The Trustees present thelr annual report together the financial statements of the ¢h8rlty for the 1 April 2024
to 31 March 2025. The Trustees confimi Ihat the Annual Report and financaal statements of the company comply
with the current statutory requirements, the requirements of the CoMpan￿S goveming document and the
provisions of the Statement of Recommended Practice (SORP), applicable to charrties pr8paring their accounts
in accordanc8 Wlth the Financial R8porknng Stsndard applicable in the UK and Republic of Ireland (FRS 102)
(effectlve 1 January 2015) as amended by Update Bul￿ts'n l (effeC￿Ve 1 January 2015).
Since the charfty qualifi8s as small undef section 383, the Strateglc report requlred of medium and large
companies under The Companies Act (Strategic Report and Directors Report) Regulations 2013 is not
required.
OBJECTIVES AND ACTivrriES

published by the tharity commtssion relating to public benefit.
The object for which th8 Company is establish8d is to act as a resource for yourvJ p8opI8 UP to the age of 21
living in Blackburn with Darwen (the area of benefit) by prowding advice and assistance and organising
programmes of physical, educational and other actlwtles as a means ofr.
(a) advancing in lrfe and helping young peoFde by developing their skills, capacities and capabilities to enable
them to participate in society as indep8ndenL mature and responsible individuals;
(b) advancing education;

The charity provides social and educational ach'vities for thildren and teenagers to prevent them from falling into
activities such as drug experim8ntation, crime, anti-SO(aal behavior and teenage pregnancies.
c. VOLUNTEERS
The charity is grateful for Iha unstinting efforts of ts volunteers who are invdved in seNce provlsion. and
fundraising.
We are very much dèpendenl on lh8 time and commitment of our volunteats to super¥is8 activities and are
aware that the requirement to offer young people posibve adult role m<xlels and a safe environment is
paramount
ACHIEVEMENTS AND PERFORMANCE
a. REVIEW OF ACTMTIES
The Cheetham's regular opening hours are four evenings a week. This provides a vital lifeline for local young
people.
We continuèd to provide a great deal of support to help Jrjung people buiSd confidence and rewengage in
communty1rf8 through our c8ntr8-based sèrvices.

a. REVIEW OF ACTNITIES - continued
We continued to support chIld￿n and young people aged 5 - 15 years old from Wensley Fold in BEackburn, a
very socially disadvarrtaged area with high lev81s of poverty and one of the most deprived areas of Bla¢kbum.
Wensl8y Fdd has chikl povety at 570/0 (Loughborough Univ8rsty study. 2019). Such a high18V81 of child
poverty, social exclusion, and disadvantage means lost opportunities for many children and young people in
soclallzlng. leamlng. and developing.
Wensley Fold is the most diverse area in Blackbum. Just over half of the children and young p8ople we work
with are from the south Asian Muslim communty. W8 are also involved with members of Polish. Rumanian,
Congolese, Nigerian, Lrthuanian and S￿lan communilies tw.
Many of our young people are severely disadvantaged by ignorance. stereotyping, exclusFon, and injustice. There
are tensions in the communty and we try to strengthen community cohesion for thildren and young people.
We have continued to run our core services and organise activtties. This indudes".
Drop in for children and young people, open out of office hours. 8 sessions a week. Including Friday evenings
and Saturdays
. Youth groups for social and personal development.
. On the street detached and outreach work.
. Focused support for young people in crisis needing holstic family incluswe support.
In response to the dramatic rise of children and yDung p80pI8 in food pov8rty. W8 dev81oped a food project. We
became a recognised referral ag8n¢y with Blackbum Food Bank and the Salvation Arny, both helping people in
need. We have bultt good Ilnks and aC￿sSed fc*)d donatsons from a range of supemarkets through a project
partner. Twic8 a week w8 made food availabl8 for free, through 8m8rgency bags of for p80ple In food crisis.
This was supported by a £10,000 grant from the Communty Fund Awards for All.
The Trustees would like to thank our dedicated and hardworking staff and volunteers who ahvays give over and
above what is asked of them. with the sole purpose of improving the lives of th8 young people who use the
Cantre.
FINANCIAL REVIEW
. GOING CONCERN
Access to charitable grant funding has become increasingly drfficult in the recent past. The trustees have arrived
al a position wher8by they hav8 reluctantly and sadly decided that they must plan for the dosure of the Charity in
the current finanaal year. There is no reasonable expectation that the d)arity has adequate resources to
conllnue operating far Into 2026.
b. RESERVES POLICY
The unrestricted reserves at present stand at £51.588 (2024 - £51,327). The restricted reserves were £9,967 at
March 2025 (2024 - £16.916).
The Trustees aim to a￿UmUlate Sufficient reserves in order to fvlfil the objectives of the company. and to enable
current a¢tNitles and liabilities to be met in the event of delay in the receipt of income.

guarantee. The company was incorporated on 19th February 2007.

