Convention. The financial statements are prepared under the historical cost
conventiors as m¢)dified by the inclusion of investments at market value and in accordance with
applicable accounting standards. In preparing the financial statements the charity follows best
practice as set out in the Statement of Recommended Practice 'Accounting and Reporting by
Charities, (SORP) 2005

Resources. Income is recognised in the peri¢)d in which the charity is entitled to
receipt, and the amount can be measured with reasonable certainty. Grants from other agencies
including donations and other income from activities are in furtherance of the charity's objects and
are part of the general funds of the charity. A restricted fund is only recognised where this is an
agreed and explicit condrtion of the grant or donor.

Due to the close ttillaboratsve relationship and the manner in which the
charity's activities compliment those of the Amiy, intangible income, reflected in time and use of
premises is not quantifiable or measurable and so is not recognised in the accounls.
Resources Ex
ended and Basis of Allocation of Costs. Expenditure is included when
incurred or exceptionally where a commitrnent Is made which requires an accrual when payment is
to be made in the subsequent accounting period. Similarly, where prepayments are made in
recognition of commitments falling due in a subsequent accounting period, the appropriate credrt is
entered in the accounts and reversed the following year. Granls payable are included in the SOFA
when approved by the Managing Trustee. Expenditure is recognised in the period in which it is
incurred. The majority of costs are directly attn"butable to specific activities. Irrecoverable VAT is
charged to the activty for which it was incurred.
Governance Costs. Govemance costs are the costs of professional advice, holding trustee
meetings or Gommittee meetings associated with decision making, any fee for audit or independenl
examination and any fee incurred in the preparation, statutory filing, printing or copying of the
annual report and accounts.

value of more than £500 are Gapitalised. The cost of tangible fixed assets are written off by equal
annual instalments over their experted useful lives using the following methods of depreciation..

Assets with a lrfe of more than one year but wtih a purchase value of below £500 are included within

of the item and period are to be provided following the notes on page 14.
Fixed Asset Investments. Fixed asset investments are included at market value at the
balance sheet dale. Any gain or loss on revaluation is shown in the Statement of Financial ActivitEs
(SOFA).
Stocks. Purchased stocks are valued at the lower cost or net realisable value making due
allowance for any obsolete or slow-moving items.

Designaled funds are unrestricted funds which have been allocatedlearmarked for a

intended to be used for and when.

Endowment Funds. Endowment fvnds are those investments and other gifts
accepted by the unrt, the capital sum or property being held in perpetuity and the income
only being available for charitable use.

Restricted Funds. These are funds that can only be used for particular restricted
purposes wrthin the objects of the charity- Restnclions arise when specified by the donor or
when funds are raised for particular restricted purposes Furthef explanation of the nature
and purpose of each fund is to be included in the notes to the accounts.

e Assets. In the course of the unit's history. the charity may have acquired gifts,
memorabilia, regalia, silverware, antiques and other histoncal artefacts in the course of
distinguished milrtary ser￿ICe in service of the Crown. The value of these ple￿S is in large part
derived from their close assouation with Regimental history which precludes the use of conventional
valuation techniques being applied. Whilst the objects of the charity do not specifically include
preservation and consetwation, the ple￿S represent an essential element of celebrating the unit's
history and foster espril-de-corps. Consequently the Managing Trustee consider5 the charity to hold
heritage assets both for functional use and as an element of national history on behalf of the nation.
Heritage assels acquired Prior to 1 Apr 06 are therefore not capitalised on the balance sheet but a
description of Ihose assets is disclosed as part of the notes to the accounts. Heritage assets
acquired after 1 Apr 06 where the Purchase pri￿ is known and which exceed £500.00 are included
in the balance sheet at acquisition value but are not depreciated.
Other Costs. Other costs are those costs not incurred in the undertaking of charitable
activity in furtherance of the objects of the charrty, i.e. the Provision of facilities, recreational
programmes or activities in furtheran￿ of milrtary efficiency. They are also costs inCu￿ed in the
making of grants and donations, in the costs of generating funds, i.e. the costs incurred in trading or
fundraising undertaken by the chanty, or in govemance costs.

