## **TRUSTEES ANNUAL REPORT**
## **Aims and Purposes**
To promote the whole mission of the Church – pastoral, social and ecumenical.
## **Background**
St Gabriel’s is a suburban parish in the Heaton area of Newcastle upon Tyne (and forms part of the Newcastle East Deanery). The larger proportion of the housing within the parish dates from the early part of the 20[th] century and consists of terrace houses some of which are Tyneside flats. There are areas of more modern housing and some social student housing. There is a healthy blend of students, young families and retired people in the community.
The Church is a stone built Grade II listed building dating from 1899. Its tower forms a landmark at the corner of Heaton Road and St Gabriel’s Avenue. The Church building is kept open on weekdays for most months of the year for use by those who wish to visit and pray.
The Parish Centre adjacent to the church provides a space for various parish and community activities including the Parish Office. A number of rooms are let to various individuals, groups and charities principally CRUSE counselling.

## **Vicar’s Report**
For many of us, the Coronation of a Monarch is just something from the history books, so it was a big moment in our lives, and the life of the nation, to witness the Coronation of Charles III in 2023. In the clergy vestry is a photograph of St. Gabriel’s floodlit for the Coronation of Queen Elizabeth II in 1953, and I am very grateful indeed to Michael Screen and Richard Parker of Screen and Forster for floodlighting the church for the King’s Coronation this last year. The church looked spectacular, and many people commented on it being lit in this way. We celebrated the Coronation with a special service in church and joined with others in the Church of England in praying for our new King in the days before his Coronation.
This last year has seen some great celebrations of our own, not least the priesting of Paul Knox at Newcastle Cathedral and the ordination to the diaconate of Mairi Howell also in the Cathedral. Some of us went to Bamburgh for Paul’s first Eucharist as a priest, which was a wonderful celebration, and we had a chance to catch up with Tracey Usher who is now a priest nearby.
We also said goodbye to some stalwarts of St. Gabriel’s last year, most notably Eric Horner, Pauline Giles and Jean Johnston. All have played a significant role in the life of St. Gabriel’s for many years, and we are diminished without then. We are particularly grateful to Eric for his very generous benefaction to the church.

Part of what God has given us here is the stewardship of three buildings, including the grade two listed church building. This year has seen a great deal of work happen on the building. A church is a place of hospitality, where through God’s grace we attempt to mirror his hospitality. As such we try to be a church that is as open as possible in every respect, and welcoming.
To enable a good welcome the church toilets were refurbished last year, and many thanks go to Alison and Michelle and the toilet committee for working so hard to enable that to happen. We took the opportunity whilst this was done to replace the boiler for the vestries and to provide better storage facilities in the servers’ vestry.
Two major roofing projects began last year too. It was discovered that the membrane on the tower roof had lifted, we think during storm Arwen, and scaffolding had to be erected to inspect this more carefully and for a specification to be given to replace the membrane. At a similar time we discovered that the north west porch roof was in a very bad condition and that it needed extensive repairs. Both are very specialist pieces of work, and neither had been projects that we had predicted or planned for. With all our money committed to the rewiring and relighting project, this left us in a vulnerable financial position, made better in the end by grants obtained for the porch roof and our insurers agreeing to pay for the work on the tower roof.
The rewiring and relighting project is essential work. It is a very large project that has taken many years to plan. With inflation spiralling upwards, we made a decision as a PCC to press on with the project at a time when we didn’t have all the funds to complete it. Taking almost a quarter of a year to complete, you can now begin to see its benefits. A great deal of hard work has gone into this, and we are indebted to Robin Long who worked so hard to bring the project to fruition and helped to find grants to pay for it. Thanks too to Ian Ness, our architect, for his initial designs, to Michael Screen for developing the designs and managing the project so professionally, and to the electricians themselves for all their hard work, particularly in the less glamorous parts of the church. One of the many things I love about St. Gabriel’s is how very simple changes can enhance the beauty of the building, and the lighting is a good example of that. It has the added benefit of being far more energy efficient and thus more eco friendly as well.
However, in any part of church life I think it’s worth remembering what all this is for. A church tries to point to something beyond itself, to God, and that is our calling as well. We are called to be his people through prayer and by being people of love. Our mission as a church this year has continued in a whole host of activities, not least the Warm Hub on a Thursday, the Toddlers Group on a Tuesday and through Family, Fun and Food in the school holidays. Each offers hospitality to the familiar and to the stranger alike. This year also saw the start of the church choir club, and it has become increasingly apparent to me that mission and music are a very powerful combination. Not only are we offering music of quite astounding quality in this place but we are drawing new people of every age group to participate in it. The choir club is a wonderful example of that.
Similarly, the fact that we are involved in all three state schools in the parish is a great gift and I am grateful to Rob Davidson for taking on ‘Open the Book’ to be reinstated at Ravenswwod School. Open the Book provides a wonderfully fun way for young people to get to know Bible Stories in an educational environment. The Mothers’ Union continues too in its important work, and Sheila, our Branch Leader, made an intrepid trip by bus across the country for charity last year. Like so many groups at St. Gabriel’s the Mothers’ Union continues with great faithfulness and generosity.
Two other pieces of work this last year were the installation of a cycle park at church and at the Parish Centre and the replacement of the church noticeboards, the latter of which the Friends of St. Gabriel’s kindly paid for. As part of the noticeboard design we paid for a graphic designer from St. Martin’s Church in Byker to design a version of the St. Gabriel’s shield, to be used on the noticeboards and on our stationery.

