AIMS AND PURPOSES
The Parochial Church Council {PCC) of St Catherine and St Paul has the responsibilty of co-operating
with the incumbent. in Promoting in the ecclesiastical Parish, the whole mission of the Church, pastoral,
evangelistic. soual and ecumenical. The PCC is also specifically responsible for the maintenance of the
Parish Church of St Catherine and St Paul. the Churchyard and the Church Hall buiklings (Barclay Hall
and Hunt RocNnl.

The PCC is aware of the Charity CoMmiss￿n'S guKlance on publ￿ benefrt and the advancement of
religion., the PCC benefits the Ic¢al and wider communty by providing:
Christian religious worship with one ser¥￿e each Sunday and a mhJ¥veek each Wednesday, as
well as speck81 Festival Services, such as Christmas, Easter and Harvest.
Services to mark lrfe milestones- Baptisms. Marriages and Funerals, as V￿11 as Bkssings for special
Anniversaries.

Achievements and Perfomiance
We have been in Vacancy since the start of September 2023 and the Churchwardens. Administrator,
Famity Link Worker and members of the Congregation have stepped up to work well together to keep the
activities progressing.

Worship
Our Sunday Services are at 10.'30 each week. On the first Sunday ofthe morrth, we have an
informal Café Church. and on other Sundays y￿ held Atl-Age Communion
setvices. During the Vacancy, we hold Joint Services with St Cuthbert's Church on
a month. either at our Church or theirs.
In 2023, there We￿ 8 Baplisms and one Conffimation. From January to December
2023. there have been 14 Funerals. 9 held in Church, and 5 heldat the Cemetery
or crematC￿luM . There was 1 CommitLql of Ashes.
During the past 3 years. there have been 8 Weddings in the Church.
A mid-week Hoty Communion servi￿ is hekd each Wednesday at 10.00," it is much
Valued by a regular group of about 11>12. sC￿e of whom canl come on a Sunday.
If the Vicaf is away and we could not get cover for commUn￿n. we have a Se￿￿ of Moming Prayer, run
by one of our Lay Leaders of Worship.
We have 4 Church members who provide Htyne CommunN)n for those who are housebound. They go in
two teams of two people, On￿ a month. Currently, there a￿ 4 peopk who receNe Home Communion.
At Christmas, ￿￿ held a very successful Chrislingle Service". we ran specbal SeNces
for the local 'Tiny Toes. Nursery and St Catherine's Nursery. and additionalty for the
Clients of the East Herts Day Care Service.

Pastoral Care
Some church members are unable to attend church due lo ilkhealth or age. The
Congregation is very supportive. Those who are sick a￿ prayed for weekty through
our intercessions, and we have a Pastoral Care Group who mel three times in the
year to discuss and pray for those in need. run by our Pastoral Enabier.
Misslon Support
The church supp)rts eight MissKfyn partners and four Mission organisations.
through our Mission Support Group and are prayed for regularty thTough our
Church Intercessions.

Our Church's Ring of 8 John Wamer Bells VMS cast and hung in 1901. Atong with
the mechanism. the Bells and the 1888 Bell Tower. are in great need of restora￿￿.
renovation and refurbishment. The Bell-A-Peal Team organise several fijnd-raising
events each year which are very FX)pular and well-SUFP)rted by Church members
and the local community

The Church works closety with St Catherine's School. The W￿r was going into
the Schwl regularty to lead col￿t￿e Worship. which was continued after she
left by three members of the Congregalbon. We have worked wrth the School to
set up Prayer Spaces within the Church building and we run Messy Church in
the school every month during temFtime. Mike Marsh has been joined by John
Forrest and Jim Nicol￿ on the Board of Govern￿$.

The church enjoys involvement with local events which take place in the town.
run by Love Hoddesdon. This year, we had open church on 7th May, as part of
the CLsronation celebrations and we opened the church for hot chccotate and
craft activrties during Hoddesdon Loves Christmas. We are a co-opted member
Hoddesdon of the Hoddesdon Business Imwovement Distr￿1.
Communications
Our active websf(e and our &mail system are managed by members of the Congregation. Our
WhatsApp Groups help to link people together and we have a Facebook page.
Our Church Administrator works wf(h our Webmaster to keep the website upt¢>date with Noti￿S
of Services and other Church Events.
Streaming on Facetwk and Youtibe ceased once there was a Clergy va￿neY because there
was a lack of personnel to administer the system.
A Church Magazine is produced 10 times a year {double issues for July-August and December-
January) which is postedlhand-delNered to 150 Feople in the community. most of whom do nol
attend our- or any- church; it is sent electronicalty to Church Members who use e-mail. and
available in paper fomi for others.
A summary of PCC discussions is communicated verbalty at the Sunday Service following the
Meeting, and posted on the Church Not1￿bOard for people to read.

