## **Structure, governance, management & administrative information** 

The Anglican Parish of St Oswald’s, Filey (with St John’s, Filey and St Thomas’, Gristhorpe) in the Diocese of York. The Diocese Charity Number is CN244976 

The Parish of Filey consists of St Oswald’s and St John’s in Filey and St Thomas’ in the village of Gristhorpe. It is part of the Diocese of York within the Church of England. The correspondence address is The Parish Office, St John’s Church, West Avenue, Filey YO14 9AU. The Vicar’s correspondence address is The Vicarage, 5 Belle Vue Crescent, Filey YO14 9AD. 

Filey Parochial Church Council (PCC) has the responsibility of cooperating with the incumbent, the Reverend Nigel Chapman, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. The PCC is also specifically responsible for the maintenance of the churches of St. Oswald’s, Church Hill, Filey YO14 9ET; St John’s West Avenue, Filey YO14 9AU which incorporates The Parish Centre. St Thomas’, Main Street, Gristhorpe YO14 9PP has the status of a private Chapel and is administered by its own church committee, liaising with the PCC. 

The method of appointment of PCC members is set out in the Church Representation Rules. 

The membership of Filey PCC consists of the incumbent (our vicar), churchwardens, members elected by those members of the congregation who are on the electoral roll of the church and the Treasurer and Secretary. 

All those who attend our services/members of the congregation are encouraged to register on the Electoral Roll and stand for election to the PCC. 

The PCC members are responsible for making decisions on all matters of general concern and importance to the Parish including deciding on how the funds of the PCC are to be spent. 

The PCC met 8 times during the year at St Oswald’s or by Zoom with an average level of attendance of 11 present. Given its wide responsibilities the PCC has a number of committees each dealing with a particular aspect of parish life. These committees, which include worship, mission and outreach, fabric, finance and staffing are all responsible to the PCC and report their recommendations to the PCC for discussion and decision as required. 

The PCC is a body corporate (PCC Powers Measure 1956, Church Representation Rules 2006). The PCC is registered with the Charity Commissioners, registration number 1130668.

Safeguarding continues to be an important part of how we ensure everyone who is a part of our ministry and Parish are valued and kept safe. We have had no safeguarding concerns in 2020 within the Parish. Those members in positions of leadership have been actively taking part and renewing their safeguarding training provided by the Diocese. 

## **Aim and purposes** 

Filey Parish exists to further the mission of the world-wide church and of the Church of England in particular. Its chief objectives within this aim are: 

- The regular worship of God: The Father, Son and Holy Spirit 

- The teaching of Christian faith and doctrine to all ages 

- The pastoral care of parishioners 

- Evangelism and outreach 

- Offering friendship and fellowship to parishioners and visitors alike 

- To identify and make best use of the gifts and skills of both clergy and laity 

- To co-operate as closely as possible with the other Christian churches in the town (Churches Together in Filey), seeking to live out the terms of the covenant made between them in the year 2000AD 

The PCC is committed to enabling as many people as possible to worship at our churches and to become part of our parish community in Filey. The PCC maintains an overview of worship throughout the parish and makes suggestions on how services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer and scripture, music and sacrament. 

When planning our activities for the year, we have considered the Commission’s guidance on public benefit and, in particular, the supplementary guidance on charities for the advancement of religion. In particular, we try to enable ordinary people to live out their faith as part of our parish community through: 

- Worship and prayer; learning about the Gospel; and developing their knowledge and trust in Jesus. 

- Provision of pastoral care for people living in the parish. 

- Missionary and outreach work. 

To facilitate this work, it is important that we maintain the fabric of all our Churches and The Parish Centre@ St Johns. 

The Parish aims to provide opportunities for regular worship at the Parish Church, and the two other Anglican church buildings within Filey and Gristhorpe. Its ministry is offered to all who live in the Parish, without distinction. We seek to work closely with the other Christian denominations within the town.

We believe in a loving God revealed to us through the Bible and the life, death and resurrection of Jesus Christ. We are flawed people, but … God’s grace reaches out to everyone. THEREFORE: 

Our Mission is to be the family of Christ, who love and serve God, filled by the Holy Spirit, sharing God’s love in word and action. We endeavour to do this in three ways: 

- Deepening our faith.  By developing a richness of commitment and becoming more Christ-like. 

- Growing the Church. By reaching out to others with God's love, building fellowship and adding to our numbers those who believe. 

- Serving the community. By having concern for the needs of others and respond in the way of Christ with compassion, kindness, humility and patience.

