TRUSTEES ANNUAL REPORT
Aims and Purposes
To promote the whole mission of the Church – pastoral, social and ecumenical.
Background
St Gabriel’s is a suburban parish in the Heaton area of Newcastle upon Tyne (and forms part of the Newcastle East Deanery). The larger proportion of the housing within the parish dates from the early part of the 20[th] century and consists of terrace houses some of which are Tyneside flats. There are areas of more modern housing and some social student housing. There is a healthy blend of students, young families and retired people in the community.
The Church is a stone built Grade II listed building dating from 1899. Its tower forms a landmark at the corner of Heaton Road and St Gabriel’s Avenue. The Church building is kept open on weekdays for most months of the year for use by those who wish to visit and pray.
The Parish Centre adjacent to the church provides a space for various parish and community activities including the Parish Office. A number of rooms are let to various individuals, groups and charities principally CRUSE counselling.

Vicar’s Report
If you had told me a few years ago that I might be moved to tears by the reintroduction of congregational singing in public worship, I would have wondered what you were talking about. But 2021 was a year when some of what had been taken away was given back. Churches were permitted to stay open despite restrictions and eventually congregational singing was allowed again: and what a Sunday that was when it happened! In the meantime, St. Gabriel’s, as ever, adapted. We made the tough decision to stay open, when most local churches chose to close, and for a time the congregation was greatly diminished in number. But there was also great resourcefulness, and whenever permitted we had either solo singers or a choir of a certain number of voices. As such, the services continued to be joyful celebrations and we also broadcast services on Facebook until covid restrictions ended in the summer. This could only have been made possible because of the excellent team of people at St. Gabriel’s who made it happen.

In 2021, James Bartle was recommended for ordination training, and started his priestly formation at Cranmer Hall in Durham in the autumn, bringing to three the number of the congregation now in training for ordination. St. Gabriel’s also hosted a confirmation at Michaelmas, and Bishop Mark Wroe presided, confirmed and preached at the Patronal Festival, where two young people and five adults were confirmed from this parish, as well as two adults from the Parish of St. Mary Magdalene, Longbenton. At the Annual Parochial Church Meeting we elected a full membership to the PCC for the first time in many years. The church being open for worship at every opportunity has borne fruit and there have been a substantial number of new people at St. Gabriel’s, including Stephanie McLaughlin, who was elected churchwarden following James’ resignation from that office.
We have been fortunate this last year not only to benefit from the ministry of Alan and Sheila but also from Father Jon Cooper, who has regularly preached and presided, and made his home at St. Gabriel’s along with Sally his wife. We have also been blessed by Scott Gardiner who was on placement from Cranmer Hall, and his wife Donna and son Theo. Over the year we have had a gradual return of weddings and baptisms.
In February 2021, Margaret Hogarth died, who had been a faithful member of St. Gabriel’s congregation, vicar’s secretary and then parish administrator and secretary to the Mothers’ Union branch at St. Gabriel’s. She is greatly missed by many of us.
Two building projects have continued to germinate in the last year: one that involves the rewiring and relighting of the church, whilst the other involves the refurbishment of the church toilets. A great deal of work is going into both projects as well as significant investment, and both require a faculty. Also this last year the majority of the quinquennial works were completed, although this revealed a box gutter in between the church and choir vestry that was totally rotten and needed to be replaced.
As the church has emerged out of enforced hibernation, much has come back to life, with new groups using the choir vestry and all the tenants have returned to the parish centre. As such our income has recovered, and with the help of a covid grant of £10,000 from Newcastle City Council, we were able to pay a contribution of £80,000 to the Diocese for the parish share: a quite remarkable achievement considering the year that has been. A bake sale was arranged for Valentine’s Day and holiday packs were again distributed in the Easter holidays.
One of the things that St. Gabriel’s offered during the lockdowns was to be a refuge and space for musicians. The Chilli Road band rehearsed in the church garden, local musicians rehearsed in the church and the People’s Theatre used the garden for a production of Midsummer’s Night Dream, with Tim Burke providing a choir for the production. All of this cemented ever deeper relationships not only with the local community but also with local musicians and actors. The Northern Symphonia Chorus even rehearsed in the church garden! A lot of work also went into the church gardens, and in particular the wild garden which is being developed by a local resident. We also received our first beehive!
Alan White was ordained on 3rd July at St. George’s, Jesmond and presided at the Eucharist for the first time the next day at St. Gabriel’s. Afterwards we had a party! It was lovely to return to communal events such as the Summer and Christmas Fayre’s, and as ever large amounts of money have been raised this last year for charity. Also founded this last year was the Friends of St. Gabriel’s, which Anne Pickering has put a great deal of energy and enthusiasm into. We also appointed our first organ scholar: the scholarship having been very generously paid for by a benefactor.
The year came to a conclusion with an Advent trail through Heaton of knitted sheep placed in shop windows and community buildings, with the sheep being collected up for the crib service and then given to those who attended. The Christmas services were really spectacular and it was so exciting to return to a full celebration after the rather restricted celebrations of the year before.

