TRUSTEES ANNUAL REPORT

Aims and Purposes

To promote the whole mission of the Church – pastoral, social and ecumenical.

Background

St Gabriel’s is a suburban parish in the Heaton area of Newcastle upon Tyne (and forms part of the Newcastle East Deanery). The larger proportion of the housing within the parish dates from the early part of the 20[th] century and consists of terrace houses some of which are Tyneside flats. There are areas of more modern housing and some social student housing. There is a healthy blend of students, young families and retired people in the community.

The Church is a stone built Grade II listed building dating from 1899. Its tower forms a landmark at the corner of Heaton Road and St Gabriel’s Avenue. The Church building is kept open on weekdays for most months of the year for use by those who wish to visit and pray.

The Parish Centre adjacent to the church provides a space for various parish and community activities including the Parish Office. A number of rooms are let to various individuals, groups and charities principally CRUSE counselling.

Vicar’s Report

The night before I prepared this report, I was in church preparing for Evening Prayer. At certain times of the year in St. Gabriel’s the light shines with amazing intensity on parts of the building, and that night the light shone on the three altar panels on the main altar of the church, and so I spent some time gazing at them. I wonder if you have ever done that? They are spectacularly beautiful, more so since they were cleaned and restored some years ago, and the first (on the left) depicts St. Gabriel speaking to the Blessed Virgin Mary. How amazing to be under the patronage of one who joins both heaven and earth, and invites people to go more deeply into God’s call for them. No wonder that this is a place where vocation in its widest sense is written into the fabric of the place. It’s perhaps important to remember that Mary was not ordained!

None of us have ever lived through a pandemic before. The road map out of it has therefore not been clear and the legacy hard to discern. I have a feeling that it may take many years to really understand the toll it has taken on people, organisations and communities. As such, I sense that this last year has been one of consolidation: of getting back to some form of normality.

I, like others, have found the last couple of years a bit of a time warp – it has been hard to remember quite what happened when, what the restrictions were, what we could and couldn’t do. To help me and you, I’ll remind you that this last year was the first without restrictions in place: and singing and worship was free to be what it had been before. I think it’s worth remembering all this. It is quite extraordinary the disruption and pain that we have all been through.

Reflecting on last year, one of the stand out moments of great poignancy, was the death of Her Majesty, Queen Elizabeth II. Like the pandemic itself, many of us can never remember the death of a monarch in Great Britain, and although her death was not a surprise, it was nonetheless a shock. The church was kept open as usual: people came and lit candles and wrote in a book of remembrance and we held a special service to give thanks for the life of Her Majesty. As a parish church, and as part of the Church of England with the monarch as Supreme Governor, we are uniquely placed to provide such a space and such a commemoration. It was made ever more poignant as we had, with the rest of the nation, celebrated her Platinum Jubilee just a few months before.

Church life doesn’t just happen. It takes a great deal of work by a good deal of people. I am grateful to Stephanie McLaughlin who stepped into the breach to be elected as churchwarden when James Bartle went to theological college. I am sorry that she resigned as churchwarden due to ill heath, and I am grateful to Calum Aynsley for all that he did as a solo churchwarden in the meantime, and to Mark Aynsley who was subsequently elected as Stephanie’s successor. I have never worked with a father and son set of churchwardens before, but I am grateful for their support, hard work and diligence. Quite a few of you have been churchwardens in the past and know that it involves a great deal of hard work. If Gabriel is a representative of heaven to earth, churchwardens are representatives of you to the Incumbent and to the bishop.

There are many highlights to the last year, but one of them for me was Paul Knox’s ordination to the diaconate at St. Nicholas’ Cathedral at Petertide. We then hosted a party for him here at St. Gabriel’s. In 2023 we shall see, God willing, his ordination to the priesthood and Mairi Howell’s ordination as a deacon. We also had an ordinand on placement last year for Holy Week, Elaine Grant from Cranmer Hall, who brought a great deal of energy to her time here.

