doctrines and pra¢li¢es ol the Church ol England, In Ihis il has the responsibility of co-operaling with the
Incumbent in promollng within the parish and congregation of Chrisl Church Winchester the whole mi$s￿￿ of
Ihe Church, pastoral, evangelistic, social and ecumenical. 11 also seeks lo be fallhful lo its heritage as a
Simeon Trusl Church and to pl￿ priority uwn Rs BSblkal prea¢hiNJ.
Christ Church has also benelitled from the charismatic renewal rnovemenl that has brought new lrfe lo the life
ol kjcal churches in Ihe UK, Christ Church ￿JentifIeS itsew as a church of 'Word and Spirit,.
Obiectivfrs an(1 activitios
Over the last lew years Christ Church Winchester has evarrfjelised and discipled those allendirrfj the church,
particularly children and young people.
Beyond the Cong￿gatiOn il ministers lo lh8 inslilutions of the parish,. Ihe chief amongst them are.'-The
Winchester Community Prison, The Royal Hampshire County Hospital and The University ol Winchestsr. The
chU￿h recognises its mission lo serve the ¢ily of Winchester and other parts of Christ's church, both in UK and
overseas.
The PCC also has Maintenan￿ responsibility for Ihe Church Centre compbx of Christ Church as well as the
main buikling.
Achlevements and perfomiance In the year
Al the APCM of 2020 we had an electoral roll of 494. 11 has been impossible lo give an aocurale calculalion for
our Usual Sunday attenda￿8 over the last year due lo the vast majority of our serVI￿S being online. Tr￿ PCC
wishes lo thank the vicar, cural&s and slaff for their dedlcation and en8rgy In leadlng and c(y)rdlnal¢NJ so much
of the church's Iwe.
We have continued lo run seNices Ihroughoul the year, albeit the vast majority online. This has required a huge
injection of imagination, crealivily and hard work by many members of the church atKI staff team. Our small
groups have continued lo meet online, as have our youth and children's groups. Bumps and Babies has mel in
the ChU￿h building when il has been possible for them io do so.

We supplEed an hour k)ng that was broadcast In all English prisons at Chr￿lMa$ 2020 and Easter 2021,
and In the Nn up lo Christmas ran three drive in nativity serwces on the Winchester University campus.
We continue lo play a pro-acllve part in the lrfe ol the Diocese and Deanery. As part of a Deanery Review
process, new clustering arrangements wer8 implemented in Deanery In 2015. Chrfsl Church is deltghled to
be partnered ￿￿th Sl Luke's and Sl Mark's in Slanmore and Oliver's Battery and with Sl Bamabas, Weeke. In
the first rrmlhs of 2021 the Diocese of Winchester began a period of consullalion lo propose that ChrFsl Church
parish is merged wKh one of our ngighbouring parishes, Slanmore Parfsh ISI. Lukes, Slanmore and Sl. Mark's,
ol￿erfS Balleryl
The parish also ha5 a focus on mission Iwlh both global and bcal inrtialives. Locally we part￿ipate In Churches
Together in Winchester ICTW) that lacililales joint church working in the city and a number ol our members are
'Area Champ￿jn$'. CTW also sponsors the work of Street Paslors (including Prayer Pa51orsl and other Ictal
groups such as the Basrcs Bank, Debt Admce (Frontline) and Win¢hesler Night Shelter. We aL50 have global
links, especially to churches in Uganda and South Sudan. Christ Church also acts as a hub and supports The
Weslminsler Theological College. Students from across the locality allend courses that are wn annually in the
Church Centre.
Christ Church has benefitted from having a CEMES intern for a year from September 2020. The Church of
England Mlnislerial Scheme ICEMESI Is a national scheme for young people aged between 18 & 3010 explore
ministry within the Church of England. The year-ltsng scheme offers an opportunSlylor young people lo develop
practical experience, undertake Iheolc4Jical Iralning and albw Ilme lor self- refkcts'on wtth a Mew lo personal
developrnenl.
The PCC continuously rev￿￿$ the fabr￿ of the church buildiw and ensures that Health and Safely concerns
are addressed. The major work that we began lo address for our building was rem8dial work on the spire. The
work Is due lo lake place over the summer of 2021.
Christ Chur¢h has delivered significant public benefit over the year. More detail ol this and the ¢hurch's lrfè can
be oblained in a report available liom the PCC Secretary Ilhe Annual ReV￿WI.
Flnanclal Rovlew
The PCC sel a budget for 2020 and received regular financial reports through the year. During 2020 regular
9iving increased with planned income al £614,49) (seè note 31 for the year, a 8Ok Increase on 2019. The PCC
is also incredibly grateful lo have received a leg￿Y of £133,4DO in December 2020. The PCC have sel aslde
the legacy inb a designated fund10 5UPFQrt the local community in Win¢hesl&r and lo irnprove the environrnenlal
suslainabilily of the churGh building. Due to IoGkdown Ihere has been bwer aclNiity lèvèls,. and as a result
expenditure was bwer than the prior year. The year onded with unreslricled funds of £342,324, of which
£133,400 relates lo the legacy. Full financial details are available in the Statement ol Financial Activity and
accompanying noles.