## **Aims and Purpose** 

‘To promote the whole mission of the Church, pastoral, evangelistic, social and ecumenical.’ The Parochial Church Council of Filey Parish and the ‘Church Committee’ of St Thomas’ Gristhorpe has the responsibility of co-operating with the incumbent Revd. Nigel Chapman, in promoting in the ecclesiastical parish, the whole mission of the Church and the proper maintenance of the three churches and the Parish Centre at St John’s. It is our work together as 3 churches in 1 parish. 

## **Legacy Policy** 

The policy was reviewed in December 2020. The overriding aim is to use legacy gifts to further the work of the church here in Filey, including mission and outreach to the people of Filey and the development of our buildings, facilities or staff to help that happen. The overriding aim of this policy is to use every gift received to make a real and meaningful difference in the parish where it is most needed. Accordingly, the PCC encourages donors to leave their legacy gift for the general purposes of the parish.

## **Achievements and Performance** 

## **Vicar’s Report   Revd. Nigel Chapman MA - Vicar of Filey** 

The coronavirus pandemic and the associated restrictions have changed our church life significantly. We have had to adapt, learn new skills, think differently and do differently. We have had to alter how we reach out as well as how we keep in touch. It has not always been easy and we have made mistakes. I want to apologise to anyone who has felt left out. We came to realise that we do not have everyone in our contact database but we have endeavoured to do our best and I thank everyone involved in maintaining communication with our members and beyond. 

The weekly news-sheet and services emailed or delivered to parishioners has helped enormously to maintain communication and sustain our spiritual life, pastoral care and outreach. Thank you to everyone who has contributed through ‘Stories of Faith’, meditations, prayers, thoughts and even some jokes. I am particularly grateful to Liz Goodwill for publishing it, which has at times been very stressful and time consuming. Thanks too to Kathy Carter for organising the delivery of 60 news sheets every week. 

We developed an on-line presence by using Zoom whenever possible for services, for Morning Prayers on Wednesday and Thursday, Sunday afternoon/evening and Monday morning prayers for outreach. It has been a good means of worshipping together even if numbers have been low. The facility has also been made available at funerals & weddings. We expect to be living with the restrictions until well into next year and some of the longer-term implications may stay with us for a generation. 

You will see from the Annual Report that we have not stood still! I therefore want to thank everyone for their particular contribution to the overall life of the church and to the PCC for their ongoing help and support in maintaining buildings and having vision to continue developing our mission and ministry. My thanks too to those of you who have helped to put worship together and maintain a pattern of services wherever possible. 

We are facing some major challenges, particularly financial challenges. We are not some kinds of ‘Ecclesiastical Club’ where I fulfil my own needs. While there are many responsibilities for the vicar alone, all of us as members need to be clear who we are and what God has called us to be. Each year our Annual Report serves as a reminder of that fact as well as to outline our financial situation, the activities we have been doing and those we want to do. I recommend reading the report thoroughly. 

It is even harder than usual to look ahead and make predictions about the church’s life, but our priorities are unchanged: to share the good news, serve those in need, and to find ways to be faithful and fruitful in an increasingly hostile culture. It is to deepen our faith, grow the church and serve the community. As much as ever, we need the Lord to be at work in us.

## **Our Mission**

## **MULTIPLY** 

As part of our outreach and evangelism, Mrs. Lesley Prince started work in October one day a week as part of the Diocesan initiative reaching out to those in their 20-40s. The Diocese are funding this on a sliding back scale and the PCC have committed to funding this project over 5 years. 

## **2020Vision** 

The refurbishment of the Centre at St John’s started in October, but has encountered a number of unforeseen problems along the way, leading to delays and increased costs. This has put pressure on our finances. I am grateful to the small team and especially Christine Wilson and Graham Wilkinson for overseeing much of our involvement with the contractor and architect, as well as doing many grant applications and raising funds for the work. 

## **Pastoral Care** 

Since March all pastoral care has by necessity gone on line, through telephone calls and doorstep visiting. I am indebted to all of those who helped to keep in touch with members and offer support both practical, emotional and spiritual. 

## **Occasional Offices** 

While all but one wedding was cancelled in 2020, there were many funerals including for Covid related deaths. During lockdown numbers attending ranged from 3 to 30. This has proved difficult for families and affected how we offer pastoral support. 

## **Ecumenical Relationships** 

Although church leaders have kept in touch with each other there were no ecumenical activities during 2020. 

