## **Objectives and Activities** 

The Parochial Church Council of The Parish of Central Wolverhampton (the PCC) has the responsibility of co-operating with the incumbent currently in vacancy, in promoting in the ecclesiastical parish, the whole mission of the Church, pastoral, evangelical, social and ecumenical.  The PCC is also spiritually responsible for the maintenance of the church 

The PCC is committed to enabling as many people as possible to worship at our church and to become part of our parish community at Central Wolverhampton. The PCC maintains an overview of worship throughout the parish and makes suggestions on how our services can involve the many groups that live within our parish. Our services and worship put faith into practice through prayer, scripture, music and sacrament. Also, through non sacramental activities of hospitality and fellowship we aim to reach non churched members of the community. 

## **Public Benefit** 

The trustees of the Charity are aware of the Charity Commission’s guidance on public benefit in The Advancement of Religion for the Public Benefit and have had regard to it in their administration of the Charity. The trustees believe that, by promoting the work of the Church of England in the Ecclesiastical Parish of Central Wolverhampton, it helps to promote the whole mission of the Church (pastoral, evangelistic, social and ecumenical) more effectively, within the Ecclesiastical Parish, and that in doing so it provides a benefit to the public by: 

• Providing facilities for public worship, pastoral care and spiritual, moral and intellectual development, both for its members and for anyone who wishes to benefit from what the Church offers; and 

• Promoting Christian values and service by members of the Church in and to their communities, to the benefit of individuals and society as a whole.

## **Achievements and Performance** 

## **PCC Secretary’s Report** 

The PCC met six times during 2025 (including the short meeting after the APCM), with an average attendance of 51%. In addition, two votes were taken by the email procedure. Meetings have received regular reports on parish finances, on child protection and safeguarding and on the work of the Deanery Synod. The churches have also given regular reports on their activities. 

Meetings in the early part of the year were dominated by the vacancy. Representatives were elected to participate in the selection process and considerable work was put into organising a familiarisation day in accordance with the official rules. Two candidates were interviewed in late March, but no appointment was made. Following this, a new profile group was established and produced a new profile in preparation for a further advertisement but, following the appointment of a new Archdeacon, a candidate was found without advertisement, interviewed in September and duly appointed. We shall welcome Revd Jeremy Dussek in April 2026. Alongside (and sometimes, complicating) these developments, there was further discussion about the proposal to split the parish into two. A committee appointed by the PCC recommended that the boundaries of the new parishes should be identical to those of the Central District (becoming the Parish of St Peter’s Collegiate Church and St John-in-the-Square) and the Southern and Western districts (becoming the Parish of Graiseley and All Saints). At the time of the APCM, these matters seemed to be moving much more quickly than we had expected. The new Archdeacon later met with PCC representatives online to explore issues relating to the process. The question of the financial viability of the new parishes had been raised, and the Archdeacon had said, that Lay Assessors would be appointed to explore this with the PCC. Progress then slowed down and we seemed to be no further forward by the end of the year. No assessors had been in touch. 

Kim Benton stood down as Parish Safeguarding Officer at the APCM, after 14 years in office. She was thanked for all her hard work in this area. In view of the proposed split, it was felt that it would not be appropriate to find a new officer for the whole parish. Appointments have been made for each pair of churches which are expected to become new parishes. Revised safeguarding procedures taking account of this were approved in September. The Safeguarding Officers meet regularly and keep the PCC informed of progress with the safeguarding action plan. 

The PCC was pleased to welcome Revd Imogen Smith as curate for St Chad & St Mark and All Saints following her ordination in June. In July, Revd Chijioke Obika was licensed as Associate Priest. We were sorry to say farewell to Revd Valerie Fairclough, who has left St Chad & St Mark. She retains permission to officiate in the diocese. We were also sorry to lose the contribution of Amy Bertaut to PCC meetings but pleased to support her as she began training for ordination. 

Caroline Pardoe offered to be a candidate for one of the vacant posts of Foundation Governor at St Peter’s Collegiate Academy and was duly elected in August. We shall have another (ex officio) representative on the governing body when the rectordesignate is in post, but there remains one vacancy for an elected governor. 

Faculty applications in relation to roof work at St Chad & St Mark and to the removal of pinnacles over the south door of St Peter’s (an emergency) were approved. 

The PCC is grateful to all who have contributed to the work of the parish, especially St Peter’s and St John’s, during another year of vacancy. Churchwardens and their deputies have given generously of their time, working incredibly hard, and services have been led by many visiting clergy.

## **Parish Safeguarding Report 2025** 

There have been a number of changes to the Safeguarding team over the past twelve months: Kim Benton stood down as Parish Safeguarding lead in May 2025, and the team would like to thank her for her many years of dedicated service. 

