2024 Report and Accounts of the Parochial Church Council

Structure, governance, management & administrative information

The Anglican Parish of St Oswald’s, Filey (with St John’s, Filey and St Thomas’, Gristhorpe) in the Diocese of York. The Parish of Filey is a registered Charity and the number is 1130668 .

The Parish of Filey consists of St Oswald’s and St John’s in Filey and St Thomas’ in the village of Gristhorpe. It is part of the Diocese of York within the Church of England. The correspondence address is The Parish Office, St John’s Church, West Avenue, Filey YO14 9AU. The Vicar’s correspondence address is The Vicarage, 19 Cormorant Close, Filey YO14 0ED

Filey Parochial Church Council (PCC) has the responsibility of co-operating with the incumbent, the Reverend Philip Maudsley , promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the churches of St. Oswald’s, Church Hill, Filey YO14 9ET; St John’s West Avenue, Filey YO14 9AU which incorporates The Parish Centre. St Thomas’, Main Street, Gristhorpe YO14 9PP has the status of a private Chapel and has its own church committee, liaising with the PCC.

The method of appointment of PCC members is set out in the Church Representation Rules. The membership of Filey PCC consists of the incumbent Philip Maudsley, churchwardens, members elected by those members of the congregation who are on the electoral roll of the church and the Treasurer and Secretary.

All those who attend our services/members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC.

The PCC members are responsible for making decisions on all matters of general concern and importance to the Parish including deciding on how the funds of the PCC are to be spent. The PCC had 11 meetings with an average attendance of 65.1%, the PCC has a number of committees each dealing with a particular aspect of parish life. These committees include worship, Outreach & Mission, Charitable giving, fabric, finance and staffing are all responsible to the PCC and report their recommendations to the PCC for discussion and decision as required.

The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2006). The PCC is registered with the Charity Commissioners, registration number 1130668.

Safeguarding

All our licensed readers, lay workers, churchwardens and PCC must have ‘due regard’ to safeguarding guidance issued by the House of Bishops. A duty to have 'due regard' to guidance means that the person under the duty is not free to disregard it but is required to follow it unless there are cogent reasons for not doing so. ('Cogent' for this purpose means clear, logical and convincing.)

We hope everyone practices safeguarding within their work in our Church communities in Filey Parish. I am here in my role as Safeguarding officer to work alongside all volunteers to ensure that we, as a parish, are working safely with others, as well as ourselves, so that everyone is worshipping in a safe and encouraging environment.

I encourage all volunteers take the two safeguarding courses (Basic and Foundation) provided by the Diocese. These courses are available online or face to face (although not held on a regular basis in our Deanery) these are designed to equip volunteers to recognize if a child or adult could be in an abusive situation and how to listen, support and the best way you can do this in a safe, confidential way. We are also mindful as a Parish about safeguarding our volunteers too, making sure you are supported and kept safe.

Safeguarding is not about seeking out abuse but about creating a safe environment within out Parish Community for it to be difficult for perpetrators of abuse to abuse and that we have the correct reporting procedures in place.

I am always available if you have any concerns or questions in regard to safeguarding or the role of a Safeguarding Officer. The Safeguarding Officer Role is renewed annually by the PCC and Safeguarding is a monthly PCC Agenda item due to its importance within our Parish. Liz Goodwill

Aim and purposes

Filey Parish exists to further the mission of the world-wide church and of the Church of England in particular. Its chief objectives within this aim are:

The PCC is committed to enabling as many people as possible to worship at our churches and to become part of our parish community in Filey. The PCC maintains an overview of worship throughout the parish and makes suggestions on how services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament.

When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through:

To facilitate this work, it is important that we maintain the fabric of all our Churches and The Parish Centre at St Johns.

The Parish aims to provide opportunities for regular worship at the Parish Church, and the two other Anglican church buildings within Filey and Gristhorpe. Its ministry is offered to all who live in the Parish, without distinction. We seek to work closely with the other Christian denominations within the town.

Objectives and Activities

As people of faith, our purpose is to worship and serve God both in the life of the Church and the wider community. We believe in a loving God revealed to us through the Bible and the life, death and resurrection of Jesus Christ. We are flawed people, but ... God’s grace reaches out to everyone. THEREFORE:

Our Mission is to be the family of Christ, who love and serve God, filled by the Holy Spirit, sharing God’s love in word and action. We endeavour to do this in three ways:

Legacy Policy

The policy was last reviewed in Nov 2022. The overriding aim is to use legacy gifts to further the work of the church here in Filey, including mission and outreach to the people of Filey and the development of our buildings, facilities or staff to help that happen. The overriding aim of this policy is to use every gift received to make a real and meaningful difference in the parish where it is most needed. Accordingly, the PCC encourages donors to leave their legacy gift for the general purposes of the parish.

Achievements and Performance

Vicar of Filey report

2024 was my first full year as vicar of Filey – a time where I have continued to listen and get to know the people of Filey.