## **Chaplaincies** 

Likewise, although I have offered a listening ear and people know how to contact me, since March there has only been email, telephone or WhatsApp contact with RNLI, Sea Cadets, Police and British Legion and minimal in person contact. 

## **Website / Online presence** 

It was agreed by PCC that the website needed to be updated alongside our details on ‘A Church Near You’ (ACNY). While many of our own member are not on line, the purpose of a website is often about developing links with non-members looking for information. I am very pleased with the progress that has been made and my thanks go to Paul Luxton for his expertise and willingness to develop the site. The new website went live on Christmas Day and it has greatly improved our digital presence. 

## **Willow Close** 

The PCC decided to put the house on the market. It is not required and could no longer be used for a curate. Although it brought in a moderate rental, it needed some major financial injection to replace the kitchen / bathroom and other repairs. However, it is not part of our specific ‘Aims or Purpose’ and the sale could potentially enable us to enhance and realise some of our missional aims.

## **Maintenance** 

I would like to thanks the Wardens for keeping abreast of maintenance and repairs and for working through the QI list of 2014. I would especially like to thank Steve Yates for being project co-ordinator and faculty clerk at St Oswald’s and for finding potential funding streams. 

## **Finance** 

The bottom line is that our finances are being stretched. We budgeted for a deficit, but it is a growing problem we still need to face. I am grateful to Michael Prince as treasurer for keeping a watchful eye on the situation and keeping PCC informed. The PCC have implemented a number of policy statements including Legacies, Reserves and Mission Giving. 

## **Administration** 

Last but by no means least I am most grateful and want to thank Liz Goodwill for continuing to run the parish office and doing the huge amount of admin that is generated in the running of the parish. Her contribution to the life of the church cannot be over-estimated and without doubt enables many of us to fulfil our roles. 

**Lord, teach us to be generous; teach us to serve you as you deserve; to give and not to count the cost; to fight and not to heed the wounds; to toil, and not to seek for rest; to labour, and not to ask for any reward — save that of knowing that we do your will. Amen.**

## **St. Oswald’s Church Wardens’ report** 

Graham and Angela have been humbled to have served Filey Parish as Church Wardens for St. Oswald’s for another year. This has been a very difficult 12 months with three lockdowns due to the Coronavirus Pandemic.  The first lockdown, our church had to be closed in April 2020, reopening again at the beginning of August 2020.  The second lockdown came at the beginning of November, re-opening again at the beginning of December.  The third lockdown came at the beginning of January 2021, we aim to re-open for Easter Day. 

We sincerely hope that in the forthcoming 12 months we will see more of our community in person. 

When not in lockdown, we have held a monthly 9.00am Book of Common Prayer communion service, this service is popular among the community. 

During each lockdown all PCC and Standing Committee meetings were held via zoom.  Both Graham and myself have been a keeping a watchful eye on the building. 

During these 12 months, sadly two much respected members of our congregation have died, Ray Kilsby and Don Smith.  May they rest in peace. 

Our Filey Parish Link have kept the community in touch, informed and nourished with prayer and reflections.  We would like to say thank you to those volunteers who have each week, posted our Link by hand through everyone’s letterboxes. 

Thank you in particular goes to Reverend Nigel Chapman for his presence throughout these difficult times.  Thank you to Liz Goodwill for her dedication to putting together the Links.  A big thank you to Sandra Bolton our church cleaner who has kept St. Oswald’s clean during the second and third lockdowns, the first lockdown Sandra had been furloughed. 

We are very grateful to our Flower team for their beautiful floral displays around the church.  Thank you very much indeed.  Thank you also goes to our Brass cleaning team. 

Thank you to our sides-persons team who provide warm welcomes to all who join our services on Sunday mornings. 

We would like to thank our bell ringers who call worshippers to prayer.  We would like to acknowledge Kathy, our bellringer, who tolled the tenor bell 100 times on Saturday 27th February 2021 in memory of Captain Sir Tom Moore.

Thank you goes to our Vergers who prepare our church for funerals and weddings. 

Sadly, we have not been able to welcome visitors to St. Oswald’s because of Covid restrictions and lockdowns.  Reverend Paul Burkitt has stepped down from his role of welcoming visitors due to health limitations.  We give thanks for Paul’s time and dedication to the Parish. 

We have been active in our progression, with various repairs and projects. A very big Thank you to Steve Yates, our Projects Co-ordinator, who has worked tirelessly throughout these last 12 months. Organ Repairs; Roof Repairs, fitting of the roof alarm, Removal of Cementitious Mortar from external walls, Repairs and Cleaning of Stained-Glass windows, Resurfacing of the Drive and Car Park, New Lighting inside the church, Rudston Memorial conservation report was commissioned, Re-ordering of both North and South Transepts. Due to the various COVID 19 lockdowns very little Graveyard Maintenance activities have taken place by Scarborough Borough Council other than for routine grass cutting.

