The PCC has implemented intemal controls for annual accounts, cash and cheque handling. An
annu81 budget is prepared. Income and expenditure are monitored against the budget
roughout the year.
Health and Safety
Churchwardens and the Heolth and S8fety Officer have assessod the church for any irnmediate
health ano saleiy concems. The outcomes of the vanous assessments, along with
recommendations in th8 fabric report will be dowmented in the written RA for the church.
Child and Vulnerable Adult Prot•ctlon
The PCC and all other church members invofved in work wth young people and vulnerable
adults are required to have DBS dearance. (We follow and adhere to the LIvoTpooI DioGese
Safeguarding Matters 2015 guidelines.)
The general function5 of the PCC are staled within sedion 2 of the Parochial Church Counci18
(Pow8rs) Measure 1956. St. Luké's has a mission statement which Confirms our mission to
proclaim Ihe Gospel of our Lord Jesus Chnst according to the doctrines and practices of the
Church of England, both through the Word and our deeds, to love the Lord our God and lo love
his children- our neighbours- and to k)ve each other in ourfellowship.

Our Statement of Public Benefit is:
1. Regular public worship open to all
2. The provision of a space for personal prayer and contemplation
3. Pastoral work. including visiting the sid( and bereaved
4. Teaching of Christianity through semons, Gourses and small groups
5. Taking of religious assemblies in schools
6. Promotion of Christianity through the stsging of events and meetings. and the
dlstrtbutlon of Ilteratur8
7. Promoting the whole rnission of the Church through provision of activities for senior
citizens, parents and loddlers, young people and other spectal needs groups
8. Supporting other Christian charilies in the UK and ovérseas
Revlew of actlvlties during 2024
We have had another year V￿th much to thank God for in the life of St Luke's Church. Sunday
seniiGes continue to gather people of all ages and stages to worship the Lord Jesus Chrfst
together. We bègan the new year working through Paul's letter to Titus. then spent Lent laarning
from God's reluctant prophet, Jonah. After Easter we began a seri8s in Acis, which conlinued
through the rest of the year. Members of Ihe congregation were involved in all aspects of Sunday
services. and we encouraged more of the children to help out during services, for example with
the AV tech and 8lble readings. Kids@St.Luke's continued on Sunday momings during the
10.30am service. The Sunday evening Youth Group finished in July, now that the regular youth
have become adufts. In its place we started a Youth Group during the 10.30 Serrfice, to have fun
while discussing that Sunday's Bible reading.
Thursday Communion met at the start of each month at 11.00am. For those not able to rnake
seNices in person, the Pastoral Visiting Tearn provided much needed support and spiritual
encouragemenl. The team stsrted a monthly Communion Se￿1¢0 at Fomiby Manor along with
members of Holy Trinity Church and occasional services at Locharwoods Car8 Home. The slx
Home Groups met to discuss God's Word and pray wilh each other. This year they studied the
topic of Church and passages from the prophet Isaiah. Once a month. they came together for the
Monthly Prayer Meeting when we prayed for rninistry al St Luke's and our mission partners. Our
Magazlne team worked hard edlting, printlng and delivering magazlnes. Through It we have
celebrated what has been happening across the parish community and advertised upcoming
events.
Tuesday Lunch 8nd Open Doors conts.nued to welcome people and build relationships wilh the
local area. At Easter we arranged a walk in the woods. followed by a cuppa & cake with crafts for
children. This proved 8ucce861ul bringing con9regation member3 togcther along Wllth people from
the local area. so we started a monthly Together@Sl.Luke's event followlng the same fonnat. In
September the Hive youth club slarted for those in school Years 6, 7 & 8. This has grown and
over a dozen youth come each Friday nighl to the Parish Hall for fun and games. Alongside
these activities, the Light Fair and Christtnas se￿iceS conllnued to draw people In from the local
area. Two What Irj courses gave people the opportunity to find out more about Christianity and
ask questions. A number of people have started fdlowing Jesus as a result.
Links with St Luke's CE Primary School have grown stronger. The vicar and foundation
govemors were involved in both recruiting a new Hèad Teacher for Sèptember and a successful
Of3ted In3pection. The children and teachers enjoyed visits lo churth, lemily servlces, RE
classes. interactive assemblies and got involved wilh St Luke's Lent Project. raising money for
projects in Lima and Shyira. New Testaments were given to both Year 6 leavers as well as Year
7 students at Range High School. The uniforrned organisations met each week at the Meeting
Room. Members of the Cubs and Beaver5 regularly t(NJk part in the thr88 parade services.

