STRUCTURE AND GOVERNANCE

PCC Members are appointed at the APCM as set out in the Church Representation Rules. The current membership consists of The Rector, an Assistant Priest, two Readers, three elected officers, who are also elected Deanery Representatives, and five further elected members. All attending our services are encouraged to register on the Electoral Roll and to stand for election if they so desire. The PCC is responsible for making decisions of general concern and interest to the parish, including how funds of the PCC are to be spent. The full PCC met 6 times in 2019 with an average attendance among lay members of 90%.

Five sub-committees report to the PCC - Standing, Premises, Finance, Social and Lads' Club. The PCC also considers outreach at every meeting. Mission, Messy Church, Safeguarding, DBSs, Saltwood Primary School, the Website and Parish Magazine are reviewed annually in addition to urgent items. Other activities are addressed as and when required.

SUMMARY OF THE YEAR

In 2020 year there were 159 parishioners on the Electoral Roll.

From 4 October to 21 October 2020, 310 persons of age 16 and over and 12 under 16 were recorded as attending services at Saltwood. This does not include school worship or Messy Church. Due to the Covid-19 pandemic there was no Harvest Thanksgiving service at Pedlinge in 2020.

Delayed from April (again due to the pandemic) the Annual Vestry and Parish Meetings were held on 27 October 2020, attended by 26 parishioners with 10 apologies for absence.

Our new Rector has set up a Ministry Team during 2020, that together lead, plan and explore new ideas in respect of all worship, both regular Sunday worship and at other items such as Messy Church and Collective Worship. The team includes the Rector, The Reverend Tricia Hill (Ass Priest), The Reverend Roger Martin (retired), Sir William Fittall and Bob White, (Lay Readers), Liz Pettersen (Children's Ministry) and Christine Clover (Children & Families Minister).

OBJECTIVE AND AIMS

The PCC has the responsibility of co-operating with the Rector to promote the whole mission of the Church, pastoral, evangelistic, social and ecumenical in the parish. It also has maintenance responsibilities for St. Peter and St. Paul Church at Saltwood, the Chapel at Ease at Pedlinge and The Lads' Club at Saltwood.

In 2020, the Church continued its primary calling of enabling as many people as possible to worship in Saltwood and Pedlinge. Unfortunately, the church was shut down on 23 March due to the global Covid-19 virus.

Ordinarily, the Church offers a full calendar of services encompassing different styles and traditions of worship, whilst also developing the Benefice with St, Stephen, Lympne. The choir enriched our worship, Covid rules permitting.

In 2020, Collective Worship in our school has continued to be an important priority with regular acts of worship held for Saltwood C of E Primary School. During the third lockdown worship was pre-recorded and shared with Saltwood, Lympne and Hythe Bay schools to be utilised in the classroom and shared with those studying at home.

It has also been our aim to foster relationships with, and offer Christian service to, our community.

Church Services

The pattern of services has been severely disrupted by Covid 19 restrictions.

The ordinary pattern had been: each Sunday there are two services in the Parish Church; an 8.00am Holy Communion (BCP) and (except on the first Sunday of the month) a 9.30am Parish Communion (CW).

On the first Sunday of the month, the Parish Communion is replaced by a Family Service at 10.00am; our local Scouting Group joins us for this service on Remembrance Sunday and Mothering Sunday. On fifth Sundays, a Benefice Holy Communion (CW) at 10.00am is celebrated jointly with St. Stephen, Lympne, alternating the location.

Holy Communion (BCP) is celebrated on the first two Wednesdays in the month at 10.00am. The Sacrament is then distributed at four local residential and care homes.

On Mondays, Tuesdays, Wednesdays and Thursdays at 9.00am, a shortened service of Morning Prayer is led by various members of the congregation, following the Common Worship Lectionary. Friday morning there is an informal prayer meeting.

With the first national lockdown all services were stopped with effect from 23 March 2020. The church was in interregnum and our two Lay Readers recorded reflections that were published on the church website. Sadly, no services were possible during Lent and Easter.