## **St. John’s Church Wardens’ report** 

At the beginning of 2020 the wardens managed to have a Safeguarding training day at St Johns. 

During the summer and because of lockdown we were unable to hold our usual summer club so food parcels and activity bags were given out to families on Tuesdays and Thursdays for the 7 weeks in St John’s garden. 

The bushes round the church walls have been trimmed down to protect the brick work. 

New notice boards have been purchased to be fitted to the existing posts ready for the reopening of the Parish Centre. 

A new light tube has been fitted in the office so Liz can now see what she is doing. 

A big thank you goes to Wilma for leading services in summer and Christmas when we were allowed to open.

## **St. Thomas’ Church Warden’s Report** 

This Year we have managed to hold twelve services since January 2020 with an average attendance of 13 members. 

Four new members have since joined us. However, we lost Joan Inseson. Pat Oliver who is now in Highlands Nursing Home which is permanent at this time. Also, because of Covid 19, our usual Holiday Caravaners were out of circulation. 

There is a new Sound System in place containing a loop system and a mobile audio gadget. All chairs have now been treated for woodworm and the store room has been painted and now looks clean and tidy. 

All the rear exterior windows have been painted which leaves the front exterior windows to be decorated. 

The country Music Band is to continue practicing after lockdown. This Band is proving a most useful asset to our local community. 

The land beyond the car park at the rear of the church has now been converted to a purpose-built outdoor Play Area for Mums and Tots. 

Many thanks to our Committee Members for helping to keep St Thomas’s Church up to standard. Patrick has been in regular contact with all the members throughout the pandemic.

I am pleased to report that Jenny Beswick, who is one of the last remaining members of the Beswick Family of whom had St Thomas’s Church built in memory of their young son who died of Diphtheria. She is now in her second year of her training to be a Vicar.

## **Deanery Synod** 

The Deanery Synod managed to meet twice during 2020: once under normal circumstances in February and again via video link in October. 

At the February meeting we were introduced to Hannah and Jake Madin who have been appointed by the Diocese as Multiply Workers. They are based at St Mary’s Scarborough but have a remit covering the wider deanery as well. 

The main item at the October meeting was a presentation on the Diocese’s Mustard Seed Programme, which is aimed at reaching those in places where life is tough. 

It’s great that Claire Stubbs has now joined me as a deanery synod representative.

## **Worship and Prayer** 

All are welcome to attend our regular services. At present there are 131 parishioners on the Church Electoral Roll, 7 of whom are not resident within the parish. 

The average weekly attendance (adults and children), counted during October 2020, obviously these figures have been affected by Covid restrictions upon services: 33 at St Oswald’s, 35 at St John’s Praise Service and 13 at St Thomas’. 

As well as our regular services, we enable our community to celebrate and thank God at the milestones of the journey through life. Through baptism we thank God for the gift of life, in marriage public vows are exchanged with God’s blessing and through funeral services friends and family express their grief and give thanks for the life which is now complete in this world and to commend the person into God's keeping. We have celebrated 1 baptism and 1 wedding and held 7 funeral services in church, 18 funeral services at crematoria or cemetery and 2 committals or burial of ashes without service during 2020. 

## **Café Church** 

The past year has certainly encouraged us all to think differently and worship in diverse styles. Challenging, yes! Yet loads of positives. 

Worship has become more contemplative for example, old hymns have brought freshness when we've had to sit quietly in services and read the words, their richness fully resurrected again.  Bright new modern songs displayed on the screen with bands and singers enriching our souls with up-todate language and creativity. 

Keeping in touch using various methods of communication has been vital and appreciated when we cannot have services. 

Feedback has been good, people have been touched spiritually, by words, music and the joy of being together to praise our wonderful Lord Jesus.

## **Multiply Ministry Report 2020** 

The Multiply Ministry started at the beginning of October 2020 with the objective to plant a New Worshipping Community within the Parish, primarily aimed at reaching people in their 20s, 30s and 40s. Our aim is to engage and disciple young adults through inviting them into the new worshipping community, building on missional work e.g., Toddler Group and Adventure /Community week. Activities in 2020 include: 

- A weekly prayer meeting has been established, focusing on the Multiply Mission and outreach generally. Details of how to join this ministry are set out in the weekly links and on the parish website. 

