achievements during the year and plans for this coming year.

Aims and organisation

The Circuit is the umbrella organisation for all members of the 8 churches which make up the Circuit. The group of churches is served by a team of Ministers, Lay Workers, and volunteers.

Our Mission statement is:

The mission of the Nottingham South Methodist Circuit is to share the Gospel of Jesus Christ by encouraging, resourcing and enabling the people and churches of the Circuit to serve their communities and the wider world

Review of the year

Most of the activity of the Circuit is conducted through its local churches. At the end of October 2019 these 8 churches had a total membership of 506.

The activity during the year was significantly affected by the coronavirus pandemic. In the period up until March 2020, as well as regular Sunday and midweek worship the churches ran many regular groups offering fellowship, meals, activities for children and young people, music and other arts. Church buildings were also used regularly by community groups.

In March 2020 all the church buildings were closed in accordance with national restrictions. Over the following 6 months some of the activity of the churches moved online, including Sunday worship, fellowship groups and activities for children and young people. As the year progressed limited opening of the buildings became possible with the return of Sunday worship and some church and community groups during the summer.

The circuit and its churches have also continued to try and find ways of offering the love of Jesus Christ to the communities they serve and pastoral care and support within the church communities themselves. A number of the churches have begun to send out regular newsletters to those in our churches and beyond

In the summer of 2020 Radcliffe on Trent Methodist Church completed a project to redevelop its premises which had begun in October 2019 and the first services took place in August 2020.

During the year the Circuit supported the work of its churches through:

In January 2020 the circuit appointed a part time Circuit administrator to provide support to the ministers and lay officers of the circuit alongside providing administrative support to Radcliffe on Trent Methodist church.

Nottingham South Circuit TRUSTEES' ANNUAL REPORT

FOR THE YEAR ENDED 31 AUGUST 2020

Review of the year (continued)

In February 2020 the circuit made the decision to increase the number of presbyteral ministers from 2 to 3. Rev Nichola Jones will join the circuit from September 2020. At the same time the circuit agreed that Bridgeway Hall Methodist Church will join the circuit from September 2020, so increasing the number of circuit churches to 9.

Income trends

Circuit income is predominantly (93.05%) drawn from the assessment and contributions towards Lay Employee salaries paid by the circuit churches.

Expenditure trends

Stipend expenditure and Lay Worker salaries have increased each financial year in line with conference approved increases and accounts for 70.49% of total expenditure.

20.22% of expenditure is the Circuit contribution to the District and Connexion, of which a significant part is used to fund the work of the wider Methodist Church.

Other expenditure includes :

Manses - maintenance £8,491 Manse utilities £5,979

Fund balances

As at 31 August 20 the net current assets of the Circuit were £258k, giving approximately 12 months cover for expenditure

Plans for 2020/21

The plans for 2020/21 include:

Nottingham South Circuit TRUSTEES' ANNUAL REPORT

FOR THE YEAR ENDED 31 AUGUST 2020

Plans for 2020/21 (continued)

Circuit financial plans for the coming year have been prepared on the basis that the circuit staffing will be 3 full time ordained staff, 6 lay staff and an employed circuit administrator. Staff costs include anticipated cost of living stipend and lay employee increases. There will be a reduction in District contribution this year, although this is expected to rise again in 2021/22. Giving to share contributions from churches have been held flat for yet another year, but church contributions to lay employees will increase in line with costs. The circuit will also benefit from a contribution from Bridgeway Hall Methodist Church which joined the circuit in September 2020. At present the budget shows a deficit of around £20,000 as part of a planned reduction in reserves in line with the reserves policy.

The impact of the Coronavirus pandemic on circuit finances is unclear at this point. Most of the circuit churches have seen a reduction in income, but have been able to continue the payments to the circuit. The longer that the impact of the pandemic, the greater the risk that one or more churches will be unable to afford these payments. The circuit believes that it has sufficient reserves to cover any shortfall.

Risk Management

The major risks have been identified and recorded by the Circuit Leadership Team with professional advice taken as required.

There is a regular annual review process undertaken and recorded.

