## **Structure, governance, management & administrative information** 

The Anglican Parish of St Oswald’s, Filey (with St John’s, Filey and St Thomas’, Gristhorpe) in the Diocese of York. The Diocese Charity Number is CN244976. 

The Parish of Filey consists of St Oswald’s and St John’s in Filey and St Thomas’ in the village of Gristhorpe. It is part of the Diocese of York within the Church of England. The correspondence address is The Parish Office, St John’s Church, West Avenue, Filey YO14 9AU. The Vicar’s correspondence address until Jan 2023 was The Vicarage, 5 Belle Vue Crescent, Filey YO14 9AD.(This Vicarage has now been sold- March 2023) 

Filey Parochial Church Council (PCC) has the responsibility of co-operating with the incumbent, the Reverend Nigel Chapman (retired Jan 2023), in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the churches of St. Oswald’s, Church Hill, Filey YO14 9ET; St John’s West Avenue, Filey YO14 9AU which incorporates The Parish Centre. St Thomas’, Main Street, Gristhorpe YO14 9PP has the status of a private Chapel and is administered by its own church committee, liaising with the PCC. 

The method of appointment of PCC members is set out in the Church Representation Rules. The membership of Filey PCC consists of the incumbent (our vicar), churchwardens, members elected by those members of the congregation who are on the electoral roll of the church and the Treasurer and Secretary. 

All those who attend our services/members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. 

The PCC members are responsible for making decisions on all matters of general concern and importance to the Parish including deciding on how the funds of the PCC are to be spent. The PCC met 10 times during 2022 at St John’s with an average level of attendance of 88% present. Given its wide responsibilities the PCC has a number of committees each dealing with a particular aspect of parish life. These committees include worship, mission and outreach, fabric, finance and staffing are all responsible to the PCC and report their recommendations to the PCC for discussion and decision as required. 

The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2006). The PCC is registered with the Charity Commissioners, registration number 1130668.

Safeguarding continues to be an important part of how we ensure everyone who is a part of our ministry and Parish are valued and kept safe. We have had no safeguarding concerns in 2022 within the Parish. Those members in positions of leadership have been actively taking part and renewing their safeguarding training provided by the Diocese. 

## **Aim and purposes** 

Filey Parish exists to further the mission of the world-wide church and of the Church of England in particular. Its chief objectives within this aim are: 

- The regular worship of God: The Father, Son and Holy Spirit 

- The teaching of Christian faith and doctrine to all ages 

- The pastoral care of parishioners 

- Evangelism and outreach 

- Offering friendship and fellowship to parishioners and visitors alike 

- To identify and make best use of the gifts and skills of both clergy and laity 

- To co-operate as closely as possible with the other Christian churches in the town (Churches Together in Filey), seeking to live out the terms of the covenant made between them in the year 2000AD 

The PCC is committed to enabling as many people as possible to worship at our churches and to become part of our parish community in Filey. The PCC maintains an overview of worship throughout the parish and makes suggestions on how services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament. 

When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through: 

- Worship and prayer; learning about the Gospel; and developing their knowledge and trust in Jesus. 

- Provision of pastoral care for people living in the parish. 

- Missionary and outreach work. 

To facilitate this work, it is important that we maintain the fabric of all our Churches and The Parish Centre@ St Johns.

The Parish aims to provide opportunities for regular worship at the Parish Church, and the two other Anglican church buildings within Filey and Gristhorpe. Its ministry is offered to all who live in the Parish, without distinction. We seek to work closely with the other Christian denominations within the town. 

## **Objectives and Activities** 

As people of faith, our purpose is to worship and serve God both in the life of the Church and the wider community. We believe in a loving God revealed to us through the Bible and the life, death and resurrection of Jesus Christ. We are flawed people, but ... God’s grace reaches out to everyone. THEREFORE: 

Our Mission is to be the family of Christ, who love and serve God, filled by the Holy Spirit, sharing God’s love in word and action. We endeavour to do this in three ways: 

- Deepening our faith. By developing a richness of commitment and becoming more Christ-like. 

- Growing the Church. By reaching out to others with God's love, building fellowship and adding to our numbers those who believe. 

- Serving the community. By having concern for the needs of others and respond in the way of Christ with compassion, kindness, humility and patience. 

## **Legacy Policy** 

The policy was reviewed in Nov 2022. The overriding aim is to use legacy gifts to further the work of the church here in Filey, including mission and outreach to the people of Filey and the development of our buildings, facilities or staff to help that happen. The overriding aim of this policy is to use every gift received to make a real and meaningful difference in the parish where it is most needed. Accordingly, the PCC encourages donors to leave their legacy gift for the general purposes of the parish. 