There have been a number of changes to the team leading worship in our Parish during this year:

After deep discernment with the IME Team and with Bishop Eleanor, it was agreed that Rev Huw Waring would complete his curacy training with Rev Glyn Owen in the churches of Rudston, Boynton, Carnaby, Kilham, Burton Fleming with Fordon, Grindale and Wold News. Bishop Eleanor licensed Huw to his new Title Post on Wednesday 22nd May 2024. Our ordinand Claire completed her training and was ordained deacon at York Minster in June. She is now undertaking her curacy at Bridlington Priory.

Later in the year due to health reasons, both Paul and Angela Burkitt stepped down from ministry – Paul as a retired priest with PTO and Angela from her role as churchwarden. Finally Rev Robert Hall, also retired with PTO, made the decision that he would lead his last service on Christmas Day at St Thomas’, Gristhorpe.

May I take this opportunity to say a huge thankyou to Huw, Claire, Paul, Angela and Paul for all they have given to the Parish of Filey over the years, and pray that each of them finds a path that leads to them flourishing in whatever the future holds.

We gained a new member to the team with Anne Simpson as she completed her training to become a ALM (Authorised Lay Minister). She has become a welcome addition to the team. My thanks to all those who help at our worship services in any way, whether leading, praying, sharing the Bible readings, setting up before the service and anything else. Angela stepping down as church warden made us all realise the need for this to continue to be a team effort, and my thanks go to all who have stepped up since her resignation in any way to enable worship and parish life to continue to run smoothly. I ask that you all continue to pray for our new churchwardens when we hold our APCM next year. My special thanks go to Liz as my PA and as Safeguarding Officer for all that she has done and continues to do in support of my ministry.

At the start of the 2024, we met as a Parish for 3 Saturdays over 3 months, for prayers walks and to listen to the Holy Spirit. These generated many ideas which the PCC have looked at, and our next step will be to hold a Vision Day for the Parish in July 2025, where we go deeper into the DNA of our Parish and look at our future plans and vision together. Pray for this future event and do keep the date of Saturday 12[th] July in your diaries.

Something that came out of these three days was the desire for our churches to attract families and younger generations. To start this we held, with the help of Natalie from Filey Police, an Easter event at St John’s Church. It was amazing to see the church full and for families to hear the Easter story again. As vicar and school governor I have, since September, been seen in our Church infant school far more – leading collective worship and spending time in classrooms with pupils and staff. We also welcomed FISS (Faith in Scarborough Schools) to St John’s in December to work with Y2 and their Christmas Labyrinth, which with the Christmas Tree Festival welcomed familiar and new faces into our church. I pray that this ministry will continue to open our doors to all.

My chaplaincies of the RNLI, Sea Cadets, Police and Royal British Legion have continued and it was rewarding to see them represented so well at our annual Remembrance services. Grateful thanks go to Rev Gordon Barley for his valuable assistance in keeping the chaplaincies to the Cadets and RNLI going during 2024.

“Multiply” which is aimed at 18-30 year olds and meets fortnightly for games, chat, and food has continued throughout 2024, with up to 10 people now in the group. In 2024 the group has

also celebrated an engagement (with the wedding in 2025) and a birth. We are now looking at how this group can develop further.

For three months of 2024 I was asked by Bishop Eleanor to become acting Area Dean. This was a valuable experience which enabled me to see how the Diocese operated through attending senior leadership meetings, supporting parishes in vacancy, and organising a Deanery Confirmation service and 2 Installation services for new clergy joining the deanery. Later in the year I had the privilege of attending a course at Windsor Castle about “Dwelling in the Problem” – a time to consider how we help neurodiverse people in a positive way. These would not have been able to take place without the support and encouragement of the PCC. I appreciate their support, time and experience that they so freely share. I pray that we can continue to flourish together through whatever 2025 may bring.

There have been examples of good stewardship over the year, with many people giving time, talents and resources and my thanks to all who do so. Highlights have included our three buildings gaining the Bronze Ecochurch award through the efforts of John Ives which also included an event with Yorkshire Wildlife Trust in our “Count for Nature” at St Oswald’s; my first experience of holding a well-attended Hustings event at St John’s prior to the General Election; Ryedale Festival holding an excellent concert at St Oswald’s;

We need to continue to build together to enable our parish to thrive and flourish and to reach out to everyone we meet in Filey; to consider further how we make a visit to our church buildings be one which is warm, welcoming, and memorable to everyone.

Let’s continue to surround all that we do in prayer, and allow the Holy Spirit to guide us into 2025 together. Rev Phil

Sea Cadets & RNLI Chaplaincy

Before Nigel retired he said he needed Chaplaincy cover during the vacancy for both the RNLI and the Sea Cadets. I was more than happy to help out. I was retired from parish ministry, I had PTO and so was ready to go.

At that time, I was living in Scarborough and over the following weeks and months I drove over regularly to be with the crew at the lifeboat station and the officers and young people at the Sea Cadets. Nigel had shown me the ropes so I continued to officiate as Chaplain at the monthly Sea Cadet parade.

