REPORT OF THE TRUSTEES for the year ended 31[st] December 2022
The trustees present their report and accounts for the year ended 31st December 2022. The trustees have opted, under section 133 of the Charities Act 2011 (‘the Charities Act’), to prepare receipts and payments accounts.
Objectives and Aims
The primary object of the PCC is to promote the Gospel of the Lord Jesus Christ according to the doctrines and practices of The Church of England.
Public benefit
The Trustees have considered the Charity Commission guidance on public benefit and consider that the activities of the charity meet its charitable objectives and provide a benefit to the public.
Achievement and Performance Charitable activities
The past year has been very enriching in terms of all that has occurred at Trinity as we have continued to come away from some of the restrictions that the pandemic placed upon us. We have seen many people coming back to church and have had up to 185 people in attendance on some of our Sundays with up to 40 children and young people. There have been some tough challenges in terms of what is happening around the world, and we hosted a prayer meeting to pray for Ukraine and opened up the church for periods of time when people could come and pray for peace and have moments of quiet reflection.
We ran the Bible Society’s Bible Course online at Goodleigh, which was open to members of Holy Trinity, and enjoyed our regular joint prayer meetings with Goodleigh. We had planned to go to Lee Abbey (11-13th February) but unfortunately the staff at Lee Abbey contracted Covid-19 and we made very quick plans to host an ‘in-house Lee Abbey’ at Trinity. It was very well attended, and the talks were led by Revd Canon Andrew and Fiona Perry. We then attended the re-scheduled Lee Abbey (8-10th July), the talks were led by Revd Neil and Debbie Smart with around 150 in attendance and we had a wonderful weekend of fellowship. In the summer months we had a group attending Creation Fest as well as New Wine and these were good opportunities for us to grow in fellowship and receive some great teaching.
Our staff team has had several new people joining us: Revd Robin Smith our Curate joined us in the summer, first as a Licensed Pastoral Lay worker (licensed on 30th June 2022) and then Robin was ordained in Exeter Cathedral on Sat 10th September 2022. We have also been joined by Linda Pinfold in her capacity as our Children and Family Worker and Lynn Hopwood as our Schools Outreach Worker.
Like many churches across the country and around the world we took time to give thanks for the life of our Queen following her death and we hosted times for prayer and opened the church for a book of condolence to be signed by those who came to pray and reflect.
We celebrated 4 women getting baptised at Saunton Sands this year at our annual beach baptisms. It was wonderful to see such a good turnout for this wonderful moment. We also had a tremendous time at the CAP Christmas party where 12 people made a commitment to follow Christ, following a talk by a guest evangelist.
We have all been incredibly encouraged by the growth in the number of Connect Groups and we long to see more growth and development in all areas of ministry at Trinity as we continue to seek to be led by the Holy Spirit throughout the year that lies ahead. We want to take this opportunity to thank all those who have continued to faithfully serve the Lord and give glory to Him throughout the past year.
Financial Review
We are most grateful for the generous support received from the members of Trinity Barnstaple this year. In keeping with the maintenance needs of our historic buildings and the current economic conditions, we have been most cautious in our spending but ended the year having to approve the unexpected expense of a new boiler for the Hall.
Maintenance issues aside, your generous giving has enabled us to continue with outreach to our Barnstaple community in the form of Monday Toddlers, Tuesday Coffee morning, Baby and Me, Begin Well, Messy Church, Kids Matter and schools’ work. As far as mission support is concerned, the PCC made a decision to direct our giving to five organisations working either with persecuted Christians or assisting in the cost of living crisis. These are Tearfund, Release International, Rhea Ministries, Freedom Centre and Christians Against Poverty.
We have been delighted to witness the growth of our membership and the happy sound of children in our morning service is a delight. However, this influx of young people brings with it an accommodation challenge. We are currently looking at ways in which we can maximise the space we have and offer the best possible facilities for growing our children and youth ministries. The completion of the door to the church garden has opened up new possibilities for use of this space, but weather conditions are not always conducive to outside activities. from God and that His expectation is that we give a tithe of our income to our local church. When we are faithful, God is faithful; and when you are faithful, your church is able to carry out its God-given mission.
The accounts show that income increased in the year by 9.7% to £265,882 whilst expenditure increased by 0.7% to £259,890. The surplus for the year was £5,992 (PY: deficit £15,708)
Unrestricted cash reserves held at the year-end amounted to £37,010 (PY £29,336)
Reserves policy
The trustees have established a policy whereby the unrestricted funds not committed or invested in tangible fixed assets ('the free reserves') held by the Charity should be approximately three months of the resources expended. At this level the trustees feel that they would be able to continue the current activities of the Charity in the event of a significant drop in income.
Structure, Governance and Management Governing document
The Parochial Church Council (PCC) is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure. Holy Trinity Barnstaple is Mission community known as the Barnstaple Group.
Trustee selection
The method of appointment to the PCC is set out in the Church Representation Rules.
Nominations for membership to the PCC are invited prior to the Annual Parochial Church Meeting. Membership of the PCC is open to all members on Holy Trinity's Electoral Roll. The PCC has ultimate responsibility for a wide range of matters affecting the parish, including such matters as compliance with health and safety, General Data Protection Regulations, disability discrimination legislation and safeguarding children and vulnerable adults. We have no formal induction process although new members are briefed on issues as they arise. Members of the PCC have attended training in Safeguarding and all members have been made aware of current Safeguarding legislation and good practice recommendations. The incumbent, church wardens and church administrator ensure that all decisions made by the PCC comply with current legislation. The PCC meets every second month. Other matters are delegated to the Standing Committee which meets when necessary. Standing Committee can authorise expenditure up to £1,000. Day to day management of the parish is by the minister and church wardens. Two part-time administrators are employed in the church office.
Organisational structure
The PCC (Powers) Measure 1956 states the PCC is to co-operate with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical.
Members of the PCC are either ex-officio, elected by the Annual Parochial Church Meeting or co-opted by the PCC in accordance with the Church Representation Rules. There are currently nine elected members of the PCC (12 is the maximum allowed). Two of these are coming to the end of their term making six positions available.
The Standing Committee: As agreed in May 2011 the SC consists of the Vicar, Associate Minister, Church Wardens, PCC Treasurer and PCC secretary. The Standing Committee has the power to transact business on behalf of the PCC. This committee meets in between the bi-monthly PCC meetings when needed and has the authority to call extra-ordinary meetings of the PCC if necessary. It has the responsibility to bring to the full PCC’s attention the financial position of the church and can authorise urgent expenditure up to the limit set by the PCC.

Independent examiner's report to the trustees of Trinity Church Barnstaple
I report to the charity trustees on my examination of the accounts of Trinity Church Barnstaple (the Trust) for the year ended 31[st] December 2022.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I confirm that there are no other matters to which your attention should be drawn to enable a proper understanding of the accounts to be reached.

Basis of preparing the financial statements and assessment of going concern
The accounts have been prepared on a receipts and payments method under section 133 of the Charities Act 2011 (‘the Charities Act’)
The trustees consider that there are no material uncertainties about the charity's ability to continue as a going concern.

The Building Fund was commenced in September 2016 to provide for the Chancel roof repair, a new doorway, garden and wall refurbishment and window repairs. The new doorway has now been completed at a cost of £13,560.
3. Trustee remuneration and benefits
Rachel Keenan (Church Administrator) is employed by the charity.
No other of the trustees have been paid any remuneration or received any benefits from an employment with the charity or a related entity.
