Chair Statement

If you want to know what an organisation is really like, then observe what it does when it is under pressure. Observe how it continues to be of service when everything has changed. You will then know if the organisation is really any good; whether all that it says in its mission statements really stacks up.

Covid provided that stress test. The Bostey, after much excitement, moved out of temporary accommodation and into its brand new and wonderful building. Programmes were started and the place was starting to hum. And then the pandemic closed the centre down. I am very pleased to report that the work with young people and their families continued – but differently.

It is a tribute to the staff, their attitude and dogged commitment to everyone in the community that the programmes were changed to fit to the new circumstances. The long history of being creative and responsive, and the deep knowledge of the area and its people meant that staff and volunteers-maintained contact with all of our young people. Activity packs and cooking packs were delivered every week, backed up by social media and phone calls. These activities often required families to have fun together and also kept youngsters at home so that the necessary protection of the whole community was secured.

This was no mean feat. Hundreds of miles were covered every week distributing the packs and sometimes food. And remember this work was going on in a time of uncertainty and anxiety. Regulations and guidance were often changing. PPE supply could be uncertain. Then as circumstances changed so the work needed to change and bubbles were formed and outdoor group work took place. All of this required planning and dedication.

In spite of Covid we have also continued to keep on track as far as possible with our 5 year plan. We want to place on record our appreciation of those who have continued to fund us through their grants and those individuals who regularly donate. It not only keeps the work going but it is a source of encouragement. Thank you. You are indeed valued partners in our work.

So did The Bostey pass the test? It most certainly did. The Trustees are extremely proud of how the staff and volunteers responded under the leadership of Jodie. On behalf of the Trustees and indeed the community, thank you. You have risen to the challenge and excelled.

Structure, governance, and management

Nature of governing document

St Anthony's Youth Education and Support was registered as a charity with the Charity Commission on 14th July 2009. The charity is governed by its Memorandum and Articles of Association dated 28 May 2009 and constitutes a limited company, limited by guarantee, as defined by the Companies Act 2006. On the 9th May 2017 after reviewing our objects and Articles of Association, the Trustees by way of special resolution adopted updated memorandum and Articles of Association.

Recruitment and appointment of trustees

New trustees are recruited when their specific skills and values are identified as being beneficial to the charity. Trustees are actively sought for their experience in Finance and Administration, Personnel, Quality Assurance, Research and Development, Children and Young People services and Business Management. The election of trustees is governed by the Memorandum and Articles of Association and are initially interviewed by two serving trustees before being proposed at the AGM where their appointment is officially sanctioned.

Induction and training of trustees

All new Trustees are formally welcomed to the organisation by the Chair of Trustees and the Chief Executive. We support our new Trustees by providing an introduction to the work of St Anthony's Youth Education and Support, which includes a guided tour of our service and meetings with staff, volunteers and service users. All current trustees are informed of the election of trustees in advance of the AGM and whether they themselves are required to stand down and be re-elected. We have a formal Trustee Induction programme containing the "Overview of the Organisation, its history, values, structure, policies and procedures, annual plan and services provided. "Introduction to Finance including Trustees responsibilities" Introduction to Governance and Roles of Trustees, which includes attending meetings, the obligation of Trustees including their responsibility to ensure the charity operates within the main legal document which sets out the operational framework for the charity, namely the Memorandum and Articles and required Trustees checks. The Charity Commission publication "The Essential Trustee" is given as a point of reference to all new trustees along with the Memorandum of Articles and the latest financial statements. They are also directed to the Charity Commission website for further information and guidance. Feedback from new trustees about their induction is used to improve future practice.

Arrangements for setting key management personnel remuneration

The Board give their time freely and no trustees received remuneration in the year. The Board have considered who the Key Management Personnel (KMP) of the charity are, as noted in the reference and administration section. Together with the Board, these KMP are those in charge of directing and controlling, running and operating the activities of the charity on a day-to-day basis. The pay of the KMP is reviewed annually and normally increased in accordance with average earnings. The trustees’ benchmark against pay levels of other charities and similar organisations within the sector and the region. Pay levels are set using this information together with budget and forecast information, ensuring that the charity can afford any proposed increases. The Board then agree any uplift to remuneration.

