## **Opinion** 

We have audited the financial statements of Sherborne Abbey with Castleton and St Paul’s Parochial  Church  Council  for  the  year  ended  31  December  2020,  which  comprise  the Statement of Financial Activities, the Balance Sheet, the Statement of Cash Flows, and Notes to the Financial  Statements,  including a summary of significant accounting policies.  The financial reporting framework that has been applied in their preparation is applicable law and United Kingdom Accounting Standards, including FRS 102 'The Financial Reporting Standard applicable  in  the  UK  and  Republic  of  Ireland'  (United  Kingdom  Generally  Accepted Accounting Practice). 

In our opinion the financial statements: 

- give a true and fair view of the state of the charity's affairs as at 31 December 2020 and of its income and expenditure for the year then ended; 

- have been  properly  prepared  in  accordance  with  United  Kingdom  Generally  Accepted Accounting Practice; and 

- have been prepared in accordance with the requirements of the Charities Act 2011. 

## **Basis for opinion** 

We conducted our audit in accordance with International Standards on Auditing (UK) (ISAs (UK)) and applicable law. Our responsibilities under those standards are further described in the Auditor’s responsibilities for the audit of the financial statements section of our report. We are independent of the charity in accordance with the ethical requirements that are relevant to our audit of the financial statements in the UK, including the FRC’s Ethical Standard, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion. 

## **Conclusions relating to going concern** 

We have nothing to report in respect of the following matters in relation to which the ISAs (UK) require us to report to you where: 

- the  Trustees'  use  of the  going  concern  basis  of  accounting  in  the  preparation  of  the financial statements is not appropriate; or 

- the  Trustees  have  not  disclosed  in  the  financial  statements  any  identified  material uncertainties that may cast significant doubt about the charity's ability to continue to adopt the going concern basis of accounting for a period of at least twelve months from the date when the financial statements are authorised for issue. 

## **Other information** 

The Trustees are responsible for the other information. The other information comprises the information included in the Trustees' report other than the financial statements and our auditor’s report thereon. Our opinion on the financial statements does not cover the other information and, except to the extent otherwise explicitly stated in our report, we do not express any form of assurance conclusion thereon. 

In connection with our audit of the financial statements, our responsibility is to read the other information and, in doing so, consider whether the other information is materially inconsistent with the financial statements or our knowledge obtained in the audit or otherwise appears to be materially misstated. If we identify such material inconsistencies or apparent material misstatements, we are required to determine whether there is a material misstatement in the financial statements or a material misstatement of the other information. If, based on the 



work we have performed, we conclude that there is a material misstatement of this other information, we are required to report that fact.

## **Matters on which we are required to report by exception** 

In the light of our knowledge and understanding of the charity and its environment obtained in the course of the audit, we have not identified material misstatements in the Trustees' Report. 

We have nothing to report in respect of the following matters where the Charities (Accounts and Reports) Regulations 2008 requires us to report to you if, in our opinion: 

- adequate accounting records have not been kept; or 

- the information given in the financial statements is inconsistent in any material respect with the Trustees’ Report; or 

- certain disclosures of Trustees' remuneration specified by law are not made; or 

- we have not received all the information and explanations we require for our audit. 

## **Responsibilities of Trustees** 

As  explained  more  fully  in  the  Statement  of  Trustees'  responsibilities,  the  Trustees  are responsible for the preparation of the financial statements and for being satisfied that they give a true and fair view, and for such internal control as the Trustees determine is necessary to enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error. 

In preparing the financial statements, the Trustees are responsible for assessing the charity's ability to continue as a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of accounting unless the Trustees either intend to liquidate the charity or to cease operations, or have no realistic alternative but to do so. 

## **Auditor’s responsibilities for the audit of the financial statements** 

We  have  been  appointed  under  section  145  of  the  Charities  Act  2011,  and  report  in accordance with the Act and relevant regulations made or having effect thereunder. Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with ISAs (UK) will always detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of these financial statements.