Last year saw the formation of the ‘Friends of St. Gabriel’s’. I am very grateful to Anne Pickering for founding the Friends and for leafletting the whole parish to inform people about it. It is already a great asset and a lovely way to draw the wider community into the life of St. Gabriel’s. We are fortunate at St. Gabriel’s that people use their imagination to wonder what God might be calling us to do next in response to the needs of the parish. One example of this is ‘Family, Food and Fun’, which has come out of a concern both for holiday hunger as well as the rising cost of living. Run once a week in the summer holidays and school holidays ever since, it has attracted a large number of families that we would otherwise have had no contact with. Thank you to all those who help run and resource this activity.

Last year also saw the return of the Arts and Crafts Fayre at St. Gabriel’s. A lot of hard work went into organising it from Christine White and Anne Pickering, and it seemed to go remarkably well. There was a wonderful atmosphere, and the event raised just over £3,000 for church funds. It was lovely too to see the church fayres return in all their glory, the Christmas Fayre raising a record amount for the Missions Fund. Last year also saw the return of the Heaton Festival – an extraordinary reminder of how much more we can do together than apart.

We did some significant work to our buildings last year too. Further work was done to repair the church roof, drainpipes and gutters, some of which involved the use of a cherry picker. The drains were renewed in the parish centre, the outside painted and the room Aidan repainted and recarpeted.

Over time I have learned that for a parish church to flourish, certain things need to be in place to allow that flourishing to happen. Sometimes it’s the smallest of things, like people knowing who to ask if they want to be involved or help. Our welcome pack plays a big part in that, but so do our employees. Both Jeni and Tim have played a considerable part in helping this church to flourish. The development we have seen in choral music since Tim’s appointment has been quite staggering, and being Tim he has even more plans. Jeni, through her work in the Parish Office has created systems that allow us to promote the church and its activities much more widely, and to allow people to use the church, choir vestry and parish centre more easily. As such, our contact with people and groups has grown immeasurably.

There are of course some very big challenges ahead. We still have to pay our way. Our electricity costs doubled overnight last year. We have the challenge of how to be a more eco sensitive church too, particularly in how we heat our buildings. We have the toilets to refurbish, the wiring and lighting to be renewed, and a very major project to reroof the tower, which is likely to require scaffolding the whole of the tower on one side. Dare I mention the organ too! But maybe it’s important to remember too that one hundred and twenty five years ago this was just a field, and look what has happened since!

I began with mentioning the church building and its beauty, and I would like to end with that. If you look in our visitors book you’ll find ample evidence of how much this place means to people. It holds memories, prayers, joy and hope for many, many people. Just a few weeks ago a gentleman called at the parish centre to ask if he could come with his wife (who is now infirm) to the church, because it was sixty years to the day since they were married here. We are privileged to be the church in this place serving the people of this parish in this generation. We are called to remind people that they are beautiful in God’s eyes, and we can only do that if we have experienced that for ourselves.

I pray that God will give us grateful hearts, and eyes to see what he is doing in this place. To him be the glory.

Fabric, Goods and Ornaments

The year commenced with the appointment of Calum Aynsley as the new Churchwarden in the position vacated by Melanie Lewis. After a short time, the second Churchwarden post became vacant following the resignation of Stephanie McLaughlin. Consequently, Mark Aynsley was elected Churchwarden in October. A review of the Terrier and Inventory was completed in February 2023. Some additional entries were added and several items not located at the last review were re-discovered. A purple Altar Frontal in memory of Jennifer Dobson was blessed and dedicated.

Extensive roofing issues have been uncovered during the year. Rain water pipes have been replaced near the North Transept, gutters and drain pipes cleared in the North Isle and Choir Vestry and valley gutters repaired to the Parish Centre. Significant issues remain with the Tower Roof, damaged during Storm Arwen and only discovered during a roof inspection in November 22. Discussions continue with our insurers regarding repair options.

Future repairs to the Clergy Vestry roof are under consideration. Draft plans for toilet refurbishment and new lighting have been agreed. Significant repairs to the Parish Centre drains have been completed and estimates for pointing of the building are under consideration by the PCC. Draft excluders have been fitted to the main doors and new entry matting purchased after concerns the old mat was slipping. A number of repairs have been completed in year to the central heating boilers in all locations. The organ continues to require regular maintenance and repair. The church remains open and a comprehensive number services continue on a weekly basis. The warm hub has been a very welcome addition to the weekly agenda and numbers of attendees is continuing to climb.