Upon arrival of the new Rector in July 2020, services of Holy Communion were recorded at the Rectory and later, when restrictions allowed, moved into the church. Organ music, intercessions and readings were recorded and edited into the service that again was published on the church website.

At the end of lockdown, services were reintroduced as per the regular pattern as above. Strict sanitisation and distance measures were put in place.

Messy Church was badly affected by the pandemic. Prior to the pandemic it met in January and February, in numbers similar to 2019. Following the first lockdown in March, Messy Church was suspended. In July a 'Takeaway Messy Church' was held when families came to the churchyard to collect craft and teaching packs. With the easing of lockdown we were able to hold 'Covid-safe' Messy Churches in September, October, November and December, although the numbers of children and parents were significantly reduced in those months.

A service to remember the departed was held on the first Sunday in November.

A service of Remembrance for the village was cancelled by the Parish Council and so the church recorded a service with the aid of volunteers and the scouts that was uploaded to the website and shared via YouTube.

During December 2020, Wi-Fi and a camera were installed so that services could be streamed live to those who were shielding or chose not to attend due to the increasing risk. As a result, a service of nine lessons and carols, a crib service and Christmas morning benefice service was possible.

The church remained open during the second and third lockdown though numbers dropped significantly as risk increased and services were broadcast live. During the third lockdown services were restricted to Sunday morning only.

During the year there were three baptisms, 1 wedding, 8 burials, 10 cremations and 8 interments of ashes.

At Pedlinge Chapel of Ease, all services have been suspended due to Covid-19.

OUTREACH AND COMMUNITY

Saltwood Toddlers continued to meet in the Lads' Club until the first Covid lockdown on 11 March 2020. Once restrictions were lifted in the autumn we were allowed to meet as a support group although with 15 as the maximum number of people allowed. However, we were no longer able to meet in the Lads Club due to planned building works. Instead we met in the Harry Margary Hall in Lympne. We had 45 families on the register, with an average attendance of 18 for the first quarter. In the first part of the year we had 15 volunteers with 5 helping each week, however when we opened as a support group in the autumn, we considered it safer not to ask our usual volunteers to attend each week, and the register drew to eighty one.

The Friday prayer, lead by one of our readers, continued to meet weekly. When in March Covid rules did not allow the group to gather in the St Peter Room, it was held as a Zoom meeting. This continued for the rest of the year.

One foundation Governor at Saltwood C of E Primary School is a member of the congregation.

The SALT (Sharing and Learning/Saltwood and Lympne Together) programme has started its Lent course when the March Covid lockdown forced its ending. It also could not be restarted in 2020. Similarly bookshelf and card sales were suspended. Bell-ringing was also stopped in March but resumed for seven weeks in the summer between the two lockdowns.

By contrast, faced with the first lockdown, the Friends of Saltwood Churchyard, also known as the Garden Gang, were given permission by the Diocese for two people to cut the grass. At the end of this first lockdown, the garden gang were allowed to operate fully, including the second lockdown, while subject to the rules on maintaining distance between people.

The Lads Club is the village Church Hall, located in Rectory Lane. It is managed by a sub-committee of the PCC and is normally widely used by both the local community and many church groups. Over the nearly one hundred years of its existence it had been updated and improved but the PCC feels the time has now come for major renovation and extension to take place under a Lads' Club Project Group. Fundraising began with the launch of an appeal to the community at a reception in the Lads' Club in January 2020. A web site with a Just Giving link was set up to reach beyond the locality and together with fundraising events in the club, individual donations, and grants and pledges from charitable trusts, £130k was raised by the end of summer.

Covid-19 restrictions from March onwards disrupted fundraising efforts and slowed down the competitive tendering process, but nevertheless tenders went out in June and the PCC accepted the project group's recommendation that Joe Pritchard Property Services be appointed the main contractor at its meeting in September and agreed that with him could be entered into. The PCC also agreed that the project group should continue to fundraise to cover the last £20k of its original target.