Church Buildlngs and Garden
Work is conlinualty being done to maintsin the Church Building. and ryjr two Halls - Barclay Hall and
the Hunt Room.
Deep ¢￿anIng was undertaken in the Barclay Hall kitchen (twice) and the Hunl Room Nursery
kitchen.
The organ was tuned and maintained in March and December
The gutters were cleaned tW￿e (May and December). and the rwfs inspected. Repairs were made
to the gutter above the church office and new li￿ fftted to the church roof north transept replacing
damaged and thse ones.
The Barclay Hall and Hunt Room were redecorated by volunteers from the Church Maintenance
Team.
All electrical equipmenl was PAT tested, in all three buiKling$.
The PCC has applied for a Faculty to remove the pews in the church and replace them with chairs.
to give mole flexibility of use to the building.
A Gardening Team works on the Church Garden and Grounds once a month to keep them looking
tidy and cared for.
The Halls are hired oul ￿gU￿rIY to 20 kral communty groups which gives the PCC a significant
source of income, which 15 augmented by cKcasional hirings for famity birthday parties and other
celebrations.

fast- growing town ( with many new residents from North

The Ihree Parishes of Broxboume with Womiley, Hoddesdon and Rye Pafk cornprise the New River
Group Ministry. established in 2007. The Group Ministy's ro￿ is to supwt each other in prayer and
ministry and to develop common areas of working and sharing resources. while at the same time
retaining independence as separate and distincl Parishes.
The PCC is tojy corwrate within the Church of England: tt is govemed by the PCC Powers Measure
1956 and by the Church Representation Rules- the original CRR were established in 1969 and
completety revised and re-wrttten in 2019. As such. the PCC was previously a charty. exempt from
registration with the Charity Commiss￿n. but. in accordan￿ wilh the requirements of the Charities Act
2006. it was registered with the Charity Commissi)n on 02 June 21K19 under Registered No.1129941.

The method of appointment of PCC members is set out in the Church Representation Rules. At
HoddesdonParish Church. PCC membership consists ofthe incumbent lour Vicail, Churchwardens, and
members elected by those members of the congregation who are C￿ the Electoral Roll of the Church. All
those who attend our Services and are regular worshippers are encouraged to register on the Electoral
Roll and stand for election to the PCC.

At present there are now 95 name5 on the Eworal Roll, 30 of whom are not resident in the Parish.
Al the Revision in April 2024, 6 names were added and 9 names were removed, of the g names

The PCC recognises that. in the absence of expert kn(A¥ledge in rts own ranks. rt beneffts from being
able to draw on the considerable knovledge and experien￿ of the Diocese in s￿h areas as le9al
matters, accounting and rekK*rting, P￿nnIng and other aspects of managing land and buildings. including
insurance. and in employment matters.11 has made use of this resource on a number of occasions.

2023 has been challenging as well as'out-of-the-ordinary.. and Unpled￿ed (but. of course. we rare
know what God has planned ts usl).
The Revd Rachel Pennant. v￿ar of Hc#Jdesdon, was absent for 3 months on planned Extended
Study Leave. The Churchwardens were responsible. assisted by the PCC and Church Administrator,
for the smooth running of t1￿ church. Hoty Communion Services on Sundays were taken by visiting
Clergy. and Archdeacon Janet MacKenzie took Hoty Week and Easter Day Services.
Rachel's first se￿iCe after her return. was on 11 June. and a fortnwht kter. it was announced that
she had been appointed ChapLqin to the Rt Revd Dr Gull Franci8-Dehqan, Bishtp of Chelmsford.
The PCC had a last Meeting with her in Juty and her last serv￿ was on Sunday 05 September. to
which many peop￿ from Churches Together and the Ictal communty were invi1￿J.
Rachel was licensed at a Service of Choral Evensong in Chelmsford Cathedral on 06 September.