This report is made solely to the charity's members, as a body, in accordance with section 144 of the Charities Act 2011 and the regulations made under section 154 of that Act. ## **TREASURER’S REPORT** 

At  this  time  last  year,  I  wrote _“this  year,  we  move  into  the interregnum with all of its uncertainties. This period of uncertainty might well affect our parish income and will certainly affect our parish costs.”_ How true this has been, but _not_ as a result of the interregnum, but as a result of the Covid-19 pandemic. 

I am writing this report whilst in lockdown 3 and reflecting on the content of the annual accounts for 2020. The effect of the pandemic and  the  associated  restrictions  have  had  a  profound  effect  on parish income. All categories of parish income have been affected – planned  giving,  collections,  visitor  donations,  parish  fees  for weddings and funerals, and most importantly investment income all show  significant  reductions.  The  Sherborne  Abbey  Festival  was cancelled  and  both  the  Abbey  Shop  and  the  Digby  Memorial Church Hall remained closed for much of the year. At the same time, we have been able to make considerable cost savings and have benefitted from Covid-19 related grants from HM Government. We have also benefitted from legacies, including a most generous bequest by the late Betty Randall of her cottage at number 2 Abbey Close for use by the parish. 

This has resulted in the parish accounts showing a surplus from all activities of £129,764 compared with a deficit in 2019 of £20,163. This surplus includes legacies and bequests of £188,500. Without these, the parish accounts would have shown a deficit of £58,736. 

Our  largest  expense  was  Diocesan  Share of  £192,697.  This payment to the  diocese is used largely  to fund clergy stipends, pensions  and  housing.  This  means  that  much  of  the  cost  is effectively  returned  to  the  parish  in  supporting  our  stipendiary clergy. 

Our second largest cost is the annual grant to the Faith and Action Committee  amounting  to  £50,000 and  represents  a tithe  of the previous years’ giving and investment income of the three churches in the parish. 

The Friends of Sherborne Abbey have provided funds of £32,404 to cover the cost of several Abbey projects. Without such financial support, these costs would have fallen upon the parish. 

This year, we remain in the latter stages of the interregnum which is likely to impact our parish costs. Whilst the Covid-19 vaccinations  are  being  rolled  out  in  Sherborne,  there  is  still considerable  uncertainty  about  the  future  and  how  quickly  the

pandemic will be brought under control. This period of uncertainty will continue to have an adverse effect on our parish income.

## **NOTE 1 – ACCOUNTING POLICIES** 

## **Summary of significant accounting policies and key accounting estimates** 

The  principal  accounting  policies  applied  in  the  preparation  of  these financial  statements  are  set  out  below.  These  policies  have  been consistently applied to all the years presented, unless otherwise stated. 

## **Statement of compliance** 

The  financial statements  have been  prepared  in  accordance  with Accounting  and  Reporting  by  Charities:  Statement  of  Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019) – (Charities SORP (FRS 102)), and the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102). They also comply with the Charities Act 2011. 

The financial statements have been prepared under the historical cost convention,  except  for  the  valuation  of  investment  assets,  which  are shown at fair value. 

## **Basis of preparation** 

Sherborne Abbey with Castleton and St Paul’s Parochial Church Council meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes. 

The financial statements are prepared in Sterling, which is the functional currency of the charity. Monetary amounts in the financial statements are rounded to the nearest £1. 

## **Going concern** 

These financial statements have been prepared on a going concern basis. The  Trustees  have  considered  the  charity’s  forecast  cash  flows  for  a period exceeding 12 months from the date of approval of these financial statements and consider that the charity will be able to operate within the bank facilities currently available to it, and hence that there are no material uncertainties about the charity’s ability to continue operations for the foreseeable future. 

## **Funds** 

Funds are represented as: 

Unrestricted funds – funds that are not subject to any known restrictions in application and are available for the charity’s general purposes; Designated funds – unrestricted funds that are for the time being set aside by the charity for particular purposes; 

Restricted funds – funds which through the wishes of the donor(s) are restricted to a particular purpose or, in the case of endowments, have restrictions placed on the use of capital. 

Funds for church groups that owe their main affiliation to another body are not accounted for.