Both wardens would like to acknowledge the assistance of Melanie Lewis for her support when Calum continued as a single (inexperienced) Churchwarden and also to Robin Long for managing the faculties and grant applications.

Objectives and Activities

St Gabriel’s PCC has the responsibility, with co-operation with the Incumbent, of promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. It also has the maintenance responsibilities for the Parish Centre as 2. St Gabriel’s Avenue, Heaton, Newcastle upon Tyne and a house at 33. Swindon Terrace, Heaton, Newcastle upon Tyne.

Structure, governance and management

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The PCC is a Registered Charity, Number 1130736.

PCC Committees and Working Groups

To assist the work of the PCC there are the following committees and working groups:

Standing Committee

This committee is established in accordance with the Church Representation Rules. It has power to transact business of the PCC between its meetings, subject to any direction given by the Council.

Parish Centre Management Task Group

The group meets to discuss all aspects of the running and maintenance of the Parish Centre.

Pastoral Visitors Group

The group visits parishioners who are housebound or in nursing homes, generally providing Home Communion and pastoral care.

Safeguarding Group

The Safeguarding group has oversight for Safeguarding for the Church ensuring particularly that children and young people are kept safe and that good practice and procedures are in place to ensure this.

Mission Group

This group arranges the Summer Garden Party, the Winter Wonderland Fair and yearly decides which charities to support with the money raised during the year.

Toilet Working Party (Flush Fund)

Set up to look at the refurbishment of the toilet facilities in Church and to co ordinate fundraising for this work.

Review of the Year 2022

January 2022

The designs for the new lighting scheme and toilet refurbishment almost complete and it is envisaged that the plans will be examined in detail by the PCC at the February meeting. A pie and pea supper fundraising event is to be held and was agreed by the PCC.

Christmas services were well attended more people at midnight mass than in 2019

There are now 36 members of Friends of St Gabriel’s who have raised over £1000.

The church choir now has 70 members, 50 of whom sing regularly in church. The PCC thanked Tim choir director for all his ongoing hard work. The safeguarding action plan has been completed and uploaded to the parish dashboard.

February 2022

The first Julian group in Newcastle was held on 7[th] February with attendees from Walker and Whitley Bay churches.

The PCC received a comprehensive presentation of the proposed lighting scheme by Michael Screen. The cost is estimated to be in the region of 60-80K. The design was accepted unanimously by the PCC. Ian Ness architect has completed the plans for the toilet refurbishment which the PCC accepted in full. Margaret Legge retired from her post in the parish centre. Parish office staffing discussed and the PCC agreed to increase Jeni’s hours.

March 2022

An anonymous donation of 5K was been given towards the lighting scheme. The toilet plans are being prepared to go to tender and then go for faculty approval.

The lent course led by Fr Alan White started this month.

The finance report for the year end has been reviewed by an independent financial advisor. At the year end the financial position was healthy. The report was accepted by the PCC. Some essential maintenance work needs to be done on the parish centre. The church book of remembrance will be updated by a local calligrapher. It was suggested that the parish centre could be used to help Ukrainian refugees the church of England have produced guidance on this.

April 2022

Still awaiting tender and price for the lighting scheme and toilet refurbishment. All of the work was sent to faculty for approval. Positive feedback was received for all Holy week and Easter services especially the procession on Palm Sunday with a Taizé chant. A family from Ukraine have attended Church and £270 so far has been collected for the DEC fund. HMRC has refunded some tax.

Essential work in the parish centre including redecorating Aidan and some external work was agreed by the PCC at a cost of £1100. Lent lunches were successful with good attendance from St Gabriel’s. The annual treasurers report was received which demonstrated that we had a lot to celebrate!

Four members of PCC are stepping down next month and were all thanked for their hard work.