Organisational structure

The Board of Trustees have overall responsibility for the management of the charitable company with the day-to-day management and leadership delegated to the Youth Service Manager. The Youth Service Manager is assisted by 1 senior youth worker and 1 youth worker, as well as several committed volunteers. The Youth Service Manager receives regular supervision and annual appraisal from the CEO of St Anthony of Padua Community Association and is a part of the Senior Management team which assist's the CEO in the dayto-day management and leadership of the organisation. St Anthony's Youth Education and Support also continues to receive financial support through an annual grant and infrastructure support including HR and administration from St Anthony of Padua Community Association.

Wider Network

The organisation has 5 trustees who are from a wide range of professional backgrounds who are responsible for the financial direction of the charity. T P O'Grady and D Robinson are trustees of St Anthony's Youth Education and Support (SAYES) and also of St Anthony of Padua Community Association, (STAPCA), charity number 517745 and company number 02025848 (England and Wales). STAPCA has provided services at arm’s length and on normal commercial terms.

Achievements and performance

The final paragraph in last year’s annual report said…………unfortunately, 10 weeks in and COVID-19 meant we have to close the building and stop any face-to-face work………….if only we knew then that we were going to face the most unprecedented times both at work in our personal lives as a Country and around the world.

Panic, confusion, upset, and anxiety were just some of the feelings that young people felt when we told them that the Bostey, under Government guidelines was not allowed to open for any face-to-face work.

On Monday 23rd March 2020, the Bostey team got together and the first discussions we had were about furlough. What is furlough? Can youth workers be furloughed? what impact would it have on young people if we remain closed? If we close what will happen to existing grants? Where will families turn to if they need support? The questions were endless, and we did not know the answers. After lengthy discussions, the team agreed that they would like to continue to work and provide an alternative offer for our community. Supported by our board of Trustees we started to communicate with local families and basically just ask them how they were feeling, did they need anything and how could we help to make things easier in term of children and young people activities, after hours and hours of telephone calls and lengthy conversations with families and young people, youth workers came back together and started to plan.

Two issues were evident from the conversations, one we needed to extend our offer and be available over 7 days of the week and two, as well as targeted support for families we already worked with, we needed to extend our offer to the wider community. The team took the view that everyone was “vulnerable” as nobody had ever been in this position before families were scared and already beginning to feel lonely and isolated.

We were one of the only young people’s projects in the East End who had an immediate response and were providing drop-offs for families. As the months went on other projects starting to provide various offers and the Walker Workers group turned its focus on “information sharing” this ensured we had a joined-up approach, so families were receiving the best possible support for their needs.

Emergency food, toiletry, and activity packs to approx. 50 families were one of our first deliveries, the launch of our online games platform and groups quickly followed and not long after we created bake pack deliveries.

Within weeks we were delivering 100’s of bake packs and activity packs and volunteers were driving hundreds of miles every week to deliver the packs.

As the weeks turned to months our presence on social media was growing at a phenomenal rate, we received daily telephones calls and emails with offers of support from local supermarkets, local businesses, and the community all who wanted to help. Every week from approx. the end April 2020 local supermarkets were providing ingredients and materials to contribute to our bake/activity packs. Morrisons at Byker, were extremely generous and gave us books for the “hide a book” project, they gave fresh “how to make your own pizza” kits which contained everything you needed to make a homemade pizza as well as lots more. Morrisons have continued their support to-date.

together, and it was inspiring, this was keeping the team and volunteers motivated.

Trustee report Tier systems

As restrictions were lifted and tier systems were introduced the team became even more creative with ideas that would encourage families to stay at home and stay safe. We provided movie night boxes filled with treats for the family to enjoy, time together boxes that contained a family game (batteries included) hot chocolate, marshmallows and squirty cream. We provided the resources for families to have some fun together, but we also wanted to encourage families to spend quality time together and encourage communication especially for families with older children.