I moved to FIley with my wife Sue just before Phil was inducted as the new Vicar of Filey Parish. Shortly after we met up to talk about the way forward. We agreed to share the chaplaincy of both the RNLI and the Sea Cadets. I therefore, have continued to attend them as usual, regularly at least once a month (as did Nigel during his incumbency) and officiate at the Sea Cadet’s monthly parade.

Other than the monthly parade I spend time talking to the officers and young people, attending the classes and going out with them on the water during the summer months. Something I am looking forward to doing more of this summer.

It is my hope, that having got to know everyone at the Lifeboat Station and the Sea Cadets they feel comfortable in approaching me pastorally regarding any issues they may face. Noting that in regard to the RNLI as Chaplain I am on the trauma team for as and when needed. Fortunately, this has not been the case since I have been involved.

Please note that I have been DBS checked by the Sea Cadets and have gone through their safe guarding procedures. I am registered as Chaplain with the RNLI.

It has been an honour and a privilege to show both organisations support and pastoral care. I also greatly appreciate their friendliness and acceptance of me. It has also been a privilege to represent Filey Parish, especially during the vacancy. Sue and I are members of St. Mary’s Church, Scarborough but try to attend either St. Oswald’s or St. John’s once a month. Rev. Gordon Barley

A Post Script

Parochial Church Council (PCC) Secretary Report April 2025

PCC members are elected for a term of 3 years and must undergo Church of England Safeguarding Training as part of their role.

Only 2 Church Wardens were elected in 2024, though there should be 6 Church Wardens, 2 for St Oswald’s, 2 for St John’s and 2 for St Thomas’. Sadly both church wardens resigned mid-term due to family illness.

Besides the 2 Church Wardens 9 members were elected to the PCC and 2 members co-opted as Safeguarding Officer and Deanery Synod Representative, with Rev Phil as ex-officio. This brought the total number of PCC members to 14. However, with the Church Wardens resigning in October 2024 and February 2025 and one person co-opted onto the PCC in December, the number reduced to 13. 2 members end their 3-yearly term of office this year. The Parish is allowed 15 PCC members plus Vicar, Church Wardens, Deanery Synod Representatives and Safeguarding Officer, therefore there will be 8 PCC vacancies at the APCM.

The Parish is also allowed 3 Deanery Synod Reps in total, therefore there are currently 2 vacancies.

From May 2024 to April 2025 11 PCC meetings took place with an average attendance of 65.1%

The number of PCC members is dependent on the number of people on the Electoral Roll. Less than 50 = 6 PCC members

At the 2022 APCM a resolution was passed to include Licensed Lay Ministers (Readers) as ex-officio members of the PCC.

If there are more than 50 names on the Roll of the Parish, on the date on which the Annual Meeting is held, the Standing Committee should be created, consisting of Rev Phil, each Church Warden, or, if there are more than two, such two or more of them as are appointed by the PCC by resolution and at least 2 other members of the PCC, appointed by the PCC by resolution, the number of whom must be at least equal to the number of churchwardens who - are members of the committee under paragraph (b). The number of Deanery Synod members per parish is also dependent on the number of people on the Electoral Roll. Once the Electoral Roll Certificate has been received by the Executive Assistant to the Diocesan Secretary, at the Diocese of York, they will be able to calculate the number of Deanery Synod representatives our parish can elect. Deanery Synod Representatives can be co-opted onto the PCC, they do not have to be members of the PCC. Presently the length of term is 3 years, which facilitates understanding of how the Deanery Synod works, plus a further 3 years if candidates wish to stand for reelection. The term cannot be extended to more than 6 years, according to the Resolution of the 2022 APCM.

Filey Parish currently has 1 Deanery Synod Member who was elected in 2023 and so has a further year in office.

The Pastoral Team Yearly Report April 2025

The Pastoral Team regularly visit 5 parishioners with Home Communion in their own homes, who are no longer able to attend church. There are currently 4 members of the Pastoral Team making these visits, all of whom have completed their safeguarding training. Though it would be good to have more members join the team. If you would like to know more about what we do, please talk to Rev Phil, Sue Neilson or Janice Midwood for further information.

A team of seven to eight volunteers continue to develop connections with Filey Fields residents with a monthly service, alternating between a Worship Service with communion at the end for those who wish to stay, and a Communion Service, both with hymns. These services happen on the third Thursday of the month in the lounge area. Some residents now join us for worship at our Sunday Services.

Pastoral Afternoon Tea for those who would like company are held four times a year at St John’s Parish Centre, with the support of 10 volunteers, without whom these afternoons would not happen. Volunteers offer their support by baking, waiting tables, help with the game of Bingo, providing musical entertainment and of course washing up and clearing away. Unfortunately, guests are asked to make their own way to and from the Parish Centre, and we are very lucky that some guests are able to car-share.

St Oswald’s Church Wardens Report

After a great deal of prayerful reflection, and heeding the advice of others, I sadly had to make the decision (regrettably in so many ways), to step down from my role as churchwarden on Wednesday 16[th] October 2024.