## **Achievements and Performance** 

## **Chair Filey PCC & St. Oswald’s Church Wardens’ report Mrs Angela Burkitt** 

I have been church warden for five years now, how time goes by so quickly.  One year a singular warden.  Five years of joy, of learning.  Being a Tertiary of the Franciscan Society of St. Francis, has helped me in my role as Church Warden, in the way of humility, being obedient to the work of the Parish, and certainly my quiet prayerful nature. 

On 31st January this year we said farewell to Reverend Nigel Chapman and his wife Vivienne, we wish them a long and happy retirement.   A service of farewell took place on Sunday 29th January 2023.  Presentations and words of farewell, a hearty bring and share buffet was held following the service.  We welcomed our Mayor of Filey 

Cllr Jacqui Houlden-Banks, one member of the local constabulary, members of the RNLI crew. 

Goodbye and thank you to Lesley Prince as both Multiply worker and warden for St. John’s. Another thank you and goodbye to Michael Prince, Parish Treasurer who kept our Parish finances in order. 

It is with sadness that we announced and said goodbye to one of our much-respected member of our community died, Joan Tomlinson, aka Spencer on Tuesday 14th March. 

Welcome aboard and thank you to David Wilson, our new Finance Co-ordinator and Sandra Wilde, our new Book-Keeper, now both work to keep our Parish finances in order.

In the absence of an incumbent, I need to extend my thanks and gratitude across the Parish. 

Many thank you’s to our retired Priest’s who have helped lead us in prayers, holy worship and importantly bring us closer to God in Holy Communion. 

My very grateful thanks to our Licensed Lay Minister’s (Reader’s), Sue Neilson and Janice Midwood, for their work and commitment in the community; home communions, visiting the sick and elderly at home, hospitals and nursing homes, internment of ashes, education visits to schools, leading church services, baptism preparation. Thank you to Ann Sargent in her work as Deputy Church Warden at St. Thomas’ and to Anne Mead in her work as Recognised Parish Assistant at Thomas’, Gristhorpe. 

Thank you to Liz Goodwill for her dedication, hard work and commitment to the parish as administrator, and especially during the vacancy as extra responsibility came her way. Margaret Clarke for her work on our parish Link each month and for her skills in putting the finishing touches to our Parish Profile. 

Many thanks to those who have helped me as `Assistant Church Wardens’, helping to set up the church for services.  John Clarke, Christine Wilson, Joan Lear, Joan Tomlinson RIP (aka Spencer), Margaret Cappleman. 

A very big thank you to Claire Stubbs who works tirelessly as choir leader, her musical skills and talents are very much valued and appreciated.  Thank you Claire for being our Ordinand, working and studying to bring us the word of God in her thought-provoking and educational sermons. 

Thank you to our choir, for your skill, your time and for helping to musically lead the congregation.  Thank you also to Bryce Chatto for his musical talents and time 

Our thanks also to Revd. Huw Waring, Curate, our Self Supporting Minister. 

We are very grateful to our Flower team for their beautiful floral displays around the church, and for the beautiful Mothering Sunday posies.  Thank you also goes to our Brass cleaning team. 

Thank you to our sides-persons team who provide warm welcomes to all who join our services on Sunday mornings. 

We would like to thank our bell ringers who call worshippers to prayer. 

Thank you goes to our Vergers, Margaret Plewes and Peter Thompson who prepare our church for funerals and weddings. 

Thank you very much to Steve Yates, our Project Manager and for his hard work and dedication to projects, especially the North and South Transepts, and for his commitment to the care of the building, and for his interesting educational tours. 

Thank you to Sue Megginson for Co-ordinating volunteers to keep St. Oswald’s open through the summer months 

Thank you also to Chris Megginson for working hard, keeping our Church Yard tidy and respectable. 

Thank you to Robin Hunter for his quiet work in the graveyard. 

Thank you to Sandra Bolton our church cleaner who has kept St. Oswald’s, St John’s and the Parish Centre clean and presentable.

Thank you to Sue and Julie for providing refreshments after our services, bringing people together for fellowship.  Thank you so much for my own cup of tea when I don’t have the time to join everyone after the services.

Thank you to Monica Barnett for looking after our school visits, providing children with historical knowledge. 

Our monthly Parish Praise, Lay-led services have been well received with very positive feedback.  Led by Claire Stubbs, Janice Midwood and myself. 

Thank you also to Paul Luxton who keeps our website up-to-date.  Christine Wilson for her commitment to the Parish Hall, and all volunteers at St. John’s.  Thank you to Stephanie Luxton for her commitment with Chatterbox. 

Sunday 09 January 2022 

Confirmation service led by Bishop Allison White.  Confirmed were Di, Tim and Richard from St. Thomas’s, Gristhope. 