St. Gabriel’s is a very exciting place to minister. It is full of surprises, and I’m often taken aback by the extraordinary people God brings to us here. The challenge of course is how to create an environment where everyone can flourish and where they can use their gifts and talents for the good of all. There are many examples of that at St. Gabriel’s, but for me one of the most potent is what is happening with music, where people of all ages and ability are being drawn to the musical life of St. Gabriel’s. It is extraordinary to witness.

Fabric, Goods and Ornaments
This was a changing year for Churchwardens, as James Bartle left to train for the priesthood and we thanked him for the substantial contribution he had made to St Gabriel’s in many ways. Stephanie McLaughlin was appointed as his successor in October 2021.
The majority of the quinquennial works were completed this year which mainly involved replacing missing slates on the church roof. The work also revealed a rotten box gutter between the choir vestry and the Church.
We had the Choir Vestry professionally cleaned and the curtains were washed and are ready to be re-hung. Willing volunteers also buffed the Church floor!
We were very grateful to receive the gift of a new thurible for use in the church.
The gardens proved an extremely welcoming place for the people of Heaton and local groups during Lockdown, we hosted other Guiding groups, a steel band’s rehearsals and a place for people to meet and chat. We have had gifts of more outdoor furniture which is greatly appreciated.
Most importantly St Gabriel’s remained open as much as legally possible during 2021, whilst other churches closed during the Pandemic and we thank Father Jonathan for his leadership and commitment to this. As a result, we welcomed new members to our congregation.
We are now back to full opening, often with fifteen services a week and new ventures such as the Julian Meeting and a return to twice monthly Evensongs.
The development of music continues to be a cause for celebration. We have an Organ Scholar and a wonderful choir, thanks to Tim Burke.
Social events have also taken place and the Summer and Winter fairs were very successful with a great effort from the Missions Committee, the congregation and support from the people of Heaton.
We continue to grow the Church along with Heaton Churches Together and thank God for all the blessings he gives us.

Objectives and Activities
St Gabriel’s PCC has the responsibility, with co-operation with the Incumbent, of promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. It also has the maintenance responsibilities for the Parish Centre as 2. St Gabriel’s Avenue, Heaton, Newcastle upon Tyne and a house at 33. Swindon Terrace, Heaton, Newcastle upon Tyne.

The Parochial Church Council is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. The PCC is a Registered Charity, Number 1130736.

PCC Committees and Working Groups
To assist the work of the PCC there are the following committees and working groups:
Standing Committee
This committee is established in accordance with the Church Representation Rules. It has power to transact business of the PCC between its meetings, subject to any direction given by the Council.
Parish Centre Management Task Group
The group meets to discuss all aspects of the running and maintenance of the Parish Centre.
Pastoral Visitors Group
The group visits parishioners who are housebound or in nursing homes, generally providing Home Communion and pastoral care.
Safeguarding Group
The Safeguarding group has oversight for Safeguarding for the Church ensuring particularly that children and young people are kept safe and that good practice and procedures are in place to ensure this.
Mission Group
This group arranges the Summer Garden Party, the Winter Wonderland Fair and yearly decides which charities to support with the money raised during the year.
Toilet Working Party (Flush Fund)
Set up to look at the refurbishment of the toilet facilities in Church and to co ordinate fundraising for this work.
Review of the Year 2021
January (Via Zoom)
Ian Ness the church architect, presented plans for new lighting scheme in church. Purpose of new lighting - low energy, long life lighting fittings, uplighting, flexible switching to allow different focuses in church. Linked to renewed wiring and extra sockets. Plans are expensive and need reviewing in discussion with budget. Proposed plans discussed and questions raised but plans approved by PCC in principal. Lockdown and Covid restrictions discussed. Church is able to stay open following new risk assessment. Reflections on Christmas - Advent trail, Junior Church service, Open the Book alongside normal services. Crib service unable to happen. Advent trail and Midnight Mass praised in particular. East End food bank closed, Walker foodbank suggested as an alternative and agreed. Plans for an afternoon tea box for those isolating or alone approved. We paid 87% of Parish share last year despite challenges. Junior Church continues on Zoom. Heaton Festival postponed until next year.