Following Kim’s resignation, we entered a period of uncertainty and discussion over how the parish would operate. This discussion was informed by wider, ongoing discussions around splitting the parish. This would create the need for two PSO’s, one for each newly created parish. Deborah Castle, Church Warden at St Peters, had previously completed the leadership safeguarding training as St Peter’s was in Interregnum.  Di Polowyj completed it in 2025 when taking up the post of PSO. The current arrangement considers the potential split of the parish, ensuring continuity when/if the parish splits. The team is confirmed as the following: 

- Parish Safeguarding Officer(s): Di Polowyi (St. Peters and St Johns) and Dawn Ellis (ChadMark and All Saint’s) 

- St Peters District Officer: Ellie Frith (assistant) 

- ChadMark District Officer: Jane Woolf 

- All Saints District Officer: Dawn Ellis 

- St John’s District Officer: Gary Pugh 

More recently, the team has been meeting every couple of months, which has been extremely beneficial and supportive to the team. As part of the changes to the team, and with instructions to remove central documents, a careful update was made to the Parish Safeguarding Policy, which was accepted by the PCC on Tuesday 23[rd] September 2025. This will be reviewed every year. The team continues to use the Parish Dashboard, currently working at level 3. Items are reviewed when the Safeguarding team meets (Jane Woolf holding editorial rights) and brought to the next PCC meeting if required for approval or for reporting purposes. 

The parish has continued to use the DBS [Disclosure and Barring Service] and we check specific categories.  We have stressed on many occasions that all volunteers and staff should be vigilant and communicate anything they feel is not quite right.  The PCC have agreed that if a new member joining the PCC is willing but not able to obtain a DBS check because of identification then they will be allowed to serve on the PCC, but this will be agreed on a case-by-case basis.  A clear DBS check remains mandatory.  Those that are able and not willing to obtain a DBS will be removed from the PCC as a Trustee. DBS applicants continue to complete applications online and are verified through the Deanery verifier, Kerry Bircher. 

It has been agreed by the PCC that it is mandatory for all Trustees to complete the online training of basic and foundation with a refresher every three years.  We continue to encourage all volunteers to complete this training. Leadership training is no longer required for Churchwardens (except for within an interregnum) however Churchwardens were encouraged to complete new training on domestic violence, alongside members of the safeguarding team. 

The team encourages everyone within the parish to see that safeguarding is a crucial part of our calling to love our neighbours; remaining vigilant and explaining to people who think we are being pedantic that Safeguarding is of vital importance within our churches and communities.

## **St Peter’s Churchwardens’ Report 2025** 

We would like to begin this report towards the end of 2025, with the announcement in November that Rev Jeremy Dussek had been appointed as Priest in Charge and Rector Designate of St Peter’s Collegiate Church and St John’s in the Square. This news brought an end date to what has been a very long period of Vacancy and we give thanks for this. 

Throughout 2025 we were again blessed with a team of both lay and ordained helpers who have kept the church going. Particular thanks go to the priests who have come on a regular basis to lead our worship, among them: The Very Rev Adrian Dorber, Rev Dr Preb. Sarah Schofield, Rev Paul Farthing and Rev Paul Brown who have covered many of our Eucharistic services this year and Rev Ray Gaston, who has covered funerals and weddings. Thanks are also due to the lay team who have helped to cover Evensong, notably Amy Bertaut and Joe Mace and to Sue Butler, who has sent the very many emails and coordinated the responses to allow us to have a rota of visiting clergy and who does a fantastic job of producing our weekly music and notices booklet, answering the phone and dealing with emails. 

We were sorry to see Amy Bertaut and her family leave us this year, but give thanks to God that he has called Amy to ordination training and wish her and her family well in this new chapter of their lives. 

As well as covering the regular services, we have again hosted the Civic Services, including the Council’s Civic Service and the Service of Remembrance. Our links with local schools have also continued with services held for St Peter’s Collegiate Academy and Wolverhampton Grammar School and the University of Wolverhampton have held both services and workshops here. Local schools also continue to send children of all ages for visits to St Peter’s and we are always pleased to accommodate their various requests for talks about Christianity and tours of the building. Our link with The Good Shepherd Ministry has also been maintained with two services: one with the theme of Recovery and the annual Christmas Service being held this year and our link with Ex Cathedra has seen them give two concerts. 

This year’s Statistics for Mission return (a database of church attendance) shows that in 2025 the number of people attending at St Peter’s was roughly in line with the figures from 2024, with a slight downturn for some services. 

On a financial basis, we have managed to remain in credit with the bank during 2025, due mainly to legacies which have been received and to the reduced cost of our utility bills. We give thanks for those who have bequeathed money to St Peter’s in their will and would urge others to think of doing likewise. This year we have installed a contactless payment machine in church and this has proved to be beneficial. Thanks go to Matt Rose for the work he did in organising this and to Pippa Cole for her preliminary investigations. 

The main fundraising event of 2025 was the very successful Christmas Fair, which raised over £2,000. This is a wonderful event, which brings people into church and acts as a great outreach opportunity. Many members of the congregation gave of their time and we are very grateful to Jonathan and Lindsay White for the work they put into organising the event. 

For the most part, we have managed to continue to open church to the public during the week, which would not be possible without the dedicated group of volunteers who are there to welcome visitors. 

St Peter’s coffee shop has also been open, manned by volunteers. Unfortunately, with Joyce Lewis having had to stand down due to ill health, the coffee shop did not reopen after Christmas, as a new manager needed to be found. We are extremely grateful to Joyce for her very many years of service and to all the volunteers who have worked tirelessly to keep things going. 

