The Parish is part of the Deanery of Sonnin8 and of the Reading Area of the Dlocese of Oxford wlthin
the Chur¢h of England and is comprised of three churches governed by two separate Church
Councils. The Parochial Church Council of the Ecclesiastical Parish of St Paul. Wokingham and St
Nicholas, Emmbrook is responsible for the ministry and management of the two named churches
whilst the third. Woosehill Community Church. Is a Local Ecumenical Partnership with its own Church
Councll and Is not, therefore. directly CoVe￿d In thls Annual Report nor in the Flnancial Statements
that follow.

AIMS AND PURPOSES
The PCC has the re8sx>nslblllty of Cowoperatiry wlth the Incumb8nt in promotlng In the
ecdeslastlcal Parish, the whole mission of the church, pastoral. evangelistic. soclal and
ecumenical. It also has responslblllty for the maintenance of SL Paul's Church and churthyard
and for one house that it o￿lS in Brook Close, Wokingham.

heard in the Parlsh, and that they are cared for and involved at the heart of the Ilfe of the
church, and given the chance to grow In faith.
Th8 PCC works to ensure that each member is fvlly equlpped to fuffll hls or h8r specific role.
OBJECTIVES AND ACTivrriES
The focus of the PCC Is to promote the whole mlsslon of th8 church in the community, through
worshlp, prayer and contemplation. the provlslon of pastoral car8 vAthln the Parish, and
mission and outreach vffjrf(. St. Paul's Is an indusiv8 and welcoming communty of falth.
Imposlng no condrtions on those who come through our doors, other than a willingn8SS to be
open to the love of God revealed to us In Jesus Chdst. We are commltt8d to welcoming as
many p8opl8 as possible to worship at our church, and involve all age groups from senlor
citizens, parents and young people to toddlers. We are increaslngly consclous of and
¢ommltted to our duty and call wh8n It com8S to Saf8guarding. We have also made
c<)mmttment to set an example of g¢)od pr8CtI(% when It comas to t)omesilc Abus8.

Th8 trustees have pald due regard to the Charlty Commlsslon guldanc8 on publlc b8n8fft In
declding what adlviile8 the charfty should undertake. Although th8 b81i8fs. tenets
and practic88 of Chrlstlanlty meet the charity law definitlon of rellgion and are capable of
being advanced for the wbllc benefft, there 18 no long8r a pr88umptlon of publlc b8nefit for

have groups for pr8-Schod Children. a group for those in Y6 and Y7 movlng from primary to

the new houslng estste off Matthew8green Road.

ST. PAUL'S IN THE LOCAL COMMUNrrY
St. Paul's Church 18 an establishad venue for concerts hosted by Ioc81 stho)18. choral and
musical socbeties amongst others. These have Induded W88t Forest Slnfonia. Wokingham
Choral Socl8ty, South 88rk8hlre Slng8rs, 8rKJ R88dlng Symphony Orthestra, Emmbrook
School. SL Paul'8 (CE) Junlor School and the Holt School.

required to maintain the thurch in a sound (L)ndition. vthich will be carried cKrt as soon as funds
P8miit. Th8 churchyard ￿ntinUeS to b8 maintainad by a d8dicat8d team of parishloners wlth
vthing parties m88ting twlce a month. During th8 year the local Communty Payback Schem8
worked with the team and have made a Significant Input to the management and malntenanca