Take a “Break & Reflect”

The team prepared and gave out boxes to mams, dads, nannas, granda’s, aunties, uncles or anyone who had been home schooling children and young people. We were encouraging people to stop relax and reflective on the time they have spent at home. There where four packages over 4 weeks. Week 1. Everything you needed to sit down and relax and reflect. Week 2. Cleaning packages. Everything you needed to make a start on cleaning your home up at spending so much time in it. Week 3. Everything you needed to grow a flower. This idea was for people to start thinking about their future and they could watch the flower grown alongside them. Week. 5. A package full of local organisations who provided support on employment issues, housing, benefits, and lots more. So, people had the information to hand about who to contact to support then in the next steps of their journey.

Teenagers were always a concern and the team identified worrying signs of individuals mental health in decline. As well as signposting to other services and chatting online to youth workers the team put together wellness boxes which included, fluffy socks a weighted teddy bear to reduce the feeling of anxiety, bath bombs, hand and feet cream, a future jar, post-it notes, and a pen so young people could write down all the things they would like to do at the Bostey when restrictions were lifted. We also provided a diary and asked young people to write down any unwanted feelings.

Community Challenges

We ran numerous community challenges but some of the most popular where the Big Bostey Breakfast- each family received a donated box of cereal and at 10am on a certain day everyone ate their breakfast took a picture and posted it to our Facebook page. The Yorkshire pudding challenge was also very popular with over 50 entries.

The Bostey Lanterns project "Light up our community” took place on Sunday 28th March 2021 at 6pm. We filled our Facebook page with photographs of lanterns that had been made by the community and with positive messages. #StrongerTogether2021

The Big Bostey Breakfast

We planned “The Big Bostey Breakfast” to help raise the spirts of the community and help them feel “together” everyone had great fun eating their breakfast at the same time and posting their photo’s on our Facebook page.

Trustee report Bostey book hunt

We put a call out for new or nearly new children’s books and the response was amazing. The team bagged them up with a special not inside which read, read, and re-hide me or if you really love me keep me. The team and volunteers hid over 500 books around the city and we even managed to get books sent to Scotland to be hidden. Feedback from the community was fantastic about this idea. People told us it helped get the children out the house on daily walks and a little bit exercise as they were excited to find new books to take home.

Let’s grow sunflowers

Another favorite was the challenge to grow your own sunflower with the winner receiving a £25 gift voucher of their choice. We had over 50 entries and everyone feedback back that they really enjoyed taking part.

Trustees report Hugs in an envelope

In collaboration with a sheltered housing scheme in Byker we organised “hugs in an envelope” the aim was for the community to create 50 hugs to give out to the residents as many of them were feeling lonely and isolated and had not had a cuddle from their family for many months. Local schools quickly got involved and we provided them with the resources and instructions to make the hugs. When finished had over a hundred homemade hugs to give out across the East End to different shelters. The feedback was amazing people where so touched that other were thinking of them and they really appreciated it.

Froot Door Collection

Youth workers and volunteers made up 100’s of “front door packs” during the 1[st] lockdown. Some of the packs included fresh fruit, pancake mix, activity packs. Each week we offered something different. The packs were a great way of encouraging people out for daily walks and to let people know that we were still offering support and were available.

The Summer of 2020

2020’s summer holiday programme was all about getting out of Walker and way on days trips. We wanted to give children and young people the opportunity to forget about lockdowns and think about themselves and have some fun. Summer 2020- we worked with 56 young people aged 9-15 years old in Covid secure bubbles.

Forty, young people had the opportunity to visit three different parks outside their local areas
Twelve, boys from the boys group enjoyed exploring Jesmond Dene
Twenty-four, young people enjoyed eating out at a restaurant
Forty-two, young people enjoyed an ice-cream whilst visiting Bamburgh the day
Thirty-six, 10–13-year-olds took part in three surfing lessons each throughout the six weeks holidays
Ten, 14-year-old girls took part in four surfing lessons throughout the six weeks holidays.

Youth Bubbles

In carefully selected Covid compliant bubbles of up to 15 children and young people. The team identified "vulnerable" children and young people who could participate in face-to-face sessions.