- By partnering with teams running the Baby and Toddler group and Community/Adventure weeks we have kept in touch with families and providing them with a Christmas bag. 

- Ran an online ‘Family Time’ for 6 weeks leading up to Christmas through which we have regular contact with three families who don’t attend church. 

We are looking forward very much to new things this year. We wish to offer different contexts where we can share Jesus’ love and people can grow in faith and belong. 

Please prayfully consider if God is calling you to be part of this ministry. I am sure this year there will be lots of opportunities to get involved in a variety of ways. If you are interested in joining the Multiply team or getting involved in any way, please get in touch.

## **Pastoral Committee Annual Report** 

The Pastoral Team continue to actively support people through phone calls and cards even though we cannot visit in person. 

However, we can only make contact when we are aware people require or would like pastoral support when we are informed.  Therefore, please do keep in touch with us and if you would like someone to phone you or are aware that someone needs pastoral support, please let us know.

## **Wednesday Bible Study Group** 

Our Bible Study group look forward to resuming our meetings in the West Room at St. Oswald’s Church on Wednesday lunchtimes with a new study when we feel it is safe to do so. Our love and prayers go to everybody during this difficult time, and we hope to see you all again in the near future.

## **Parish Singers** 

It has been a strange year of restrictions and stops and starts. The choir had an extended rest from the 15th March until the 30th August when it was great to again be able to sing again and lead worship in St Oswald’s. Due to Social distancing requirements, we decamped from the Choir Stalls to the South Transept where I also decided played the keyboard from. The choir learnt some new music for the Memorial Service on the 1st November just prior to the second Lockdown. As the restrictions lifted on the 2nd December, we were again able to sing on the lead up to Christmas and it was good to do some Carol Singing in the Memorial Gardens and lead the Carol Service. My thanks go to the choir for their patience and enthusiasm during the past year.

## **Filey Mothers’ Union 2020** 

Mothers’ Union 2020! Well, we did meet 3 times. We started the year with our A.G.M. Same committee carrying on. 

Our meetings in February happened. The first on 5th February was led by Rev Canon Chris Humphries which was a delight with singing and stories.

Our second meeting welcomed Debbs from Church Army Chocolate box. Debbs gave us an update and we collected £60 for her to take back. She also said they were in need of woolly hats scarves and gloves, so after the meeting the knitters got busy. Then Covid happened. The bags of woollies were then kept for our next meeting with Debbs however we made contact and another lady in Filey who took them for us and they were transported to Sheffield. 

March meeting was a service led by Sheila Ives as I (Ann) was unwell. 

Then Shut down happened and we haven’t been able to meet since.  Sheila managed to get subs from all for 2021 but no program has been made as we just don’t know when we will start again. I have been trying to keep in touch with everyone with phone calls and letters. 

Sadly, during lockdown, we have lost several members. We hope that when we get back, we can have a memorial service for those we have lost so we can say a proper farewell. Friends we have lost were: - June Hall, Peter Metcalfe, Pauline Bell and hubby Duncan, Jean Smith, Hilda Mead, and Eileen Hodgson.  Also, some have been in hospital, Peter and Anne Platt, Colin Rowling, Pat Howeison, Pat Metcalfe and Janet Brompton all returned home safe and sound. Apologies if I’ve forgotten anyone.

## **Sparklers 2020 Report.** 

We managed to have 6 weeks of Sparklers before Covid put pay to our fun. 10 children from year 2 took part and we made boats, sheep, dressed wooden dolls, get well cards, calming the storm pictures and Zacchaeus up a tree.  Sadly, they missed the usual end of term party but I took in a goody bag for them. ## **Parish Baby and Toddler Group** 

We are eagerly awaiting the time we can re-open our much-missed Toddler group. The time away has given us a chance to think about how we may change some things to ensure we can continue to grow and develop in new ways.  Our volunteers have also had time to review and we are going to have reduced help so if anyone would like to know more and consider helping, please do contact Christine or Lesley for more information. However, as well as time to reflect we have found 2 ways to maintain contact. 

The year started with Easter bags put together at speed and posted to ensure we tried to be covid safe. Birthday cards were sent and again in a covid safe way craft bags including a gift were delivered at Christmas. A year in the life of a child this age changes very fast and many are now at Filey Nursery, some have moved away but then there are new babies to join us so it really will be a new start. 

If you not in a position to help then please pray for continued success of this group.

