Particular thanks must go to Fr. Clive for steering St. Clement’s through another challenging year. The gradual raising of restrictions meant that we could resume much of our church life but with the crises surrounding fuel and the cost of living and the need to keep the church Covid safe this was not an easy task. So, we thank him for his leadership and patience through what has been a very unsettling time.

St. Clement’s continued its commitment to support Mitr. Cherry and her work at St. Mark's Southend and it is good to read her regular articles in the Parish Magazine. Help and support is also given to Fr. Neil at St. Alban’s both practically and financially. 

Our Parish Share was paid in full and as well as HARP we supported The Children’s Society, St. Andrew’s Wellingborough, North Street School, The College of St Barnabas, St. Alban s and St. Mark’s, St Andrew s Basildon, The Bulbulir Basa Orphanage and Little Haven with grants and donations.

The sudden rise in the cost of living and in particular the price of energy meant that the PCC had to look carefully as to where money could be saved 

## Safeguarding 

The PCE ls vervewareof eedutyabcare wrencure the protection of the vulnerable in their church community. At the July Meeting, Gillian Alden our Safeguarding Officer and the Churchwardens, delivered a presentation explaining the up-dated regulations produced by the C of E. Following this, the PCC formally adopted the House of Bishop’s ‘Promoting a Safer Church’ Safeguarding Policy. All members of the PCC have now te complete the Recruitment, Support and Training programme in order to promote a strong safeguarding culture within the church. 

## Fabric 

The Fabric Committee oversees the church building and the projects that keep it in good order.

## Music 

The small but faithful members of the choir have led the singing at the Parish Mass and other sung services during the year. With the decrease in numbers in the choir we have had to adapt the items we are able to sing. We were able to reestablish the carol service this year but with the emphasis on congregational singing. We welcome any who would wish to join the choir. We practice on Thursday evenings from 7.p.m. and finish, at the latest, by 9.p.m.

, Bellringing 2022 was another strange and unsettling year. The first steps have been taken on a project to renovate and repair the bells. A generous donation has already been made by Leigh Town Council to help with the repair of the town clock bell. 

## Fundraising Committee 

Kim continued to sel) bric-a-brac and other items on-line but in addition the team organised successful Craft and Christmas Fairs. Coffee Mornings were also held and the church calendar compiled by Janet Lynch raised a further £363 for church funds. 

## Mothers’ Union 

The St. Clement’s branch of the Mothers’ Union meets on the last Tuesday of the month for a short service followed by lunch and an activity. We were unable to meet in January, due to the lockdown but resumed in February when the AGM was held and the future programme discussed. After that, meetings went ahead on a monthly basis for the rest of the year with a variety of speakers and activities. 

‘Tax, Care and Toy Boys’ was a talk delivered by the Co-op as part of their initiative to give back to the community, flowers for distribution on Mothering Sunday were donated, the annual lunch was held at the end of May and in July the strawberry tea raised £280 for the M.U. ‘Summer of Hope’ Appeal. Maxine Paul, Diocesan President spoke about her work and a hands-on flower arranging session produced delightful results. We were delighted to welcome Hilary, Pat and Margaret who were enrolled into the M.U. in 

September and thank Jane for her work in leading us and for her inspiring and interesting published in the magazine.

## ACCOUNTING POLICIES 

## 1 Basis of Accounting 

The financial statements have been prepared in accordance with the Church Accounting Regulations 2006 together with applicable accounting standards. 

The financial statements have been prepared under the historic costs convention except for the valuation of Properties.

General funds represent the funds of the PCC that are not subject to any restriction regarding their use and are available for application for the general purposes of the PCC. Funds designated for a particular purpose by the PCC are also unrestricted. 

The accounts include all transactions, assets and liabilities for which the PCC is responsible in law. They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of church members. 

## 3 Incoming Resources 

All income whether of voluntary or planned giving, investment income, legacies or capital is recognised only when received. Receipts are shown gross with any related costs shown as resources used. Income tax recoverable on covenanted and gift aid donations is recognised when the income is recognised. 

## 4 Resources Used 

The diocesan quota for the year was. £90,137 all of which has been fully paid during the year. 

## § Fixed Assets 

Equipment purchased for use in the church hall is written off as replacements arise. 

## 6 Current Assets 

St James Investment fund and Westminster Wealth Management Funds are shown at their market value at 31° December 2022.

7 Related Party Transactions 

The charity has made the following related party transactions to it’s trustees during the year. 

Fr. Clive Hillman was paid for reimbursable expenses of £1,537 Roger Folley was paid remuneration of £3,924 for duties as the church organist.

## INDEPENDENT EXAMINERS REPORT TO THE PCC OF ST CLEMENTS CHURCH, LEIGH-ON-SEA 

This report on the accounts of the PCC for the year ended 31t December 2022, which are set out on pages 4 to 7 is in respect of an examination carried out under regulation 3 (C) of the Church Accounting Regulations 2006 and s.43 (2) of the Charities Act 1993.

## Basis of Independent Examiners Report 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning such matters. The procedures undertaken do not provide all evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.
