## **PARISH OF THE ISLES OF SCILLY 2022 ANNUAL REPORT** 

## **Background** 

The Parish of the Isles of Scilly consists of six churches: two on St. Mary’s; one on St. Agnes; one on Tresco; one on St. Martin’s and one on Bryher.  The principal object of the PCC is to co-operate with the minister in promoting in the parish the whole mission of the church, pastoral, evangelistic, social and ecumenical.  The PCC is a corporate body established by the Church of England.  The PCC operates under the Parochial Church Council Powers Measure.  Following the introduction of the Charities Act 2006 the PCC is registered with the Charity Commission, registration number 1129954. 

## **Members** 

Members of the PCC are either ex-officio, co-opted or elected by the Annual Parochial Church Meeting (APCM) in accordance with the Church Representation Rules. 

During the year the following persons served as members of the PCC:-

## **Committees** 

The PCC operated through three committees this year, which met between full meetings of the PCC. 

Standing Committee: 

It had power to transact the business of the PCC between its meetings, subject to any directions given by Council.  The Standing Committee consisted of the Incumbent, the two Churchwardens, the PCC Secretary, the Treasurer and an off island member of the PCC. 

On the Way Committee: 

This committee met several times during the year to oversee the process of selecting a new Incumbent and included the production of a Parish Profile and completion of the Diocese’s On the Way initiative. 

Social Committee: 

This committee is responsible for planning and co-ordinating social and fund raising events and, since the pandemic, financial recovery. 

## **Church Attendance** 

Following a review of the electoral roll in 2022 there were 101 members between the 5 islands, which is fairly representative of the committed membership. During 2022 the baptisms, weddings, etc were as follows.

The attendance at services at St Mary’s was typically around 28 in the winter months, rising to 80+ during the season. The evening candlelit Epilogue was re-instated for the season, between April and September, with an average attendance of around 23. The typical attendance at St Nicholas’ Tresco in the winter was 25 and in the season 47. For All Saints Bryher in the season there were  typically 15 attendees and the only winter opening was for a Christmas Tree Festival where 51 were welcomed. For St Martin’s the winter attendance 



was 8-10 at the monthly service, whereas in the season the average would be 20/25. For St Agnes the winter attendance was typically 5 and 11 in the season. In the winter there were a few Zoom services with an attendance of approximately between 40 and 50 people. 

## **Review of the PCC** 

In 2022 the restrictions for COVID were gradually relaxed in that towards the end of the year all the pews in the churches were accessible and wine was also made available for the Sacrament – the elements being offered at the front of the church. 

The PCC met eight  times during the year, four of the meetings being via Zoom. From May onwards, apart from an extraordinary meeting in June, the meetings took place in the Garden Pavilion as did  the APCM,  held in May. The Standing Committee continued to meet on an occasional basis in the early part of the year. 

Following the announcement by Rev’d Perran Gay in 2021 that he was to retire in October 2022 it was necessary for the PCC to institute the search for a new Chaplain. This meant that there was a need to produce two major documents to be submitted to the Bishops Episcopal College – a “Parish Profile” and “On the Way”. A sub-committee was formed which included Church Wardens, members of the PCC, the Methodist Minister, other interested parties and Diocese advisors. Following several meetings these documents were developed, produced and sent. The invaluable assistance given by Rev’d Dr Jonathan Rowe and Rev’d Jane Vaughan-Wilson is gratefully acknowledged. The advertisement was placed, several applications received and a short list of four was drawn up. The candidates were invited with their partners for 2/3 days and met with members of the congregation, visited St Agnes and were interviewed by a panel consisting of the Bishop of St Germans, David Poynter, Rachel Young. Following due process it was announced that Rev’d Elizabeth Burke was to be the new Chaplain. 

The Institution, induction and installation of the new Chaplain was conducted by Philip Bishop of Truro and Arch Deacon Paul Bryer on 9[th] November 2022. The services during the short transition period were covered by Rev’d Eileen Martin supported by Mrs Sue Hodgson, Mrs Fiona Maybrey and Rev’d Carole Holmes, the Methodist Minister to whom thanks and appreciation were expressed. 

The streaming of services was commenced in the summer but because of the limitations of the WiFi system the services were recorded and uploaded onto FaceBook. The WiFi situation is to be addressed in the future to enable more effective access to the Garden Pavilion as well as live streaming 

The Fete was held in August and raised around £2,480 and the Flower Festival raised about £1,900. 

The Charity Shop was able to be open for the regular Tuesday and Saturday business and has again proved to be a significant source of income. The kitchen received a major facelift with the installation of new units and appliances. The new facilities were employed for a Harvest Supper which 



doubled up as a farewell event for the retiring Chaplain. Later in the year the “Coffee and Chat” session was re-instated in conjunction with the Saturday shop opening. As always we are extremely grateful to the volunteers and to Sue Hodgson who keeps it all running 

The PCC are grateful to Brian and Lindsay Sandford and their helpers for the tremendous  work they have carried out clearing areas of the Old Town Churchyard 

Prior to the APCM Mrs Gill Lowen made it known that she wished  to lay down the responsibility of being Secretary to the PCC after 26 years of performing that role. Thanks were expressed both by the PCC and the congregation for the excellent work and sterling service given over the years. The new Secretary, Barry Payne, benefitted from an excellent handover and assistance during the transition. 

£63,300  was paid towards the MMF, which meant that there was a shortfall of around £6,000. 

Items of expenditure during the year included:£3,240 to re-equip the Church Hall Kitchen, £936 re-tuning the organ-

This report on the financial statements of the PCC for the year ended 31° December
2022 is in respect of an examination Garried out in accordance with the Church
Accounting Regulations 2006 ('the Regulations.) of the Charities Act 1993 ('the Act,).

It is my responsibility to.. examine the accounts under section 145 of the 2011 Act-
follow the prO￿dureS laid down in the General Directions given by the Charty
Commissioners section 145(5){b) of the 2011 Act,. and state whether particular
matters have come to my attention.
Basis of this re
ort
My examination was carried out in accordan￿ with the General Directions given by
the Charity Commission. That examination includes a review of the accounting
records kept by the Charity and a comparison of the accounts presented with those
records. It also includes consideration of any unusual items or disclosures in the
accounts, and seeking explanations from you as trustees Con￿rning any such
matters. The procedures undertaken do not provide all the evidence that would be
required in a full audit. and consequently I do not express an audit opinion on the
accounts.

In connection with my examination, no matter has come to my attention:

which give me reasonable cause to believe that in any material respect the
requirements (a) to keeping accurate records in accordan￿ with section 130
of the 2011 Act,. or (b) to prepare accounts which accord with these

to which, in my opinion, attention should be drawn in order to enable a proper