Saturday 11th June 2022 

Revd Huw Waring, our Parish Curate was Priested on at Hull Minster, he celebrated his first Holy Communion the following day at St. Oswald’s.  A celebration indeed for the community. 

Wednesday 27th July 2022 

The funeral of Lucy Rosina Witcombe, a respected member of our community for many years, took place. 

Pilgrimage Weekend – Saturday 27 to Monday 29 August 2022 

A led Pilgrimage, following in the steps of the Augustinian Friars who established churches along the coast from Bridlington to Scarborough.  Day 1 began at Bridlington Priory, stopping at St. Oswald’s in Flamborough, ending at St. Michael’s in Bempton (9.5 miles).  Day 2 began again at St. Michaels, stopping at St. Leonards in Speeton and ending at St. Oswald’s in Filey (9.5 miles).  Day 3 began at St. Oswald’s in Filey, stopping at Cayton Bay and ending at St. Mary’s in Scarborough (10 miles).  Those taking part were able to walk, drive, cycle or take public transport.  First Aid was available at all times. 

Graveyard Tidy-Up 13th August 2022.  Excellent job done by a small group of volunteers. 

Community Payback Team Regular visits to St. Oswald’s, to keep our graveyard tidy and respectable. 

Death of Her Majesty the Queen September 08 2022.  St. Oswald’s open through the week for people to reflect and sign the book of condolence.

## Celtic Morning Prayer Service 

Began in February 2023.  From April, this short service takes place each Tuesday morning. 

## Transepts 

Planning and work began before lockdowns, and because of the lockdowns the work was delayed.  Now we have our Chapel and new chairs.  Work continues in the North Transept, with new chairs for this area too.

## Evening of Prayer for Filey – 23 March 2023 

On the 200th year anniversary of John Oxtoby’s impact on Filey.  Led by Rob Parker. _Angela Burkitt_ 

## **St. John’s Church Wardens’ report** 

This has been yet another year of change for St John’s. At our A.P.C.M. Lesley Prince agreed to stand as Church Warden. 

We have been able to continue regular services each Friday morning alternating Holy Communion led by clergy and Morning Prayer led by laity. The occasional fifth Friday has seen the introduction of Shared Fellowship where the congregation are given the opportunity to share music, words, readings or prayers that speak to them. Fifth Sunday Benefice services have also been held at St Johns’. Café Church services ceased in April when Rev. Wilma Horton was forced to step down because of her worsening eyesight. Lesley and Michael Prince were able to share Family Time with families they maintained contact with during Covid restrictions. Sadly this came to an end in December when the couple moved away from Filey. We also lost our Church Warden. A lay led All Age Worship service called Together Time was launched at the beginning of Advent to be reviewed in the Summer of 2023. 

In terms of the building grateful thanks must go to Christine Wilson and Graham Wilkinson who keep a watchful eye on the fabric. During 2022 the exterior doors and outstanding stone work repairs were completed which has made a big difference to the general appearance of the Church. Keeping the garden tidy has again relied on volunteers except for the grass cutting. Fund raising continues so that the car park can be upgraded ASAP. 

There were no volunteers for the post of Church Warden vacated by Lesley. Volunteers have stepped into the breach but this cannot continue indefinitely. _Pam Roberts PCC member_ 

## **St. Thomas’ Church Warden’s Report** 

This year has been quiet and the congregation statistics steady. We are averaging 25 adults and occasionally 2 children attending services. Last summer 2022 we did have visitors from abroad, a German family 2 parents and 2 teenage children. A family from Leeds who brought a student and her family of two young men. She was attending Leeds University and her native homeland was Africa. We also had visiting us for several weeks a Family from the Circus who are from Iran. When the Circus left for Goole in the September, shortly afterwards the family applied for Asylum and are now living in Darlington awaiting the outcome of their application. Also with the new caravan season starting soon this also brings the numbers of the congregation up. 

I wish to thank the Lay ministry of Filey for their kind support of St.Thomas’s. I am also pleased to report that we may have a person interested in the new ALM course (which replaces the RPA). This course begins in September for 10 months. 

At St. Thomas’s we often receive compliments in regard to how lovely the church is and how helpful and welcoming everyone is. So this reflects on all the congregation, so I wish to thank all members for their kind help over the last 12 months especially as it has now been 12 months since I became Church Warden.

## **Deanery Synod** 

Scarborough Deanery Synod meet 3 times a year at different venues around the deanery. One meeting was held at St. Martins Deanery School where we were welcomed by the Headteacher Mrs Claire Barber and her staff’ Mrs Barber spoke about ‘Life and Joys of St. Martins followed by a walk around the classrooms and also looked at prayer spaces within the school.