## **Incoming Resources** 

RECOGNITION OF INCOME AND ENDOWMENTS Collections  and  donations,  including  planned  giving  donations,  are recognised on the date received. Legacies are accounted for in the year of receipt, unless the charity has been advised that a legacy has arisen in the  year  under  review  and  the  amount  of  any  such  legacy  can  be established with reasonable certainty. 

Tax recoverable on Gift Aid donations is recognised when the donation is received. Grants are recognised on the due date. Income from fund-raising events and sales is accounted for gross on the date of the event. 

Gifts of goods and services are quantified as intangible income where they are of material value to the charity and not a customary feature of church life. 

VAT recoverable on listed building repairs is recognised when claims for repayment are submitted. 

Monies that are collected on behalf of other organisations or for presentation to individuals on customary occasions are not accounted for as incoming resources. 

## INVESTMENTS AND DEPOSITS 

Dividends  and interest  receivable  are  recognised  when  due.  Notional interest accrued between the last due payment date and the end of the financial  year  is  accounted  for  on  the  first  due  payment  date  in  the following year. Realised gains and losses are recognised when investments  are  sold.  Unrealised  gains  and  losses  are  recognised  by revaluing investments at market value at the end of the year. 

## OTHER INCOME 

Insurance claim income is accounted for net of losses incurred. Sales of fixed assets are accounted for net of book value. Rental income and facility charges are recognised when due. Statutory fees are recognised when received. 

## **Resources Expended** 

Payments due, including grants and donations, are accounted for when a binding 

liability is incurred, an invoice received or a payment made, whichever is the earliest. 

Diocesan Share is accounted for as payable. Any amount unpaid at the end of the financial year is shown as a liability. 

## **Fixed Assets** 

Consecrated and beneficed land and property and inalienable church furnishings and equipment are excluded from the financial statements. All expenditure incurred on maintenance or improvement of such property or furnishings is written off in the financial year in which it is incurred. 

Other land and buildings in the beneficial ownership of the charity are included in

the financial statements at cost. Under the transitional rules of FRS102 paragraph 35.10, the land and buildings have been revalued at the date of transition (1/1/15). The basis of this valuation was market value which was established by the charity. This value is then carried forward as the deemed cost. An annual review of the properties will be undertaken to determine whether or not there has been any impairment which would reduce the market value of the land and buildings. 

The value of all office and miscellaneous equipment is written off in the financial year in which it is acquired except for assets costing in excess of £5,000 which are capitalised and depreciated. The value of consumable goods in hand is considered immaterial. 

Investments are included at their market value on the last working day of the accounting year. 

## **Stock** 

Stock has been valued at the lower of cost and net realisable value. 

## **Volunteers** 

Volunteers play an enormous role in all aspects of the life and operations of the charity. There are just eight employees engaged in running the parish office, the Abbey shop, church hall and Abbey vestry. The Parish Report describes the wide range of activities undertaken by the charity and staffed almost exclusively by volunteers.

## **NOTE 2 – TANGIBLE FIXED ASSETS – PROPERTY** 

In accordance with the Charities Act 2011 and the PCC (Powers) Measure 1956, consecrated property, church furnishings etc. and benefice property (eg Vicarage) are excluded from these financial statements. The property  included  in  these  financial  statements  is  in  the  beneficial ownership of the Parish but vested in the Diocesan Board of Finance.

Income from the O’Shea and Ashford funds may be used for any of the  charity’s  general  purposes.  The  Chancel  fund  arises  from

capitalising  of Lay Rector responsibilities; the income from  this fund may be used only for the upkeep of the Chancel of the Abbey, and the charity’s policy is to use this income to contribute to the overall cost of insuring the Abbey. 

The investment assets comprise units / shares in the CBF Church of England  Investment  Fund  and  the  M&G  Charifund  and  M&G Charibond  charity  funds.  These  funds  aim  to  generate  capital appreciation and rising income and a total return in excess of their benchmarks,  whilst  adopting  an  appropriate  Ethical  Investment Policy.