Rese￿eS Policy
11 is the PCC'S policy to maintain a balance in the General Fund of approximately 2 nk)nlhs routin8 general
expendkture. In 2021 this will require end-year unreslricled funds ol c £120,000.
Plans for future periods
The PCC and wider church took part in an extensive exercise throughout the first six months 012020 which
culminated in a document called Contours, outlining future strategy and direction for Christ Churth. We have
ade good illilial progress on some of this, Ihough lockdown has challenged some of the plans had. We are
currently taking part in a wder consullalion within the Diocese of Winchester about a Pastoral Scheme that
would merge us with our neighbouring parish, Slanmore.
Risk management
The PCC annually reiriews a risk matrix lo ensure that church systems and procedures are in place lo miligale
those risks where practicable. The risk matrix has recently been updaled120201 lo reflect practices in response
lo Covid 19. Work has been cotllpleled to devebp data protection & prwacy policies to ensure General Data
Protection Regulation IGDPRI guidelines are followed.
Christ Church has adopted the Diocesan poliy for safeguarding young people and vulnerable adults and for
identifying domestic abuse. Those involved wlh young people and vulnerable adults are subject lo annual
training. An audit ol our safeguarding practi￿St00k place in2017. The PCC adopted the Di0￿san
Safeguarding Poli¢y and a Safeguarding team has been established (Parish Safeguarding Officers & Chiisl
Church Direclorsl and has progtBssed the requirements regarding safeguarding training and DBS
checking. The team has also addressed the issue ofthe impactol GDPR on safeguarding wlhin Christ Church.
Covid 19

Vl8 Facebook, Iwe links with the website or Zoom meetings. This has enabled chU￿h life to continue in a
vibrant and successful way.
At all limes we have sought lo apply all current government and Church of England guKlelines in terms of safe
access io the building lor both staff and members of the congregation.
Structure, governance and management
The method of appoint￿￿nI ol PCC members is sel out in the Church Repre5enlalion Rules. All church
allendees are encouraged to register on the Elecloral Roll and lo stsnd for election lo the PCC.

Statement of responsibilllies of the trustees
The trustees are responsible for preparing the Annual Report and the financial slalemenls in accordance with
the applicable law and the United Kingdom Generally Accepted Accounting Practice IUK GAAPI.
The Charities Act requires the Trustees to prepare financial slalements foi each financial year which give a Inje
and f8ir view ol the stale of affairs of the charity al the end ol the year and ol the surplus or de[￿lencY for the
year then ended.
In preparing those financial slalemenls, the Trustees are required to.,
select suitabb accounting polic￿5 and then apply them consislenlly
make judgements and eslimales that are reasonable and prudent
stale thelher applicable accounting standards have been folk)wed, subject lo any material departures
disclosed and explained in the financial st8lemenls,' and
prepare the financial slalements on the going ¢on¢em basis unless il is inappropriate lo presume that
the charity will continue in operation
The Trustees are re8wnsib￿ for keeping proper accounting records which disclose with reasonab￿ accuracy
al any lime the financial position ol the charity and lo enable them lo ensure that the financial slalements
comply with the Charities Act 2011. The Trustees are also responsible lor safeguarding the assets ol the
charity and hence for taking reasonable steps for the prevention and detection of fraud and other
irregularities.