of the churchyard, reinforcing the valuable ￿ntributIOn that this scheme is able to mak8. Mchvn
access is now available to all parts of th8 churchyard and the Payback group are starting to
malntaln and r8furbish th8 graves. New trees and hedging have been planted, unsightly tr88S
r8mov8d and existing trees pruned. In addition, there is continuing progress to instsll
accessible paths throughout the churchyard. St Paul's Scouts have also start8d working in the
churchyard and hav8 Installed bird feeders.
The church is ¢Jpen dalty for pr￿ate prayer and cont8mplation. A prayer bLK)k 18 kept for visitors
to share thèlr thoughts or to make requests prayers to be saKI on thelr b8half, the large
number of entrles illustratlng the wid8 variety of people who visit.
During thè y8ar th8 church has malnlained and Indeed raised its proflle In the local communlty
through its contribution to a number of I￿1 s¢hem8s and Initiaiiv88, 8uth as the Wokingham
Food Bank and leadlng the 8UPPOrt of local care homes and nurslng homes on behalf of
Woklngham Borough Council. Addltionally. servlces were streamed Snto local care and nur8lrvJ
homes as we were not able to v181t them.
SCHOOLS IN CHURCH
We are dellghted to welcome 8choo18 and Chlldren to St Paul's when posslble. They come for
SP8cial serrfices and cor)certs. They come to understsnd more of th8 way Churches work and
look and what happens In8lde them. They c(Mne to learn about East8r and about what It18 to
Ibve as a Christian.
We ara Involved wlth 9 schools localty - The Holt Se(x)ndary School, Emmbrook Infants,
Emmbrook Junlors, Walter Infants. Hawthoms Primary, Evendons Prlmary. Hdme Grange
School. Wlndmlll Prtmary and St Paul's JunbrB. Two other prlmary schools from further afleld
also use us as a place to vlslt and to flnd out more about the Chrf8tlan falth and what It looks
Ilke when It is lived out. We are involved In a numbar of ways whlch vary wlth th8 school. They
Include taking assemblies, 8UPPOrtlng the RE currfculum and gov8mance. These links have
continued throughout the pandemlc- assembl188 hav8 be8n record8d every fortnight for local
8chiX)18 to use and classes. whlch could not come Into the church physlcally, were able to do
so through the creative u88 of technology. and asked lots of qUes￿on8.
We have excellent Ilnks wlth th888 Schools whlch mean8 that people from St Paul'8 are
Involved In all of them In dlffer8nt Ways (for example as Governors. leadlng 8s8embll88,
reading with individual pupils) and St Paul's Church 18 8 plac8 of qu811ty encounter and
deepening understanding. both in the context of understandlng the place of th8 Christian faith
In British society and encouraging every on8 of the pupils and staff and parents vtho come to
School events in Church to experlence somethlng of holln888 and space.
PASTORAL CARE
As a result of the pandemlc all groups that met sodally In the past are currently suspended,
atthough we have found new ways of supporting each other through things Ilk8 Saturday at 4
which happened on Zoom and was an excellent way of coming together to leam a new skill or
do an activity.
Durin9 2019, 8 new pastoral care scheme was Introduced call8d Tlthings whereby those who
wlsh to b8 Involved ar8 allocated to a group. often geographi&91 or by ccmmon interest. whlch
then meets three or four times per year and abo provldes pastoral oversight of those in the

group between meeting8. Around 70 members of the congregation are now acti￿lY involved
in th888 groups. The88 grwp8 have continued to meet up on Zoom.
ST. PAUL'S MUSIC TRADITION
The church has a v8ry strong muslc tradltkm) that is supported by a resident choir and v181ting
organists, and ably led by a profe88k)nal Dlrector of Muslc. Durlng the year the ¢l)olr has
contlnued to slng for all Sunday momlng mas868. major festlvals and for Evensong twlce a
month. It regularly numbers 5 children and 25 adults who work together well. and the PCC
thanks all its members for thelr hard work. support and enthusiasm.
The y8af8 muslcal hlghllghts once ag8ln included the cholrfs contrlbutlon to our Chrlstma8
8ervi(x8. The pandern￿ slgnfflcantly curtalled our abilty to sing as a cholr and we hav8 b88n
grateful to IndlvkJual8 and small groups who have ￿ntInUed to provlde liva and recorded muslc
where po8slbl8.
MISSION AND OUTREACH
Durlng 2021. over £8,030 was ra188d for our chosen ch8dtle8: prlnclpally Unlted Soclety
Partners In th8 Go8p81 (USPG), The Chlldren's Sod8ty and s￿l￿ape. Volunteers from the
parlsh have continued to a8sl8t wlth the Foodbank and various communlty prolects. Collectlon
have b8en made ot gffts for the hospital 8taff and care homes. The PCC of St. Paul'8 contlnu88
to revlew ways of Inue88lng outreach Into the communlty and to estsbllsh addllional pastoral
Ilnk8.
The Parlsh Magazlne ("Splre') has not been prtnted durfng the pandemlc but a Parlsh Emall
has been establlshed whlch Induded Infomiatlon on streamed 8eDAce8 88 well as artlcl88,
poems and phot08 wlth the alm of keeplng 8V8ryon8 In touch as much as p0881bl8. Th18 went
out at least three tirnes a week and sometlmes dally through the pandemlc.
FUNDRAISING
Fundralslng ha8 been severely curtall8d by the pandemlc and the PCC are actlvely looklng at
Way8 to Irrfxea8e th18.
DEANERY SYNOD
The PCC h88 four lay representatlv88 to D88nery Synod who contlnu8 to provld8 8n Imp￿tsnt
link between the Parfsh and the vlider structure of th8 church. Synod met on ZLX)m durlng the
year, with a recurring them8 of Daanery flnances and the dlfficulties faced by many Parishes
In paying th8lr Parish shaffj. The adoption of th8 new Di0￿san scheme for calculation of
Parfsh share led to a lively debat8, and eventually a decision to adopt the scheme with a 5-
year transltton perlod. The Deanery Mission Plan has contlnued to move forward. fo(￿SIr￿J on
future18vels of finan<xal and numerical stability within the Deanery.