Whilst the charity has a close working relationship with the Amy. there are no transactions with the Army
which require disclosure under SORP 2005. The only transadions made by the chanty in favour of the unil
are wholly attributable to the charitable activities of furthering milrtary efficiency. The Managing Trustee is
an officer or equivalent and fulfils the role as trustee in accordance with the applicable laws and regulations.
No expenses have been paid to the trustee. In the event that expenses have bèen paid lo the trustee
these are disclosed under the Managing Trustee's Comments.

My examination was carried out in accordance with General Diredions given by the Charity
Commissioners. An examination includes a review of the accounting records kept by the charity and a
comparison of the accounts presented wilh those records. It also includes consideration of any unusual
items or disclosures in the accounts, and seeking explanations from the trustees concemffing any such
matters. The procedures undertaken do not provide all the eviden￿ that would be required in an audit, and
consequently I do not express an audit opinion on the accounts.

S02 SPS Comments.. PALUD-R-INN FUND
l. I have reviewed the fund's income over the last 2 audit periods and its genuine income has exceeded
the E250,CDJ.(X) threshold set out through the Charities Commission tn any of these years.
2. The operètion and Structure of the Charity is understood.
In the compilation of the report. I have referred to the Unit's annval Gl Audit Self_assessment support
inspection report when required.
I have examined the AB397 balances at the end of the Audit period an¢J the funds rem3in healthv.
5. During the Unit's annua5 assurance visit and appropriate level of sampling was conducted on 311
accounting records and subsidiary books.
6. The final accounts. and Gl Audit Report. have revealed no unusual items, unexpected fluctuations, or
inconstrstencies. The assets and liabilities are consistent with the type of activities that the charitv
operates.
7. The fund operates on the accrual's basis conforming with s.4211l of the CC regulations.
8. The accounting policies are consistent in application and appropriate to the activities of the charity.
9. There is no event that has led to the adverse tmpact on the worth of the charity subsequent to this
report.
10. No restricted funds are overspent.
11. There has been no deliberate act of misconduct in the administration of the charity.

This fund, due to exceeding the £250k CC/SFRs3 threshold. will attract a external audit by MASIAI
and obsetvations held within are to be considered in conjunttion with the MASIAI final SCF Financial
report.
Due to the expected income breaching the Charities Commission ICC) / SFRS regulatory audit
limitations. the fund is registered with the CC- 1130125.
Thefund will be closed down Wef 31 Mar 23. Documentary evidence has been forwarded to
APSG, but confirmation of account closure and transfers of outstanding balances will be discussed with IA
MAB 2 ir¢l3n 24.
Income= £561,503.43. Expenditure.. £544.323.86. A positive difference ol +£17,179.57 to the
fund.
Totals fund balance as at 31 Mar 23-. £78.609.60 which confirms the fund remains healthy and is
expected to continue to grow in line with post-COVID sales.
Capital Property purchase= £18k. Sales/write off of property= Elk and depreciation of £8.355.44.
The vehicle CP has an increase of £3,108.00 with a depreciation of £592.00. Current CP balance of £32k on
property and £2.5k on vehicle CP.

SERVICE NON-PUBLIC FUND (A NON-COMPANY CHARITY, REGISTERED 1130125)
I report to the charity trustee on my examination of the accounts of the charity for the year
ended 31 March 2023.
Responsibilities and basis of report
As the trustee of the charity, you are responsible for the preparation of the accounts in
accordance with the requirements of the Charities Act 2011 ('the 2011 Act,).
l am satisfied that the accounts of the charity are not required to be audited under Section
144 of the 2011 Act and are eligible for Independent Examination (IE). I report in respect of
my examination of your charity's accounts as carried out under section 145 of the 2011
Act. In carrying out my examination, I have followed the directions given by the Charity
Commission under section 145(5) (b) of the 2011 Act.
Independent examiner's statement
As the Charity's gross income exceeded £250,000 the independent examiner must be a
member of a body listed in section 145 of the 2011 Act. I confirm that l am qualified to
undertake the examination as a member of the Chartered Institute of Management
Accountants, which is one of the listed bodies.
I have completed my examination. I confirm that no matters have come to my attention in
connection with the examination giving me cause to believe:
Accounting records were not kept in respect of the charity as required by
section 130 of the 2011 Act.
The accounts do not accord with those records.
The accounts have not been prepared in accordance with the methods and
principles of the Statement of Recommended Practice for accounting and reporting
by charities.
I have no concerns and have come across no other matters in connection with the
examination to which attention should be drawn in this report in order to enable a proper
understanding of the accounts to be reached.
