2 AIM5 AND PURPOSES The PCC has the responslbllSty of co-operating with the vicar in promotin8 in the parish the whole mlsslon of the Church, its life of worship and its role as the Church in the community. The PCC also has responsibility for policy decisions and financial stewardship of funds used in support of the ministry In the Parish Church and for the malntenance of the Church buildings. 3 STRUCTURE, GOVERNANCE AND MANAGEMENT Members of the PCC Ithe trustees} are either ex-officlo, elected by the Annual Parochial Church Meetin8 IAPCMI or co-opted in accordance with the Church Representatlon Rules 2020. Based on a resolution passed at the October 2020 APCM, a limit of 2 x 3-year terms applies for elerted PCC members from May 2021. As charity trustees. all PCC members are requlred to sign a declaration that they are willlng and eligible to art as trustee5 {i.e. not le8ally disqualified). that they understand thelr chaTlty's purposes and have passed any safeguardlng checks requlred, as the charity works with children and vulnerable people PCC members are expected to comply with our code of prarti, based on legal and other8ood practice guldance and setwlthln the context of the St PeteT'S and St Paul's work plan. The code takes account of Charltycomrnlsslon requirements. the Charity Governance Code and the Church Representation Rules lour8overning document). During the year there were 192 adults In formal membershlp of the church, an Increase of seven on the prevlous vear. but more than this In regular Sunday attendance. All Church attendees ère encoura8ed to reglster on the Electoral Roll and particlpate in the election to the PCC and off1$ of Wardens and the APCM. During 2023 the PCC met In January. March, Aprll, June, September and November, for rather more than 2 hours at a tlme. Minutes are available to all church members on request from the PCC Secretary once they have been agreed at the next PCC meeting. Each meetln8 Is planned. provldlng members wlth full briefin8 notes on the range of matters on the agenda. Certain standln8 items are considered at all routlne meetings concerning finance, safe8uardlng. Deanery or Diocesan matters and general c(Yrespondence. The PCC and the staff group each routinely review our activlties and seN1$ as soon a5 possible after an event to ensure any lessons learned are applled for the future. Glven Its wlde responsibilities the PCC has several commlttees. The Church Representation Rules 1020 allow for the appointmentof working 8roups to discuss ortain sublects thoroughly In detail and they may co-opt members from beyond the PCC. All such Committees are required to report to the PCC who retaln the legal responsibility for decision-making. There is a requlrement that the Incumbent is an ex-officio member of each. 8 such committees {known as teams) operated through the year wlth an additional committee from February 2024.: others a planned for the future. In addition to these appointed Commlttees, which have a visionary mandate, many other valuable non- decision-making vmrkln8 groups exist in the churth, undertaking and toordlnatlng variety of essential activltles, for which the PCC are very grateful. We continue to be committed to enabllng as many people as possible to worshlp at ourtwo church buildings ènd to take an attive part in the life of the Parish. The PCC maintalns an OveieW of worship in both churches and, with the vicar, reviews how our services can reach out to and better serve all who Ilve within our parlsh. Our Page 3
services and worship put faith into practice through prayer and Scripture, muslc (both contemporary and traditionall, sacrament and in its outworkin8 through service to the community. We confirm that the major rlsks to which the PCC is exposed. as identified by the trustees, are regularly discussed and revlewed and that systems and procedures have been established where needed to mana8e such risks 4 AN OVERVIEW OF CHURCH LIFE DURING 2023 We are now well past the closure5 and special arran8ements of the pandemic years which had totally impacted the activitie5 of the church and the daily lives of the whole community. Slnce then, there has been a steadv growth across our four congregations at both St Peter's and St Paul's and in new people particlpating 8enerally In the Ilfe of the fellowshlp. rin8 the year both churches In the Parish reached and seNed more people than ever In recent past. Thls has been achleved not just through our weekly seniice5 but significantly through special occasions such as Easter, Chrlstmas. occa51onal servlces Ichflstenlngs. Weddin8s and funerals). the work of Bea Reid wlth children and families Sn the church and schools. the pastoral work of our vlcar and the mlnistry of the communlty café, 'Next Door He¥tabte'. There has been contlnulnB malntenance and development at Peterfs wlth the major refurblshment of the back tollets and kltchen, as well as new floorlng In the back hall and creche. The bulldln8 fund loans needed to complete the annex have been pald down slgnlflcantly from £217k to £72.5k over the year, meanin8 the loans wlll be repald much earlier than planned. For 2024 the church Intends to pay a further £45k towards the bulldlng fund loans. as well as meetin8 Its regular costs relating to stafflng, new ventures. hl8her utlllty bi515 and the wlder building fabrlc upkeep. None of thls would have been possible without the re8ular falthful 8lvln8 of our churth con8re8ation, for whlch the PCC Is grateful. SERVICES AND ACHIEVEMENT5 Some Specific area5 of actlvity durln8 2023 are detalled below: a. 5pedal servlces. As well as our regular servlces, we enable our community to lebrate and thank God at the milestones of the Journey through life. We lebfated 9 weddln85 and 14 baptisms and held 13 funerals durln8 2023. Page 4