Working as a lone churchwarden for two plus years had taken its toll on my health. As you will no doubt be aware that the role of a churchwarden requires energy, both physical, spiritual, and emotional, I felt that I had reached my capacity. Also, my husband, Rev’d Paul Burkitt, sadly had a stroke in the September of 2024, therefore I needed to pay full attention to both our health issues.

I created, with the help of Liz Goodwill, a visual aid for setting up the church and the communion silver ware, these were placed in the vestry. We did this to help anyone who felt able help set up St. Oswald’s for services.

I felt sad not having incoming wardens to pass on the batten to, and therefore my hope and wish are that those who help at St. Oswald’s do so as a team, to share the load, and to experience the joy that I have also experienced as my time as churchwarden.

Prior to stepping down from the role as Churchwarden, St. Oswald’s welcomed many visitors during the hours of opening times. Lunchtimes Concerts were and hopefully continue to be an asset to Filey Parish. We said goodbye to Steve Yates in his role as Faculty and Project Manager and welcomed Trevor Yeoman to continue Steve’s excellent work. Looking back to 2024 :

Tuesday 21[st] May – School visit – Rawmarsh Ashwood Primary school visit Thursday 06[th] June – Bell ringers rang in acknowledgement of D-Day. Thursday 06[th] June – School visit – Ashton Lodge Primary Friday 07[th] June – Bell ringers rang a quarter peal Saturday 08[th] June – `Count for Nature’ led by John Ives Saturday 13[th] July – Royal British Legion – a blessing and dedication of their new standard.

Monday 05[th] August – Short Midday service to celebrate St. Oswald’s Day – thank you to Rev’d Phil Maudsley for leading this service, sadly, only myself and Rev’d Phil was in attendance.

Thursday 08[th] August – Trevor Yeoman began treating the North door table for woodworm Thursday 19[th] September – new tap fitted in the West Room by Bodens plumbers Our Organist, Claire Stubbs, became Rev’d Claire Stubbs as she was ordained as a Deacon at York Minster on Saturday 29[th] June 2024. Many Filey Parish Parishioners travelled to York Minster to be with her and her fellow Ordinands.

May I take this opportunity to thank everyone for their support, encouragement, and care. For the time that I served as Churchwarden, an honorable and humbling position, six years and six months, I thoroughly enjoyed my time. I left the role with happy memories, lots of experience and with joy in my heart.

St. Thomas’ Church Warden’s Report

The focus of St Thomas’ activities during 2024 has been our weekly services, with numbers averaging about 24 people. In addition to our core congregation we have welcomed friends from St John’s and St Oswald’s, other visitors from the surrounding area and holidaymakers from further afield, both old friends and new faces.

Thank you to ordained clergy Phil, Robert and Trish and lay readers Sue and Janice, who have taken our services during the year. I have also led services once a month: my formal title is ALM (Authorised Lay Minister), but “authorised” and “minister” seem too official for how I see myself and I much prefer the original role description of Recognised Parish Assistant.

Rev Robert Hall decided not to renew his Permission to Officiate when it expired at the end of the year and his final communion service was the Christmas Day service at St Thomas’, which was a memorable occasion. We presented Robert with a card, gifts and a cake to show our appreciation for his love and care for us over the years.

Like St Oswald’s and St John’s, we were privileged to receive a substantial legacy from Elsie Butterworth, a longstanding friend of St Thomas’. We have purchased new chair cushions and the fabric for some new altar hangings and her generosity has also enabled us to invest a further sum with a view towards the day when the church’s roof and cladding will once again need renewing.

During the year the planned work to replace rotting window frames and wash down the external walls was carried out and the building remains in a generally good state of repair, following the major refurbishments of 2016-2017.

Members of St Thomas’ continue to be involved in village activities and support Village Hall initiatives such as the weekly Village Get Together.

Ann Sargent, our Churchwarden, completed her ALM course during the year and is waiting for her final accreditation. We are very grateful to Ann for all the work she has done week by week to ensure the smooth running of St Thomas’ and our thoughts and prayers are with Ann and her husband, as she stands back to care for John, during his recovery from major surgery.

Thank you to all the members of the congregation who contribute to making St Thomas an attractive, welcoming and supportive environment. Thanks, too to Liz, our Parish Administrator, for her work on our behalf.

Deanery Synod

Each church in Scarborough Deanery has a number of representatives on the Deanery Synod depending on the size of the congregation. Filey Parish has 3 representatives as well as the Vicar. I was elected as a Deanery Synod Representative at the APCM in May 2023. I am still the only Deanery Synod representative apart from the Vicar. The first Deanery Synod was held on 12[th] March at St. Saviour’s Church, Gladstone Road, Scarborough.

There was a presentation on Mustard Seed & Stepping Up led by Cerrie, Paul, Craig and Wanda who shared their experiences of the programme, we were able to ask questions and then we split in to small groups to pray for everyone involved in the programme and the communities where they work.

