Vol￿S in Exile is constrtuted as a charitable company limited by guarantee and is therefore govemed
by ils Memorandum and Artides of Asso¢kation which are also its objects. The objects of the charity
are to offer a holistic service. reflecting the needs of rts service users. co11edNe￿ and individually.
This service has to be broad and flexible in order lo encompass the wide range of people who are
supported, namety asylum seekers, refugees arHI those wrth no re¢ourse to publ￿ funds lj.ust under
half of whom have mental health or phYs￿al disabilities). and the exiensive obstacles in all areas of
life that these people can face. As one of the key support c*ganisation$ in the Brighton & Hove area
working wth these groups, and with the ck)sure of a huge amount of relevant seryices this year the
need for these senrices is increasing dramati¢Jly.

This year was largely one of regrouping and consolid*ion after wh* fell like almost ¢easeless tumult
during and beyond the pandem￿ and the 9k4)al Upheav￿ caused by conflict in Afghanistsn
Ukraine.
The cty and region continued rapidty to adapt lo new arrivals againsl a backdrop of increasingly
neg81ive anliqnigrant media and govemmenl theloric. laws and pol¢cies incIL￿ing the misconcewed
Rwanda Scheme. the provisions of the Illegal Migration Bill Isinee passed into law) and. in relation to
Channel crossings, the persistent and pernicAOUS Insisten￿ of polrtiaans to refer to 'boals' instead of
'people'.

The trustees are aware that the funding landscape remains a ¢halJenging one. and that again this
year we have relied largety on fvnds carried foThvard to maintain some of our Core services.
Nevertheless, instead of the antscipated deficrt we were able to maintain a small surplus of £58,227
12022 £64,931) and ended the year canwng fopAard assets of £738,184 (2022 £679,957. wth
unreslrided funds of £377,239 in line ￿ our reseNes tsrget (including desKJnated lunds of
£90.1801. The truslees consider this a good outcome in the Circumslances.
The trustees are pleased to note that we are shJvly increasing the proportion of unrestricted fvnds lo
enable us the greatest fiexibilty Fn ￿SPOndIng to staffing and delbvery needs", but a￿ aware that there
is Currenlty hugety In￿ased competition for fe•ver available fvnds. We wnploy ngorous budgetsry
controls to manage the assets of the charty.

The trustees confirm that they have complied with the requirement$ of se¢tion 4 of the Charities Act
2011 to have due regaid lo the publt benefft gUid￿ce published by the Charity Commission for
England and Wales.

The dedication of the Chanvs empbyees and vc4vnteer5 together wrth rts wedible funders meant
that the Charty navpaated the Cow&19 globaj pandern￿ very well as we evenlualty shook off ils final
impacts in 2022.
The inVaS￿n of Ukraine by Russia has not impacted the charitys ability to oper*e and the Twstees
do not consider this a signfficant risk that could impact going ¢oncem.
The continued support of key funders and the plans to seeuTe new funding streams has meant that
the Trustees consider the Charity to remain a going concem.

liquidty risk. The use of financial derivatives is govemed by the chanvs policies approved by the
board of trustees. whKh prowde written principles on the use of financial derivatives lo manage these

The trustees review the major risks that the chanty faces on a regular basis and believe that
maintaining reserves al suffiC￿nI levels, combined with an annual review of the controls over the key
ffinancial systems, wdl provide sufticienl resources in the event of adverse conditions. The trustees
have also examined the other ope1al￿nal and business risks faced by the Charity and confimi that
they have esta￿1shed systems to mf(igate S￿nif￿ant iisks Whe￿ they are identsfied.
Credil risk
The ¢haritys principal financial assets a￿ bank balances and ¢ash and trade and other receivables.
The charitys credrt risk is primarily attribLrtable to its trade receivables. The amounts presented in the
balance sheet are net of allowances for doubtful re¢eNables. An allowance for impaimienl is made
where there is an identrfied loss event which. based on prevws eyperience. rs evidence of a
reduction in the recoverabilty of the cash fltrws.
The charity has no signthcant concentration of credit risk, with exposu￿ spread over a lar9e number
of counterparties aThJ customers.