## Fabric Report 

Conservation and stone replacement work on the chancel continues into its third year, and we are pleased to confirm a projected completion date of July, 2026. The scope of the stone replacement has proven far greater than initially anticipated, with more than twice the number of stones requiring renewal compared to early estimates. The scaffolding has been removed from the north side and apsidal sections of the church, revealing striking new stonework. Remaining repairs for 2026 are concentrated at ground level and are already well underway. 

Inside the church, a recent glass survey determined that all of the magnificent stained glass in the chancel required restoration. The majority of panels have been carefully removed and transported to York, where Woodside Stained Glass is carrying out expert conservation and renovation. It is expected that the restored glass will be returned and reinstalled by April, 2026. 

Over the past year additional challenges have also been addressed, including repairs to the south porch and further upgrades to the

lighting and heating systems. These improvements have not only enhanced the building but also delivered valuable day-to-day cost savings. 

Finally, sincere thanks are due to Greg Hudson and Ian Simpson, the church commissioners who have overseen the financial management of this project, and to Crofts Conservation, whose craftsmanship has been central to the stonework repairs. 

Priorities for the coming year will include the application for grants to allow the extensive repair work which is needed to the Tower and to reinstall the pinnacles above the south porch. 

We would like to place on record our thanks to Di Polowyj for the support she has given as Deputy Warden this year. She has really been a 3[rd] Warden in all but name and is much appreciated.

## **St John’s in the Square Churchwardens’ Report 2025** 

The year 2025 was an equally good year for St. John’s Church as we continued collectively able to achieve some positive outcomes and progressive results. We were able to sort out the long non-functioning surge protector inside the Church and the lightning conductor to protect the Church building against any lightning effect. This was contracted to Premier Technical Services Limited, PTSG. 

The South Gallery Ceiling Repair - Thanks to the Buildings for Mission – Minor Repairs and Improvements Grant offer that we were able to source for funding, by applying to The committee of Trusts, Projects, Loans & Grants (TPLG) for their consideration with the help of Fiona North, Project Support and Church Buildings Officer and Christine Rier, Church Buildings Support Officer who kindly offered their assistance with the grant application following the List B approval by the Archdeacon’s office which was obtained for the plaster repair works.  Thanks to The Church’s architect, Stephen Oliver for his assistance in the preparation for the List B approval processes. A grant offer for 90% of the total cost which equates to the sum of £7204.50 was approved and the Church’s account settled the 10% balance. 

The Management Group contracted A&B Landscaping that the church had previously engaged in the past to maintain the church garden following the Church’s gardener, Desmond Foster’s non responsiveness to the maintenance of the garden surrounding the church. Their service commenced in May 2024. 

The Fire extinguishers had their annual checks at end of February 2025. They were tested / replaced, as required. during the check. We have been given two new benches, and they are installed along the main drive leading to the Church. We say a big thank you to the donors. 

We had a number of well attended events: Baptism, funerals and other functions in the year which brought back the earlier reported parking issues. These are now well managed with the traffic cones that we acquired to keep visitors and registered permit holders off the grass and to stop the parking on consecrated ground. 

We had a number of School visits from both the Royal School and Wolverhampton Music School in the year. 

We welcomed back Wombourne Choral Society on 25[th] March 2023 for a performance of the Mozart _Vespers_ . 

Also, Graisley Primary School visited for their Carol Service. 

And of course, we are looking forward to welcoming our new Vicar, Revd. Jeremy Dussek who will be the priest-in-charge and Rector designate for St Peters and St John’s Churches from April 2026. 

The St. John’s Management Group has unanimously agreed to commence a fresh application for the Narthex Wall installation. We have been informed that the previous application of 2017 that was initially agreed/approved had expired and a fresh application has to be submitted however, should the information on the previous application be required, we will be able to access it with permission to be granted. 

**Car Parking:** There has been a tremendous increase in the subscription to the use of the Church’s car park in the year we have sold parking places to several new local companies, that has attracted a welcome increase to our Church’s income.

## **St Chad & St Mark Churchwardens’ Report 2025** 

During the past year we have continued to build on the work identified in the previous quinquennial inspection, while supporting a growing range of worship, pastoral and community activity across St Chad and St Mark. 

St Chad and St  Mark’s remains a large and diverse congregation from around the globe. This continues to make ChadMark a unique church in worship, pastoral care, outreach and mission. 

## **Church and Grounds** 

The ongoing issues of damp and loose plaster within the church building remain, and the protective screen installed in 2023 is still in place. 

Significant work has been undertaken by the Treasurer in preparing and submitting multiple major grant applications (including Enovert, Alfred Gubay and Lasletts) to enable external and internal fabric works to proceed. 

Progress has been made on the major fabric works. The faculty has now been granted, tenders have been gathered, and grant applications have been submitted to support both external works (including the flue replacement) and the internal repairs that follow. 

Alongside this, we are preparing for the quinquennial inspection due this year and continue to work with diocesan colleagues and professional advisers to take forward the best course of action for the building. 

Our cleaner continues to be employed by the DCC and cleans the church and toilets two days a week. 

