gistered charity. The charitable company is govemed by ils Memorandum and Articles ol
Association dated 30 July 2007 as amended by special resolution on 25 March 2009.
Induction and training of new trustees
The aim is lo maintain a Iruslee board with a range of skills which will be useful to the organisation.
New trustees are taken through an induction procedure.
Day to day management
The centre is managed by Angela Good.

Obje¢tiv&s and activities
The charitable company's objectives are to engage in any business, trade or industry which may seem
lo the company directly or indirectly conducive lo the interest or convenience of the company's
members or any secbon thereof or of the community in the company's area of activity generally.
The Iruslees have referred lo the guidance contained in the Charity Commission's general guidance
on public benefit when reviewing the Charity's aims and objectives and in planning future aclivilies. In
particular, the trustees consider how planned activities will contribute to the aims and objectives they
have sel.
Slalement of trustees, responsibilities
The trustees (are also directors of Moorclose Community Centre Limited for the purrx)se of company
lawl are responsible for preparing the Trustees, Annual Report and the financial statements in
accordance with applicable law and United Kingdom Generally Accepted Accounting Practice.
Company law requires the trustees to prepare financial slalemenls for each financial year which give a
true and fair view of the slate of affairs of the charitable company and of the incoming resources and
application of resources. including the income and expenditLJre, of the charitable company for that
period. In preparing these financial ststements. the trustees are required to..

Make judgements and eslimales that are reasonable and prudent".

The trustees are responsible for keeping proper accounting records which disclose with reasonable
accuracy at any lime the financial position of the charitable company and which enable them to ensure
that the financial slalemenls comply with the provisions of the Statement of Recommended Practice
ISORPI 'Accounting and Reporting by Charities, issued in March 2005. They are also responsible for
safeguarding the assets of the charitable company and hence for taking reasonable steps for the
prevention and detection of fraud and other irregularities.
Achlevements and performance
The centre has reeslablished itself post pandemic and has undertaken lo update the centre to be
more welcoming.

Financial review
Incomings for the year amounted lo £68,388 12022 £74,826). Outgoings for the year amounted to
£89,67312022 £123,767}. This resulted in a net expenditure of £21,285 12022 £48,941). The bank
balance has reduced to £11.042 from an opening position of £25,008.
The trustees have examined the charity's requirement for reserves. It has established a poliey
whereby the unreslricled funds not committed or invested in tangible fixed assets held by the charity
should be between 3 and 6 months of the expenditure. Assuming similar expenditure levels lo this
year1£89,673) the policy would look to hold reserves of £70,000 in general funds. The reserves are
needed lo meet the working capital requirements of the charity and the trustees are confident that at
this level they would be able lo continue the current aciliviles of the charity in the even of a significant
drop in funding. The present level of ￿SerVeS being £26,015 is unfortunately well below the level sel
by the Iruslees.
It is going lo take lime to recover but the trustees are adamant that this will
happen as they are already seeing an upturn in usage of the facility.
Small company provisions
Thi5 report has been prepared in accordance with the provision3 applicable to companies entitled to
the small companies exemption.

I report to the trustees on my examination of the financial statements of Moorclose Community Centre
Limited I'lhe eharily'l for the year ended 30 April 2023.
Responsibilltles and basis of report
As the Iruslees of the Company land also ils directors for the purposes of company lawl you are
responsible for the preparation of the financial statements in accordance with the requirements of the
Companies Act 20061'the 2006 Act'i.
Having satisfied myself that the accounts of the company are not required to be audited under Part 16
of the 2006 Act and are eligible lor independent examination, I report in respect of my examination of
the charity's accounts as carried out under section 145 of the Charities Act 2011 I'the 2011 Act'l. In
carrying out my examination I have followed the Directions given by the Charity Commission under
section 14515}Ibl of the 2011 Act.
Independent examiner's statement
I have completed my examination. I confirm that no matters have come lo my attention in connection
with the examination giving me cause lo believe..
accounting records were not kept in respect of the charity as required by section 386 of the

General information
The charity is a public benefit entity and a private company limited by guarantee, registered in
England and Wales and a registered charity in England and Wales. The address of the
registered office is Moorelose Community Cenlre, Needham Drive, Workington, CLJmbria, CA14
3SE.
Statement of compliance
These financial statement5 have been prepared in cornpliance with FRS 102, 'The Financk81
Reporting Standard applicable in the UK and the Republic of Ireland,, the Statement of
Recommended Practice applicable to charities preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 (Charities
SORP IFRS 102}} and the Companies Act 2006.
Accounting policles
Basis of preparation
The financial slalements have been prepared on the historical cost basis. as modified by the
revaluation of certain financial assets and liabilities and investment properties measured at fair
value through income or expenditure.
The financial 51alemenls are prepared in sterling, which is the functional currency of the entity.
Golng concern
There are no material uncertainties 8boul the charity's ability lo continue.
Judgements and key sources of estimation uncertainty
The preparation of the financial statements requires the use of estimates and assumptions that
affect the application of policies and reported amounts of assets and liabilities, income and
expenses. Any estimate that has a degree of uncertainly or where judgement has been
exercised in a particular area is expressly disclosed within the relevant accounting policy.
Fund accounting
Unrestricted funds are available for use at the discretion of the trustees lo further any of the
charity'5 purposes.
Designated funds are unrestricted fvnds earmarked by the trustees for particular future project or
commitment.
Restricted funds are subjected to restrictions on their expenditure declared by the donor or
through the terms of an appeal, and fall into one of Iwo su￿clasSeS.. restricted income funds or
endowment funds.

