St. Luke’s Formby PCC is a body corporate and operates under the Parochial Church Councils (Powers) Measure 1956 and the Church Representation Rules. The PCC is a charity registered with the Charity Commission: Charity number 1130493.

Shyira Trust – Registered Charity Number 1118979. Two members of the PCC, indicated by an asterisk (*), were Trustees during 2025.

Appointment of PCC members

The method of appointment is set out in the Church Representation Rules. All church members are encouraged to join the Electoral Roll and stand for election to the PCC.

Committees

The PCC operates one committee: Standing Committee (as above).

Risk Assessments

Procedures are in place to manage risks.

Financial Risk

The PCC has implemented internal controls for annual accounts, cash and cheque handling. An annual budget is prepared. Income and expenditure are monitored against the budget throughout the year.

Health and Safety

Churchwardens and the Health and Safety Officer have assessed the church for any immediate health and safety concerns. The outcomes of the various assessments, along with recommendations in the fabric report will be documented in the written RA for the church.

Safeguarding

The PCC and all other church members involved in work with young people and vulnerable adults are required to have DBS clearance. We follow and adhere to the Liverpool Diocese Safeguarding Matters 2015 guidelines.

O B JE C TIV E S A N D A C TI VI TI E S

The general functions of the PCC are stated within section 2 of the Parochial Church Councils (Powers) Measure 1956. St. Luke’s has a mission statement which confirms our mission to proclaim the Gospel of our Lord Jesus Christ according to the doctrines and practices of the Church of England, both through the Word and our deeds, to love the Lord our God and to love his children – our neighbours – and to love each other in our fellowship.

Our Statement of Public Benefit is:

1. Regular public worship open to all

2. The provision of a space for personal prayer and contemplation

3. Pastoral work, including visiting the sick and bereaved

4. Teaching of Christianity through sermons, courses and small groups

5. Taking of religious assemblies in schools

6. Promotion of Christianity through the staging of events and meetings, and the distribution of literature

7. Promoting the whole mission of the Church through provision of activities for senior citizens, parents and toddlers, young people and other special needs groups

8. Supporting other Christian charities in the UK and overseas

Review of activities during 2025

It was a difficult start to the year for St Luke’s Church. There was a relatively large number of deaths in the congregation and local parish. St Luke’s played a significant role hosting funerals and burials and getting alongside those grieving. There were also continued problems with the newly installed boiler throughout the winter and spring months and it was not successfully commissioned until the middle of September. The heating issues and resulting dispute with the installers took up a lot of the churchwardens’ and vicar’s time and energy to resolve satisfactorily.

In the spring, members of the PCC and other interested congregation members went to over 30 hours of information meetings for Fit for Mission, the diocese’s initiative to merge multiple parishes into Single Larger Parishes. After much engagement, research and discussion, the PCC unanimously agreed that the disadvantages outweighed the benefits: increased costs paying for central administrative staff, increased bureaucracy with an extra layer of middle management and a loss of autonomy for those who know St Luke’s most intimately and are most invested in its life and ministry. The majority of Sefton North Deanery also voted out of Fit for Mission, so the ongoing effects will be minimal for St Luke’s and our place within the deanery.

In the midst of these changes and challenges, the central work and witness of the church continued. Each Sunday, approximately 100 people of all ages met to worship the Lord Jesus together and encourage each other as we grow in faith. We continued the sermon series in Acts, along with a series in Zephaniah during Lent and a new series in 1 Corinthians began in September. We are grateful for the readers, retired clergy, churchwardens, sides people, musicians, AV team, Bible readers, those who pray and those who serve refreshments for their help in making the services run smoothly and successfully. We are also very grateful for the leaders who run the Creche, [e-mail]’s and [e-mail]’s programmes in encouraging the faith of the younger members of our congregation. There was much excitement seeing two primary school girls and two six form boys declaring their faith in Jesus and being baptised by full immersion in the autumn. At sunrise on Easter Sunday we held our first Dawn Service at the

National Trust viewpoint in the Formby sand dunes.

The congregation have been busy throughout the year with regular weekly and monthly activities such as Home Groups, Prayer Meeting, Tuesday Lunch, Thursday Communion, Hive Youth Club, Open Doors, Together@StLuke’s, Church Cleaning, Woodland Workshop and Parish Magazine Committee. A new teen Bible Study started each week in a local coffee shop. The Pastoral Visiting Team have continued to visit the housebound and lead services in local care homes. The slower pace during the summer gave time for socialising at a families BBQ and a whole church garden party, as well as several congregation members attending the Keswick Convention together.

The What If? Course has been replaced by the 321 Course from Speak Life. It uses a mixture of videos and discussion time to help people explore the Christian Faith. The course is used for baptism preparation and well as for anyone interested in finding out more. The course is advertised at all of our outward focussed events such as the Light Fair and Christmas services.

Over the summer months, the church logo was redesigned by a local Christian graphic designer. It was launched in September with new branding and slide design at services. The main church printer was replaced by a colour A3 printer and booklet maker, which, along with the new logo, has enhanced the monthly Parish Magazine, weekly News Sheet and other publicity.

Links with local schools have continued, with visits from Woodlands Primary, St Jerome’s Primary and Range High School. Our relationship with St Luke’s Primary continues to be strong with fortnightly assemblies, termly services and R.E. classes. Foundation Governors from the congregation helped to appoint a new Deputy Head Teacher. A couple of families have joined the church since their children have started at Reception. Beavers, Cubs, Brownies and Guides meet each week in the Meeting Room and Habla Nursery continues to use the Church Hall on Kirklake Road.

St Luke’s has continued to be outward focused, supporting Christian charities in the UK and abroad both financially and in prayer. Our relationship with Rwanda was blessed in September by the visit of Canon Emmanuel Ndimukaga, a previous minister of St Mark’s Church in Shyira, who is writing a book about St Mark’s links with St Luke’s. As well as taking part in the life of the congregation and sharing his experiences with us, Canon Emmanuel also visited St Luke’s School, Range High School and our Beavers and Cubs packs.

Future Plans

The building project to extend the Meeting Room made slow progress in 2025 due to challenges mentioned above. It is hoped that the project can pick up pace in 2026 and receive planning permission. With signs of spiritual growth among younger people, we hope to consider how best to equip and encourage younger members of our congregation in discipleship and evangelism.

The Electoral Roll on 31[st] December 2025 stood at 118.

Reserve Policy

The reserves policy is to maintain unrestricted cash balances sufficient to cover three months’ expenditure. Cash balances for unrestricted funds total – £82,231.

Custodianship

In addition to our Church Meeting Room and Church Hall in Formby, we are responsible for the upkeep of graves at Barnet and Bournemouth Cemeteries.