The team provided 28 face-to-face sessions over 14 weeks for 32 "vulnerable" children & young people. From Monday 16th September until 31st January 2021. Fortunately, sessions were still able to continue January even though we went back into lockdown because the Government give youth providers the autonomy to decide who was classed as “vulnerable”.

Good well-being - the focus for sessions for the 32 identified young people aged between 9-16 years old was their well-being. Each week sessions would explore different areas on how to be good to yourself.

Social wellbeing the team provided a safe and Covid complaint social space for each bubble to still have the opportunity to socialise weekly. This time and space was particular important for young people to be able to maintain friendships and connect with young people their own age and talk to youth workers.

Physical wellbeing - we could not play our usual games and spots activities, but Tik Tok and Youtube were great replacements. Helping young people to do a little exercise whilst at the Bostey, but also can do it at home.

- Hygiene youth workers reported weekly that they had noticed that young people’s personal hygiene was poor. The team made toiletries available weekly during sessions and young people took part in several issues-based sessions about why good hygiene is important.

Development- young people were encouraged to bring in their “future jars” so we could add their ideas into sessions and plan for future sessions.

Christmas 2020

Christmas 2020 was always going to be tough for everyone but even harder for families on low income or who had been furloughed or even worst had lost their job. We always provide targeted support to families via our Christmas shop scheme and Christmas hampers appeals. This year wasn’t going to be any different but what was different was the number of families we needed to support. The team got together with local primary and secondary schools, socials services, the east end community family hub, along with our own families the team gathered numbers regarding the support needed and set to work. I can proudly say that 25 families received luxury hampers, 65 families received food hamper which included fresh fruit and vegetables and 35 families received Christmas gifts. Everything we gave out was either bought my money raised from the community or through appeals that the community run on our behalf.

Trustee report Christmas Events

It was difficult to put on the “normal” Christmas events and activities that we do but this year the idea of an “elf parade” seemed to be the way forward. However here at the Bostey we never do things by half and within weeks of sharing the idea with the team we were planning a horse drawn carriage parade around Walker with Mr and Mrs Claus on board with lots of elf’s riding behind on bikes handing out sweets. It was a fantastic parade the street were lined with hundreds of people shouting and waving Merry Christmas. We received hundreds of messages of support and thank thanking us for putting the parade on. I think we just managed to pull the best idea off that we had had all year. I would like to say a special thank you to other local organisations who supported the parade and dressed-up to ride their bikes. Kids Kabin, Lyndsey, Maz and volunteers from the Stars and Shadow cinema, Fr Phil Medley from Mine and Walker Parish, Robson from The Children’s Foundation, and all our fabulous volunteers.

Collaborations

Partnership work has always been a big part of the work that we do at the Bostey it allows us to offer more opportunities and enables our children and young people to enjoy more of what is on offer locally and around the city. The strength of these partnerships were evident from the start of the first lockdown, which enabled us to have a fast organised response for our community as the foundations had already been built for many years. New collaborations also emerged which we will build on into 2021.

Thank you to everybody who we have worked with over the years, the effort you all went to throughout the lockdowns and when restrictions were lifted to ensure children, young people and their families were still able to experience new and exciting things was amazing. We have developed genuine and solid partnerships, and this shone through during testing times. Thank you, Lyndsey and Mag at Stars and shadows cinema, the Biscuit factory, everyone at Skimstone Arts especially Peter and Claire and not forgetting the amazing and talented Sheryl who took amination to a whole new level in Walker. Aly from Newcastle Arts Council and lastly all six projects who make up the neighborhood youth projects group. Patchwork, Northbourne, West End Women and Girls, North Benwell youth project, D2 youth project and Kids kabin and especially Michael from Patchwork who sadly died, but who I am forever grateful to for all of our weird and wonderful conversations.

Youth Workers- The Team

I would like to use this opportunity to THANK the team. They have worked continuously throughout the pandemic and continue to do so to date. They have responded to the ever changes needs of the community as well as taking on board the various restrictions and tier systems to continue to work safely and when allowed introduced children and young people back to face-to-face sessions at the Bostey in a Covid complaint way. Their commitment, their energy and their enthusiasm were inspiring, and they have worked tirelessly and selflessly and all the way through these last 12 months, without this commitment we could not have achieved what we have.