## **Community Centre** 

The Community Centre continues to be open and well-used for a wide range of activities and projects. The refurbished kitchen and accessible all-gender WC remain a valued part of this provision, supporting hospitality, food storage and community use. 

## **Activities and Projects** 

There are various activities taking place throughout the week, many in partnership with other agencies. 

Wednesday - City of Sanctuary run a drop-in in the church which is attended by many people from different nationalities every week. 

Friday - Places of Welcome, including crafts, gardening, furniture restoration (with Arun Bector / BME Housing Consortium) and employment support (with Wolves at Work). In May this year we received £25,000 of Marsh Trust funding to support Arun Bector’s community projects, notably ‘Bike to the Future’ and ‘The Big Fix’ furniture project. 

Saturday - The Saturday Food Market continues to be extremely popular and relies on volunteers from the congregation and wider community. 

Sunday - Football Club (run by members of the congregation) continues to grow. 

The ‘Little Eden’ gardening work continues to make a significant difference to the wellbeing of those who attend. The community fridge and kitchen facilities support safe storage and hygiene standards for the Food Market and other meals, supported by volunteers holding appropriate food hygiene certification. 

Our community meal after the Sunday Eucharist continues to bring together church members and the wider community, reflecting our commitment to welcome, relationship and practical care. 

The All God’s People project has continued to strengthen worship and community life. Christopher Mazen remains in post as Worship and Music Enabler, helping to lead joyful, participatory worship. 

Payam Hemmatpour continues in his role as Iranian/Kurdish Community Worker. 

We have also committed to a three-year membership with Citizens UK. This supports leadership development within the congregation and strengthens our ability to work alongside partners on issues of social justice and community cohesion. 

Wolverhampton Council has also received government funding to run a Net Zero Neighbourhood pilot in the area around Chad Mark. Our Church Warden, Isaac Vivian, chairs the local community group leading this work. The project aims to co-create a neighbourhood vision, gather household energy and air-quality data, and explore community-led solutions that can deliver cleaner, lower-carbon and more affordable energy. Chad Mark has become the lead community partner for the pilot, and we hope this initiative will also help catalyse renewable energy improvements for the church itself.

## **Figures** 

Our attendance remains strong, with a consistent mix of adults and children, and with many nationalities and languages represented. Baptisms, confirmations and occasional offices continue to be an important part of our parish life. 

## **Community Art** 

Local artist, Charlotte Webb, developed a 3D Nativity Installation which was showcased over the Christmas period. £500 was approved for this artwork. 

## **Safeguarding** 

Safeguarding administration and support have continued throughout the year, with updated arrangements now in place for the Parish Safeguarding Officer role and ongoing DBS and training compliance. Jane Woolf stepped down as Parish Safeguarding Officer (PSO) for Chad Mark but retains her administrative support duties. Dawn Ellis has been appointed as PSO in Jane’s place. 

The DCC also considered issues of security and safeguarding in light of wider national concerns, carefully balancing the need for safety with our commitment to remain an open and welcoming church. 

## **Children’s Church** 

Children’s Church continues to be well attended. During the year we have begun to strengthen children’s provision by appointing two experienced children’s consultants, supporting training and development for volunteers and widening participation across age groups. 

## **Primary Schools Ministry** 

Schools ministry remains a significant part of our outreach. Alongside regular links with local schools, we have again received many requests for assemblies and visits, including a busy programme of Advent and Christmas engagements. 

## **Clergy and Ministry Team** 

We continue to be blessed by the ministry team serving at Chad Mark. Sadly, Revd Valerie left St Chad and St Mark this year to pursue other aspects of her ministry. Revd Chijioke continues to serve faithfully, and we have progressed the process for him to become Associate Priest in the district. We have also been delighted to welcome Revd Imogen to the parish as our new curate. Above all, we remain grateful for the steady leadership and pastoral care of our Vicar, Revd Ray. 

## **Governance and Administration** 

This year the DCC reviewed practical administration matters including bank charges and broadband arrangements and began updating key policies and procedures. In particular, we have drafted our GDPR policy to ensure our privacy statements and points of contact are accurate and current. 

We also began planning ahead for future changes to trade waste requirements, and continue to review charging arrangements for partner organisations using the building in light of their changing costs and needs. 

## **Parish Reorganisation and Future Sustainability** 

As part of the wider parish reorganisation process, discussions have continued regarding the proposed creation of a new parish bringing together ChadMark and All Saints. Financial projections and proposed splits have been shared by the Archdeacon’s office, and the DCC has asked for further clarity to ensure the long-term viability of mission and ministry. 

## **Housing Development Project** 

Alongside this, work continues longer-term sustainability plans, including the housing development proposals relating to the former hall site and the use of our buildings to support mission. The housing feasibility grant (£23,820) has been received, and professional work is underway to assess planning, costing and long-term sustainability implications. 

## **Finance update** 

At the review of Chad Mark’s finances, it was noted that voluntary income had fallen slightly to £17,400, compared with £18,900 the previous year. While the position remains manageable, there are some emerging concerns regarding long-term financial sustainability and our ability to meet future parish share commitments. 