Services during Vacancy.. Guided by the Bishop and Archdeacon of Hertford. the Churchwardens
have been responsible for the day-tIHlay running of our Church. The major chaI￿nge has been
finding 'coverf for Sunday AkAge CommunK)n Serwices. We are very grateful to Canon Nick Sharp.
Vicar of St Cuthbert's, Rye Park. for welcoming our Congregation to a number ol his Sunday Hoty
Communion Sepiices. as well as bringing his Congregation to worship with us in H￿Ide$dOn.
PCC Membership.. Following the APCM in 2023, not all the PCC Vacancies were filled with elected
lay Members. In this scenaTKI. the PCC may approach members of the Congregation to fill what are
called 'Casual Vacancies,: Diana Forrest. Ellie Perkins and Pauk Clark were PTOFosed and attended
their first PCC Meeting on 11 Septemiw. Their tenu￿ will cease al the 2024 APCM. when they can
decide whether to be elected fornalty.
Parish Profile.. The major task for any Church in Vacancy is the compilation of a'Parish Profile.,
which contains infomiation on the Church. as well as making it appeal to a prospective Candidate..
Contents include.. who we are, what we do- and how we do rt. our Worship 'stylelsl', Congregation
demographi¢s', Church Activrties" links ￿￿th the lo¢al communty and Churthes Together. Church
Halls and School," work wf(h children and young people: VKarage accommodalicn.. thal education
facilrties.. environment.. the Diccese. our Wis￿n for the fijture ..... and - most imF¥xlantty - the qualities
which we are seeking in our next Vicar.
On 03 October. e￿Ven Church Members met for Ihe inilial Parish Profile Planning Meeting, lo
discuss content - our Priorities and our Vision. We each tc#)k responsibility for a SFecrfi¢ aspect of the
document. Diana Forrest Col￿ted all the information. By 21 December. the Group had agreed the
wording in Version 8.

Volunteers". Hoddesdon Parish Church empbys a Church Administrator, a Famity Link Worker. and
Hallslchurch Cleaner. all of whom are part-time- the Organist receives an annual honorarium. All other
lasks and activities are undertaken by Church Members who freety grve of Iheir lime and talents. Without
their dedication, commilment, hard work and expertise, many of the tasks woukl not be achieved and the
Church would not function effeclivety.

Safeguarding- Our Parish Safeguarding Officer is Paula Clark.
The PCC takes its Safeguarding responsibilities very seriousty and has reviewed and adopted the
Guidance from the Diocese and Church of EngL4nd. This means that all eligible Volunteers are subject to
Disclosure and Barring ser¥￿e IDBSI checks and 'Best Practice. Guidelines provKled, Icgether with
relevant Training. The PCC has also reviewed the Safeguarding Action PEan and the InfO￿atIOn
contsined in the Safeguarding Hub regarding Church-led activilw.
This year we ￿lebrated Safeguarding Sunday gNing a brief look into the responsibiltties of the
Safeguarding Offi￿[ and what Safeguarding means to us as a communlty. During this year, many of our
PCC and Volunteers needed to renew their DBS Checks and also their Safeguarding Training. We now
have 27 members of our Congregation wrth ujrrent DBS Checks and 35 who have undertaken the
Safeguarding Training.
The appointed Parish Safeguarding Officer works to ensure that all Church mernbers understand that

Du¥ing 2014 Ehe PCC commissioned 3 spetialirt ￿11 iepair compaTrie5 lo irispttl the instal￿tIOn and Te£ommend what
odion might be needed. These re￿rtS showed that the ringing rrttin8s had well othlwed their useful lrfe and
recornmer¢ded their replocement, together with some refurbtshment of the bell frame. The bells themselves were still
usable but it was also rec¢mmended that they be ￿rI￿Vat￿l and retuned as part of the retr4ngin8 pro￿55. Other non-
Slrurtural renovation work on the tower i5 required, some of which can be carried out only with the belL8 remove6. The
cost of this work is drfficuk to Pr￿*t atajratety at this stage, bul it coukl amount to £80.WO. The PCC authorised the
attempt to Taise the netes5ary fund5, recognising that this WOL¢hJ be a bn8er-term projert. Sptead over many years, and
thot the necessary work needed to be carfied out ai the time and not piÈtemÈal. A working group was set up
oversee the projett and to rèi5e ftTrnds under the'Bell-A-Peal' banner. both through events ￿d. when sufficient money
has been ra￿ed, ￿ apptyinglor grants from relevant 0￿￿1$￿t￿$.