The project manager also spoke on the radio about what communities have been going through, highlighting the struggles and some of the positive things she has seen because of communities pulling together.

All staff and volunteers took part in extra training such as hand hygiene, making my workplace Covid complainant, safeguarding in a digital world and many more. Our senior youth worker was interested in short courses available via the Open University and completed several other courses such as community engagement, children and young people’s participation, collaborative problem solving, succeeding in a digital world and remote learning for the community. This learning supported the work we were doing online and community engagement.

The team were nominated many times via social media campaigns from the local community to received awards and recognition for their work since the lockdowns started and we were lucky enough to feature in the Evening Chronicle as Covid Hero’s, it was lovely to hear from the reporter at the Evening Chronicle that they had been inundated with nomination from the community after they launched their “nominate a Covid Hero” campaign.

A huge number of people came forward to nominate 'The Bostey' when we asked you about your 'Covid Heroes.

The John Boste Youth Centre, in Walker, has adapted so youth workers can continue to provide valuable services to young people during lockdown.

All normal workload for an operating charity still needed addressed i.e AGM, annual reports, Trustee’s meetings, and report as well writing, updating funders, applying for funding, policy updates, our yearly Conaty Awards and lots more. Each item bringing a new challenge for us to work out a solution to enable work to continue and be completed.

Risk Management

The Governance arrangements ensure effective oversight of risk management across the organisation. There is an agreed action plan with set objectives and key outcomes to be achieved. The Senior Management Team meet fortnightly and on a quarterly basis conduct Health and Safety Reviews. A robust monitoring process is in place and quarterly operational and financial reports are provided to the Trustees.

The Chief Executive ensures regular risk audits through a variety of internal and external inspections and operational management is monitored through regular supervision meetings with senior managers. We regularly review our staffing structure to ensure operational effectiveness and safe working practices. The Youth Service Manager keeps Policies and Procedures under review and seeks approval when required from Trustees for any proposed changes.

Objectives and Activities

Objects and aims

The Youth Service was established over 40 years ago and had been delivering services from the John Boste Youth Centre until it was demolished in October 2018. The service continued to operate from an interim space in St Anthony of Padua community centre until October 2019 when the service moved into their new youth building adjacent to the community centre.

The Bostey, as it is known locally, has always been a place where young people can go, be welcomed, engage in activities, and be helped to grow in every way.

We have an annual delivery plan to support our work, focusing on continual improvement, alongside a commitment to continuing professional development and supporting the team and volunteers to reach their full potential to ensure high-quality, person-centred services that allow every individual needs to have an individual response for their individual growth and development.

On the 28th of May 2009 with the support from St Anthony of Padua Community Association our youth service became a registered charity; St Anthony's Youth Education and Support ("The Bostey"). In setting objectives and planning for activities, the trustees have kept in mind and complied with the Charities Act 2011 to have due regard to public benefit guidance published by the Charity Commission.

Local Community

The local community wanted to help and started fundraising. People did online raffles, bonus balls, run an online donating campaign and some people even made and sold cakes and hampers to raise money. In total the community raised 2k to support activities through the lockdowns.

Moving Forward

We have started to develop new relationships with businesses, and we have helped people understand that the Bostey is a Charity, and we fundraise all year round to keep the project going. We have a tough challenge ahead of us to sustain current staffing levels and increase participation, as well as continuing to develop new projects. We will need to re-visit our 5-year plan and re-evaluate where we are in terms of the development of the alternative giving strand of our plan. Pre-Covid we were making good progress, and because of the work we are done over the past year we have raised the profile of the bostey not only locally but City wide and amongst the business community. Our plan is to re-visit our social media platforms, especially our website and plan how we can further use these to our advantage as well as engaging with the chamber of commerce and other business forums.