Funding from All God’s People has been crucial this year to enable funding of Children’s consultants, supporting Citizen UK membership for the first 2 years and to support staff leading our worship. 

During the year we updated bank signatories, adapted to new banking charges, reviewed supplier contracts, and began preparing for forthcoming trade waste regulation changes.

## **In Memoriam** 

We note with sadness the deaths of Peter Ferriday, formerly Churchwarden, and (early in 2026) of Sue Walker, for many years treasurer, and we give thanks for their faithful service over many years in the life of St Chad and St Mark and in our community work. 

## **Future Plans** 

In the coming year our priorities include: progressing the roof and fabric works as funding decisions are made; completing key compliance tasks (including quinquennial and policy updates); progressing the housing development project; continuing to strengthen children’s and youth provision; and deepening our partnerships and leadership development through Citizens UK and our local community networks. 

We would like to thank all who support the work of St Chad and St Mark in so many different ways. Your time, gifts and service enable the church to flourish in worship and to serve the community with generosity and faith. 

We are truly blessed to be part of such a lively, diverse, welcoming and inclusive family - God’s family. We look forward to seeing where God leads us this coming year as we move forward in faith.

## **All Saints’ Church Report 2025** 

## **Sunday Service and Attendance** 

Sunday attendance has increased slightly from last year with our ASA now standing at 18 adults and 4 children most of these have started coming to All Saints in the last couple of years so represent a relatively new congregation, a considerable number of them from the new local estate as well as a small number of people who have come over from St Chad’s and St Mark’s. This compares to 14 adults and 5 children last year and 9 adults and 1 child from 2022 as no returns were completed for 2023. It is also interesting to note that it compares favourably with the figures from 2016 when there was last an active engaged stipendiary ministry at All Saints with 17 adults and 6 children on the ASA. 

We agreed to return to the church’s policy of first communion at 7 and two children received their first communion this year after preparation with our curate Revd Imogen Smith. We have been blessed with having Revd Imogen Smith with us who is serving her curacy at St Chad’s and St Mark’s and All Saints with Revd Ray, we look forward to her ordination to the Priesthood in June. We have continued to run Little Saints Sunday School each week with a programme for children. 

## **Pastoral Offices** 

There were 4 Child Christenings and 1 wedding in church. There were 2 funerals one at All Saints followed by a burial and one taken by the clergy at the crematorium. 

## **Developing our Church Community** 

We have held two events aimed at developing our relationships with one another as a church beyond Sundays. The Boat trip was a great success and also we organised a bulb planting on the verge outside the church that we hope to see the fruits of soon. We are grateful to George Reiss for initiating and organising these events and for he and Jan’s leading role in developing the time of fellowship after our Eucharist on a Sunday. 

## **Community Engagement** 

We have continued to increase our visibility locally and engagement with the wider community. We have developed a good relationship with Grove Primary School and during 2025 regular assemblies were taken by Clergy at the school and we participated in the school in other ways, taking religious studies classes on Easter and Christmas. The School held their Christmas Carol services at the Church and Revd Imogen and Dawn Ellis organised a Dementia Friendly Carol service at All Saints for the residents of the local Methodist Care Home in Wolverhampton. We also saw an increase in attendance at our community orientated Crib Service on Christmas Eve that we started last year. Revd Imogen has also developed a good relationship with the Community Lunch run by ASAN in the community centre reestablishing links and visibility of the church with ASAN.

The excess shown in the accounts is because of the loan of £27,102.89 being written off by Lichfield Diocesan.  This amount has been posted against code 08A1_Non recurring one off grants.  Without this write off All Saints did show a small deficit of (£48). This will of course make it easier for All Saints DCC to see where they are and hopefully a growth over the next couple of years and beyond. 

2025 has seen the Nat West account finally closed.  However, we still await the closing statement.  Hopefully, I will have that for the examination.  In 2026 Lisa will need to change the Lloyds mandate to remove Kim Benton and appoint two other signatories [assuming that Jean McIntosh has already been removed as per her request] 

The accounts do not show any Solar Income.  Lisa now has authority to speak to Ovo and it is expected that the income will be paid directly into the account in 2026.  It is vital that this income continues to aid with the growth of All Saints.

**St Chad & St Marks** : 

Net Total Assets: £141,358_2025 [£131,860_2024] Excess: £10,731_2025 [Excess: £30,926_2024] 

The unrestricted deficit is simply spending more than income collected. There are no real notable differences.  The restricted excess will be because grants have been received in 2025 which are yet to be spent.  The Income overall has increased from £105,228_2024 to £127,135_2025.  The notable difference being an increase in non-recurring one-off grants_08A1 

The expenditure has increased from £74,302_2024 to £116,403_2025.  The notable difference being 2051_Other salaries and 2180_Other expense claims.  All of these claims will be reimbursed via All Gods People grant. 

We have employed two people for the All-Gods people project.  The salaries are paid by payroll at Lichfield and then debited to the financial accounts 2051 with the corresponding credit being credited to 0801.  There are claims for expenses which are still waiting for payment.  These will be physically transferred from Lichfield bank account to St Chad & St Mark bank account in 2026. 

