Public Benefit
In shaping our objectives for the year. the trusttts have considered the charity ￿mmIssIon,S
guidance on public benefit. Tilbwy continues to b¢ our main foc￿5 because One Community is
situation in the heart of Tilbury on the Dock Road with over half of the neighbouthoods (61 /0)
in th¢ town being in the 201/1* most deprived in England Ilndice5 of multip￿ Deprivaknon 20t9) As al
March 2022. there were 620 claimants (March 2021:1.055) from Tilbury population wbo were
registered &$ people on Universal Credii looking for work plus a few more on the new style Job
seeker5 allowance. At that time, both the Thutrock and National averdge 4.20/0 whilst
Tilbury w&q 70/0 of people eligible to work. According to th¢ UK office for Naiional statlStic
2020, Tilbury has an estirnated population of 14.364 with approximatrly 9.000 people of
wothg age. Total employ¢e jobs in the Tilbury area have more than doubled growing from
6.0(Kl in 2019 to 13,0(K) in 2020. Tilbury has more jobs that there are applicants. (Sourcc..
Thurrock Coullcil Economic Developrnent Team). Also. Tilbury h&s an ethnically diverse
community with I P/0 of its population from minoritised ethnic backgrounds. the Iargesi group
identifying as black Africans. Tilbury has also Ixcn earniarked through the Towns Fund for
£22.8 Million worth of development towanls its economic growth prospects v/ith thc focus on
improved transwJr( broadband connecU"vity, skills and culture. These combination of factors
means that Tilbury and surrounding are&s should eX￿lence a boost to tratLsforn] the Town with
the amount of investment corning in the next 5 ye8t5.
So, during the course of this financial year, w¢ have concentrated on working on our five year5
strdtegic plan of Building ¢he New DiJIerenÈ io en5urc we are able to SUPtK)rt ourselves as an
organisation, and. be able lo prepare the residents for what is coming into the area through the
Towns Fund investment io etthlc them to lake m￿lMUM advantsge of the improvements.
In the rery)rting peri(Kl from April 2021 to March 2022. we saw a return of local residents
coming back io face-t￿face visits ￿ our One Communiry Shop. From April 2021-March 2022,
we had 2294 people come through our doots which has almost double from the pr¢viou5 ycar
ending Marcb 2021 wthich was at 1.235 visits. We also had 150 first time enquircrslvisitors come
through our doors this period compared lo 69 last year. This is in addition to supporting people
online and through our volunteers to rcach out to residents in Thurrock as a wholc. Th¢ graphs
below show the breakdown of the infom)ation givcn to us by the 150 first time enquirers/visitors
who us¢d our services. This is generally reflective of the people who ￿$¢ our services year, on
year as this type of data is collected at least once from everyone who visits our Cornmunity Shop
for the first titn¢.

We wotked with 17 volunteers on our various projects which included the VIP Projec¢ peer
support mentors on the TLC, Work Club. and Little Things That Mean Aloi Projects.
Voluntcers. total hours were 609.09 houTS for the year. Calculating thc cost of a volunteer's time
by the minimum living wage for 23 years old and above {£9.50>, pl￿ the &sso¢iated cost of
insurance, voluntccr cxpcn5es. and supervision (£10.50). this can be estimated ai £20 per hour.
This is an added value. and a Savings of £12,181.20 for One Community. Also 9 of those
volw)teers werc Dot in ctnployment; or. training when they started volunteering with One
Communiry. By the end of this reporting peTio¢ 3 had goi into paid employmenL and 3 into

Durins the cours¢ of the year. we ptovidcd digital supp)rt for up to 25 parents on¢ of our local
schools to belp them to be able to support the attainment of their children. We trained 12 local
residents with FiTSt Aid training in IktoE*r 2021 and some Social media training. We
collaborated with many organisations including Weekly ESOL classes ￿ part of our Tilbury
Opportunities Project (TOPP5) with the support of the Thurrock Adult Community College
(TACC).
W¢ continued to offer Lev¢1 2 courses from Skills Network Ltd where people can choosc online
courses sueh as counselling skills. mentsl health ond many more. We continued to make
ourselves available via tel¢phon¢. WhatsApp and through FaceiKK>k and Zoom teclmology.

partnership with Kinetika and Evewright Arts Foundation to create volunteering opportunttics
for residents to take part in major events such as the Queens Platinum Jubilee Celebrations. and
the Tilbury Walkway of Memories. We are also working on an Allotment Project with
Tcmplc5prings to enable us to grow our own foo(L One Community is represented on all the
major boards in Tilbury that is Working toward8 making ￿KIal and economic clwige in the area.
These include: Tilbury Towns Fund Borf. Tilixwy Community tAxally-Led Development and
business grdnt sub-group programme: ThuTrock Economic Development & Ski115 Partnership.
Tilbury Forum, and Tilbwy Restdent Group. We worked in partn¢rthip with local organi5ations
such as the Foodbank and churches to facilitate the giving out of Christmas Hampers in
Decernb¢r 2021. This bappens annually to ensure those families on very low incorne, or in need
of supp)rt thwing this seawn do not go without &wntials.
Projects we offered to help develop the capacity and skills of local resident5 are:

Harlow Save Credit UDlon - Ethical Saving schcme and low interest loans for residents
to replace the E&sex Savers Credit Uniot]. We havc partnered with Harlow Save for a few
years DOW in ensuring Thurmck residents benefit from this initiative rather than wing
loan sharks.
The Tllbury Opportunitles Project ￿0PP$) offeTS a FREE scrvicc to help residents to
access learning or work. It aill￿ ￿ enable individuals to der￿e their own pathvlay and
solutions towar(Ls work through the dc5igD of an Individual Pathway Plan, identifying
baTrieTs. supplying individual mentors and accessing mainstream community solutions
where required.