## **Community week 2020 - also known as SUMMER ADVENTURE ACTIVITY.** 

As you all know we couldn’t hold the normal Community week in church in 2020 so we created an adventure activity summer instead.  It was a real team effort which involved making up bags of art and craft activities based on bible stories. 

A team of cutter outs, photocopiers, packed lunch makers, giving outers worked together to provide families with things to do in the summer holidays. Some activities involved treasure hunts round Filey, quizzes, kite making, word searches, colouring and interesting crafts from good old Baker Ross. The families were invited to collect bags on Tuesday and Thursday mornings from St John’s garden sometimes on damp and blowy summer days.

There was a good response to this and we hope to do 5 Tuesdays this year on the same idea as we still don’t know how it will be after lockdown ends. Please continue to pray for these outreach ideas.

## **St. Oswald’s Flower Ladies** 

There have been few opportunities to decorate St. Oswald’s with flowers this year.  With restricted movement around church during services, we kept floral arrangements to where they would be seen.  With only two services over Christmas, the Flower Ladies agreed that it would be financially prudent to make use of what we already had in the cupboard, supplemented with a few fresh flowers and lots of greenery, rather than ‘go overboard’ on arrangements which would deplete our funds. (Fresh flowers at Christmas and Easter are usually in excess of £100 for each). 

We are looking forward to getting back to our usual routine of decorating the church on Friday mornings ready for Sunday Worship and weekday gatherings, where our small but happy band of volunteers enjoy the friendship and quiet reflection of flower arranging in St. Oswald’s.

## **Bell Ringers Report 2020** 

Happily, the Bellringers were able to ring for each Sunday service during the summer months, once the first lockdown was eased, albeit with social distancing and a maximum of five in the tower because of spacial limits. 

It was not easy to be heard, ringing wearing face coverings and calling the changes over the noise of the bells, but we managed as best we could and hoped it didn’t sound too bad to those outside. I rang the tenor 75 times on 15 August, to commemorate 75 years since VJ Day.  I also tolled the tenor on Remembrance Sunday. 

It was lovely to be able to ring on Christmas Day and hope to be back soon! _Kathy Carter_ 

_St. Oswald’s Tower Captain._ 

## **2020 Vision Parish Centre Refurbishment Project** 

The aim has been to develop a vibrant community centre to outreach into our community. It was felt the centre was no longer fit for purpose and the kitchen did not meet current legislative standards. After numerous setbacks the aim had been that in 2020 the work would be completed if funding was in place. Covid 19 arrived and fund raising ended but support did not after significant donations, successful grant applications and PCC support work started as many groups could not meet so the advantage of an empty building was taken. 

Lockdown three came, the toilet block done with the main building work would avoid another closure of at least 4 weeks the PCC agreed that for the centre to be available for the outreach work and for the groups to return and be uninterrupted this work should be done now. 

Work has met problems along the way but we will have a safe upgraded building available to use early in April. 

Thank you to everyone who has supported this Vision in so many ways. We now await plans for the next phase of work.

## **The Children’s Society 2020 report** 

We made arrangements for the House Box collection for April 2020 but this had to be cancelled. We have been able to collect a total of £76.10 from three boxes and hopefully more cheques will be made to the Parish office or direct to the Children's Society on 0300 303 7000.

I would like to thank everyone who have supported the Children's Society through the house boxes, donating items for table top sales, baking, buying, making Christingles. We have had fun and made a difference to the lives of children who deserve a happy childhood. I am still involved with the Children's Society and supporting Claire Stubbs who has taken over as Filey Benefice representative. We will get together again as soon as it is safe.

## **Ecumenical Relationships** 

Filey Parish is a member of Churches Together in Filey (CTiF) in which a covenant was signed in 2000AD between Filey Methodist Church, St Mary’s Roman Catholic Church and the Salvation Army in Filey. The Chairman during 2020 was Rev Kevin Ridd. In January the Week of Prayer for Christian Unity was held every day with each denomination hosting a service throughout the week. During Lent CTiF joined together for Lent weekly devotions and also Lent courses. The Lent courses started but then had to stop due to Lockdown but people were encouraged to finish the course at home. 

## **Mission and Evangelism** 

Our monthly news became “The Parish weekly Link” during the year. It provided a valuable link for the church family whilst unable to meet. It included a reflection on the Sunday Gospel, personal stories of faith, articles from the diocese, prayer requests and useful information from the community. This was made available by email and also an organized volunteer led delivery service for those who could not access electronic copies. 

## **Financial Review** 

The annual financial statements for the 12 months ended 31[st] December 2020 are prepared on the accruals accounting basis. 

