Se￿Ing Our Community. Servlng You. The year 2025 has been. in many vray5, a year of steady recovery, renewed confKlence. and deepening shared purpose in the Parish of Bushey. It has not been a year of noise or grand claim5, but of faithful, often quiet. worlc worship offered week by weel buildings cared for, communtty life strengthened. finances steadied, and the daily witness of the Church gently and consistently maintained in this place. For that alon4 there is much for which we should give heartfelt thanks to Almlghty God. As Rector. I want first to express my profound gratitude to our churchwarden& officers of the PCC, committee members, staff, and the many wari5h volunteers who 've so generously of their time, skill, energy and goodwill. A parish such as ours does not flourish because of one person alone. It Is sustained by a great many peopl offering a great rrAny acts of servic< many of them unseen and unsun& simply because they love Christ and hi5 Church in this place. I remain deeply thankful for that shared ministry, and for the car< patience and commitment shown across the life ofthe parish throughout the year. Worship continues to be the heart of our cornmon life. At both Stjames and St Piul's, the Church continues to offer places of prayer, 5acramenL welcome and encounter with God. Our regular rhythm of Sunday and weekday worship has remwned stable, and the parish ha5 8athered well for the great festivals and seasons of the Christian year. Alongside this, the steady pattern of baptisms, funerals, burials of ashes and other pastoral offices reminds us thatthe Church rernains woven deeply into the lives of the people we sep in joy. in sorrow, and In those ordinary Iwt holy Moments that mark the passing of lifo There are encouraging signs too in the life of our congregavons. We are seeing signs of growth, not least in the welcome presence of younger people and younger families among us. That is a hopeful and importart sign. Growth is not always dramadc, and it does not always arrive in the ways people expecL but it 1$ often seen first in small, steady signs of life and I believe those signs are there. The lffe of the parish beyond Sunday worship has also contlnued to grow in encouraging vrdys. Our links with local schools have deepened further. our community activities have remained lively. and newer initiatives Such as Crafty Coffee have begun to establish themselves well. St Paul's continues to offer wann and practical hosPitality through Its regular gatherings, while St James remains a place of prnyer. mu51C, welcome. history and sacred presence at the heart of the parish. Our churchyard too has received much-needed care and renewed attention, not only as a physical space, but as part of our pastordl and spiritual witness to the wider commurity. I want to acknowledge the breadth of ministry represented here. Across worship, safegwdin& finance, communications, buildings, churchyard car4 bellringing. school engagemen¢ pastordl welcome, fundrdising and community lrfe, the parish has sl)own real commitment and generosity. There is a great deal of faithful work going on here in Bushey, and a good number of people quietly getting on with the work of the Gospel. In truth, that is often one of the healthiest signs of all. I vfant to make particular mention of our finances. Much careful, serious and at times demanding work has been undertaken during 2025 to bringgreater clarity, realism and 5tsbility to our financial position. Challenges remain, and we should be honest about tha¢ but there has been genuinely positive movement during the year, and the overdll pitture at the close of 2025 is much more hopefvA than it might once have appeared. We are in a rtronger position, with a clearer understanding of vthere we a￿ and a firmer footing on which to move forNard. For tha¢ Greg Batts deserves much thank5. His work as Honornry Treasurer has been OUtsf2ndin[. diligen¢ clear-headed, deterniined and patienL He has not only helped us better understand the financial reality of the parish, but has worked tirelessly to help place us in a more secure and sustainable positlon for the future. He has been strongly supported by the Finance Committee, whose oversizht and encouragement have been invaluable, and by the guidance of Sirnon Kinna, Ythose professiorAI expertise and wlsdom have also greatly assisted us. Together they have helped the PCC navirdte a difficult and sensitive area with honesty, skill and resolve. and l am very grateful to them all. There are other encouraging signs in thi5 area too, not least the growth in participation in the Parish Givtng Scheme. That increase reflects a renewed sense of commitmen¢ responsibility and confidence within the pari51L We are not yet where we would wish to be in every re5pe¢ but the direttion of