The scouts began fundraising in the autumn of 2020. Negotiations for a new seven year lease for their use of the premises were near completion by the end of the year in the hands of solicitors Bradleys of Dover, acting for the scout executive, and Hallett & Co for the PCC.

Full planning and building regulation approval was received in November to cover changes made since the original application was submitted and the expectation was that building work would begin after Easter 2021.

FELLOWSHIP AND FUND RAISING

Owing to Covid-19, only three Lent Lunches could be held. From mid March no further events were possible either to involve the local Community or to raise funds for St Peter & St Paul, Saltwood.

Again. Covid prevented the usual door to door Christian Aid Week collection in May. Instead a 'Just Giving' email was sent to all in the congregation asking for donations. This raised £1,385 + gift aid.

Additionally, only one event in the year was possible to raise funds for the redevelopment of the Lads'Club to provide enhanced facilities for the benefit of St Peter & St Paul, Saltwood and for the community. However, the lads' Club did continue its fundraising to support its project, as described above.

FINANCIAL REVIEW

The financial affairs of the PCC are monitored by the Honorary Treasurer and the Standing Committee. They are set out on pages 8 to 17 of these accounts. The basis of preparation is in accordance with the Charities Acts and is explained in paragraph 1.1 to 1.3 on page 10. The expenditure on the unrestricted funds in 2020 exceeded the income by £2,137 and the net assets on the unrestricted funds amounted to £71,975 as at 31 December 2020, which represents approximately 7 months expenditure at current levels.

The income on the restricted funds increased to £76,733, mainly as a result of fundraising for the projected redevelopment of The Lads' Club Hall. The net assets on the restricted funds increased by £70,187 to £127,248 as at the 31 December 2020.

I report on the financial statements of The Parochial Church Council of the Ecclesiastical Parish of St Peter and St Paul, Saltwood, for the year ended 31 December 2020, set out on pages 8 to 17.

Respective responsibilities of trustees and independent examiner

As the charity's trustees you are responsible for the preparation of the accounts, you consider that the audit requirement of section 144 (2) of the Charities Act 2011 (the 2011 Act) does not apply and that an independent examination is needed. It is my responsibility to examine accounts under section 145 of the 2011 Act, to follow procedures laid down in the General Directions given by the Charity Commission under section 145 (5)(b) of the 2011 Act, and to state whether particular matters have come to my attention.

Basis of independent examiner's statement

My examination was carried out in accordance with the General Directions given by the Charities Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given whether the accounts present a "true and fair" view and the report is limited to those matters set out in the statement below.

1. Accounting policies

The principal accounting policies are summarised below. The accounting policies have been applied consistently throughout the year and the preceding year.

1.1. Basis of accounting

The financial statements are prepared under the historical cost convention and in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued on 16 July 2014 and the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102) and the Charities Act 1993.

The Ecclesiastical Parish of St Peter and St Paul, Parochial Church Council (the PCC) constitutes a public benefit entity as defined by FRS 102.

The trustees consider that there are no material uncertainties about the PCC's ability to continue as a going concern.

1.2. Resources expended

Expenditure is recognised on an accrual basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is reported as part of the expenditure to which it relates.

Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them.

Support costs are those costs incurred directly in support of expenditure on the objects of the charity and include project management.

Capital expenditure is included on the statement of financial activities within the expenditure on charitable activities.

The balance of £36,598 is held at the National Westminster Bank, Folkestone and the balance of £85,000 is held in an account with Metrobank, Canterbury.

Following the winding up of the Lady Lucy Trust in 2001, the Lads' Club now forms part of the assets of the PCC of Saltwood and is administered by a sub-committee.

This fund is restricted in use for the maintenance and upkeep of the Lads' Club.

Owing to the limited nature of the building, the PCC has not sought an open market valuation and the Churchwardens consider that a realistic value is the current insured value of £254,425.