Thanks go to Chris O’Brien for his continued support and hard work particularly now that he inputs all of the information for St Chad & St Mark. 

## **St John’s:** 

Net Total Assets: £360,277_2025 [£340,438_2024] Excess: £5,978_2025 [Deficit: (£1,843)_2024] 

St John’s have seen an overall reduction in Income from £41,885_2024 to £31,894_2025.  There have been increases in 0101 Gift aid collections and 1302_Car park receipts  There have been reductions in most other codes the most notable 08A1 but this was a grant in 2024 for the plastering so of course expenditure has also reduced. 

There has been a reduction overall in expenditure from £43,727_2024 to £25,916_2025.  The most notable being 2701 and 2710. There has been a significant reduction in 2440 so this could be because the utility bills have been estimated and so we will see an increase in 2026.  I recommend that the Church Wardens/Treasurer investigate this reduction to ensure that St John’s are not storing up trouble for the future.. 

St John’s have paid their share of the Common Fund in full. 

The trustees of AFH Wealth Management investment are now recorded as Graham Bennett, Alfred Talabi & Vicky Szyman.  The investment is being managed on a discretionary basis.  The income paid was £11,409 [£11,142 2024].  The revaluation at 31.12.25 showed a growth of £15,558_2025 [£11,183_2024].  The capital has increased from £310,946_2024 to £326,505_2025.  This therefore equates to a total return of £26,967_2025 

The Account_704119364_St Johns Reserve Account which had a balance of £1,698.22 has been written off as St John’s have been unable to locate this account since 2021.

## **St Peters:** 

Net Total Assets: £1,241,209_2025 [£1,173,709_2024] Excess/Deficit: £62,343_2025 [Excess: £18,020_2024] 

Income has reduced overall from £212,580_2024 to £198,234_2025.  The most notable differences being an increase in 0101 Gift Aid collections, 0601 Tax recoverable on Gift Aid and 08A1_Non Recurring one-off grants. 

We have seen reductions in 0201 Non Gift aid collections, 0701 Legacies, 1230 Church Hall lettings and 1262 Café Sales. 

Expenditure has also reduced from £194,559_2024 to £135,891_2025.  The most notable difference being a reduction in 2710_Church Major Repairs-Installation and 2440_Church running_heating and lighting. 

St Peters is showing an excess of £62,343. However, £40,826 is from legacies. Without this there would have been an excess of £21,517.  Whilst this still puts St Peters is a good position, there is still work to be carried restating the Pinnacles.  The quotes received are approximately £80,000.  It is hoped that a grant can be secured but important that we don’t rest on our laurels. 

St Peters have drawn down £10,000 from LDBF which is showing as a liability.  This has not formallly been set up as a loan and no payments are being made. At some point the DCC does need to make the decision to pay this back or formallly set up a loan agreement with LDBF.  For the time being it is better to wait until a decision is made regarding the reinstatement of the Pinnacles. 

The capital value of the CCLA investments have seen a decrease from £600,671_2024 to £577,658_2025.  However, The Harris Allday investment saw an increase of £29,170. 

CCLA have sent a comprehensive report to Lichfield Diocesan setting out their admission that they have fell well below their benchmark. 

The income these investments produce has increased from £25,008_2024 to £25,585.

## _**Kim Benton – Parish Treasurer**_ 

## **Reserves Policy** 

It is PCC policy to try to maintain a balance on free reserves (net current assets) which equates to at least three months unrestricted payments. This is equivalent to £42,811_2025 [£57,109_2024]. It is held to smooth out fluctuations in cash flow and to meet emergencies. The balance of the free reserves at the year-end was £393,666_2025 [£295,016_2024] which is considerably higher than this target.  The Trustees feel that a higher reserve is prudent in these uncertain times.  Particularly as most of the reserve £261,764_2025 [£216,981 2024] is invested in stocks and shares which provides income.  The investment could be used should capital be needed.

## **Investment Policy** 

The charity is granted power to invest in suitable investments under the PCC Powers Measure 1956 and the Trustees Act 2000.  As a charity, the Trustees have a duty of care to take such advice as is appropriate before investments are undertaken.  This advice is sought from the Central Board of Finance (CCLA) in London. AFH Wealth Management and EFG Harris Allday 

The charity’s investment policies are based on two key principles: - 

- Ethical Investment – this includes ensuring that investments are held in companies which have high standards of corporate governance and act in a responsible way towards stakeholders. 

- Long-term responsibilities – the trustees are aware of their long-term responsibilities in respect of the Restricted and Unrestricted reserves and as a result follow a prudent approach to investment decisions. 

Investment policy for long-term funds is aimed primarily at generating a sustainable income, with due regard to the need for the preservation of capital value, and the possible need to realise investments to meet operational needs. The charity does not have a policy of generating income at excessive or high risk – known as “purchasing income”, where high returns are guaranteed at the expense of capital. 

In summary, the charity has an overall policy to maximise income while preserving the real value of its funds.  Due to the nature of the charity, an ethical investment policy is taken into consideration when investments are made: 

The charity follows the Ethical Investment Advisory policy as recommended by the Lichfield Diocese which includes the following: 

- “We aim to invest in companies that: 

   - will develop their business in the interests of shareholders; 

   - demonstrate responsible employment practices; 

   - are conscientious concerning issues of corporate governance, the environment    and human rights; 

   - are sensitive to the community in which they operate.” 