June 2022

Estimates and tenders for the lighting and toilet refurb have been sent. Heaton festival is to take place on 25th June. Heather Wear was appointed to the standing committee. Newcastle council offering 2K for small projects so a number of ideas suggested. “Come and Sing” requiem concert in association with Sing Newcastle took place on 28th June headed by Tim choir master. Financial report discussed and challenges around heating and electric payments discussed. Rent on Swindon Terrace increased.

Holiday club discussed with possible one day a week being organised throughout summer holidays to include fun and food. The organ blower needs serviced at a cost of £2661 plus VAT. A recent donation has been given which can be used towards the cost.

Deputy church warden role discussed as difficult job for just one warden to carry out. Callum Aynsley was appointed recently as church warden to replace Mel Lewis. Proposed there would be a garden party in July. Proceeds to support three local charities. The Hodgson family have made a donation and Fr Jonathan suggested that the money be used to buy a new frontal for the lady chapel in memory of Jennifer Dobson. An all-age Eucharist and parade took place for the Queens jubilee. Paul Knox was ordained.

July 2022

Toilet project plans out to tender. Lighting plans not yet complete. Heaton festival was a great success. Family fun and food has been running every Thursday with refreshments, activities and lunch offered to families. There has been a donation form the congregation and the Diocese to fund this. New choir robes have been purchased with a donation.A local resident has donated a tree and plaque in memory of her late husband. Stephanie McLaughlin resigned as church warden the PCC thanked Stephanie for all her hard work. Music at St Gabriel’s continues to flourish. Tim writes a new piece of music for the choir each week. There was a festival of music at the coast which was supported by a number of people from St Gabriel’s. Tim is considering a new project for free music education for 5- to 7-year-olds and is applying for grants to fund this. 40K has been paid to parish share by the end of June so we are on target to pay the full amount. New signage is in place at the Parish centre. Aidan has been redecorated and a new carpet fitted. Domestic abuse course will be offered for all members of the PCC. Alternatively, an online course is available via safeguarding tab.

September 2022

The lighting scheme is out to tender. The PCC agreed to pay a bill for the work completed so far. Summer garden party was a great success and raised a good sum of money which was given to three local charities. Family food and fun was a great success with over 50 children attending. Three quotes have been received for the toilet project. All in total refurbishments could cost in the region of £145,000. The treasurer is currently applying for grants. Fr Jonathan is pursuing a contractor to renew the notice boards. The church insurance is up for renewal and all costs have increased. The church provided a book of remembrance commemorating the death of Queen Elizabet II. A sermon was given and the national anthem sung in remembrance. Another Come along and Sing will be organised by the choir master. A donation has been given and Fr Jonathan suggested purchasing hymn books to use at choral evensong.

Parish share has been paid to date. Patronal festival will go ahead with the Venerable Rachael Wood, Archdeacon of Northumberland preaching.

October 2022

Bishop Helen-Ann Hartley appointed as Bishop of Newcastle (Designate). She will be enthroned in the New Year. Three companies have been approached to provide bids for the lighting scheme. The faculty is now complete for the toilet refurbishment. Arts and Crafts fair held on 8[th] and 9[th] October was a great success over £3K was raised which would go to the toilet fund and the church fund. Another one-day family food and fun took place on 27[th] October Positive feedback from families who attended. The patronal festival and gift day great success and raised over £2.400. The harvest festival food was greatly received by the people’s kitchen and the Walker food bank. The Dioceses has produced a Deanery development plan and have asked for volunteers from each parish. Parish share discussion resulted in a decision to reduce the share for the next year to 70K in light of the current financial situation and the extensive refurbishment projects. An extraordinary vestry meeting was arranged for 30[th] October where a new church warden Mark Aynsley was appointed. A warm space is to be created in church on Thursday morning following the Eucharist where tea and coffee can be served. Junior church now under Mel Lewis leadership. Fr Jonathan has been doing assemblies at Chillingham Road and Jesmond Park Academy following the Queens death.

