in Great Britain, and is a member church of Eastsrn Synod of the Church. It was registered on
27 May 2009 as Charity Number 1129836.

STRUCTURE, GOVERNANCE AND MANAGEMENT
The 8Ctlvltles of Water Lane URC are overseen by th8 Elders m88tlng of th8 church
accordance wlth the provlslons of The Structure of the Unlted Refomed Church determlned by
the General Assembly of the United Reformed Church, and supplemented by the rules of
Water Lane Church. The governlng document of the reglstered charlty Is a statement adopted
by th8 Churdi Meeting on 1 March 2009.
The Elders, Meetlng Is re$pon$lble for the fin8nd818dmlnlstr8tlon of th8 church and the car6
and maintenance of church premlsas and the manse. The Church Meellng (of all members
wlshlng to attend) glves general guldance on the life and work of the church. The members of
th8 Elders, meeting and th8 mlnister in pastoral charg8 and composed of up to 12 members of
Water Lane URC nominated, and elected, by Church Meeting. Elders serve for 5 years,
retired by rotatlon, th8ir period of service may be extended by agreement of th8 Church
Meeting. There is no limit on the number of consecutlve P8riods of service. The members of
the Elders, meeting are the trustees of th8 registered ch8rity during their perlod of service as
Eld8rs.
The Elders, Meeting met 11 tlmes during the year. It is assisted in the administration of the
Church and its propety by Flnance & Property Commlttee (cU￿n11Y 4 members)

OBJECTIVES AND ACTIVITIES
As a local congregation of the Unlted Refomed Church, Water Lane Church seeks to advance
the Chrlstlan rellglon through its 8Ctlvities and the facilities offered to the community by Its

and intellectual development, both for Ihe congregation and for an>r)ne else who
wl8hes to benefll from what the church offers.
2. Promoting Christlan values 8nd servlce by the members of the congregatSon to th6

Church Bulldlngs
The church and hall are let out lo benefit th8 local community and to provide fund8 for the
m8lnten8nce and upkeep of th8 bulldlng8 whllst provldlng funds for Outreach.
Use of Volunteer8
The dictlonary definltlon of a volunteer Is that of 8 person who offers servlce of thelr own free
will and at W8ter Lane Ihls means 8veryon8 who Is a m8mb8r or regular att8nd8r 8t worshlp.
To be a Chr18tlan18 to be a volunteer In the servlcé of the Lord.
To the extent that Chrf8tlan8 offer thelr 8ervlc8s beyond the Ioc81 church at synod or natlonal
level they remaln volunteers, but their service Is In a more regional context. Thls Includes
those vtho slt on commlttees. Ihose vtho pre8ch, teach and in any way (x)ntrlbute toward8 the
fUrtherd￿ of the kingdorn of God In the UThiled R8fomied CtKwth.
Most minislers of w(xd and 88crament are paid directly from the Finance Office of the Unlted
Reformed Church in London. Other than that. we are all volunteers.
Oryanlsattonal Structure
The Unlted Refomed Church Is a conclllale organisatlon. The Govemment of the Church Is
exercised through Church Meetlngs of Members, All major decisions (as requir8d by th8
constitutlon) are referred to the Church Meeting. Church Meetings take place approxlmatety

the hall of £7,410. In 2023 Synod agreed to drawdown on funds originating from the sale of
the hall held Sn the Synod trust towards our costs associated with the development.
Separately we were in receipt of a Synod grant in 2023 towards energy costs to maintsin our
activities going forward. On this basis the Elders are $8tSsfied Ihat the charity can continue
wrth tts current objectfves and activities for the for8s88able future.

## **INDEPENDENT EXAMINER'S REPORT ANNUAL REPORT 2022** 

I report on the financial statements of Water Lane United Reformed Church Charity for the year ended 31 December 2022, which are set out on pages 8 to 18. 

## **Respective responsibilities** 

The trustees are responsible for the preparation of the financial statements, and considers that the audit requirement of Section 144(2) of the Charities Act 2011 (the Act) does not apply. It is my responsibility to state, on the basis of procedures specified in the General Directions given by the Charity Commissioners under Section 145 (5) (b)'ofthe Act, whether particular matters have come to my attention. 

My examination was carried out in accordance with the General Directions of the Charity Commissioners. An examination includes a review of the accounting records kept by the church and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or discl�sures in the financial statements, and seeking explanations concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the financial statements.

In connection with my examination, no material matters in connection with the examination came to my attention which gave me cause to believe that in any material respect:

Revd. Roy Fowler retlred as th6 mlnlster wlthln the WEBS Pastorale in July 2021 and was a
trustee of the charity to that point. Minlsters are paid directly by the URC, out of the Ministry
and Misslon Fund to which the charity contributes. The manse was provld8d by the URC
Eastem Synod at no direct G05t to th8 charity. During 2021 Revd. Roy Fowler had various
8xpgnses reimbursed by the WEBS pastorate in line with URC guldanco. Water Lane URC'8
contribution to thes8 gxponses in 2021 on a pald basis was 88 follows. relatsd to the Manse