Income and Expenditure is being monitored in total and is compared with the approved annual budget on a half yearly basis to detect trends as part of the risk management process to avoid unforeseen calls on reserves.

Safeguarding

Every person has a value and dignity which comes directly from the creation of male and female in God’s own image and likeness. Christians see this potential as fulfilled by God’s re-creation of us in Christ. Among other things this implies a duty to value all people as bearing the image of God and therefore to protect them from harm.

Methodist Connexional practice outlines commitment to the following principles:

The Nottingham South Circuit commits itself to ensuring the implementation of Connexional Safeguarding Policy; government legislation, guidance and safe practice in the circuit and in the churches.

The Nottingham South Circuit commits itself to the provision of support, advice and training for lay and ordained people that will ensure people are clear and confident about their roles and responsibilities in safeguarding and promoting the welfare of children and adults who may be vulnerable.

Reserves Policy

The Reserves Policy for the Circuit is to hold a minimum sum equivalent to 6 months’ average expenditure. This should be sufficient to meet any unforeseen item of major expenditure on manses and / or to be able to continue, in the short term, funding planned activities in the event of any inability to raise the full Circuit Assessment from churches.

Notes to the Accounts

1 Basis of accounting

The financial statements have been prepared under the Charities Act 2011 in accordance with the 2014 version of Accounting and Reporting by Charities: Statement of Recommended Practice (SORP) applicable to charities preparing their accounts in accordance with the Financial Reporting Standard for Smaller Entities applicable in the UK (effective from 1 January 2015) – the Charities SORP (FRSSE) – in replacement for the SORP’s 2005 version specified in its related 2008 Regulations and in accordance with the ‘true and fair override’ provision contained therein.”

2 Funds

The funds held constitute: General Funds held for any purpose of the Circuit which are Unrestricted. The Circuit Model Trust Fund has wide purposes defined in Standing Orders and is categorised as unrestricted. Restricted funds which are held for a narrower purpose . There are also the following Endowment funds as listed. Details of each material fund are disclosed in the final note to these accounts. Any funds may be represented by more than just cash.

3 Accounting policies

Basis

These accounts have been prepared on the basis of historical cost except that investments are shown at their market value at the end of the year, on the accruals basis to show a true and fair view of the Circuit’s financial position and activities.

Income Recognition

Income is included in the Statement of Financial Activities (SOFA) when the Circuit becomes entitled to the resources, and the trustees are reasonably certain they will receive the resources; and the monetary value can be measured with sufficient reliability.

Resources Expended

This is recognised when a liability is incurred, or a constructive obligation arises, that results in the payment being unavoidable. Liabilities are recognised as soon as an outflow of economic benefit is considered more likely than not under the legal or constructive obligation committing the Circuit to pay out resources.

Grants

Grants made by the Circuit from its own funds are recognised in full at the time of agreement or when the Circuit accepts that there is a legal or operational obligation to make the payment. When the grant is recurrent over more than one year the balance payable in future years is treated as a provision for future commitments in the Balance Sheet against the appropriate fund, the provision being released in future years as instalments are paid in accordance with the originally agreed terms.

VAT

Since the Circuit is not VAT registered, all input VAT is charged with the expenses to which it refers.

Tangible fixed assets for use by the Circuit

These are capitalised if they can be used for more than one year, and individually cost at least £1,000. The freehold property is shown in the accounts at the insurance reinstatement value plus 30% of this value for the value of land, the land component is deemed to be £350k. No depreciation is provided on the building because the trustees consider the current residual fair value of the manse buildings (on the assumption that it had reached the end of its useful economic life by the year-end) to be not less than its current value. Any depreciation would not be material. The property has been reviewed for impairment.

Investment Properties

Investment properties - no property is currently deemed to not be held for the long term purposes of the charity.

Investments

Investments are valued in the balance sheet at market value at the year end. Investment income is included in the accounts when receivable and any gains or losses on revaluation at the year end are shown in the SOFA.

Debtors and Prepayments

Debtors relate to the payment of the September stipend in August and overpayment of the Apprentice levy

Creditors

Creditors include Giving to share recived in August for the next financial year and expenses paid after date

Impact of Accounting changes

There has been no accounting changes