In October 2022 The Rev’d Dr Ian McIntosh York Diocese Director of Mission and Ministry spoke on ‘The exciting opportunities for Lay and Ordained Ministries’. 

Through all meetings there was discussion on Living Christ's Story and how it can be developed in the Deanery plan and within parishes. _Maggie Hebden_ 

## **Worship and Prayer** 

All are welcome to attend our regular services. At present there are 129 parishioners on the Church Electoral Roll, 12 of whom are not resident within the parish. The average weekly attendance (adults and children), counted during October 2022: 

35 at St Oswald’s, 

23 at St John’s 

21 at St Thomas’. 

As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping. During 2022 There has been: 

- Baptisms –  13 children. 

- Weddings  - 6 Weddings. 

- Funeral Services in Church - 17 

- Thanksgiving Services 3 

- Crematoria only Funerals – 1 

- Cemetery burials (the Lawns) – 5 

- Burial of ashes in St Oswald’s Churchyard - 9 

## **Parish Social Media** 

Filey Parish runs 4 accounts of Social Media. Filey Parish UK is the Facebook account  with 778 followers. The admins are Margaret Rowling, Ann Simpson, Liz Goodwill and Pauline Jacksons. Admins may do posts and answer questions. 

St John’s Baby and Toddler group, Filey has 543 followers and much used for carers, guardians and parents to communicate with the Group Leaders on a weekly basis . The admins are (Margaret Rowling,) Christine Wilson, Ann Simpson and Gill Wilkinson. 

Parish Twitter is FileyParish churches, @FileyParish has 792 followers  and is run only by@margaretkiaora oka Margaret Rowling who runs it in tandem with Filey _Uk  ( with Tracey Roberts) with 4,115 followers, and thus able to retweet all Parish Tweets to their followers too. 

Instagram is ifileyparish and has 141 followers. 

5 years ago I wrote here that I no longer want so much responsibility for the Social Media. I have done as much as I can to ensure safeguarding  but still need someone to bring all our / my efforts under a  proper Parish umbrella of oversight and policy. _Margaret Rowling_ 

## **Open the Book** 

During 2022 we were able to visit our Church Infant and Nursery Academy 11 times to share our dramatised Bible stories. During the year we welcomed two new recruits to the team (John and Margaret Clark) which was a bonus; but now we have lost Rev.Nigel. Some of the team

are feeling the aches and pains of increasing age so more new blood is important if we are to keep the team going. The one certainty is the welcome we receive when we take our stories into school. The children are very pleased to see us and are a wonderfully receptive audience. Our presence as part of Collective Worship within the school is an important witness. You do not have to be a gifted actor just a feeling for sharing Gods’ word with young children which is indeed a privilege. Please consider joining us if you possibly can. _Pam Roberts_ 

## **Sparklers** 

We started a new style Sparklers in September 2021 in St John’s Parish centre instead of in school. We welcomed 5 families for tea and craft activities with Bible stories, on a Tuesday after school. We met each week term time until July 2022 and had a wonderful time. After 9 years of leading Sparklers, originally in the Infant School I decided to retire, and a new group took off in school now called Wonder Time with new leaders. 

Many thanks to all who helped especially Sue who provided the food and prepared it each week.

## **Wonder Time** 

When Ann and Sue retired from ‘Sparklers’ in July 2022 the decision was made to move back into Filey Infants, Church of England, School.  Ann and Sue had been volunteering for many years and we are very grateful to them for their commitment to ‘Sparklers’ and to the children and parents they served, and fed. 

Claire Stubbs had been volunteering with the school, as part of her Ordination Training, building on and developing the relationship between church and school.  ‘Wonder Time’ was created to tell Bible stories on a Monday lunchtime to twelve children from years one and two. The ‘Wonder Time’ team consists of Claire, Chris Turner (Mr) and Janice Midwood with support from Pam Roberts and Christine Wilson. 

‘Wonder Time’ is very similar to Godly Play in that we use resources to tell the story and invite the children to consider the story through “I wonder …” questions to encourage their own spiritual journeys.  We are very grateful to Mr and Mrs Turner for making the story resources. _Janice Midwood_ 

## **Pastoral Committee Annual Report** 

The Pastoral Team regularly visit eight parishioners with Home Communion in their own homes.  There are currently six members of the Pastoral Team making these visits, though it would be good to have more members join the team therefore, if you would like to know more about what we do, please talk to Sue Neilson or Janice Midwood for further information. It is good to report that we now take a Service with Communion to residents at Filey Fields on the third Thursday of the month where we continue to build a good relationship with these residents, some of whom attend our Sunday Services. 

