GOVERNANCE & MANAGEMENT The PCC is a body corporate IPCC Powers Measure 1956. Church Representation Rules 20061 and a charity currently registered with the Charity Commission, no. 1130505. Members of the PCC are either ex offitio. elerted by the Annual Parochial Church Meeting IAPCMI or co-opted in accordance with the Church Representation Rules. All current members are trustee5 Qf the charity. PCC members are responsible for making decisions on all matters of general concem and importance to the parish including deciding on how the funds of the PCC are to be spent. The PCC is also specifically responsible for the maintenance of the Church of St NiclK>la5 logether with the adjacent Church Halls complex. During the year there were no significant transactions Involvin8 PCC members or closely related persons. Objectlves & Artlvltles The primaryobjectNe of the PCC is the promotion of the Gospel of our Lord Jesus Christ accordin8 to the doctrines and practices of the Church of England. The PCC is required to cooperate with the incumbent. in promoting in the eccleslastlcal parish, the whole mission of the Church, pastoral, evangelistic, soclal and ecumenical. Public Benefit The trustees confirm that they have complied with the duty in section 17 of the Charities Act 2011 to have due regard to the Charity Commission'5 general guidance on public benefit. 'Charities and Public Benefit.. The PCC promotes the whole mlsslon of the Church through the followin8 artivities- regular public worship open to all- the provision of sacred space for personal prayer and contemplation,. pastoral work including visiting the Sick and the bereaved; teaching of Chri51ianity through sermons, courses and small groups,. promotion of Christianity through staging events and meetings (some ecumenicall, and the distribution of literature,. supporting other Charities in the UK and overseas; promotin8 an interest in mu51C through concerts and recita15, the training of choristers and adult singers,. and the provision of Christian hospitality, refreshment and friendship to visitors via our Church Halls. Our Halls are also made available to a number of special needs groups. We try to makè the church as open and accessible as possible throughout the daylight hours for both church members and the wider community. Achievements and Pèrfomiance: Church Attendance The average worshipping community was 15912024: 1301 adults and 1312024: 91 childre The total attendance on Easter Day was 19912024: 1841 The totsl attendance on Christmas Eve and Christmas Day was 79512024.. 76311 There were 712024: 91 baptisms and 3512024: 31) funeral services and 312024: 11 weddings held in church Electoral Roll There are 84 on the Church Electoral Roll as at April 2025. This followed a total revision of the roll nationally, which usualty leads to a drop in flguresl The next total revision 15 in 2031. A Summary of the financial results is as follows. The net incoming resources forthe yearamounted to £115,06612024: EIOI.1311. Total resources expended were £96,27512024- £103.894I resulting in a net surplus of £18.79112024 (net deficit): £2,7631 The surplus has been added to the relevant fund balances brought forward and at the balance sheet date, total funds amounted to £74.92912024.. £56,138). Revlew of the Year 2025 saw the arrival of a stipendiary curate and we have benefitted hugely from the presence and ministry of the Revd Dan Krawczyk amongst us. David became Rural Dean, as well as a Training Incumbent and a father, which would seem to be Sufficient'ne roles for a year! We said thank you and farewell to Sheila Ford as she retired as our administrator- the roll was then CoVed for 122 months by Matthew Bond, for which we were grateful. The annual round of services and events continued and it Is good to note that Christmas and Easter attendance are back at pre-pandemic levels and show a distinct year on year Improvement across the board. We continue to offer Noly Communion on a rota basis at all of the care homes in the parish, as well as to people in their own homes. We are grateful to our team of Authorised P35toral Assistants for their support across the'patch. and particularly in offering a presence each Thursday in church. David serves ès chaplain to the North Walsham Hospital, the Royal British Legion and the Norfolk Constabulary* as well as being a governor at North Walsham JMI. We are pleased to be invited into a burgeoning relationship with NW High School and we seek to work closely with civic representatives, as well as our local funeral directors and all who seek our 5UPPOrt and involvement. We held consultations with congregation and stake-holders for the beginnings of the Nicholas Projèct and though a plan of this size and scale is a 'slow-burn' things are underway behind the scenes and we're grateful to the support from Ben and Louise, working with the Major Churches Network who have provided invaluable Ifreel professional advice. We are 8rateful to all who take any part In the life of the parish, and all who give so greatly of their time, talents and finances to enable what is done for God and his people here. Thank you all. The trustees are required to prepare financial statements for each financial year, which give a true and fair view of the state of affairs of the charity and of the incoming re50urces and application of resources, Includlng income and expenditure of the charity for that perbd. In preparing these financial statements, the tnJ5tees are required to.. selert suitable accounting policies and then apply them consistentlv; obsetve the methods and principle5 in the Charities SORP- make judgments and estimates that are reasonable and prudent; state whether applicable UK Accounting Standards have been followed, subject to any materlal departures disclosed and explained in the financial statements,. and prepare the financial statements