## **Unrestricted Funds** 

Total income in relation to unrestricted funds was £101,548 (2019: £127,623) of which £31,376 (31% of the total) came from tax-efficient planned giving.  Income tax recoverable under the Gift Aid scheme amounted to £6,580 (2019: 10,657). Further unrestricted income was received from sources including donations, Parish fees (for marriages and funerals), Parish Centre rents and investment income. 

Unrestricted expenditure relates mainly to day-to-day running costs of our two church buildings and includes a contribution to York Diocese, utilities costs, insurance, the costs of Sunday and mid-week services, clergy and administration.  In 2020, total unrestricted expenditure totalled £115,718 (2019: £121,827).  The deficit of expenditure over income of £14,170 (2019: £5,796 surplus) was deducted from unrestricted reserves which amounted to £217,597 at 31[st] December 2020 (2019: £231,767).  Unrestricted reserves include a non-cash asset amounting to £152,000 relating to a freehold property at Willow Close, Filey. 

There were no significant items of unrestricted income or expenditure during the year.  In broad terms the day-to-day financial position of the Parish churches has been adversely affected by the reduction in in-service cash collections (plus related Gift Aid) and falls in investment income and Parish center rents.  These reductions have, to some  extent, been off-set by reductions in running costs. 

The PCC monitors the financial situation of the Parish at PCC meetings. Major cost areas have been, and continue to be, reviewed for value for money, taking advantage of fixedterm deals, for example.  It should also be noted that many of the running costs of mission and buildings are fixed in the medium-term.

## **Restricted Funds** 

Restricted income amounted to £89,620 (2019: £133,219) almost all of which related to St John’s Fabric Fund (2020Vision). 

Donations and legacies are recognised only when received.  Pledges, promises and similar intentions are not included in the PCC’s accounts until received.  Where donations are received under a valid Gift Aid declaration, the amount of income tax recoverable is included as an amount owing to the PCC (until the actual tax refund is received) and allocated to the respective donation/fund. 

Restricted expenditure amounted to £94,677 (2019: £23,909).  At St Oswald’s £49,547, including the cost of repairing the organ and installation of the new lighting system; at St John’s £45,130, covering initial refurbishment work and associated professional fees. 

As at 31[st] December 2020, the balance of restricted funds for St Oswald’s was £52,294 (2019: £101,449) and for St John’s (2020Vision) was £114,045 (2019: £69,947). Including other historical restricted reserves, total restricted reserves at 31[st] December 2020 amounted to £169,557 (2019: £175,101).  Note 10 of the financial statements provides further detail. 

As at 31[st] December 2020, the St John’s Fabric Fund comprises entirely of money received (plus any connected Gift Aid recoverable) towards the 2020 Vision launched in the autumn of 2017 less associated expenditure. 

## **Reserves policy** 

It is PCC policy to maintain a balance on unrestricted funds which equates to at least three months unrestricted payments. For the year ended 31[st] December 2020, this is equivalent to approximately £30,000. It is held to smooth out fluctuations in cash flow and to meet unforeseen day-to-day expenditure. 

Available unrestricted reserves at 31[st] December 2020 stood at £35,597, broadly in-line with the minimum required, and comprises unrestricted reserves (excluding property) of £65,597 less £30,000 allocated by the PCC to the ongoing refurbishment work at St John’s. 

The PCC continues to give consideration to the management and utilisation of unrestricted reserves over and above the amount to be retained in accordance its reserves policy.

I report to the trustees on my examination of the financial statements of Filey Parochial Church Council (the charity) for the year ended 31[st] December 2020. 

## **Responsibilities and basis of report** 

As the trustees of the charity, you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (the 2011 Act). 

I report in respect of my examination of the charity’s financial statements carried out under section 145 of the 2011 Act.  In carrying out my examination I have followed all the applicable directions given by the Charity Commission under section 145(5)(b) of the 2011 Act. 

## **Independent examiner’s statement** 

I have completed my examination.  I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. Accounting records were not kept in respect of the charity as required by section 130 of the 2011 Act; or 

2. The financial statements do not accord with those records; or 

3. ## **Accounting Policies** 

The PCC is a public benefit entity within the meaning of FRS 102. The financial statements have been prepared under the Charities Act 2011 and in accordance with the Church Accounting Regulations 2006 governing the individual accounts of PCCs, and with the Regulations' "true and fair view" provisions.  They have also been prepared in accordance with the Charities SORP (FRS 102). 

The financial statements have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes to these accounts. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law.  They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of Church members. 