Tilbury Amazon Fulfiltnent Centre UK once again in recognition of the recruiting for Associates
for th¢ir warehouse, and the ongoing parm¢r5hip donated £5K towards the work of One
Communiry in April 2021
European Metsl Rccycling Ltd {EMR) also in recognition of the work that One Community did
with 8 young peopl¢ aged 1fv24 years on it reimagine fiiture agenda donated another £8K
One Community applied for £4(KIK fimth'ng to SUPPOrting it's Building the New Different from
the Naiiot]al Lottery Community Fund in February 2022 for 5 years. We re￿iVed a Successful
outcome to that application.
We are the only independent charitable or￿an]SatiOll in the area who serve the ¢ommw)ity as a
'One Stop Shop.. Our DIY aPprO￿h wntinues to em￿Wer people who thought they could
n￿er get out of the povety trdp, and who have very low selfthesteem and no previous work
cxpcricnce. We continuc to make an impact on newa cotnmunitie5 to the area. as One
Communiry is often their first Point of contact for support iti intrgrating into the I￿al area. This
year we bave SUPEK>rted Ukrainians who have bcen moved into Tilbury to escape the war in
Ukraine. The strong ethos and values of the orgaoisation which underpins our work supports the
most marginalised residents in the COTnmunity.

I came lo One Community about six weeks ago feeling down and miserable. I
met this young lady by the name Bernice who has helped me immensely. She
has helped me create a CV and got a job for me. The first day I walked into the
office she welcomed me nicely and listened to my predicament. She sent an
email on my behalf to a company that was hiring. They were impressed with my
CV and offered me employment but unfortunately the money they were offering
was not adequate enough for my needs. That hasnl stopped her from working
with me and she is still working with me to help me find another job.

I know One Community Shop since 2019. 1 was in need for the National
insurance number and the staff helped me. Since. then. every time I went there
to solve my Issues. They enrolled me in ESOL class to learn English as French is
my first language. To improve my English skills, they put me on their VIP
programme to volunteering In the Shop. I was also supported for the get my
settlement In the UK. Few months ago. they helped me for to apply for social
housing. Now I have my own place to Ilve. Without them I don* kn¢)w what I have
to do. For all that I have to say thank you to all of them. ONE COMMUNITY is
small shop but the staff is very efficienL

Bernice took over my case. able to contact the council. as well as the other
authorities and got them to listen to me and wrote letters on my behalf,

have been given a two bedroom f lat in Grays. She has also supported me to apply
for housing benef it. I would like to say a MASSIVE THANK YOU to Bernice and

I have been in relationship wtth One Community Development Trust for an upward of 5
years. The community has lovin9 and caring officers headed by a well- coordinated and
down to heart Chief Executive officer Yewande whose excellent traits are emulated by her
staff. I call her my senior Boss. Bemice, my Boss. has also assisted in so many ways and by
her actions changed my dull moments to joyful ones. Through their assistance and prayers,
l applied, and was given accommodation by Thurrock Council. Someone l also introduced
to One Community, that needed serious help. was given instantaneous attention. She was
clothed. fed and given useful advices that have now totally transforned the Sady's life.
Tilbury is blessed to have in its midst,. God sent Messiahs. One community is indeed a
"Change Agent" positioned by God in Tilbury to transform the Community and its environs.

I came because Jobcentre sent rne to come to One Community for help to do my CV. You look
at my CV and you did a wonderful CV that my job coach - wa$ 50 good with r( and said its
professional. another organisation called Restart Scheme advisor - loved itl You also
encouraged me to sign up to do The Skills Netsvork course on Medication whith l am doin8
through the support of One Community. You have a150 helped me to find a job in a warehouse
in the Port of Tllbury. Now you are helping my son who is 18 arld at college to register to find
apprenticeship in automotive engineering. You are also helping my son to do hi5 CV and

training with the Avocadtrfr A￿elerator Programmc hosted by Mon¢y4U to assist with its
financial sustainability through learning more alxyut innovative ways to help the organization to
adapt and change in order to continue to med the Deeds ol the area that 15 Still clearly in need of
all the services and activities thai One Community offers. The diversification of income streams
would be very crucial at this next level. and securing corporate fijnding over the next 3-5 years
whilst maintsining a robust governance sffiicturc will bc key. Some of this training has paid off
as One Community were able to secure £4WK from the National tA)ttery Commwiity Fund
spread over a 5-y¢ar period.