November 2022

‘Come Along and Sing’ Duruflé Requiem took place on 12 November. It was a beautiful concert with 40+ singers. This was the start of a wonderful weekend of music and remembrance with the Remembrance Service and Choral Evensong the following day. Fr Jonathan proposed that the church match fund £2k to help Tim’s applications for funding for the children after school music club. Agreed by PCC. A roofer has provided a quote for damage to the roof and the valley gutter. Work was agreed by the PCC. Two companies have provided bids for the lighting scheme works and one was agreed by the PCC with further detail needed. One bid was received for the toilet refurbishment and another grant application is being prepared by the treasurer. All work agreed by PCC. A number of events organised for the Christmas period. Training for Domestic abuse was carried out by PCC members.

December 2022

Work on the lighting scheme continues with accessibility issues assessed to try to reduce costs. Toilets are making progress. Christmas with Sant held on 11[th] December and was a great success. The Dioceses sent an email to acknowledge the good work. Warm space in church now up and running every Thursday. Winter wonderland was held again this year and raised £2.600. A number of services have been arranged for the Christmas period.

Tim choir director has been successful in securing a grant for £500 towards the children after school singing club. There are problems with the roof. The tower and the ladder which need urgent repair. The insurance company has been contacted as this could be die to storm damage. Funding for heating was awarded from a national grant based on deprivation index. An anonymous donor has given £1K and a donation has been given towards hymn books in memory of Vivien Pickering. A further 7K was given to parish share. It was agreed that the Christmas Eve crib service collection would go to Medicines San Frontières. The PCC had a fruitful discussion around mission. The safeguarding dashboard is complete and we are at Level 3.

2022 - Mostly back to Pre Pandemic life although some distancing advised and some people still cautious about returning to in person activities.

St Gabriel’s Heaton - Safeguarding

This statement was adopted by St Gabriel’s Parish at a Parochial Church Council meeting held on 20th September 2018 and is reviewed each year by the Parochial Church Council and reaffirmed at the Annual Meeting.

Safeguarding Policy Statement of the Church of England

The Church of England, its Archbishops, Bishops, clergy and leaders are committed to safeguarding as an integral part of the life and ministry of the Church.

Safeguarding means the action the Church takes to promote a safer culture. This means we will promote the welfare of children, young people and adults, work to prevent abuse from occurring, seek to protect those that are at risk of being abused and respond well to those that have been abused.

We will take care to identify where a person may present a risk to others, and offer support to them whilst taking steps to mitigate such risks.

Financial Review of the Year Ended 31 December 2022 Our total income for 2022 showed an increase of £39,000 with increases under all headings. Much of the increase in voluntary income was due to fundraising and generous donations for the refurbishment of the church lighting and toilets which will take place in 2023. We held a very successful Arts and Crafts Festival led by Anne Pickering and Christine White raising £3.000. Come and Sing events brought in over £1,000 as well as providing excellent music for both participants and audience. We also saw the launch of a Choir Club to encourage young people to develope their musical and singing skills. Funding has come from outside grants as well as the PCC. Our Missions Group held record breaking Summer and Winter Fairs. 2022 saw an increase in rental income for both Church/Vestry and Parish Centre. Buildings the age and size of the Church and Parish Centre require ongoing repairs and maintenance. Over £7,000 was spent on roof work and £3,200 on work on the organ blower. An altar frontal in memory of Jennifer Dobson was purchased using generous donations. Work on the Parish Centre included decorating, a new carpet and electrical work. Details of monies held in the various funds are shown in note 3 in the main accounts. Much of these will be needed for the new lighting and the toilet refurbishment. We are required to maintain realistic reserves in our general account. These amount to over £15,000. Robin Long Treasurer January 2023

The Fabric fund is set aside to cover repairs and maintenance costs over £50). The Friends of St Gabriel's group has been fomied durin8 2021 to promote wider interest in the work of the church. The Mission Fund represents donation5 and fund raising activities which is distributed amon8St charitie5 at home and abroad on a regular basis. The Restoration Fund represents accumulated donations and fund raising for the restoration of the church building and can only be used for this purpose. The Toilet fund has been set up to hold fund5 raised for the renovation of the church toilets The Music Fund provides for the purchase of choral music for use by the choir. The Choral Fund covers the services of our Choral Director in developing choral music and expanding the choir. The Choir Club fund has been created to receive monies and pay the costs of providing musical training for young people.