The Mustard Seed programme is run by the Diocese of York to encourage the growing of disciples in places where life is tough. Scarborough Deanery is such a place due to its location as a coastal community. The lay people on this programme become part of a Stepping Up learning community to investigate their God given gifts and learn how to use these gifts to develop mission in their local communities.

The second Deanery Synod was held on 24[th] June at St. John’s in our Parish.

Rev. Phil was acting Area Dean, but the presentation on the ‘Journey of Multiply Ministry’ that we were expecting couldn’t happen as there had been a sudden death in the family of the speakers.

As it was just before the general election, Rev. Phil was able to use the Christian Aid material on “Breaking bread” with our MP. We were able to discuss in small groups how we could build relationships with our MP and invite them to normal church activities and ask them “how can we pray for you”. We were encouraged to use the Church of England resources to “Pray Our Part” The third Deanery Synod was held at St. John the Baptist Church, East Ayton.

There was a presentation by Revd. Johannes (Jan) Nobel the Diocesan Environment Ambassador. He does this job for the Diocese one day a week and is a Priest in Charge at a Parish in York the rest of the time.

Jan spoke about how being environmentally aware was linked to the “five marks of mission”. There was a lot of very interesting information that was shared. Engaging with Eco Church was encouraged, which was a real endorsement of what John Ives has been doing in our Parish. We were able to pray in small groups for the increase in awareness among our congregations and that people would be called to rise up to enable our churches to do more in our locations to look after our planet.

Worship and Prayer

All are welcome to attend our regular services. At present there are 133 parishioners on the Church Electoral Roll, 13 of whom are not resident within the parish.

The highest weekly attendance (adults and children), counted during October 2024: 51 at St Oswald’s, 65 at St John’s

As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping. Prayer for the Parish meets monthly on a Thursday for 30 minutes at Trisha Wick’s house. We have had several new people join us this past year which is encouraging. We now have a nucleus of 10 – 12 people who attend. Each time a list of prayer topics is provided which we use as we meet, which people can use at home and which is given to people who miss a meeting. People who attend appreciate that the new list of topics also updates them as to what is happening in the Parish. Not everyone needs to pray out loud as silent prayer is just as important. All are welcome to join us.

Parish Zoom Services

Zoom Worship Services, which started during the Pandemic, continue to provide a quiet and safe space for morning and evening on-line worship services, supporting parishioners who wish to worship together who are not always able to get to a church service. Zoom services happen at 9am Wednesday and Thursday mornings and 6pm on Sunday evenings. On average 3 or 4 people meet to worship together at the morning and evening services using the Church of England Daily Prayer App.

It is true to say that attendance to the zoom services is no longer as high as they once were during the pandemic. However, feedback suggests they are very important to those attending for worship and also for fellowship.

As Matthew writes in chapter 18, verse 20:

“For where two or three gather in my name, there am I with them.” Janice Midwood

Together Time

Throughout 2024 we have been able to present Together Time on the fourth Sunday of each month except December when other activities prevented us meeting. The team has worked hard to provide an alternative style of worship in a relaxed atmosphere. Alongside Bible reading and reflection time we have enjoyed sketches and activities as a way of making us all think about our faith journey and hopefully growing as followers of Jesus. My heartfelt thanks to all the team for all their hard work and commitment and all the faithful folk who choose to join us.

Open the Book

Since the Bible Society, who own the Open the Book name, needed us to register and pay a fee for all our members, we decided to carry on as we were but not officially register. This means we are allowed to use the materials that we already had, we can carry on going into school and tell stories but not call ourselves “Open the Book”

So we are still going into the infant school, and since last January we have told the stories of:The Secret Baby{Moses in the Bullrushes}, Jesus and the Children, The man who came back, The centurion’s servant, the big spender{the Prodigal son} The Christmas Story, The big party and Ruth. Our plan is to do a 2-part story for May and June about Elijah.

Our team consists of Margaret and John Clarke, Pam Roberts, Sue Harrington, Sheila Sutcliffe, Betty Burr, Maggie Hebdon, Trevor Yeoman, Jacqui Walker and me(Ann Simpson) Sometimes we are all available sometimes some are missing, so we are always on the lookout for new Thespians to join us. We perform in the infant School at 11 am in the hall, arriving at

10.30am to run through the story. The children enjoy our visits, and we often persuade year 2 children to join in with acting. Now all we need is a new name. Please support us with your prayers.

Wonder Time

‘Wonder Time’, based on ‘Godly Play’, a Christian movement centred on childhood spirituality, was created by a team from Filey Parish to tell Bible stories to year one and two children at Filey Church of England Primary School.

Wonder Time takes place on a Monday Lunchtime, the story-telling team consists of Janice Midwood a Licensed Lay Minister (Reader) and Chris Turner (Mr), who have completed the necessary church and school safeguarding training.

The school organise consent forms for parents to sign agreeing their child can attend sessions. A member of staff brings the children to each session, staying to the end.

The resources for each Wonder Time story, made by the ‘Parish Stitchers’ and ‘Wonder Time’ team, are used to tell a bible story, after which the children are invited to reflect on the story through “I wonder …” questions to encourage their own spiritual journeys. The children can then choose between an activity sheet based on the story or use the resources to tell the story themselves.