The financial stat¢rneDts have been prepared An accordance with the accounting policies set out
in the notes to the accounts and comply with the charity's governing documenL th¢ Charities Act
2011. the Companies Act 21K16, Accounting and Reporting by Charities.. Statement of
Recommended Practice (Chariti¢s SORP FRS 102 2015) (effcctive January 2015).
Income for the year under review was overall sligbdy less than prior year because we received
mor¢ covid related grant incomc and govcrnmeni support thai was intended to support
through the detrimental effects of the loss of income due ￿ covid-19 on the organisation. W¢
exp￿1 to bouDCC back in thc coming year due to alreaty knowing that we have received a
significant boost to our income through a 5-yeaT National tA)llery Communiry Fund.
Ai the end of the period under review unrestricted fijnds carried forwaTd is £2.757 compared
with £l1.714 at th¢ ¢nd of the previous year when we received more covid-19 relaied grdnt
income and government initiatives thai w&5 intendcd to SUp￿t U5 through the detrimenta]
effects of the loss of income. Also, Some of our regular grant makers and Foundations allowed
us to repurpose the use of restricted tncome. We have used mosi of this unrestricied income to
&8SiSt us this yedr because we are Still feeling the impact of the reduction of income from
donations for we of our shop space, and other spaces w¢ manag¢ on behalf of other
organisations. Whilst current unrestricted funds are not sufficient to cover thc rcscrvcs rcquircd
under the charity's reserve ￿}lICy, we did have more restricted fim(ts to cover staff wages this
reporting year.
Factors that could affect fijture financial I￿rfOrManCe would be inability to 50urc¢ grdnt thnding
for the work the organisation has been mandated io continue by the members. One Community
has always survived due to the commiunent of sthff and volunteers who make sacrifices for the
benefit of the orgaDi5alion alld their local community. We expeci this lo be the case for the next
few years whilst we weather the storm of post covid-19 and the cost of living and energy fuel
crisis.

Risk Management
The principal risks and wicertainties facing the organisation include the contiT]ued impact of the
higher cost of living and the fucl en¢rgy crisis. that could limit the orgaDi5ation's ability to carry
out some of its work. Havitig smaller premises is at the moment will ensure we are not spending
mor¢ than is necessary 00 energy bills. W¢ are looking into other options of sharing spacc and
doing morc online digitally and virtually as we develop the capacity of the organisation to
support others in this new clinwie. This would suP￿rt the organisation by enabling it to
generate unrestricted income througb charging for 50tne of its serYice5 whilst giving other
organisatioDs the opportunity to WOTk in partnership to genernte SUTplus¢s. These plans will be at
the forefront of th¢ organisation's sustainability strategy for rnanaging the risks.
The trustees recognise that the clwity is derKndent on Teceiving sufficient grant funding to be
able 10 continue its aciivities at the CUTTent level an<L apart from the costs covered by the reserves
menttODed below, the cRwity does noi comtnit lo expenditure until grant fimding has been
reccived.

Thc accounts for the charity are prepared on a going Concern basis becau5c demand for the
services provided to the local couuDunity colltillU&s ￿Idenced by the surveys undertaken
throughout ihe year lo monitor our social impact.
The trustees expect that future fimding applications will generate sulTicieni funds to enable the
clwity to continue its op¢rdtions and are therefore of the opinion thai the chan.ty is a going
Conc￿n. This px)silion is supwrted by a ddailcd budget.
At the dale of this report the budget indicates thaL consideritig income from known fi￿dIng
sources, sufficient funds will be available until March 2027.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Organls2doD
The board of trustee4 which musi have at least three and not more than 12 members. administers
the Charity. The board meets at least four times each year. Sub committ￿5 ar¢ formed when
necessary to deal with specific prOJ￿ts or activities. Day to day management of operations is the
res￿)nsibIlity of th¢ Chief Ex￿UtiVe with project athninistration, shop and volunteer
managemenL skills development and accounting being delegated to respective staff
memb¢rslvolunt¢¢rs.
The staff Consists of the Chief Executive, HRISkills Development and Officelvolunteer
Manager and Project AssistsnuFinancc Officer. One Community ensures we have skilled
volunteers ￿ support the wi)Tk of the organisation. We have a revolving number of12-16
volunteers who are on our Volunteer Investm¢nt Program¢ IVIP) where they are supported to
develop their ¢4)a¢ity and skills to actively participate in their l(Kal community providing
opportullitRes for the individuals to gain experience whilst supporting the activitie5 of One
Community Development Trust. This i5 an ongoing PTogrammc.

One Community Development Tntst 15 a charitablc company limited by gvarant¢e, and is a
registered charity, number 1130253. It was iDcortK)rdied on 18 Febnwy 2(K)9 undcr nutnbcr
6823436. The company w&$ established und¢r a Memorandum of A&wciation dated 5 February
2(Ki9 which established the objects and powers of the elwitable company and is 8overned under
its Articles of Association which were amended by special resolution on 26 September 2012. In
the event of the company being wound up mcmbeT5 are rcquired to ￿ntrIbUte an amount not