The Woodland Workshop kept the grounds looking beautiful each month and they were joined by
the Community Payback Team e8ch week doing jobs around the graveyard. The grave of Percy
French had a visit by the Roscornmon Solstice Choir who also perfomed a concert of his songs
In his memory. Work was started in September on replaclng the defiJnct church boiler to a newer.
more effi￿ent boiler, along with new convection heaters. The audiovisual equipment was
updated in church with a new screen on the front pew for seNice leaders and preachers. a new
church laptop and improved Wi-Fi access points. The Meeting Room had a projector, speakers
and pemianent Wi-Fi connection installed, along acoustic Panels to reduce noise vthen it is
busy. Plans lo exlend the Meeting Room have progressed with refinements on the plans and
feedback from the pre-planning application to Sefton Council.
As well as serving on PCC, congregation members have been involved with Deanery Synod,
Diocesan Synod and Bishop's Council. Our deanery has begun to engage with Liverpool
Diocese's Fil for Mission initiatsve, which would involve joining with other parishes to create
larger parish.
Future Plans
Next year, we Wbll need to engage with the Fit for Mission initiative and the PCC wlll vote on
whether they think rt is beneficial for St Luke's Church. We hope that before the end of next year
we will have received planning perniisslon for the Meetlng Room extension. We will then be In a
position to start fundraising.
In the midst of all of these plans. we know Ih8t unless the Lord builds his church. we labour in
vain. It is our hope and prayer that we would remain committed to the Lord Jesus Chrlsl and hls
gospel, reaching out to others and being buirt up by his Holy Spirit.

In addition to our Church Meeting Room and Church Hall in Fomby, we are responsible
for the upkeep of graves at Barnet and BOUmernou￿ Cemeteries.

Notes to the Financial Statements
For the year ended 31 December 2024
1 Accountlng pollcles
The financial statement has been prepared in accordance viith the Church Accounting Regulations
2006 together with applicable accounting standards and the SORP 2005.
The financial statements have prepared under the hisiorical cost convention except for the
valuatlon of investment assets. which are shown al market value. The financial statements include all
transactlons, assets and liabilities for vthich the PCC Is responsible in law. They do not include the
accounts of church groups that owe their main affiliation to another body. nor those thal are informal
gatherings of church members.
Funds
Endowment funds are funds, the capital of which must be maintained: only income arising from
investment of Ihe endowment may be used either as restricted or unrestricted funds depending upon
the purpose for wthlch the endowrnent was estsblished.
Restricted funds repres8nt (a) Income from trusts or endowments Nthlch may be expended only on
those restricted objects provided in the temis of the trust or bequest, and (b) donations or grants
recelved for a specific object or Invlted by the PCG for a specific object. The funds may only be
expended on the speciflc object for which they were glven. Any balance remalnlng unspent at the end
of each year must b8 carried forward as a balance on that fund. The PCC does not usually invest
separately for each fund. Where there is no separate investment, interest is apportioned lo individual
funds on an average balance basis.
Unrestricted funds are general funds which can be used for PCC ordinary purposes.
Incomlng R•sourc••
Planned giving, collections and donations are recognized when received. Tax refunds are recogn12ed
when the incoming resource to which they relate is recelved. Grants and legacles are accounted for
when the PCC is legally entitled to the amounts due. Dividends are accounted for when receivable,
interest IS accrued. All other income is recognized wh8n it is receivable. All incorning resources are
accounted for gross.
Resources expended
Grants and donations are accounted for when paid over, or when awarded, if Ihat award creates a
binding or Gonstructive obligation on the PCC. The diocesan parish share is accounted for when due.
Amounts recelved specif cally for mission are dealt with as restricted fvnds. All other expenditure Is
generally recognized when it 18 inCu￿ed and 18 accounted for gross.

Consecrated and benefice property is not Inclu<Jed in the accounts In accordance wlth s.10(2) OT the
Charities Act 2011.
Movable churGh fumishing held by the ViGar and churchwarden on special trust for the PCC and whiGh
require a facL51ty for disposal are inalienable property. listed in the church's inventory. which can be
inspected (at any reasonable time). For anything acquired prior to 2000 there is insufficient cost
informalion available and therefore such assets are not valued in the financial statement3.
Subsequently no Individual item has Cost more than £1,000 so all such expenditure has been written
off when occurred.
Equipment within the church premises and over 1 year old used is depreciated by 5% per annum.
Investments are valued at market value at 31 DeTrmber.