Just at the moment when we thought all the church money had run out, we received news that Eric Horner had left us a very generous bequest. As this last year has proved, it’s not always clear what lies around the corner and it is hugely beneficial to have money at hand for major projects. We are indebted to Eric for his thoughtfulness and generosity.
A lot happens at St. Gabriel’s. Part of my work with the PCC is to help St. Gabriel’s to be the place God has called it to be. That means cherishing and being grateful for all that he gives us, and using his gifts to his glory. No priest can do that alone, and we are very fortunate to have the support and generosity of Sheila, Alan and Jon, and also Jeni and Tim as well as Mark and Calum.
But St. Gabriel’s is far more than that, it is all of us, so thank you for being part of what we do and who we are. There are some interesting times ahead. There is a major project waiting to happen in developing music and restoring the organ. We have also been challenged to think about why we have a church tower and what it is for, as we have been offered a peal of bells from other redundant churches in the Church of England to use here if we decide to do so. But our greatest challenge is to be God’s people in this place, to serve him and his people here and to listen to how he is calling us to do that, each and every day. Thank you for sharing in that.

## **Fabric, Goods and Ornaments**
Mark and Calum Aynsley continued in their roles as Churchwardens following election at the previous APCM.
This year has seen extensive work carried out on different parts of the church. The previously approved plans for work on the church’s toilets and wiring have been carried out. All three of the church’s toilets have been extensively renovated with fundraising and planning support from the Flush Fund committee members, including all new fittings, flooring, tiles and decoration. This work also saw the removal of the ‘Jailer’s Gate’ between the Choir and Clergy Vestries, the addition of a cleaner’s cupboard with sink and newly fitted cupboards in the server’s area.
The rewiring of the church has been a monumental piece of work both physically and financially, but all of the church has now been rewired with programmable, energy efficient LED lights replacing the old ones. New sockets have also been installed around the church. This work required extensive effort, with a cherry-picker and scaffolding within the church for several weeks. Members of the congregation took time to clean the harder to reach areas of the church during this time. Church unfortunately had to close more frequently during this work, though we are all looking forward to it now being open again more regularly.
Both wardens would like to record their thanks to Robin Long for the extensive work he put in applying for various grants for these two pieces of work, without which they would not have been funded. The previously discovered storm damage to the tower roof has been repaired by insurers and a new membrane fitted in place of the old one. Whilst this work was being planned, it was discovered there was some damage to stonework on the tower and the opportunity to use the scaffolding was taken to repair this damage. Extensive wear and tear damage was discovered to the flower cupboard roof which saw much of the timber in the roof needing to be replaced and the roof repaired. This was a large piece of work that took several weeks, but the damage is now repaired.
The planned repointing of the parish centre has yet to take place. There has been significant leaking through the choir vestry roof and the architect has discovered it is due to a blockage in an inaccessible drainpipe. Discussions are underway to have the drainpipe removed to resolve the issue.
New rose vestments were purchased in February 2024 with funds from the legacy left by Eric Horner.

## **Objectives and Activities**
St Gabriel’s PCC has the responsibility, with co-operation with the Incumbent, of promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. It also has the maintenance responsibilities for the Parish Centre as 2. St Gabriel’s Avenue, Heaton, Newcastle upon Tyne and a house at 33. Swindon Terrace, Heaton, Newcastle upon Tyne.
## **Structure, governance and management**
The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The PCC is a Registered Charity, Number 1130736.