The charity is required to report how it deals with fundraising from the public. The charity does not use a professional fundraiser or commercial participator to raise funds. Any monies raised direct from the public follows all guidelines set out by the Charity Commission and UK law in every respect. We respect the privacy and contact preferences of all public donors.

Public Benefit

The trustees confirm that they have complied with the requirements of section 17 of the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission for England and Wales. Networking We are part of the Walker Workers, a local network of children and young people’s service providers who work together to coordinate local provision for children and young people and ensure there is a holistic approach in the Walker area in terms of provision The Youth Service Manager also is part of the Neighbourhood Youth Projects Network which offers practical support and sharing of resources City wide. More recently the group have explored the idea of joint funding bids and joint projects. The Bostey also has many other successful partnerships with schools and other local projects who all deliver for the benefit of the local community.

Financial Review

St Anthony of Padua Community Association continues to provide support to the Bostey so that we may improve the outcomes of children, young and their families in the East End of the City. This support is given in the form of financial, HR and management support. In addition to this, financial support was received from other grant funding.

Policy on reserves

Free reserves are those unrestricted reserves excluding those invested in fixed assets and any long-term commitments. It is the policy of the charity to build up our free reserves to a level which equates to 12 months running costs and to respond to emergency situations that may arise from time to time. This equates, on a typical year, to give a level of free reserves of between £90k to £110k.

At the year end the charity had free reserves of £119,806 (i.e. those unrestricted reserves represented by net current assets). The trustees note the increase in free reserves, increased from the 2020 free reserve position of £90,561.

The trustees recognise that the charity has had an increase in free reserves and will continue to monitor this and any future surpluses, whilst delivering the services required by its beneficiaries.

Plans or the Future

We still have a long way to go in terms of a “new normal” and there will be many more challenges to face in the coming months and years, but we have lots of new and exciting plans and we have been working hard behind the scenes talking with new and existing partners to bring more new and exciting opportunities for children and young people in our local community.

Trustee report

At the time of writing this report we have employed an additional two youth workers and we are developing a young person led work experience project with the possibility of employing an apprentice. A collaboration with St Anthony’s as they have over 15 different jobs roles which young people can explore and gain experience from by taking part in taster days to work experience. The additional youth workers will support the development of 14 plus work and provide extra capacity for other sessions throughout the week meaning we are open 5 days per week.

And just to finish…….Walker is a fantastic place to live and work and the strength of neighbourhood projects in Walker has be apparent all the way through the pandemic. I hope I have shown just how much the Bostey is embedded in the local community and the benefits we bring to the families living in the East End and although we have achieved so much throughout these last 12 months, I also know that there are still many families, children and young people who do not access services and are extremely vulnerable and isolated, the Bostey will continue to do what we do and reach out and support.

Going concern

The trustees have prepared a budget and cashflow forecast, including consideration of the financial impact of COVID-19 and have concluded that the charity continues to be a going concern for the foreseeable future. On that basis they have continued to adopt the going concern basis when preparing the financial statement.

Statement of Trustees' Responsibilities

The trustees (who are also the directors of St Anthony's Youth Education and Support for the purposes of company law) are responsible for preparing the trustees' report and the financial statements in accordance with the United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice) and applicable law and regulations. Company law requires the trustees to prepare financial statements for each financial year. Under company law the trustees must not approve the financial statements unless they are satisfied that they give a true and fair view of the state of affairs of the charitable company and of its incoming resources and application of resources, including its income and expenditure, for that period.

In preparing these financial statements, the trustees are required to:
select suitable accounting policies and apply them consistently;
observe the methods and principles in the Charities SORP;
make judgements and estimates that are reasonable and prudent;
state whether applicable UK Accounting Standards have been followed, subject to any material departures disclosed and explained in the financial statements; and
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charitable company will continue in business.

The trustees are responsible for keeping adequate accounting records that are sufficient to show and explain the charitable company's transactions and disclose with reasonable accuracy at any time the financial position of the charitable company and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charitable company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

Reappointment of independent examiner

A resolution to re-appoint Simon Brown BA ACA DCHA as independent examiner for the ensuring year will be proposed at the Annual General Meeting.