travel is encour4ing and that matter5. A parish rarely turns itself around overni8hL however much one might occa5ionalty pray for the mlrac14 but stsady progress is often the truest and healthiest kind. Safeguarding likewise remains cents71 to our lrfe and witness. We cononue to tske this area with the utmost seriousness. and l am grdtthl to those who carry out their responsibilltles wlthln IL and to all who help ensure that our churche5 are places of care, attentiveness and safety for all. As I look back on 2025,1 do so with grdtitude, realism and hope. We are i parish with real strengths. real responsibilities. and real opportsjnities. In the Parish of Bushey, we continue to develop within the Diocesan Vision of Living God's Love programme which includes deepening spirituality. outreach to the local community. and developing a Mission Action Plan. Achievements and Performance Baptism and Marriage preparation provide opporninities for teachin& 5UPPOrt and welcome to the church. Special Christmas services in each church welcome many families and schools to joyful celebration5. A weekly 'coffee. cake and chat" operates at SL Paul'5 vthich has been very well supported and some stay to share in the Eucharist aftervrards. Messy Church continues to operate monthly wth great success at St Paul's too. In Autumn this year a weekly Crafy Coffee has been added at St James, Church House which ha5 been busy and has been a welcome opportunity for local people to join in fellowship. The PCC thanks Shirley Boyle, who has been coordinating this. A Safe Space for Girls club operate5 on the first Friday of each month at St James, Church House. Saturday lunchtime recitals and lunches at St James continue tr• thrive. 2. Planning and development of fvndraising attivitie5. Well proven fundrnising events-quiz nights, raffles. lunches. suppers. concerts and Summer and Christmas sales. all prowde opportunitie5 to a55iSt with financial support for the parish. and a5515tance to charities. They also have a social function and draw members of the local community. Our programme of lunchtlme recitals are good PAGE 9 Final occasions and successful 'fund-r21sers' as well as drawing together the wider community and building relationships. 3. Exploration of Eucharistic and Social Life in ways that lead to growth opportunities. Special shared se￿l¢e$ usually followed by parish lunches. especlally followng Patronal Festivals. are joyful occasions. Remembrance and Christmas services have attrncted local schools and give opportunities to welcome members of other churthes, and our local community. 4. Ecumenical links. The World Day of Prnyer (originally Women'5 Day of Prnyer) is supported within the Parish. 5. Links with other Faiths. Informal link5 are maintained with the Hertsmere Forum of Faith and Bu5hey Interfaith Community. The Rector has developed a close relationship Y￿th the local Rabbi. >proved by the PCC on I I th March 2026 and signed on their behalf by: Fr David Stevenson PCC Chair and Rertor PAGE 10 Final Messy Church at St. Pauls Messy Church ha5 continued to meet in St Paul'5 on the third Wednesday of each month (except August) from 3.30 ti115.30pm. There are varlous attivities and crafts- including the always popular food crafLI _ based on a theme relevant to the Christian calendar for that month. After that the Recwr leads us in a shorE Celebrdtlon and then we eat together. food freshly prepared by Ingrid. The attendance has fluctuated a litde over the year, but we have maintsined a steady average of I I children and 16 adults. Over the part year we have los¢ some of the older children who have moved out of the area or have confiicting school attivittes. We are receiving younger children and so have had to adapt our crafts and actimties to suit this younger profile. We have also changed the layout of the rC￿rn to provide a play mat and toys for some of the very young siblings and round tables for the parents to slt at If they w¢sh. The children come with a parent or carer who is responsible for looking after their personal care and usually helps them with the activities. We are blessed by a small but committed band of wonderful volunteers %*ithout whom this Yaluable Ministry would not be possible. Thank you one and all. Do come and join us in this valuable Outreach activty and joyous Celebrntion! May Teague, Messy Church Volunteer Buildings Committee The Building5 Committee now meets bi-monthly instead of monthly. During 2025 work to the roof at SL James's wa5 completed apart from a few minor Sna￿Ing issues which will be addressed during 2026. The cost went over-budget as, when the roof timber5 to the tower were exposed, they were found to be rotten and structural repairs were necessary. Afire risk assessment was carried out at Church House during the year and