Pastoral Afternoon Tea for the bereaved and/or lonely are held four times a year at St John’s Parish Centre, though unfortunately the Afternoon Tea planned for December 2022 had to be cancelled at short notice due to icy conditions.  Therefore we are hoping for better weather for our next Afternoon Tea planned for Friday 31st March 2023.  The Pastoral Team are very grateful for the help and support of Colin Galway, of Filey Community Bus, for helping transport our guests.  The team are also very grateful for the additional volunteers who regularly help and support these afternoons through baking, serving and providing musical accompaniment.

## **Parish Singers** 

Over the last year the Parish singers have continued to help lead Sunday morning worship, mainly at St Oswald’s but also at St John’s at other times such as the Carol Service and Benefice Services. Due to my work and college commitments we have not met on a regular basis but more specifically in preparation for specific events in the church calendar such as Harvest and Christmas. The choir did a super job in leading the John Rutter Anthem ‘The Lord bless you and keep you’ at Revd Nigel’s farewell service at the end of January. They recently supported the singing at the funeral of Joan Spencer at the end of March. Thank you choir for your continued efforts, it does make a difference. _Claire Stubbs_ 

## **Filey Mothers’ Union** 

Mothers’ Union is a Worldwide organization and we have a Branch in Filey. We meet most months on the First and third Wednesdays in St John’s at 2.15pm.The first is usually a service and the third welcomes various speakers. 

We have our AGM in January when the committee is elected, and subs are paid.  We have 36 members plus 3 home members. A lot of our members join in with church activities including Mums and Tots, lunches, helping at services and pastoral care. We have had many retired Vicars who have taken services for us and a variety of Speakers including Catherine Welch with her historical stories of Filey, Izzy from IDAS (Domestic Abuse), and many more. In the summer we take our over 80’s for afternoon tea and we always have a Christmas Party. On the First Friday of the month we have a Corporate Communion service at St Johns when we provide readers, intercessors and tea makers. 

We welcome new members and anyone who would like to visit our meetings. _Ann Simpson- Secretary._ 

## **Parish Baby and Toddler Group** 

Toddlers continues to thrive with a total of 32 children registered and attendance averaging 20 each week. 

We enjoy watching the children grow and develop missing some characters when they leave for nursery. 

Parents, carers and grandparents enjoy the space and time to enjoy the company of others and develop friendships This also gives volunteers the opportunity to have conversations which on occasions has highlighted needs we have helped with. 

Without the volunteers this group could not continue and this is the major concern with advancing years and personal commitments. A further year looks possible but may then have to be reviewed. 

Two parents are now organising a messy play morning once a month!! This has smaller numbers but parents are enjoying the running of the group and possible as their children grow there may be opportunities for them to be involved more with Toddlers. _Christine Wilson -Toddler Group Coordinator_ 

## **Parish Centre** 

Following the refurbishment, the centre is used extensively by numerous community organisations. The requests to use the facilities continue to come the most recent being soft ball tennis for under 10s linked to Filey Tennis club. We continue to be grateful to Sandra for keeping the centre clean but 2 hours for the space is challenging for her. 

The garden is used by some of the centre users and we are trying to encourage it to be used as a community facility. This means that keeping the garden looking tidy is important Thank you to all the volunteers who gave their time as and when they could. We look forward to starting again in April everyone is welcome to join the small team.

## **Out Reach** 

During the summer of 2022 together with other churches in the town we offered a breakfast club each morning. The uptake for this was limited. 

For the February and October half term we delivered 14 food bags to cover packed lunches each day to the infant's school and 10 to the Junior school. At Christmas a similar number of food bags to help over the Christmas holiday. These are distributed by the school staff who are aware confidentially of families in exceptional need. All this was possible thanks to the money donated at the community lunches and some personal donations. This will continue in 2023 as donations allow and the number of bags increased if needed. 

A Warm Space with a soup lunch is to be provided each Friday during January and February with a break till March of the Community Lunch. This will be open to everyone in the community.

## **Community week 2022 - also known as SUMMER ADVENTURE ACTIVITY.** 

Our Summer Adventure took place again in 2022 on 3 Wednesdays in August. As the weather was good most of the craft activities took place in St John’s Garden followed by a packed lunch on the grass while the Bible stories were told. 

We had many helpers and families, and everyone enjoyed themselves. Sadly, it was the last one with Lesley and Michael’s help as they have moved from Filey. At the time of writing, we have no plans so far for 2023.

## **Bell Ringers** 

We have had a steady year in the tower and have been able to raise a team for most of the Sunday morning services.  We have rung for a few weddings.  The tenor bell was tolled for two funerals, as requested by bereaved families.  The bells were muffled and rung, joining in with hundreds of other towers across the country to mark the death of Queen Elizabeth II in September.  The Vicar came up into the tower and rang with us for a few minutes for as many Sunday mornings as he could, including his last Sunday and we were always grateful to him and were very sorry to see him leave. 