Planned giving, collections and donations are the main sources of fund raising along with tax recoverable. 

## **Safeguarding** 

The PCC believe they have fulfilled their duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have due regard to House of Bishops’ guidance on safeguarding children and vulnerable adults) 

## **Reporting Serious Incidents** 

A Serious Incident is an adverse event, whether actual or alleged, which results in or risks significant harm to the charity’s beneficiaries, employees, office holders, volunteers or to others who come into contact with the charity through its work, loss of the charity’s money or assets, damage to the charity’s property or harm to the charity’s work or reputation. 

The trustees are not aware of any Serious Incidents in the last year. 

## **Fundraising** 

The PCC takes its fundraising responsibilities seriously and is very grateful to all donors – whether regular or occasional – for their support of the church and church events.  PCC supporters are never taken for granted.  The PCC takes full responsibility for fundraising and do not use commercial organisations or professional fundraisers.  All money raised is either by donations, fundraising events, special appeals, or legacies for which the PCC are most grateful. 

## **Volunteers** 

The members of the PCC would like to thank the 73 volunteers who work so hard to make our Church a lively and vibrant community. 

## **Risk Management** 

The Church Wardens carry out regular Health and Safety Reviews and regularly inspect premises for potential hazards. We have safeguarding policies in place for child protection and for work with vulnerable adults, including rigorous DBS checking of staff and volunteers. Our insurances are reviewed annually to ensure adequate cover. An informal review of any new risks which may impact the work of the Church in the Parish is ongoing.

## **Structure, Governance and Management** 

The PCC is a Body Corporate established by the Church of England and is a Charity registered with the Charity Commission under registration number 1130297.  The PCC is governed by the Parochial Church Council Powers Measure (1956) as amended that came into effect on 2[nd] January 1957, and the Church Representation Rules (contained in Schedule 3 to the Synodical Government Measure 1969 as amended). 

The method of appointment of the PCC members is set out in the Church Representation Rules. The Council comprises the Incumbent, the Churchwardens, a representative of the Readers, those elected to the Deanery Synod, and other members who are elected at the Annual Parochial Church Meeting, by those on the Electoral Roll.  The PCC members receive training from courses run by the Diocese.  Members of the congregation are always urged to join the Electoral Roll, and to stand for election to the PCC. 

The PCC members are responsible for making decisions on all matters of general concern and importance in the parish, and for all financial matters.  The PCC met 6 times during the year. [Given its responsibilities, the PCC has several sub committees, each dealing with a particular aspect of parish life.  These include Finance and Standing Committee.  Each reports back to the PCC with the minutes of their meetings.] 

## **Related Parties** 

There are no related parties employed by the PCC or awarded contracts for work. 

## **Donations from Related Parties** 

Donations from 14 related parties [PCC Members} during the year totalled £9,468_2025 [£5,844_2024].  All these donations were received without condition. 

## **Remuneration paid to Trustees.** 

None of the trustees have been paid any remuneration or received any other benefits from employment with the PCC.

## **Respective responsibilities of the Trustees and Independent Examiner** 

The charity’s trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under Section 144 of the Charities Act 2011 (the Charities Act) and that an Independent examination is needed. 

## It is my responsibility 

- to examine the accounts under section 145 of the Charities Act, 

- to follow the procedures laid down in the General Directions given by the Charity Commission 

- (under section 145(5)(b) of the Charities Act, and 

- to state whether particular matters have come to my attention. 

## **Basis of Independent Examiner's Statement** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a “true and fair” view and the report is limited to those matters set out in the statement below.

## **Accounting Policies** 

The Financial statements of the PCC have been prepared in accordance with the Church Accounting Regulations 2006 using the Receipts and Payments basis. 

There may be minor discrepancies in the totals as the pence are not being shown. 

The financial statements have been prepared under the historical cost convention with items recognised at cost or transaction value unless otherwise stated in the relevant notes to these accounts. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law.  They do not include the accounts of church groups that owe their main affiliation to another body nor those that are informal gatherings of Church members. 

## **Cashflow Statement** 

The Charity has taken advantage of the exemption in FRS102 from the requirement to produce a cashflow statement on the grounds that the income does not exceed £500,000. 

## **Going Concern** 

There are no material uncertainties relating to events or conditions that cast significant doubt on the charity’s ability to continue as a going concern. 

## **Accounting Estimates and Prior Year Errors** 

No changes to accounting estimates have occurred in the reporting period. No material prior year errors have been identified in the reporting period 

## **Description of Funds** 

**Unrestricted funds** are income funds of the PCC that are available for spending on the general purposes of the PCC, including amounts designated by the PCC for fixed assets for its own use or for spending on a future project and which are therefore not included in its "free reserves" as disclosed in the trustees' annual report. 