The management of the charity is Ihe responsibility of the Trustees who are elected and COaOPted under the
terms of the Articles of Assodauon . Trustees are members of the communlty who share the companys
objectives.

1.1 BASIS OF PREPARATION OF FINANCIAL STATEMENTS
The financial stslements have be8n pr8par8d in accordancè with Accounting and Rèporting by
Charities". Statement of Recommended Practice applicable to charities preparing their account5 in
accordance wlth thé Flnandal Reporting Standard applicable in the UK and Republlc of Ireland (FRS
102) (effective 1 January 2015)- (Charities SORP IFRS 102)), the Financial Reporting Stsndard
applicable in the UK and Republic of Ireland (FRS 102) and the Companies Act 2006.

benefft entlly under FRS 102. Assets and Siabilities are initially recognised at histOriCAI cost or

1.2 COMPANY STATUS
The charity ts a company limit8d by guarantee. The members of the company are the Trustees
named on page . In the event of th8 charity being wound up, lh8 liabilrty in r8SP8Ct of the
guarantee is limited to £1 per member of the charity.
1.3 GOING CONCERN

All income is recognised once the tharity has entitlement to the income, it is probable that the

For legacies. entitlement Is taken as the earlier of the datè on whlch ellher: the charity Is aware that
probate has been granted, the estste has been finalised and notification has baen made by the
executor(s) to the Trust that a distribution will be made, or when a distribution is received from the
estate. Receipt of a legacy. in whol8 or in par( is only considered probable when the amunt can be
measured reliably and the charity has been notified of the executofs intention to make a distribulion.
Where legacies have been nolified to the tharity, or the chartty is aware of the granting of probate.
and the crit8ria for income recognitK)n have not been meL then the18gacy is treat8d as a contingent
asset and disclosed rf material.
Donated services or facilities are recognised when the chaiity has control over the item. any
conditions associated with the donated item have been met. the receipt of economic benefft from the

accordance with the Charib'es SORP (FRS 102). the general volunteer time of the Friends is not
recognised and refer to Trustees. report for more information about their contribution.
On receipt, donated professional Servi￿ and donated Trdcilities are recognised on the basis of the
value of the gift to the charfty which is the amount the charity would have been willing to pay to
obtain services or facilrties of equivalent economic benefit on the open market; a corresponding
amount is then recognised in expenditure in the period of receipt.

including support costs involved in undertaking each activty. Direct costs attributable to a single
acts'vity are allocat8d dir8Ctly to that activty. Shared (x)sts which contribute to more than one activity
and support costs which are not attributable to a single actrvrty are apportioned betW88n those
actlvltles on a basls ¢onslslent wfth the use of resources. Centr81 staff costs are allocated on the

1.10 UABILITIES AND PROVISIONS

amount of the settlement can b8 estimated reliably. Liabilit￿ are recognised at the amount that the
charity anticipates it will pay to settle the debt or th8 amount it has re￿iVed as advanced payments
for the goods or s8rvi¢es rt must provide. Provisions are measured at the best estimate of the
amounts required to settle tha obligalion. Where the eff8Ct of th8 b'm8 valu8 of monèy is material,
the provision is based on the present value of those amounts, discounted at the pre-tax discount
rate Ihat reflects the risks specffic to the Ilabillty. The unwinding of the dlscount Is recognised within
int8r8st payable and similar charges.
1.11 FINANCIAL INSTRUMENTS
The charty only has financial assets and fin8ncial liabilitl8s of a ktnd that qualify as basic financial
Instruments. Basic fmancial instruments ara illitially r8cognised al Iransaction valua and
subsequently measured at their settlement value with the exception of bank loans which are
subsequently measured at amortised cost uslng the Èffective interest method.

The charity contributes to a personal pension plan.