You never know what the children are going to say, recently they asked:

“Is God still alive?”

“How old is God?”

“Does God have a white beard and use a walking stick”

“If Jesus is alive why can’t we see him?” There are usually five stories each half-term, told to a group of up to 12 children from year one, with the same five stories told to year two children the following half-term.

It is really encouraging that we now have 2 groups of year 1 and 2 groups of year 2 children wanting to attend the sessions, and we are grateful to Filey Church of England Primary School for allowing us to work with the children. Janice Midwood

Pastoral Committee Annual Report

The Pastoral Team regularly visit eight parishioners with Home Communion in their own homes, who are no longer able to attend church. There are currently five members of the Pastoral Team making these visits, though it would be good to have more members join the team. If you would like to know more about what we do, please talk to Rev Phil, Sue Neilson or Janice Midwood for further information.

A team of seven to eight volunteers continue to develop connections with Filey Fields residents with a monthly service, alternating between a Worship Service with communion at the end for those who wish to stay, and a Communion Service, both with hymns. These services happen on the third Thursday of the month in the lounge area and some of the residents now attend our Sunday Services.

Pastoral Afternoon Tea for the bereaved and/or lonely are held four times a year at St John’s Parish Centre, with the support of 10 volunteers, without whom these afternoons would not happen. Volunteers offer their support by baking, waiting tables, help with the game of Bingo and provide musical entertainment.

Unfortunately, because the Little Community Bus is no longer running guests are asked to make their own way to and from the Parish Centre, and we are very lucky that some guests are able to car-share.

Filey Mothers’ Union

The Filey Mothers’ Union meets at St. John’s on the first and third Wednesdays most months at 2pm. Some months we have speakers or a short service and other weeks we just have a chat and refreshments.

We start the year with our AGM in January. We had 5 services during the year when we welcomed Rev Robert Hall, Rev Canon Chris Humphries, and I led the Easter and Remembrance services and Audrey led the Welcome back service in September. We had 4 social afternoons plus 2 parties, one in July and one in December. Visiting speakers were Catherine Welch - Filey Shipwrecks, Sandra Barber – Me and my camera, Rev Trish Wick -My time with M.U. in Sudan, Barbara Ford – chatting about Mothers’ Union, Sue Neilson – My Vicars Izzy was due to talk to us updating the latest in I.D.A.S but due to inclement weather we had to abandon the meeting but Izzy managed to get to our Christmas party, so we were able to give her the donations collected for the families.

Sadly, we lost 2 members during the year, Pat Metcalfe and Pat Howieson and our thoughts and prayers were sent to their families.

We took some of our over 80’s to Filey fields restaurant for afternoon tea in July which was lovely.

The Christmas Tree festival Happened again this year and we used some of our old decorations for Mothers’ Union around the world. It was a great success and will happen again this year.

Apart from the Filey Bay Today magazine my write up now goes in the Filey Link each month so everyone can see what’s coming up each month. Ann Simpson. Branch Secretary.

St John’s Baby & Toddler group

The group continues to flourish with an average attendance of twenty toddlers with parents and grandparents attending every Wednesday during term time.

However, 2024 did see some changes as volunteers made the decision to step back for a number of reasons and for a while it was felt that the group may have to fold. However, Janice and Liz became aware of the need and for the sake of parents and toddlers in Filey with no other Toddler group stepped forward to run the group together with a few new volunteers. The group, when it has twenty attending, is really at capacity and once again we had to set up a waiting list. Discussions took place with Mrs. Clark, Headteacher at Filey Nursery and Infant School and these have resulted in a second toddler group being set up and run on a Monday morning, it being run at the same time and set up the same way as the Parish Group. This has opened doors for more parents not able to attend on a Wednesday to attend on a Monday or it offers a second opportunity to meet during the week.

Without volunteers neither of these groups would be possible so a huge thank you to all volunteers who have come forward to help families in Filey who have babies and toddlers. Christine Wilson

St John's Care and Growth Team

The St John's Care and growth team continue to meet regularly overseeing the care of the building and land. They also ensure that without wardens the services at St Johns are organised.

The Parish Centre is extensively used by numerous organisations every day of the week. We still welcome all ages from toddlers to chairobics and are delighted to have started with Squirrels and Beavers with the aim of starting Cubs and Scouts in the near future. Maintaining this area to a good standard is essential and for this we are grateful to Jo who not only cleans the centre but both St John's and St Oswalds.

The Quinquenial inspection took place in the Autumn we are still awaiting the report. Providing there is no major work needed we are unaware of the plan is to improve the lighting in St John's church during 2025.

The extensive garden was maintained by a very small group of volunteers with the help of Neville maintaining the grass. In the Autumn thanks to the Friday coffee morning money Neville kindly helped with extra gardening work.

On the first Saturday of the month we continue to open the church doors and enjoy a morning of friendship welcoming anyone who wants to join us.