As the Iruslees of the Charity you are responsible for the prep3ralion of the accounts in accordance with the

1 ACCOUNTING POLICIES
lal Basis of accoullling
The financial slalemenls have been prepared in accordance urilh applicable accounting standards, the Charities Act 2011 and the
Slalemenl of Recommended Practice applicable lo charities preparing their accounts in accordance with FRS 102 leffeclive January
20191. They are prepared under the hisltsiical costs convention.
The accounts have been prepared on the goillg conoem basis. There are no material uncertainties about the charrty's ability lo
CL)nlinue.
The charity is a public benefit organisalion.
Ibl Fund accountin9
General funds represent the funds ol the PCC that are not subject10 any reslricb'ons as lo their use and are available lor application
on the general purtK)ses of ihe PCC. Funds designated for a pathcular purpose by the PGC are also unreslri¢led.
Reslricled funds are those funds that musl be spent on reslricled purposes and the details ol the funds held and restrictions are
provided in note 10.

The financial slalemenls include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the
Inancial slalements of church groups th81 owe their main affiliation lo another body nor those that are inlorrnal gatherings of church
members.
Donations and legacies
Collections are recognised when received by or on behalf of the PCC.
Planned giving receivable under pledge is recognised only when re￿ived.
Income lax recoverable on gift aid donations is recognised when the income is recognised.
Granl and legacies lo the PCC are accounted lor as soon as the PCC is notified of its legal enlillemenl and the amount due.
Charitable activities
Funds raised from church events are a¢counled lor when receivable.
Income is defeired when received lor the purpK)se of funding rnissions lo be carried out in the future.
TradSng activities
Rental inc0rn8 from the letting ol the Centre is recognised when the rental is due.
Investments
Dividends and interest are accounted for when receivable.
Realised gains and losses are recognised when investments are sold.
Unrealised gains or losses are ￿oUnted for on revaluations of investments al 31 Oecember.
Other income
Other income is accounted for when re￿1Vable.

Idl Expenditure
Expenditure is recognised on an accruals basis as a liability is incurred.11 includes any VAT which cannot be fully recovered, and is
allocated lo the activity for which il relates.
Charitable Activities
The Diocesan Parish Share is accounted for when payable.
Grants and donations are accounted lor when paid over.
All costs are allocated between Ihe expenditure categories of the Slalemenl of Financial Activities on a basis designed to refflecl the
use of the resource. Costs relating lo a particular activity are albcaled directly, others are apportioned between activities in line
with their respeclive proportion of income received.
The PCC decided lo sel the 2020 Parish share contribution al £216,35812019'. 208,3751.
lel Fixed assels
The buildings al Christ Church comprise an inlegraled Church and Church Cenlre. The consecrated building was opened in 1861 and
this building and the organ were extensively reordered and renovated 19g6, The Church Centre was constructed in 1988189.
Both the consecrated Church buildino and the Church Centre are excluded from accountability by the PCC, and the furnishings and
fittings, including the organ, which require a faculty for disposal, are regarded as inalienable property.
Consecrated property is excluded from the financial slalements by s.9612llal of the Charities Act 2011. Expenditure incurred during
the year on consecrated buildings is ￿￿teN off as expenditu￿ in the SOFA and separately disclosed.
Expenditure on movable church furnishings and other functional equipment is capilalised where the cost exceeds £1,500. Equipment
used wlhin the church premises is depreciated on a slraighl line basis over 2 years Icompuler hardware), or 3 10 4 years (all other
ilemsl.

Amounts owing lo the PCC al 31 DeCem￿￿r in respect of fees, rents or other income are shown as debtors less provision for amounts
that may prove uncollectable.
Short-lerm deposits include cash held on deposit either with the CBF Church of England Funds or al the bank.

The charity participates in a defined contribution pension scheme. Contributions in respect of this scheme are Charged lo the
Slalemenl ol Financial Activities fc>r the year in which they are payable. Timing differences be￿een contributions payable and
contributions aclualty paid in the year are shown as either accruals or prepayments al the year end.

The reslricled and designated funds are established for the following pursxjses..
Ugandan DeaneryAppeal Christ Church land the Winchester Diocese) have a continuing relationship with the Ugandan
Deanery. This fund exists lo administer gifts made lo them by members of Chrisl Church and other
donors.
Street Pastors
Street Pastors Winchester is an independent charity placing trained volunteers on the city centre
streets al weekends between 10pm and 3am. A number of our church metnbers are involved as
volunteers. Christ Church provides an office space for the use of the coordinator, and also operates
a paymll service lor the charity. All the restricted income lo this fund comes from Slreel Pastors
Winchester and is paid out lo their coordinator as salary.
Specific donations & events A fund lor specific one off reslricled donations which do not fall into any ol the restricted categories
above including contributions for residential events.
Legacy
Sel aside lo support the local community in Winchester and lo improve the environmental
sustainability of the church building.