all recommendatlons have been completed, induding replacin8 sections of the fire alarni system and upgrading emergency fire door5. New blinds have been frtted to the gallery, the landing and the office. General maintenance has included removing the old fire hose and makinggood. repairs to the serving hatch and slurring in the hall in preparation for redecorations, replacing window locks and handles where needed in the hall, repairs to the gallery boiler and kitchen water heater, plus everyday minor items of maintenance and repairs. No major works were necessary at SL Paul's as confinned by the Quinquennial Inspettion. However. the self-seeding sycamore trees on the boundary continue to be problematic, and one of the larger trees was removed. Roy Golding- Churchwarden Watford Deanery Synod Deanery Synod meets three times a year. hosted by one of the Churches in the Watford Deanery and chaired by Rev Peter Waddell, the Rurnl Dean. As well as discussing the topic of the meeting it is an opportunity to meet representatives from other Churches and hear what they are doing. Throughout the year Peter ha5 tried to keep us up to date with the progress of the bid for funding for projetts across Warford Deanery from the Strategic Mission and Ministry Investment Board of the Church of England. When last discussed in June thi5 fund vrfas no longer certain to be available. Our first rneeting of the year was held at All Saints, Leavesden in February. We were welcomed by Rev. Debordh Snowball. the Assistart Rural Dean and the opening Worship was conducted by Rev Eddie Green, Vicar of Leavesden. The main topic on the agenda wa5 a presentauon gTven by Tom Abrahams, Diocesan Net Zero Adviser. Tom is a very enthusiastic advocate for all matters 'Eco' involvÉng heating and insulation of churche5 and clergy housing in the Dioce5& It was a wide- ranging talk and VRS followed by a conversation among the Synod members about what we had learnt from Tom and what change5 we will be encournging our churches to make as a resulL At last year's APCM in May, Ingrid Harris and Robin Davis volunteered to joln May Teague as Bu5hey Parish representatives for the remainder of this Synod (ending at APCM 2026). The June meeting was held at St Luke's Church. Ca55iobury hosted by the Rev Michael Norman and a lay worship group. There wa5 a brief explanation about the process of appointing a new Bishop of St Albans as well as updates on vacancies in the Deanery. I was joined at this meeting by our Parlsh Treasurer. Mr. Tom Snell (DBF Deanery Link) reporred from the Diocesan Board of Finance about a review of the Dlocesan Finances that was faking place and their planning for the future. During the rest of the evening Petsr Waddell explained the process involved in the upcoming remew of the Parish Share Factor and how the PSF for each Parish is calculated. PAGE Final This was followed by many questions to Peter and Tom Snell about the details of the process and how the money is spenL In Ortober we met at St Peter's Church in Bushey Heath. The meeting forrned part of a diocesan listening process to shape the future Ministry Strdtegy. Using a facilitated Spiritual Discernment approach. we reflected on Scripture, our lo￿ church experience and our communities to listen together for how God 15 calling and equipping us for ministry. The theme5 gathered will contribute to wider diocesan refiettion and help infom fvture deasions about fomiation, deployment and d¢vdopm¢nt across the diocese. May Teague - Deanery Representative Safeguarding Report This year several safeguarding issues have been raised by parishionern concerning the wellbeing of other church members. Two were successfully resolved and closed following support and monitoring with the individuals concerned. Two recently rdised safeguarding issues are currently being addressed. and support given to those involved. A long ongoing issue raised in 2023 was closed in late 2025 by Archdeacon Charles. My sincere thanks are extended to those in our communiry who rdised awarene55 to the needs of others amongst us. vthilst l am the Safeguardin8 officer, l often rely on the members of our churches to alert me where there is a concern. We all share in caring for each other, vliich has been evident thi5 year Thank you. 2025 has seen a positive improvement in our successful completion of the Dlocese's Parish Dashboard records. However, we need to make a real effort for PCC members to complete their required trainin8. In order to help address this, it is proposed to hold a trnining session to support PCC member5 in the early Spring. Gay Butler Safeguarding oificer Planned Giving Scheme Fund including Church Membership Planned Giving consists of those regular givers who participate in the Parish Giving Scheme (PGS). the Church Membership Fund (CMF), Payroll Enrolment or the Charities Aid Foundation {CAF). In an ideal situation, Planned Giving donations over the year would equal the Parish Share requested by the Diocese for having Fr David as Rector of the Parish and the PAGE 13 Final extra costs incurred providing ministry in the Diocese. Followlng a renewal progrdm led by Fr David. there was a large increase in participants in the PGS during 2025. This included some people moving from the CMF, although most were new donors. At the end of 2025 participation had grown to 40 member5 of the PGS compared with 17 in 2024 which is a really encouraging sign. It is worth noting that quite a few people in Planned Giving are not on the Elettorai Roll but wish to contribute to financing our Parish. In addition to those in the PGS there were 9 regular donors who remained in the CAF. CMF and Payroll maknng a total of 49 donors in Planned Giving at the end of 2025 compared with 34 at the beginning whlth is a significant increase. However. the totals from Planned Giving only covered 44.8% of the requested Parish Share compared with 52.5% in 2024. Qulte a few people have opted to increase their giving in line with inflation which should help the Parish increase this measure to over 50% ardin in 2026 and hopefully more people will join the PGS or incrvdse their giwn& Some people haven t rnised their giving for over l O years. A5 there are -80 people on the Electoral Roll, it would be fants5tic if even more of them joined the PGS during 2026. It is everyone's responsibility to ask themselves am I really giving to God's work what I can truly afford? It is very easy to join and what you give is confidential and can be changed at any time. Greg Batts - Hon Parish Treasurer St James's Bellringers Ringing has continued at St James, Bushey on Sundays, generally with more ringers than in 2024, and on Thursday evenings throughout the year. On Sunday mornings we ring at least 6 bells and sometimes all eight before the Mass. Fr. David, Marcus Crewe and his father Philip have joined the band. and are all making very good progress. Along with Theo they have reached the standard required are now members of the Hertford County Association of Change Ringers. Theo and Marcus now ring with the Young@Herts band. Ringing for special 5erYice5 and 5pe¢ial events has continued throughout the year with 26 quarter peals being scored. Birthday5 of several ringers provided opportunities for quarter peals. There were no full burials but qulte a few Burials of Ashes (BOAS). Brants also repaired a few memorlals for families, and the War Grdyes were tended by the War Graves Commission throughout the year. Over 2024 and 2025 the Pdrfsh spent £136,997 on maln¢enance and repai￿ at both churches although most was at St James. Less tFRn half was covered by fundrdising and appeals; hence money was txken from income and reseryes. It is expected that such costs wlll be much less in 2026 so the PCC can spend more on improvements and financing the Parish's Mission in 8ushey than maintaining and repairing its buildings and hopefully pay its Parish Sharn in fvll. Reserves and Policy Our Reserves Policy is to alNwdy5 hold lt least 3 months of Unrestrlcted Reserves to cover any genenl and unexpecced expenses on the assumption there was no income durlng the period which equates to approximately 144,01)O. Over the past years the Parish has used a significant number of reserves to cover shortfalls between income and expendrcure. Most ol these were due to unrealistic high Parish Shares levied by the Diocese which the Parish alway5 paid until 2024. In 2025 the PCC agreed that the Parish should rebuild reserves. rdther than pay the14rish Share in full. There has been a significant increase in the number of participants in Planned Giving during 2025. Fr David ￿4$ committed and acttvely encouraged more people on our Electoral Roll to join the Parish Giving Scheme and thereby ensure the Electoral Roll rdects the people who worshlp at StJ2mes or St Paul. Major repairs to Stjames Box Gutters and Tower Roof were completed in 2025 and there are no major expenses expected at Stjames or St Paul over the next few years. This will depend on the 2026 Quinquennial Inspection at St James. In 2025 the Quinquennial at St Paul identified minor repairs which should be carried out in 2026. A lot of people are working hard to increase fundraising and income. Funds Generdl funds represent the funds of the PCC that are not subj.ett to any restrictions regarding their use and are available for application on the general purposes of the PCC, although some of these funds are Buildings which the PCC should only sell as a last resorL Also, some of the Fixtures and Fittings cannot be liquidated. Funds designated for a particular purpose by the PCC are not restricted.