New lighting Scheme - cost currently estimated at £100,000 - Rudge legacy to cover some but fundraising needed for rest. Grants to be investigated. Current lighting not fit for purpose for safety and environmental reasons. Afternoon tea boxes distributed. A.W. running Lent course on Zoom. Heaton Churches Together lent lunches on zoom. Holy Week plans await Government policy announcements. Plan to knit chicks and fill with chocolates for distribution around Heaton. The People’s Theatre wish to stage Shakespeare’s A Midsummer Nights Dream in the church garden this summer asking for St Gabriel's to support with music. Organ condition being monitored - weather causing humidity issues. PC tenants continue to pay rent. Art Students continue to use rooms. Junior Church and Guiding continue over zoom. HCT discussing alternatives to postponed Heaton Festival. Safeguarding - DBS renewals coming up but will be delayed due to Covid.

New Lighting Scheme costed options to be provided in next meeting. Full Holy Week planned, will process in grounds not local streets. Feet washing not possible. Ongoing planning of knitted chicks and chocolates. Parish Office Staffing discussed following recent review of Church finances. Discussions around practicalities, what's involved in the Parish Administrator role and its function within the day to day life of the Church. Christian Aid Week - envelopes to be delivered. 300,000 steps challenge with online fundraising. Cruse to pay rent from 1st April however now unable to offer space to the Dragonfly Cancer Trust. M.L. to complete risk assessments for uniformed groups to use the gardens. Alternative Heaton Festival to include Art installations and ‘love your neighbourhood’ events. Planning for Garden Party for consideration at Standing committee. J.L.’s study leave to be taken in August and September this year.

Phase 2 to include relighting and rewiring the rest of church - to look for funding for this, need to apply for a faculty for work to begin. Easter - services praised. Over 90 attend Easter day 9.45 managed Covid restriction well. Thanks to Tim for “Pots & Pans Gloria” which featured in the Link. Christian Aid Week - 300,000 steps challenge. Summer Garden Party - planning as hope it can go ahead. Chilli Road Band asked to use Church garden. APCM moved to 30th May due to Covid restrictions. Parish Office staffing discussed. Trustees report approved. Choir is back following relevant guidelines. Junior Church back in gardens. Knittted Chick project well received. Heaton Festival - Art walk in park planned instead. Summer Garden Party moved to 24th July. Keen to go ahead supporting CALM (mental health support), FACT (cancer support) and International Charity Disasters Emergency Committee. Working closely to ensure following relevant restrictions and risk assessments. Hope for good weather as might not be possible indoors. Holiday club - hope to run for 3 mornings 10-12.30. Wonderzone scripture Union theme. As much as possible outdoors and all children must pre book a space. Christian Aid raised over £2000 with gift aid. Friends of St Gabriel's group proposed to connect and bring support from those with ties to St Gabriel's who may not be part of regular congregation. To be a sub group of PCC. Vestry Toilet facilities discussed - group to be set up to look at refurbishment and updating of faculties. Note the possible fundraising conflict with lighting and organ projects. Music restrictions continue. Up to 30 people allowed outside so looking at Choral Compline in the garden. Singers to be involved in the People’s Theatre Shakespeare in the garden.
July
New Lighting Scheme - visit to St Mary’s, Monkseaton easy to control, isolate and intensify lights. Easier to use and requires less wiring. I.N. to review plans. Summer Garden Party risk assessed and info passed to stallholders. Holiday Club - Sign ups low at the moment still looking at singing recommendations. F.O.S.G. first planning meeting successful. Toilet Refurbishment Project - major capital project may need to include further plans to adapt the church so will need architects plans and a faculty. Any grant applications to be managed alongside other grant applications for lighting etc. Proposal for an organ Scholarship at St Gabriel’s approved. Live streaming of services praised but decided to end this month when restrictions end.

Thanks to J.B. for work as Church Warden, Extraordinary Vestry meeting to be held in October. Confirmation Candidate away day plans approved. Patronal Festival combined with confirmation including candidates from St Mary’s Longbenton. Flush Fund Bakery boxes plan passed. Advent trail based on sheep and shepherds - to be developed further. Organ Scholar appointed. Summer Garden Party raised £2,700 and was a great success. Also allowed for a donation to St Paul’s Seahouses. Holiday club did not go ahead due to low uptake. Craft materials and preparations to be used next year. Quote for Full Vestry clean submitted and approved. The Parish Centre is at full capacity and all rents are being collected. Junior church continues, the children's corner is back in place, Toddler Group in Church and all uniformed Groups back using the Vestry. F.O.S.G. logo designed and joining leaflet with relevant forms in production.