The Parish Craft group continue to support St John's with their well attended craft coffee mornings and the team are very grateful to them. Christine Wilson Parish Centre Coordinator

Bell Ringers

St. Oswald’s bellringers have had another steady year in the belfry. We have, as usual, rung for weddings and Remembrance Sunday as well as many Sunday services as we could with as many of our five ringers who were available.

We will be ringing the bells at 6.30 pm on Thursday 8 May to celebrate the 80th anniversary of VE Day, along with thousands of bellringers across the country.

Parish Crafters

The Parish Crafters met on the second and fourth Wednesday of the month during the year. The main focus was making hand-crafted items for sale at their Spring Fayre and Xmas Fayre, but members tried their hands at different crafts and the sessions were always enjoyable socially.

The Spring Fayre was held at the St. John’s Parish Centre on 20th April 2024, and the Xmas Fayre on 16th November 2024. The Fayres included refreshments, a bake sale and tombola, as well as the sale of craft items, and they raised a total of £1379 for the St. John’s Fabric Fund. Our thanks go to all who contributed items and helped out on the day.

The crafters continue to meet on the second and fourth Wednesday of the month from 2:30 to 4:30 at the St. John’s Parish Centre and all are welcome (men and women). Christine Turner

Saint Oswald’s Flower Ladies

As usual, the Flower Ladies have worked hard over the past year, to keep St Oswald’s looking florally decorated, which has been appreciated by parishioners and visitor alike. We received some generous donations through the year to keep us in flowers, and special thanks go to the coffee ladies at St Oswald’s, who regularly contribute to our funds. The Flower Ladies, however, would like to say a big thank you to everyone who has donated over the last year, no matter how large or small – it is all very gratefully received – the cost of flowers is rising like everything else!

Ecumenical Relationships

Filey Parish is a member of Churches Together in Filey (CTiF) in which a covenant was signed in 2000AD between Filey Methodist Church, St Mary’s Roman Catholic Church and the Salvation Army in Filey. The Chairman during 2024 was Major David Ellison of The Salvation Army.

Mission and Evangelism

The Monthly Link edited by Margaret Clarke to whom we give thanks, provides a valuable opportunity to include a Monthly reflection, personal stories of faith, articles from the diocese, prayer requests and useful diary dates, it is another communication source for the Parish. This is available by email and also hard copies are available in the churches.

The Website is edited and refreshed by Paul Luxton which makes it up to date and information is readily available, so many thanks to Paul. With thanks to Charlotte, the Parish Facebook continues to be a good way of advertising information on services and events that we hold within our Parish. Many thanks for those who have sent items to be posted over 2024 and kept the Parish relevant within the community of Filey.

Financial Review

The annual financial statements for the 12 months ended 31[st] December 2024 are prepared on the accruals accounting basis.

Charitable Giving 2024

As a Parish we give 10% of donations that we receive to support other charities that are pursuing the whole mission of the church. We try to look at sharing this between local, National and International charities across the year.

At our Benefice Service in September Angela Axelby gave a presentation on the work of Compassion. There are a number of individuals within the Parish that already sponsor children through Compassion, so the PCC thought that we could do so as a whole Parish.

We are now supporting Deisy in Columbia. This is initially for three years but we hope that this sponsorship will continue. We can’t publish her photo but there is a document at the back of all ofour churches that has a photo and more information about Deisy, as well as a letter from her. The other donations made in 2024 were:

£1000 for the new foodbank in Filey hosted at the Methodist Church

Unrestricted Funds

Total income in relation to unrestricted funds was £139,046 (2023: £145,396) of which £34,537 (25% of the total) came from planned giving. Gift Aid is still to be recovered for 2024. Further unrestricted income was received from sources including donations and grants, parish fees (for marriages and funerals), Parish Centre rents and investment income.

Unrestricted expenditure relates mainly to the day-to-day running costs of our two church buildings and includes a contribution to York Diocese, utilities costs, insurance, the costs of Sunday and mid-week services, clergy expenses and administration costs. In 2024, total unrestricted expenditure was £139,811 (2023: £131,507). The deficit of income over expenditure was £765 (2023: £13,889). Unrestricted reserves at 31[st] December 2024 amounted to £221.276 (2023: £222,041), of which £871 relate to the designated fund for the St John’s Mother and Toddler group.

The PCC monitors the financial situation of the Parish at PCC meetings. Major cost areas have been, and continue to be, reviewed for value for money, taking advantage of fixed-term deals, for example. It should also be noted that many of the running costs of mission and buildings are fixed in the medium-term.

Restricted Funds

Restricted income, in the form of donations and grants, together with income from the sale of pews from St Oswald’s and annual car parking spaces at St John’s, amounted to £76,402 (2023: £60,291). Donations and legacies are recognised only when received. Pledges, promises and similar intentions are not included in the PCC’s accounts until received. Where donations are received under a valid Gift Aid declaration, the amount of income tax is allocated to the respective donation/fund.

Restricted expenditure amounted to £4,929 (2023: £88,554).