Many thanks to the loyal team of ringers, Pam, Jenny, John and Graham. 

We hosted the Scarborough and District Bellringers AGM in November, providing teas/coffees and lunch.  Many thanks to Margaret Plewes and Sue Megginson for their invaluable help in the refreshment department.

## **St Oswalds’ Church, Filey Building Activities for 2022** 

This has been a year for consolidation of repair works, graveyard maintenance and new project activities.  Activities have been focused on the re-ordering of the Transepts **Repair Works** 

## **Organ Repairs-** 

Further repairs required to the organ. This work was undertaken by Chris Holford. _Situation: Work Completed - 2 Dec 2022_ 

## **Internal Guttering in the Tower-** 

Following a survey highlighting the poor state of repair of the internal guttering in the tower, a project to re-line the existing guttering has been given Faculty approval.

Funding (50%) will be applied for via the National Churches Trust Grant system. _Situation: On-going – awaiting grants_ 

## **Graveyard Maintenance** 

Following discussions with Scarborough Borough Council and the Probation Service, the Community Payback team restarted their activities in the graveyard during the autumn period. Bushes have been cut back, paths trimmed and general strimming etc undertaken.  Great efforts were made on the open area to the West of the church to cut back brash and raise the canopy of the trees.  This resulted in a magnificent display of snowdrop.Following a short break the team will resume in Spring 2023. 

## **New Projects** 

## **Re-ordering of Transepts** 

Much effort went into the initial Faculty phase of this project including with organisations like the Victorian Society. Faculty was approved in Summer 2022, with a sale of pews organised raising much needed funds towards the project., one pew remains located near the font. The L shaped pew needs further discussion on its future.A new heating system has been fitted in both transepts and with the addition of new seating the South Transept is complete.  New cupboards are required in the North Transept (under way March 2023)

I continue to work with the churchwarden and PCC on items identified in the 2019 QI. Please note that following discussions with Diocese amendments have been made to the Faculty system that allows changes on a “like for like” basis to be approved by the Archdeacon.  Full Faculty will only be required for “new” items or where the Project if of increased risk.

## **Open Church – St Oswald’s** 

With a dedicated team of volunteers we opened the church on 3 mornings each week throughout Spring, Summer and Autumn 2022.  We welcomed almost 600 locals and visitors from as far afield as America and Australia.  There were also visits by schools, Filey U3A and the people taking part in the St Augustine’s Pilgrimage from Bridlington Priory to St Mary’s church, Scarborough.

## **Parish Crafters** 

Parish Crafters grew out of ‘Parish Stitchers’ set up by Viv Chapman to create the Altar Frontal for St John’s Church and the Wall Hanging for the Parish Centre. 

Crafters meet on the second and fourth Wednesday afternoon of the month, 1:30-3:30 bringing their own craft or join in with the various planned projects and demonstrations, such as making cards, candles, wreaths, quilting, tote bags, knitting, sewing and much more sharing skills and enjoying each other’s company. 

The crafters continue to grow in number and aim to make gifts and cards throughout the year to sell in November, with the proceeds going to St John’s Fabric Fund.

## **Flower Team at St Oswald’s Church** 

St Oswald’s Flower Ladies are a group of six ladies who enjoy the friendship and camaraderie of meeting to arrange flowers in church on Friday mornings (usually). 

We are always on the look-out for new volunteers to join our happy band, please talk to any of the flower ladies if you would like to join us.

This year, we have re-installed the calendar on the windowsill in church for anyone who would like us to make an arrangement in memory of a loved one or to commemorate a special occasion; we just need a name and a telephone number.  If we have plenty of notice, we can also put the name/reason in the Parish Link for that particular date/month, if the donor wishes. We are trying to move away from using floral foam in our arrangements on a day-to-day basis, as it is not environmentally friendly and also very expensive, but sometimes it is necessary for big celebrations like Christmas and Easter.  To this end, many of the big arrangements will be ‘refreshed’ rather than renewed in order that we get the most value from the foam and the greenery.

## **Children’s Society** 

During the year 2022 we have raised money from the Children Society boxes, a cream tea and Christingle collections. Altogether £1349.68. was raised. A big thank you to all the people who were able to donate. 

In December the Infant School brought their Christingles to St. John’s to take part in a service led by Rev. Nigel and Claire. On 3rd December a group of church members with the help of Filey Guides made 60 Christingles to be distributed to the congregation at the Christingle service the next day. This service was also led by Rev. Nigel and Claire. 