## **Cashflow Statement** 

The Charity has taken advantage of the exemption in FRS102 from the requirement to produce a Cash flow statement on the grounds that the income does not exceed £500,000 

## **Going Concern** 

There are no material uncertainties related to events or conditions that cast significant doubt on the charity's ability to continue as a going concern 

## **Accounting Estimates and Prior Year Errors** 

No changes to accounting estimates have occurred in the reporting period No material prior year errors have been identified in the reporting period 

## **Description of Funds** 

**Unrestricted funds** are income funds of the PCC that are available for spending on the general purposes of the PCC, including amounts designated by the PCC for its own use or for spending on a future project and which are therefore not included in its "free reserves" as disclosed in the trustees' annual report. 

## **Restricted funds comprise of two elements** : 

- a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest 

- b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only be expended on the specific object for which they were given. Any balance remaining unspent at the end of each year must be carried forward as a balance on that fund. The PCC does not usually invest separately for each fund. Where there is no separate investment, interest is apportioned to individual funds on an average balance basis. 

**Endowment funds** are restricted funds that must be retained as trust capital either permanently or subject to a discretionary power to spend capital as income, and where the use of any income or other benefit derived from the capital may be restricted or unrestricted. Full details of all their restrictions are shown in the notes to the accounts. 

## **Income** 

Planned giving, collections and donations are recognised when received or when the PCC becomes entitled to the resource and the monetary value can be measured with sufficient reliability. Tax refunds are recognised when the incoming resource to which they relate is received. Grants and Legacies are accounted for when the PCC is legally entitled to the amounts due and the monetary value can be measured with sufficient reliability. Dividends are accounted for when receivable, interest is accrued.  All other income is recognised when it is receivable. All incoming resources are accounted for gross. 

## **Expenditure** 

Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The diocesan parish share is accounted for when due.  All other expenditure is generally recognised when it is incurred and is accounted for gross

## **Governance and Support Costs** 

Governance costs comprise all costs involving public accountability of the PCC and its compliance with regulation and good practice. 

Support costs include central functions and have been allocated on a basis consistent with the use of resources. 

## **Fixed Assets** 

Consecrated and benefice property is not included from the accounts by s.10(2)(a)&(c) of the Charities Act 2011. 

Moveable church furnishings held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal are inalienable property, listed in the Church’s inventory, which can be inspected (at any reasonable time). 

No depreciation is provided on buildings as the currently estimated residual value of the properties is not less than their carrying value and the remaining useful life of these assets exceeds 50 years, so that any depreciation charges would be immaterial. 

Other tangible fixed assets are valued at cost less depreciation to date. The depreciation rates and methods used are: 

- Freehold property – nil 

- Other fixed assets & equipment – 15%pa on a reducing balance basis. 

Assets acquired with an individual cost of £5,000 or less are not capitalised and written off in the year of acquisition. 

## **Investments** 

Investments in quoted shares, traded bonds and similar investments are valued initially at cost and subsequently at market value at the year end. Investments held for re-sale are treated as current asset investments 

## **Debtors** 

Debtors are recorded at the actual amount receivable. 

## **Creditors and Accruals** 

Creditors are measured at settlement amounts less any applicable discounts.  Accruals are measured on best estimate of the amount required to settle the obligation at the reporting date. 

## **Taxation** 

The church is an excepted charity within the meaning of the Taxes Acts.  Accordingly, it is potentially exempt from taxation in respect of income and capital gains received to the extent that such income and gains are applied exclusively to charitable purposes.  No provision for taxation has been made in these financial statements.

During the year the PCC employed a Parish Administrator, a cleaner and a young adults’ ‘Multiply’ worker (all parttime). 

## **4 (b) Related Parties** 

Mrs C Stubbs and Mr P Willis, members of the PCC, were paid fees for playing the organ at various services. Mrs L Prince, a related party to Mr M Prince, a member of the PCC, was paid a salary in relation to young adults’ ‘Multiply’ work.

## **5 Analysis of Transfer between Funds** 

There were no transfers between funds during 2020 (2019: an amount of £152,000, relating to the carrying value of a residential property at Willow Close, Filey was transferred from Endowment Funds to Unrestricted Funds to better reflect the status of the underlying asset).

Freehold buildings relate solely to a residential property at Willow Close, Filey. During 2020 the PCC made the decision to sell the property, completed the necessary formalities for the sale of the property and instructed estate agents to market the property. 

Church equipment relates to IT and sound equipment, which is fully depreciated.