As at 31[st] December 2024, the balance of restricted funds for St Oswald’s was £38,664 (2023: £5,918) and for St John’s (2020Vision) the balance was £48,565 (2023: £9,838). Including other historical restricted reserves, total restricted reserves at 31[st] December 2024 amounted to £87,229 (2023: £15,756). Note 10 of the financial statements provide further detail.

Endowment Funds

In line with the general economic environment, the Fund’s investments showed a revaluation gain of £48,369 at 31[st] December 2024. However, the investments are held for the long term and the movement in value should be seen as just a spot check between two specific points in time.

Reserves policy

It is PCC policy to maintain a balance on unrestricted funds which equates to at least three months unrestricted payments. For the year ended 31[st] December 2024, this is equivalent to approximately £35,000. It is held to smooth out fluctuations in cash flow and to meet unforeseen day-to-day expenditure.

Available unrestricted reserves at 31[st] December 2024 stood at £220.405 (2023: £221,250), which is more than required. The PCC continues to give consideration to the

management and utilisation of unrestricted reserves over and above the amount to be retained in accordance its reserves policy.

I report to the trustees on my examination of the financial statements of Filey Parochial Church Council (the charity) for the year ended 31[st] December 2024.

Responsibilities and basis of report

As the trustees of the charity, you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (the 2011 Act).

I report in respect of my examination of the charity’s financial statements carried out under section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiner’s statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. Accounting records were not kept in respect of the charity as required by section 130 of the 2011 Act; or

  2. The financial statements do not accord with those records; or

  3. The financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

Accounting Policies

The PCC is a public benefit entity within the meaning of FRS 102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and with the . Regulations' "true and fair view" provisions. They have also been prepared in accordance with the Charities SORP (FRS 102)

The financial statements have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes to these accounts. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of Church members.

Cashflow Statement

The Charity has taken advantage of the exemption in FRS102 from the requirement to produce a Cash flow statement on the grounds that the income does not exceed £500,000.

Going Concern

There are no material uncertainties related to events or conditions that cast significant doubt on the charity's ability to continue as a going concern.

Accounting Estimates and Prior Year Errors

No changes to accounting estimates have occurred in the reporting period.

Description of Funds

Unrestricted funds are income funds of the PCC that are available for spending on the general purposes of the PCC, including amounts designated by the PCC for its own use or for spending on a future project and which are therefore not included in its "free reserves" as disclosed in the trustees' annual report.

Restricted funds comprise of two elements :

a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest

b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of each year must be carried forward as a balance on that fund. The PCC does not usually invest separately for each fund. Where there is no separate investment, interest is apportioned to individual funds on an average balance basis.

Endowment funds are restricted funds that must be retained as trust capital either permanently

or subject to a discretionary power to spend capital as income, and where the use of any income or other benefit derived from the capital may be restricted or unrestricted. Full details of all their restrictions are shown in the notes to the accounts.

Income

Planned giving, collections and donations are recognised when received or when the PCC becomes entitled to the resource and the monetary value can be measured with sufficient reliability. Tax refunds are recognised when the incoming resource to which they relate is received. Grants and Legacies are accounted for when the PCC is legally entitled to the amounts due and the monetary value can be measured with sufficient reliability. Dividends are accounted for when receivable, interest is accrued. All other income is recognised when it is receivable. All incoming resources are accounted for gross.

Expenditure

Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The diocesan parish share is accounted for when due. All other expenditure is generally recognised when it is incurred and is accounted for gross.

Governance and Support Costs

Governance costs comprise all costs involving public accountability of the PCC and its compliance

with regulation and good practice.Support costs include central functions and have been allocated

on a basis consistent with the use of resources.

Fixed Assets

Consecrated and benefice property is not included from the accounts by s.10(2)(a)&(c) of the

Charities Act 2011. Moveable church furnishings held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal are inalienable property, listed in the Church’s inventory, which can be inspected (at any reasonable time).

No depreciation is provided on buildings as the currently estimated residual value of the properties

is not less than their carrying value and the remaining useful life of these assets exceeds 50 years, so that any depreciation charges would be immaterial.

Other tangible fixed assets are valued at cost less depreciation to date. The depreciation rates and methods used are:

· Freehold property –

nil

· Other fixed assets & equipment – 15%pa on a reducing balance basis.

Assets acquired with an individual cost of £10,000 or less are not capitalised and written off in the year of acquisition.

Investments

Investments in quoted shares, traded bonds and similar investments are valued initially at cost and subsequently at market value at the year end. Investments held for re-sale are treated as current asset investments

Debtors

Debtors are recorded at the actual amount receivable.

Creditors and Accruals

Creditors are measured at settlement amounts less any applicable discounts. Accruals are measured on best estimate of the amount required to settle the obligation at the reporting date.

Taxation

The church is an excepted charity within the meaning of the Taxes Acts. Accordingly, it is potentially exempt from taxation in respect of income and capital gains received to the extent that such income and gains are applied exclusively to charitable purposes. No provision for taxation has been made in these financial statements.