on the going contern basis, unless it is inappropriate to presume that the charitable company will continue in operation. The PCC members are responsible for keeping adequate accounting records that disc105e with reasonable accuracy at any time the financial posltion of the charity and enable them to ensure that the financial statements complv with the Charities Act 2011. They are also responsible for safeguarding the assets of the charitable charity and hence for takin8 reasonable steps for the prevention and detection of fraud and other irregularwties. The financial statements have bèen prepared in accordance with the Statement of Recommended Practice: Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republi¢ of Ireland IFRS 1021 issued in October 2019 and Flnanclal Reporting standard applicable in the United Kingdom 3nd Republic of Ireland (FRS 1021 and Charities Act 2011. The charity constitutes a public benefit entity as defined by FRSIO2. Investment assets are shown at fair value at the year end. These accounts are prepared on an accruals basis and Include all transactions, assets and liabilities for which NWPCC is. law. responsible. These accounts exclude the accounts of church groups {e.g. Mother5 Union) where these are affiliated, mainly, to another bodyi or where these are informal groups of Church members. Moveable Church fumishings, plate, etc. held by the Wicar and Churchwardens on special trust and which require a faculty for disposal are inalienable property. These are listed in the Church's inventory and may be inspected at reasonable notice. Income received which is spetifically directed to the acquisition or improvement of Church property, furnishings or fabrlc is recogni5ed in the Church accounts when received and the torresponding expenditure is shown in the church accounts when It is incurred. Any small value items are normally written off as incurred. l{cl Reserves It is the policy of the PCC to: Use reseNes in practical ways that promote and sustain the pastoral, evangelical, social and ecumenical mission of the Church rather than holding on to them unnecessarily or without specific purpose. It wishes to demonstrate the principles of accountability and transparency by clearly stating its intentions to the congregation and the comrnunity which it serves. It is also policy to review all reserves at least annually with a view to bringing foNard suitable expenditure project5 or Iwhere permissible in law) re-assigning balances. l{dl Incomln8 Resources Collettlons and donations are recognised when made. Income Tax recoverable on gift aid donations is recognised when the income is recognised. Income from the letting of thurch premises Is accounted for when earned. Funds raised by the fete and similar events are accounted for gross. Sales of books and ma8azines from the church bookstall are accounted for gross. Parochial Fees due to the PCC for weddings. funerals etc are accounted for on an event by event b35i5. Government grants are recognised when the charity has entltlement after any performance conditions have been met, it is probable that the income will be received 3nd the amount can be measured reliably. Investments 21al The PCC has Dwnership, through Norwich Diocesan Board of Finance Ltd, of 370 Income share5 in the CBF Church of England Investment Fund. The value of the shares together with income arising from year to year is Restricted for the purpose of contributing to the cost of the Incumbenvs expenses. 2(b} Reserves, where prartical, are invested in the CBF Church of England Fund to attract a return. 2{cl The PCC does not normally invest separately for each fund, such that, where there is no separate investment, interest is apportioned pro rata to fund balances. 3. Credhors Creditors shown on the balance sheet are amounts falling due within one year and include any Contingent Liability arisin8 from contracted services at valuation for which no demand for panent ha5 been received. 4. Debtors Debtors shown on the balance sheet include any contingent Asset arising from amounts due in respect of agreed grant claims from Grant Making Bodies where payment has not been received. The Church costs more than £700 to run each week. 20.160 Halls Fund This is the fund through which resources the day to day operations of the Church Halls. Any excess monies are split 50150 between the Halls Development and Church Fabric Funds DESIGNATED FUNDS Energy Fund This funds was created during the year following the receipt of a grant from The Dlocese of Norwich, towards increasing enèrgy costs. 4,190 8ookstall This funds a bookstsll creating interest within the church and offering material in support of the Church's mission. 456 Magazine The Church magazine N.E.W.S is an important meons ofoutreach to the local community. 988 Lega¢les A legacy was received in the year which the family requested was used for a given purpose. At the year ené a small balance remained to be spent. 29 Communlty Growth Fund This fund is used to bring together various fattions within the town i.e. North Norfolk District Council, Regenerate North Walsham, Community Centre, Funday etc. 1.030 RESTRICTED FUNDS Cler8y Endowment The Church holds shares. administered through the Diocesè, in the Church Board of Finance Investment Fund. The fund was devised to contribute to the expenses of the incumbent. 8,555 Halls Development This fund. with the restricted fund of the same name, is for the constant update and maintenance of the Church ha115 to meet the requirements of a wide variety of users. 13,860 Church Fabric Reserve This fund, together with the Church Fabric Fund IRestrictedl comprise the fabric reserve. The fund is created from reserves to underwrite works on the church buildings, 13.137 Collection for Others This represents the monies the church collects for other organisation5lcharltles. 1,240 Page 14 of 15