F.O.S.G. membership leaflet now available. Toilet refurbishment project - meeting with M.M and I.N and detailed plans to be produced also considering creating more storage. Patronal and confirmation went well £2,500 raised plus gift aid. Winter Wonderland plans continuing. Advent Sheep trail to be linked to Christmas Eve Service. S.M. elected new church Warden. M.S.P. to resign as PCC Secretary from December. Quote to paint 3 church doors approved. Choir Vestry cleaning a success - consider extra cleaning charge if council wish to continue its use on polling days. Choir sang at Hexham Abbey. Still working within Covid restrictions on singing and choir numbers. Come and Sing requiem planned for November.
November
F.O.S.G. now 11 members. Provided refreshments for Come and Sing and will support future music events. Planning a new leaflet to be distributed along with St Gabriel's postcard to every house in the Parish. Winter Wonderland discussed - Stewards supervising social distancing and to avoid crowding around stalls. Lighting and Toilet projects - to be discussed full in January meeting, as faculty needed for both. I.N. provided notes alongside plans and notes from the Toilet working Party were discussed. Dragonfly Trust request to hold a fashion show in church approved. Christmas Services discussed. Maintenance work on gutters and roofing continues. No toy service this year but a collection of toys and gifts to be organised. H.C.T. achievements of litter picking and Chillingham Road Bench painting noted. Heaton Festival to go ahead in 2022. Health & safety inspection went well - must have Vestry Door into church open when groups are using the Vestry as a fire escape.

Winter Wonderland went well - £2,400 raised. F.O.S.G. going well - 24 members. £500 raised from sale of pens & Christmas cards. Small leaflets and postcards ready for distribution in new year. Crib service donations to M.S.F. All utilities accounts now with Good energy. M.L. letter of resignation from her role as Parish Administrator accepted and many thanks given for her years of service to St Gabriel’s. Socially distanced Choir continues - Advent Carol service was superb. Thanks to T.B. for all his work. H.C.T. socks & chocs successful. Proposal to create a Julian group which offers contemplative prayer. . M.S.P. thanked for all her work as PCC secretary. One Body One Faith subscription due. Dates of next years meetings agreed.

St Gabriel’s Heaton - Safeguarding
This statement was adopted by St Gabriel’s Parish at a Parochial Church Council meeting held on 20th September 2018 and is reviewed each year by the Parochial Church Council and reaffirmed at the Annual Meeting.
Safeguarding Policy Statement of the Church of England
The Church of England, its Archbishops, Bishops, clergy and leaders are committed to safeguarding as an integral part of the life and ministry of the Church.
Safeguarding means the action the Church takes to promote a safer culture. This means we will promote the welfare of children, young people and adults, work to prevent abuse from occurring, seek to protect those that are at risk of being abused and respond well to those that have been abused.
We will take care to identify where a person may present a risk to others, and offer support to them whilst taking steps to mitigate such risks.
The Church of England affirms the ‘Whole Church’ approach to safeguarding. This approach encompasses a commitment to consistent policy and practice across all Church bodies, Church Officers and that everyone associated with the Church, who comes into contact with children, young people and adults, has a role to play.

Financial Review of the Year Ended 31° December 2021 The relaxin8 of Covid restrictions resulted in an all-round increase in our income in 2021. Total Voluntary Income Increased by over £19,¢M which included over £6.(M)O ralsed for the refurbishment of the toilets and over £l,(MJi from the formations of the Friend's Eroup. Planned Giving increased by almost £2.LKK) helped by many movin8 to or Jolning the Parish Giving Scheme. The increase in occaslonal offices and increased attendance on Sundays produced an Increase in Loose Collections. Donations and a le8acy enèbled us to add £8.tMJo to the Fabrlc Fund. Grant5 of £9,320 were received from Newcastle City Council and £725 was recovered under the Job Retention Scherne. The Missions Group were able to hold a successful Summer Fayre as well as a Winter Wonderland thanks to a dedicated team of helper5 and a 8enerou5 publlc. Rental Income from the Vestry and Parish Centre has recovered and Swindon Terrace has been continually tenanted. It is only Interest rates that have shown a redurtlon. There was an increase of over £13.5LX) in Outgoin8s. We were able to make a contrlbutlon of £80,CKJO to Parish Share and distribute almost £8,000 from the Mission Fund. Repalrs to the church roof cost over £5.1J)) and more work is needed. Repairs and other costs relatln8 to Swindon Terrace also increased. The Mlsslon Fund represents donations and fund raising activrties whh is distributed amongst charities at home and abroad on a regular basts. The Restoration Fund represents accumulated donations and fund raisin8 for the restoration of the church buildin8 and can only be used for thi5 purpose. The Toilet fund has been set up to hold funds raised for the n0VatIOn of the church toilets The Mu51c Fund provides for the purchase of choral music for use by the choir. The Choral Fund covers the services of our Choral Dbrector in de¥elopin8 choral music and expanding the choir.