the Anglican Deanery and with our ￿MenIcal frfend8. St. Paul's and St. Nicholas, are a
m8mb8r of Churches Together in Woklngham ICTW) a group of about 20 locAI church8S
whose objectives are to draw thos8 church8s Into greater understsndlng and unlty, to enable
them to bear a more unlied witness in the communty and seNe li mm eff8Ctively. and to give
such expression to their (y3mmon faith and d8VOtlon as may from time-ttktirne b8 found
desirable. Participation In CTW 8v8nts wovides an opportunity of sh8rSng faith and reaching
out to a wider communlty.
In 2012 th8 Parlsh bound8rfe8 were changwj to Indude Woos8hill Communlty Church as 8
Conventional District with its own Church Counckl and financAal independence. W0088hlll18 an
Angllcanlmethodlst Lornl Ecumenical Partnershlp, and b￿aUse of thls our ecumenlcal
avAr8ness and understsnding Is now greater. and our relationships wlth other church88,
especially tha local M8th¢Jdist Clrcuit, even stronger and more trnportant.
SAFEGUARDING
Followlng approval by the PCC In 2012 of a new Chlld Proiectlon Manual the updatlng and
Implementation of safeguardlng arrangements In the Parlsh continued durlng th8 y88r. An
audit, commisslonad by the PCC, confirmed that ch51d protsctbn arrang8m8nts met the
r8qulr8ments of the Manual and were belng effedlv8ly Implemantod. In May 2021, the PCC
revlewed Its Safeguardlng p￿1￿ whlch wa8 agreed and Slgned and dlsplayed In our bulldlngs.
Saf•guardlng T•am: 8afeguardlng of chlldren. young people and vulnerabl8 adults 18 8
fundam8ntal part of the Ilfe of the Parl8h. We cannot be the Church unles8 every¢Jne Is safe
and protected. Our Saf8guardlng Team works hard to ensu￿ we folbw b8st practlca. create
an 8nvlronment and Ilfe which is safe for all and engages wlth the management of Indlvidual
cases.
VOLUNTEERS
The communty of St. Paul's and St. Nlcholas continues to be blessed wlth many volunteern

FINANCIAL REVIEW
The functbon of the Unrestrfcted Fund is to 8c¢ount for the day-ttrday admlnlstratk)n of the
partsh. Ov8rall glvlng wbthin the Fund In 2021 was 0.5% lower than In the pre￿ouS year and,
despite continulng controls ovér 8xpendltur8, resulted in a modest deficit of som8 £1,016. In
parallel the Restrided Funds g8n8rat8d a def￿1t of just under £4.CKIO, predominantly through
a furth8r Increase in 8xpendlture to restore the fabric of the church bulldlng.
Looking at parish income across all Funds our total giving, donations. Gift Aid recoverable,
parish fees and other Items amounted to £167,920. However. the￿ was no income in 2021
frcyn either s￿181 activltles, fund-raising or parish magazine sales. As in prevbous years the

Total parish funds at the year-end stood at £504,827, of whith £153,701 was restricted and
£351,126 unrestricted. The bulk of the unrestrictad funds (£240.000) was represent8d by th8
house provlded for the A88i8tant Curate.
Covid-related restrictions substantially impacted the parlsh's ability to op8rat8 In 2021 and. as
a cons8qU8nce, resulted in a challenging fiscal environment. Nevertheless all possible steps
were taken in an attempt to minimise the resulting financial effects. and the rewted outcome
bears testimony to this.
RESERVES
The bulk of unrestrfcted income comes from generous donations by parfshioner5 wlth the
balance from Parish Fees that include, but are not restricted to. weddings and funerals. The
church's pollcy Is to malntaln unr8strlct8d cash re88rv88 sufficlent to cover a mlnimum of two
months. net runnlng costs.

The financial statements have been prepared in accordance with the Charttie5 SORP Istatement of

The financlal statements have been prepared under the historical cost conventlon except for the
valuatlon of Invertment assets, which are shown at market value.
Funds
General funds represent the funds of the PCC that are not subject to any restrlctlons regardln8 their
use and are avallable for appllcatlon for the general purposes of the PCC. Funds that may be
desl8nated for a partlcular purpose by the PCC are al￿ unrestricted.
Restrlrted funds are those funds that must be spent on rertrlcted purposes and deta115 of the fund5
held and restrlctlons are provlded In note 10.
The flnanclal statements Include all transactions, assets and Ilabllltles for whlch the PCC Is
responslble In law. They do not Include the flnanclal statements of church groups that owe thelr
maln afflliatlon to another body nor those that ère Informal 8atherln8s of church members.