For different reasons Claire and Maggie are unable to continue organising Christingle activities so the collection of boxes on 1st April  2023 was the last one. _Claire Stubbs_ 

## **Ecumenical Relationships** 

Filey Parish is a member of Churches Together in Filey (CTiF) in which a covenant was signed in 2000AD between Filey Methodist Church, St Mary’s Roman Catholic Church and the Salvation Army in Filey. The Chairman during 2022 was Pastor Tim Jarvis of Gateway Community  Church. 

## **Mission and Evangelism** 

The Weekly Link returned to a Monthly Link and it still provides a valuable opportunity to include a Monthly reflection, personal stories of faith, articles from the diocese, prayer requests and useful diary dates it is another communication source for the Parish. This is available by email and also hard copies are available in the churches. 

## **Financial Review** 

The annual financial statements for the 12 months ended 31[st] December 2022 are prepared on the accruals accounting basis. 

## **Charitable Giving 2022** 

‘Church based charitable giving makes a significant contribution to many worthwhile charitable organisations involved with needy and vulnerable people in both the UK and Worldwide.’ 

The Charitable Giving Committee met during the year to discuss which charities we may wish to support.  The charities suggested covered some or all of the following areas: children, education, mission and evangelism, social action. These proposals were then put to the PCC for approval. 

During 2022 the Parish has supported following the charities.

## **Unrestricted Funds** 

Total income in relation to unrestricted funds was £159,072 (2021: £151,468) of which £51,081 (32% of the total) came from planned giving. Income tax recoverable under the Gift Aid scheme amounted to £6,581 (2021: £13,147). Further unrestricted income was received from sources including donations and grants, parish fees (for marriages and funerals), Parish Centre rents and investment income. 

Unrestricted expenditure relates mainly to the day-to-day running costs of our two church buildings and includes a contribution to York Diocese, utilities costs, insurance, the costs of Sunday and mid-week services, clergy expenses and administration costs. In 2022, total unrestricted expenditure was £153,798 (2021: £122,020). Of this, £24,609 was a contribution from general funds to the work at the Parish Centre at St John’s and £5,220 towards work at St Oswald’s. The surplus of income over expenditure was £5,274 (2021: £29,448) before a loss on revaluation of investments of £78 and transfers from restricted funds of £950 net (2021: £46,000 transferred to the St John’s 2020 Vision project). Unrestricted reserves at 31[st] December 2022 amounted to £208,124 (2021: £201,025), of which £1,572 relate to the designated fund for the St John’s Mother and Toddler group. 

The PCC monitors the financial situation of the Parish at PCC meetings. Major cost areas have been, and continue to be, reviewed for value for money, taking advantage of fixed-term deals, for example. It should also be noted that many of the running costs of mission and buildings are fixed in the medium-term. 

## **Restricted Funds** 

Restricted income, in the form of donations and grants, together with income from the sale of pews from St Oswald’s and annual car paring spaces at St John’s, amounted to £23,581 (2021: £42,248). Donations and legacies are recognised only when received. Pledges, promises and similar intentions are not included in the PCC’s accounts until

received. Where donations are received under a valid Gift Aid declaration, the amount of income tax is allocated to the respective donation/fund. 

Restricted expenditure amounted to £16,813 (2021: £219,735). £4,372 was spent from funding for the Multiply Worker and for providing summer activities and breakfasts for families. The remainder of the restricted expenditure related to major works at St Oswald’s and the Parish Centre at St John’s. 

As at 31[st] December 2022, the balance of restricted funds for St Oswald’s was £36,239 (2021: £26,958) and for St John’s (2020Vision) the balance was £4,431 (2021: £7,894). Including other historical restricted reserves, total restricted reserves at 31[st] December 2022 amounted to £43,923 (2021: £38,528). Note 10 of the financial statements provides further detail. 

## **Endowment Funds** 

In line with the general economic environment, the Fund’s investments showed a revaluation loss of £107,810 at 31[st] December 2022. However, the investments are held for the long term and the movement in value should be seen as just a spot check between two specific points in time. 

## **Reserves policy** 

It is PCC policy to maintain a balance on unrestricted funds which equates to at least three months unrestricted payments. For the year ended 31[st] December 2022, this is equivalent to approximately £38,000. It is held to smooth out fluctuations in cash flow and to meet unforeseen day-to-day expenditure. 

Available unrestricted reserves at 31[st] December 2022 stood at £206,552 (2021: £201,025), which is more than required. The PCC continues to give consideration to the management and utilisation of unrestricted reserves over and above the amount to be retained in accordance its reserves policy.

I report to the trustees on my examination of the financial statements of Filey Parochial Church Council (the charity) for the year ended 31[st] December 2022. 

## **Responsibilities and basis of report** 

As the trustees of the charity, you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (the 2011 Act). 