b. SeThlce5 to thlldren and youn8 people. Our Children, Family and Youth Pastor. Bea Reld, runs several weekly group5 which includes an after- school club as well as leading Sunday children and youth actNities and annually a summer activlty for children. In additlon to these church-based groups. Bea also works with our two local schools. Chrls Redmond and Lyn Moseley from the church served as Foundation Governor5 at St Paul's School throu8h 2023. The Revd Douglas meets monthly wlth the head teacher and other staff explorlng ways In which the churth and school can develop our relationship further. The church and school remaln committed to workln8 together In whatever ways are posslble. c. Alteratlons to the eMlstln8 St Peterfs bulldln8 and malntenance to St Pauys. Following on from major works which commenced in 2020. a pro8ramme of work has contlnued with a major refurbishment of the toilets, kitchen and corridor5 in the old bulldln8. Once sufflcient funds are available the next stage Is to install a new heatln8 Svstem In the worship area and entrance foyer. At St Paul's various routlne repalrs and renewals have been carrled out but there is a large body of work needed, largely identifled Sn the last Quinquennlal Report of 2020. A schedule of works needed has been prepared which wlll be consldered by the newly formed Fabric Advlsory Commlttee. Goln8 forward we need to consider how best to adapt and develop the space lo meet our current needs and best serve the Swanley Vlllage community. d. Church Annexe and Café- Next Door Hextable. The community café (Next Door Hextablel and the community space and chapel in the new annex were opened for buslness on the 23rd of March 2022. Both the café and communlty rooms have proved extremely popular with Church members and the wlder communlty. The PCC wish to express thelr appreciation to all the staff and volunteers, the Parish Council and the wider community, all of whom have contrlbuted to what has become a real success story. o. In ouradivities during the year and in our future planning, we have fully considered the Commisslon's guidan on public benefit and the supplemerrtary 8uidance on charitles for the acfvancement of religion. The Parish Safeguarding OffIr 55 Debble Sams. Asslsted by a small team they contlnued durlng 2023 to monitor and develop policies and best practlce for the PCC. In accordance wlth the Church Repre5entatlon Rules, the PCC conflrm that we have complied wkth our duty under section 5 of the Safeguardlng and Clergy Dlscipline Measure 2016, to have due regard to House of Bishop5' 8uidan¢e on safe8uardln8 children and vulnerable adults. This we are happy to do and whllst we cannot afford to be complacent In such matters, we believe we are in a good place in terms of the procedures we are following. We would Ilke to record our thanks to our hardworklng safeguardln8 teams and the leaders of artNltle5 for their cooperation with the safe8uardin8 arrangements, 8, Mlsslon 8lvln8. This is based a 'thlrds' approach of the 10%. 5.e. to local {parlshl, reglonal & natlonal and Internatlonal causes. Through 2023 we also funded people In need locally through the Communlty Compa551on Fund, speclfic church and NDH outreach Pfojects through our'refresh, fund. h. Deanery and Diocesan Synod. Davld Pearson represented the PCC on the Deanery Synod. Davld and Johnny Dou8las are also Deanery representatlves on the Diocesan Synod. Thls provides the PCC wlth an Important link between the parish and the wlder structures of the church. 6. FINANCIAL REVIEW & GOING CONCERN Total receipts on UnstrICted funds were £233.479, of which £151,298 was unrestricted voluntary donation5, further £18,121 from Gift Aid and £64,060 from other sources. Restrlcted donation5 of £67,457 were also received and are detalled in the Financial Statements. Durin8 2023 there was a loss of £154,899 in the PCC funds Ilncludin8 £64,000 of transfer5) and an overall loss of £97.271. thls was due to the major refurbishment at St Peterfs as well as the final amount to complete the St Peter's buildin8 project. It is PCC policy to try to maintaln a balan on unrestritted funds which equates to at least three months unrestritted payments. This is equivalent to £30,000. It is held to smooth out fluctuations in cash flow and to meet emergencies. The cash balance of £5,150 held on unrestrirted funds at the year end was below thi5 this target and this is due to the large capital spending during the yearand repayment of bulldin8 fund loans, however the PCC expect to rebuild cash reserves 2024 and beyond. Going conrn These financial statements are prepared on the going concern basls whlch Is dependent onthe contlnued support of the PCC creditors. At 31 December 2023 the charity had a balance sheet deflcit 01 £47,232, which included loans repayable of £72,500. The trustees have a feasonable expectation that the charity wlll continue In operational exlstence for the foreseeable future assumlng the continued provision of currentfundin8 leve15. bank facllity and support of the creditors. Conclusions relating to the golnE concern assumption - future performance of the charity The charity has incurred a deficlt In 2023, due to the completion of bulldlng works that had been contrarted for. The trustees contlnue to develop new strategies to lrnprove the performance of the charity and are confident that the performance In 2024 will reduce the balance sheet deficlt. The church continues to pay Its Staff and meet re8ular costs as well as pay the loan Instalments, whlle not undertaklng any more proie¢ts untll the reserves build up a811n, Concluslon Havin8 revlewed the management accounts, budgets and prolertions of the charity and having taken into account the current and forecast performance and availablllty of finance and support of creditors, the trustees belleve they have reasonable ground5 for statlng that the challty ha5 adequate resources to contlnue in operational exlstence for the foreseeable future and that tt Is appropriate to prepare the flnanclal statement5 on the 8oin8 concern basss. 7. FUTURE PLANS A goal as a PCC contlnues to be one of developlng the splrltual leadership of the church. We want to continue to 8row healthy leaders and flourishlng teams, increasin8 the resources to extend the mlssion of the church to our communltles. We are encouraged by the developments In relatlon to our work with children. youth, and famllles, but urgently need more volunteers to asslst, as well as a senlor5' lead and others to develop our minlstry with older people. Conslderation is now being glven to the posslbility of appolntlng a caretsker to care for and partly supervlse the "Church Estate" at Peterfs and St. Paul's and Next Door Hextable. We look forward to welcoming people from across our communlty and to seeln8 the ntre and the café become a parlsh meetlng point, where we as church can more effectively reach and meet needs Sn our communitles of Hextable and Swanley Village. We want the centre and church to be a place where people feel 'at home,, are valued, acopted and thrlve tO8ether.