Incomlng resources
All incoming resources are included in the statement of financial activities when entitlement has
passed lo the charity". it 15 probable that the economic benefits associated with the transaction
will flow to the charity and the amount can be reliably measured. The following specific policies
are applied to particular categories of income..
income from donations or grants is recognised when there is evidence of entitlement lo the
gift, receipt is probable and its amount can be measured reliably.
legacy income is recognised when receipt is probable and enlillement is established.
income from donated goods is measured at the fair value of the goods unless this is
impractical lo measure reliably, in which case the value is derived from the cost to the donor
or the estimated resale value. Donated facilities and services are recognised in the
accounts when received if the value can be reliably measured. No amounts are included for
the contribution of general volunteers.
income from contracts for the supply of services is recognised with the delivery of the
¢onlracted service. This is classified as unreslricled funds unless there is a contractual
requirement for it lo be spent on a particular purpose and returned if unspent, in which case
il may be regarded as restricted.
Resource5 expended
Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any
VAT which cannot be fully recovered. and is classified under headings of the statement of
financial activities lo which il relates..
expenditure on raising funds includes the costs of all fundraising activities. events, non-
charitable trading aclivilies. and the sale of donated goods.
expenditure on charitable activities includes all costs incurred by a charity in undertaking
activities that further its charitable aims for the benefit of ils beneficiaries, including those

All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs
attributable lo a single activity are allocated directly lo that activity. Shared costs are apportioned
between the activities they contribute lo on a reasonable, justifiable and consislenl basis.
Operating leases
Lease payments are recognised as an expense over the lease term on a slraighl-line basis. The
aggregate benefrt of lease incentives is recognised as a reduction to expense over the lease

Tangible assets
Tangible assets are initially recorlled at cost, and subsequently slated at cost less any
accumulated depreciation and impairment losses. Any tangible assets carried at revalued
amounts are recorded at the fair value al the date of revaluation less any subsequent
accumulated depreciation and subsequent accumulated impaimienl losses.
An increase in the carrying amount of an asset as a result of a revaluation, is recognised in other
iecognised gains and losses, unless it reverses a charge for impairment that has previously been
recognised as expenditure within the statement of finaneial activities. A decrease in the carrying
amount of an asset as a result of revaluation, is recognised in other recognised gains and losses,
except to which it offsets any previous revaluation gain. in which case Ihe105s is shown within
other recognised gains and losses on the statement of fi'nancial activities.
Depreciation
Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual
value, over the useful economic life of that asset as follows..

Impairment of fixed assets
A review for indicators of impairment is carried out al each reporting dale. with the recoverable
amount being eslimaled where such indicators exist. Wiere the carrying value exceeds the
recover8ble amount, the asset is impaired accordingly. Prior impairments are also reviewed for
possible reversal at each reporting date.
For the purposes of impaimienl testing, when it is not possible to estimate the recoverable
amount of an individual asse[ an estimate is made of the recoverable amount of the cash-
generating unil to which the asset belongs. The cash-generating unil 15 the smallest identifiable
group of assets that includes the asset and generates cash inflows that largely independent of
the cash infkThs from other assets or groups of assets.
For impairment lesling of goodwill, the goodwill acquired in a business combination is, from the
acquisition date. allocated to each of the cash-generating units that are expected lo benefit from
the synergies of the combination. irrespective of whether other assets or liabilities of the charity
are assigned lo those units.
Financial instruments
A financial asset or a finaneial liability is recognised only when the charity becomes a paty to the
conlraclual provisions of the instrument.
Basic financial instruments are initially recognised al the amount receivable or payable including

recognised in income and expenditure. All other such investments are subsequently measured at
cost less impairment.
Other financial instruments, including derivatives, are initially recognised al fair value, unless

that is not a market rate, in which case the asset is measured at the Present value of the future
payments discounted at a market rate of interest for a similar debt instrument.
Other financial instruments are subsequently measured at fair value, with any changes

designated hedging relationship.
Financial assets that are measured at cost or amortlsed c051 are reviewed for objective evidence
