The Group is managed by the Group Trustee Board, the
members of which a￿ the 'Charity Trustees, of the Scout Group
which is an educational charity- As charity trustees they are
responsible for complying with legislation applicable lo charities.
This includes the registration. keeping proper accounls and
making returns to the Charity Commission as appropriate.

The Trustee Board consists of the GSL. Chair. Treasurer,
Secretary. Section Leaders. Quartermaster and Parent
Representative and meets every 2 months.

This Group Tnjstee Board exists to make sure the charity is
well-managed, risks are assessed and mitigated, buildings and
equipment are in giM)d working order. and everyone follows legal
requirements and the organisalion's policies and rules. Their
support helps other volunteers run high-quality and safe
programmes that gives young people skills for life.

Risk and Intemal Control
The Group Trustee Board has identified the major risks lo which
they believe the Group is exposed. these have been reviewed
and systems have been established to mitigate against them. The
main areas of concem that have been identified are:
Damage to the building. property and equipment. The Group
would request the use of buildings. property and equipment from
neighbouring organisalions such as the church, community
cenlre and other Scout Groups. Similar reciprocal arrangements
exist wilh Ihese organisations. The Group has sufficient buildings
and contents insurance in place lo mitigate against permanent
loss.
Injury to leaders. helpers. supwrters and members. The Group
through the capilation fees contributes to the Scout Association5
national accident insurance policy. Risk Assessments are
undertaken before all activities.
Reduced income from fund raising. The Group is primarily reliant
upon income from subscriptions and fundraising. The group does
hold a reserve to ensu￿ the conts"nuity of activities Should there
be a major reduction in income. The Board could raise the value
of subscriptions to increase the income to the group on an
ongoing basis. either temporarily or pemianentty.
Reduction or loss of leaders. The group is tr)tally reliant upon
volunteers to run and administer the aclivit'es of the group. If
there was a reductson in the number of leaders to an
unacceptable level in a particular section or the group as a whole
then there would have to be a contraction, consolidation or
closure of a section. In the worst case scenario the complete
dosure of the Group.

all young people aged 4 to 18. If there was a reduction in
membership in a particular seclion or the group a5 whole then

reserves
Financial Review
Reserves Policy
The Group's policy on reserves is to hold SLrfFicienl resources to
continue the charitable aclrvilies of the group should income and
fundraising activities fall short. The Group Executive Committee
considers that the Group should hold a sum equivalent to 12
months running (a)sts. circa £22.000.

The Group held reserves of approximately £41,000 against this al
year*nd. This is above the level required for operating expenses.
However. Ihis can be explained by Ihe Groups historic desire to
construct tts own meeting place and headquarters. Previous
attempts to fundraise sufficient funds in order to construct the
headquarters have failed and the capital, which was raised, were
dep051ted and explain the high reserves held in the Group
Accounvs. The 'Group Headquarters Development Plan, remains
on￿oI￿g and the Group Executive would also consider part
funding a project which eA)uld mutually benefit the interested
parties with regular accommTrJation and storage space at
affordable overheads.
The Group Executive also considers that a healthy reserve is
required to satisfy the Group s policy on subsiding subseription,
unifom and activity costs for the larger than average percentage
of families which are eligible for'free school meals, within our
calchmenls areals. (Free school meal eligibility is a nationally
re￿gnTrsed measure for social deprivation).
A heallhy reserye would also rn￿rate risks from contingencies
that may arise over the course of the year.

Investment Pollcy
The Group's Inthme and Expenditure is very small and as a
consequence does nol have sufficient fijnds to invest in
longer-term investments such as stocks and shares. The Group
has therefore adopted a low risk strategy to the investment of ils
funds. All funds are held in cash using only mainstream banks or
building societies or The Scout Association's Short Temi
Investment Service.

The Group Trustee Board regularly monitors the levels of bank
balances and the interest rates received to ensure the group
obtains m8ximum value and income from its banking
arrangements. Occasionally this may involve using an account
that requires a period of notice before funds may be withdrawn,

requirements.