I report in respect of my examination of the charity’s financial statements carried out under section 145 of the 2011 Act.  In carrying out my examination I have followed all the applicable directions given by the Charity Commission under section 145(5)(b) of the 2011 Act. 

## **Independent examiner’s statement** 

I have completed my examination.  I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. Accounting records were not kept in respect of the charity as required by section 130 of the 2011 Act; or 

2. The financial statements do not accord with those records; or 

3. ## **Accounting Policies** 

The PCC is a public benefit entity within the meaning of FRS 102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and with the Regulations' "true and fair view" provisions. They have also been prepared in accordance with the Charities SORP (FRS 102). 

The financial statements have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes to these accounts. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law.  They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of Church members. 

## **Cashflow Statement** 

The Charity has taken advantage of the exemption in FRS102 from the requirement to produce a Cashflow statement on the grounds that the income does not exceed £500,000. 

## **Going Concern** 

There are no material uncertainties related to events or conditions that cast significant doubt on the charity's ability to continue as a going concern. 

## **Accounting Estimates and Prior Year Errors** 

No changes to accounting estimates have occurred in the reporting period. 

## **Description of Funds** 

**Unrestricted funds** are income funds of the PCC that are available for spending on the general purposes of the PCC, including amounts designated by the PCC for its own use or for spending on a future project and which are therefore not included in its "free reserves" as disclosed in the trustees' annual report. 

## **Restricted funds comprise of two elements** : 

- a)    income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest; 

- b)    donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of each year must be carried forward as a balance on that fund. The PCC does not usually invest separately for each fund. Where there is no separate investment, 

- interest is apportioned to individual funds on an average balance basis. 

**Endowment funds** are restricted funds that must be retained as trust capital either permanently 

or subject to a discretionary power to spend capital as income, and where the use of any income or other benefit derived from the capital may be restricted or unrestricted. Full details of all their restrictions are shown in the notes to the accounts.

## **Accounting Policies - continued** 

## **Income** 

Planned giving, collections and donations are recognised when received or when the PCC becomes entitled to the resource and the monetary value can be measured with sufficient reliability. Tax refunds are recognised when the incoming resource to which they relate is received. Grants and Legacies are accounted for when the PCC is legally entitled to the amounts due and the monetary value can be measured with sufficient reliability. Dividends are accounted for when receivable, interest is accrued.  All other income is recognised when it is receivable. All incoming resources are accounted for gross. 

## **Expenditure** 

Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The diocesan parish share is accounted for when due.  All other expenditure is generally recognised when it is incurred and is accounted for gross. 

## **Governance and Support Costs** 

Governance costs comprise all costs involving public accountability of the PCC and its compliance with regulation and good practice. Support costs include central functions and have been allocated on a basis consistent with the use of resources. 

## **Fixed Assets** 

Consecrated and benefice property is not included from the accounts by s.10(2)(a)&(c) of the Charities Act 2011. 

Moveable church furnishings held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal are inalienable property, listed in the Church’s inventory, which can be inspected (at any reasonable time). 

No depreciation is provided on buildings as the currently estimated residual value of the properties is not less than their carrying value and the remaining useful life of these assets exceeds 50 years, so that any depreciation charges would be immaterial. Other tangible fixed assets are valued at cost less depreciation to date. 

The depreciation rates and methods used are: 

- Freehold property – nil 

- Other fixed assets & equipment – 15%pa on a reducing balance basis. 

Assets acquired with an individual cost of £10,000 or less are not capitalised and written off in the year of acquisition. 

## **Investments** 

Investments in quoted shares, traded bonds and similar investments are valued initially at cost and subsequently at market value at the year end. Investments held for re-sale are treated as current asset investments. 

## **Debtors** 

Debtors are recorded at the actual amount receivable. 

## **Creditors and Accruals** 

Creditors are measured at settlement amounts less any applicable discounts.  Accruals are measured on best estimate of the amount required to settle the obligation at the reporting date. 

## **Taxation** 

The church is an excepted charity within the meaning of the Taxes Acts.  Accordingly, it is potentially exempt from taxation in respect of income and capital gains received to the extent that such income and gains are applied

During the year the PCC employed a Parish Administrator, a cleaner and a young adults’ ‘Multiply’ worker (all part-time).

Mrs C Stubbs, a member of the PCC part of the year, was paid fees for playing the organ at various services. 

Mrs L Prince, a member of the PCC (for part of the year), was paid a salary in relation to young adults’ ‘Multiply’ work.

The Diocesan loan is unsecured and re-payable over 5 years (£4,000 per year) commencing in October 2021 and is interest-free. As at 31[st] December 2022, two repayments of £4,000 had been made, leaving £12,000 to be repaid over the next 3 years.