## **PCC Committees and Working Groups**
To assist the work of the PCC there are the following committees and working groups:
## **Standing Committee**
This committee is established in accordance with the Church Representation Rules. It has power to transact business of the PCC between its meetings, subject to any direction given by the Council.
## **Parish Centre Management Task Group**
The group meets to discuss all aspects of the running and maintenance of the Parish Centre.
## **Pastoral Visitors Group**
The group visits parishioners who are housebound or in nursing homes, generally providing Home Communion and pastoral care.
## **Safeguarding Group**
The Safeguarding group has oversight for Safeguarding for the Church ensuring particularly that children and young people are kept safe and that good practice and procedures are in place to ensure this.
## **Mission Group**
This group arranges the Summer Garden Party, the Winter Wonderland Fair and yearly decides which charities to support with the money raised during the year.
## **Toilet Working Party (Flush Fund)**
Set up to look at the refurbishment of the toilet facilities in Church and to co ordinate fundraising for this work.
## **Review of the Year 2023**
## **Jan 2023**
The lighting scheme is making progress with final prices waited for the electrical works. A grant was received from Suez for the toilet refurbishment. Work will start in March. The clergy vestry roof needs repaired and an insurance claim has been made for the tower roof.
Positive feedback was received from the Christmas services. £610 raised and sent to Medicines San Frontières. The choir are now singing at every major service. A grant for 6K has been obtained for Children’s choir club.
Parish share of 80K was paid in full for 2022.
Friends of St Gabriel’s agreed to pay for new church notice boards.
## **Feb 2023**
The lighting scheme is ongoing and making progress. The treasurer has applied for a number of grants. A successful grant application of 5K received with some conditions from Northumbria Historic Churches Trust for the toilet refurbishment. All conditions were approved by the PCC.
A loss adjuster from Ecclesiastical assessed the tower roof.
The city council has offered four free cycle parks which will be placed outside the parish centre. A financial report for this month indicated that 3K was sent for parish share this month less than originally suggested due to the expense of the major repair works in church. The formal financial statement for 2022 was accepted by the PCC.
Waiting a quote from a stone mason for some pointing of the parish centre. Junior church progressing and toddler group doing very well.

## **March 2023**
Work started on the toilet refurbishment. The tower roof repair, clergy vestry roof and flower cupboard roof ongoing. A graphic designer has designed a St Gabriel’s shield to go on the new notice boards.
Lent course has started with good attendance. A letter was received from the Dioceses thanking St Gabriel’s for their contribution to the parish share. A number of grants have been received for the children’s choir club which the choir master is hoping to start soon.
Estimate received of £5,000 to repoint the parish centre which will be done after the other major projects are complete.
Family fun and food day was held at half term and was a great success.
## **April 2023**
The total cost of the lighting scheme is £155,644 plus VAT. Work will start on the largest part of the work. Awaiting decision on grants from various organisation to support the cost.
Work has started on the toilet refurbishment. The cycle park has been installed outside the parish centre. Family fun and food was a great success with 65 families attending.
Holy week and Easter services acknowledged as being a great success and the music at the services was phenomenal. Financial report indicated that finances were good. Toddler group and Junior church going well.
Lent lunches were successful and St Gabriel’s took part in the Walk of Witness on Good Friday and Dawn service on Easter Day.
## **May A.P.C.M followed by PCC**
Minutes of last meeting agreed and appointments confirmed through unanimous elections.
## **June 2023**
Donations of £1,500 excluding Gift Aid received from the congregation for the lighting scheme as well as a grant of £3,900 from Benefact Ecclesiastical Insurance. Awaiting responses for four other grant applications.
Work is complete on the toilet refurbishment and it was blessed. PCC thanked the toilet committee and all those who contributed to the project.
The church was flood lit for the Kings Coronation weekend. There was a Eucharist with lunch and a “come along and sing” Evensong to celebrate.
The new notice boards have been erected and paid for by Friends of St Gabriel’s.
## **July 2023**
A 10K grant was awarded from Northumbria Historic Churches for the lighting scheme.
PCC agreed to the roofing repairs required for the flower cupboard roof and church vestry roof pointing. Financial report for June discussed
PCC agreed to distribution of funds for the mission’s fund.
Family fun and food will start and run on Thursdays over the summer holidays.
Discussions started about tea and toast after school club.

## **September 2023**
A grant of 5k has been given by Prudhoe Street mission for the lighting scheme. £15,000 given from the Garfield Western Foundation. Tower roof repair progressing and PCC agreed to the cost of the scaffolding. The Guides and Brownies will celebrate 90 years on 30th September.
Fr Jonathan acknowledged the recent death of Eric Horner and expressed gratitude to Rev Alan for organising his memorial service and interring of Erics ashes. He also gave thanks for Pauline Giles who has recently died and for all she did for the church. Eric has left a substantial legacy to the church of approx. £68K.
Anne Pickering has organised the archives and has done an amazing job. The choir master has a new organ scholar which was agreed by PCC. The Choir club proposed start date is 16th November. The PCC thanked Dee Brownlee for leading on the warm hub and for all the work she does in the garden.
## **October 2023**
The PCC discussed things we were thankful for. The work on the lighting scheme has started. The PCC thanked Michael Screen for all his hard work.
A quote of £10,000 has been received for the church tower which it is hoped will be paid for by the insurance company. Two stones need to be replaced on the tower which will be done when the scaffolding is up. A quote of £12,000 has been received for the flower cupboard roof repair. £2763 including gift aid was raised through the Patronal festival.
Harvest festival was successful and resulted in a large number of gifts. A team of volunteers has been organised to deliver Open the book. Parish share was discussed and agreed upon for the next three years. Advent and Christmas services discussed.
## **November 2023**
The meeting started with a discussion of things the PCC could lament upon. The lighting scheme is progressing well. The insurance company have agreed to pay for the roofing repair. A grant has been received from Northumberland Historic Churches for the flower cupboard roof repair.
Choir club progressing, Open the book progressing, Tea and Toast club discussed and possible start in the New Year.
Winter wonderland will take place on November 25th. Family fun and food great success again in half term. A peal of bells has been offered to St Gabriel’s and will be discussed in detail with
the PCC. Heaton Festival will take place in June 2024
## **December 2023**
Lighting scheme going well all lights are now in except for the sanctuary. Work on the Tower roof will start after Christmas.
Choir club going well with an average of 27 children attending. Winter wonderland went well and raised £2880 which will be shared amongst charities.
Financial report was discussed.
Next year’s church fees were discussed and agreed by the PCC