An explanation of purpose of each Designated fund are as follows: 

- Bookshop – To record income and expenditure for the Bookshop – transferred to St Peter’s general fund periodically 

- Craven – Mr & Mrs Craven left a property in 1986. No restriction has been left as Craven but eventually will be transferred into General 

- Recital – Ticket sales and expenditure for Organ Recitals 

- Parish – Funds held in the Parish account 

- Vicars fund – Discretionary fund for Vicar to use for small emergency payments at St Peters 

- Xmas Tree – Set aside for the Christmas Tree Festival 

**Restricted funds** comprise of two elements :-

- a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest 

- b) donations or grants received for a specific object or invited by the PCC for a specific object. The funds may only     be expended on the specific object for which they were given. Any balance remaining unspent at the end of each year must be carried forward as a balance on that fund. The PCC does not usually invest separately for each fund. Where there is no separate investment, interest is apportioned to individual funds on an average balance basis. 

An explanation of purpose of each Restricted fund are as follows: 

## **Parish** 

- Decoration – These are the annual contributions to the Decoration fund held with the Diocese for the re-decoration of the three vicarages. 

## **All Saints** 

- ZZGrowth – Specific grants from Growth fund Lichfield Diocesan to fund a salary at All Saints.  This project has finished. Permission to transfer to General to bring to nil and close granted in 2025. 

- Perton – Donation from Perton for Warm Welcome work.  Enquiries need to be made to ask if this needs to be paid back or transferred to the General fund. 

- Together – A Grant received from Church Urban Fund for the salary of the Warm Welcome Co-ordinator post at All Saints – this has been spent apart from £256 – enquiries to be made regarding paying back this money or transferring to General fund. 

## **St Chad & St Mark** 

- Clinton Flowers – Donation from Clintons for Flowers at St Chad and St Mark 

- Emergency Fund – To be used at Vicars discretion. 

- Fabric-W – For the fabric of the Church at St Chad & St Mark

Income to be used for the furthering work of the Church of England in the parish of Wolverhampton.  As the Endowment no longer produces income of a £1,000 per annum the Parish of Central Wolverhampton are allowed to spend the capital.  It remains ring fenced. 

- Scholar – Grant for Organ Scholars at St Peters 

- Sound system – Specific donations to a new Sound system at St Peters 

- Upkeep-P – Historic funds for the Upkeep and repair of St Peters 

**Endowment funds** are restricted funds that must be retained as trust capital either permanently or subject to a discretionary power to spend capital as income, and where the use of any income or other benefit derived from the capital may be restricted or unrestricted. Full details of all their restrictions are shown in the notes to the accounts. 

An explanation of purpose of each Endowment fund are as follows: 

## **St Peters** 

- Repair & Upkeep – Invested to provide income to St Peter’s general fund. 

- Upkeep & Repair – Invested to provide income to St Peter’s general fund 

- Ward fund – A bequest by John Ward for the benefit of St Peters Collegiate School.  The funds were invested in 1945 and St Peters Collegiate School receives the dividends directly 

## **St Johns** 

- Upkeep-J Sale of Flats  – Proceeds from the sale of St John’s flats invested to provide income to St John’s general fund 

## **Incoming Resources** 

Planned giving, collections and donations are recognised when received or when the PCC becomes entitled to the resource and the monetary value can be measured with sufficient reliability. Tax refunds are recognised when the incoming resource to which they relate is received. Grants and Legacies are accounted for when the PCC is legally entitled to the amounts due and the monetary value can be measured with sufficient reliability. Dividends are accounted for when receivable, interest is accrued.  All other income is recognised when it is receivable. All incoming resources are accounted for gross. 

## **Resources Expended** 

Grants and donations are accounted for when paid over, or when awarded, if that award creates a binding or constructive obligation on the PCC. The diocesan parish share is accounted for when due.   Amounts received specifically for mission are dealt with as restricted funds. All other expenditure is generally recognised when it is incurred and is accounted for gross. 

## **Governance and Support Costs**

Support costs should be allocated between governance costs and other support.  Governance costs comprise all costs involving public accountability of the PCC and its compliance with regulation and good practice. 

Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of resources eg by allocating staff costs by time spent and other costs by their usage. 

## **Fixed Assets** 

Consecrated and benefice property is not included in the accounts by s.10(2)(a)&(C) of the Charities Act 2011. Moveable church furnishings held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal are inalienable property, listed in the Church’s inventory, which can be inspected (at any reasonable time). For anything acquired prior to 2000 there is insufficient cost information available and therefore such assets are not valued in the financial statements. St Peters house is revauled at 31 December annually using the Nationwide house price calculator and shown on page 43. 

## **Investments**

During the year the PCC employed a Musical Director, a Cleaner and two Outreach workers all part-time and not all payments attracted social security costs.  St Peters also paid Self-employed Administrator locally. 

There were no employee benefits to key management personnel in the previous or current year. 

The PCC uses the National Employment Savings Trust [Nest] via the Diocesan Payroll Scheme, for its pension payments £363_2025 [£275_2024].  All Gods People pension payments £588_2025 [£500_2024]. 

## **Trustees’ Remuneration & Expenses** 

There have been no Trustees remuneration during the year. 

No Trustees have been reimbursed for travel and subsistence during the year or the previous year.

No other expenses were paid to any other PCC member, persons closely connected to them, or related parties.