## **St Gabriel’s Heaton - Safeguarding**

Safeguarding Policy Statement of the Church of England
The Church of England, its Archbishops, Bishops, clergy and leaders are committed to safeguarding as an integral part of the life and ministry of the Church.
Safeguarding means the action the Church takes to promote a safer culture. This means we will promote the welfare of children, young people and adults, work to prevent abuse from occurring, seek to protect those that are at risk of being abused and respond well to those that have been abused.
We will take care to identify where a person may present a risk to others, and offer support to them whilst taking steps to mitigate such risks.

Financial Review of the Year Ended 31st December 2023
2023 was a year of two major projects necessitating financial transactions involving rnonies being
received Into the PCC account, transferred to deposit accounts to earn interest and then
transferred back to pay contractors costs.
The toilets were refurbished at a c05t of £35,859. Generous donations and many fundraisin8
activities let by Ali50n Evans her team made a major contribution to the costs. Grants from
Northumbria Hlstoric Churches Trust and Grantscape (Suez Wastel were appreciated. Vat was
recovered from the Listed Places of Worship Grant Scheme.
The renewal of the electrlc wlrlng together with replacement of the Ilghting wlth modern
envlronmentally friendly equipment 5t3rted in September 2023 at an anticipated cost of £151.C(10.
Payments of£66.093 were made in 2023 and a further E59,244 have been pald In 2024 up to 8th
February. Completion of the work is eagerly awaited. Grant5 have been received from 8enefact
Trust (Eccleslastical Insurance). Garfield Weston, Prudhoe Street Mlsslon Foundatlon and
Northumbrla Hlstorlc Churches Tru51. Many generous donations have also been recelved.
Unrestrlcted voluntary income shows redurtlons Sn Glft Ald and Legacles, Donatlons and Grants.
Income from the Parish Centre rose by £5.6CQ but rent from Swindon Terrace dropped by £3,000 ès
we were without a tenant for some months. Hl8her Interest rates were beneflclal.

assoclated cash flow we reduced payment of Parish Share by £10,0 to £70. IX>O. There wa5 a150

Notes to the Financial Statements for the Year Ended 31 December 2023
The financial statements of the PCC have been prepared in accordance with the Church A¢countln8
RegLtlation5 2011 uslng the Receipts & Payments basis.
Fixed assets retained for church use are the Parish Centre and ihe freehold house at 33 Swindon Terrace at
an estlmateil valuatlon.

towards the c05t of the new li8htill8.
The Fabric fund is Set aside to cover repairs and maintenanct t05t5 over £50).
The Friends of Si Gabriel's 8roup has been formed durin8 2021 to promote wider interest in the work of the Chuh.
It has paid for new notice boards, a hed8e trimmer and the design of the St Gabriefs Shield.
The Mt55ion Fund represents donations and fund raisln8 activities which is distributed amon8St charities at home
and abroad on a regular basis.
The Rtstoration Fund represents accumulated donations and fund raising lor the restoration of the churth buildin¢
and ha5 been used for the new li8hiin8.
The Toilet fund was set up io hold funds raised foi the renovation ol the rhurch toilets and has been (tsed for thls.
The Mysit Fund provides for the purchase ol choral musi¢ for use by the choir.
The Choral Fund ¢overs the services of our Choral Director in developinz choral MUS and expanding the choir.
The Choir Club fvnd has been created to receive monies and pay the tosts of providing musl¢al tralnlng for young
people.
The Babe & Toddler ftnanclal summary has not been previous Cluded. It will appear a5 part of the maln statemÈrtl

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31[st] December, 2021 **Responsibilties and** As the charity's trustees, you are responsible for the preparation of the **basis of report** accounts in accordance with the requirements of the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
