Dear Friends, 

The writer of the letter to the Hebrews captures for us the very nature of the God we worship: he does not change. Like 2020, 2021 was a year of unprecedented change, due largely to the ongoing Covid-19 pandemic. In the early parts of 2021, the pandemic still had much the same feel as those first days in the March of the previous year. The numbers of people catching the virus and sadly dying as a result remained high and so the risk of social interaction was one that many people were unwilling to take. 

The Church continued to be shaped by this international crisis, and whilst many parishes closed their doors in the first quarter of the year, I am proud that once again we decided to remain open, albeit on a reduced basis. I know that this was a lifeline to many in our own community as well as outside; several visitors from other parishes found a temporary home with us precisely because we were open. Worship continued, the Mass continued to be celebrated and our sacrifice of thanks and praise was offered. As I recorded in much of my correspondence, I lamented the fact that the way in which we offered the Mass was notably different, aside from the fact that we were unable to sing, we were unable to socialise with each other afterwards. I know that this privation affected the spirituality of many regular worshippers – and yet we were, in my mind at least, still able to convey the truth particularly in Holy Week that Jesus Christ, who offered his life for us sinners, is the same, yesterday, today and forever.

In a changeable, transient and suffering world, the eternal unchangeable love of God remained a constant and that is what, by remaining open, we tried to convey. This message was received by people who have since entered into the life of our church; the truth, Jesus reminds us, sets us free, and I know that that has been the experience shared by people in all places, not least here at St Columba’s. 

As the year progressed, we were able to move forward as a parish and celebrate our Patronal Festival, before a full lifting of restrictions and the resumption of singing in worship in July which brought joy to many after two years of silence. 

The summer months were spent largely dealing with a substantial roof repair which the churchwardens’ detail in their report, and of course with trying to readjust to the freedoms restored. In July we were able to reopen Columba’s Café and restart much of our ‘normal’ parish activity, whilst at the same time, employing caution to safeguard all, particularly those who were vulnerable. 

The Autumn brought with a sense of urgency to fully engage once again with our primary calling as the Church to ‘go’, to go into our community and share the Good News. Jeff Brandwood, Adrian Manson and I attended a Leading your Church into growth conference to explore ways in which we can engage more concretely and share the faith that we hold dear, that Jesus Christ is indeed the same, yesterday, today and forever. The few days away were challenging but provided a road map for us to follow, which connected deeply with my own vision for the parish that we truly become Missionary Disciples who point people to Jesus, first by forming relationships, secondly by serving the people in our midst, concluding with a sharing of the gospel in word and deed. In light of this, activity was planned that centred around deliberate evangelisation. With renewed sense of impetus, we held our first Messy Church which attracted a good number of people with little or no Church association, some of whom have become settled into this worshipping community. Please pray that they may come to a deeper understanding of the faith and make that next step in their Christian discipleship. 

In addition to Messy Church, there was a desire to set the bar high for Christmas, particularly in terms of evangelism. At each service there was in the invitation to respond to open offer that Christ’s birth brings, to know his love, revealed in the flesh. We have, thank God, had people responded to Christ’s invitation, but sadly we were hampered once again due to a significant increase in covid cases and the emergence of new variant, this left many people absent from church over Christmas period.

We ended the year as we began it, unsure how the next weeks and months would unfold; there is in life always a sense of uncertainty and we have moved into 2022 deeply aware of this reality. However, as Christians we have hope and that is because, to quote the letter to the Hebrews once again, Jesus Christ is the same, yesterday, today and forever. I have several times since restrictions have eased, asked us all to come afresh to Christ, to pledge to follow and serve him with renewed confidence based on the conviction that he is faithful, for he is eternal and he is love. As we move forward, I repeat that request, can we pledge to return to Christ with all our hearts, to serve him in his church actively, beginning by drawing on his grace in the Blessed Sacrament? I am all too aware that many people are still feeling fragile, many are still apprehensive, but who profess our faith have a firm and eternal foundation, Christ himself and he bids us to come to him through his Church. 

The invitation moving forward is clear: to come to him. Perhaps for the first time, perhaps for the first time in a long time, but come to him through worship and service is what we, the baptized, are called to do. 

I ended my chairman’s report last year with a quotation from one of my favourite theologians, Yves Congar. Given the difficulties we have faced since then, I would like to end with it again, as it remains essential for us today. Fr Congar writes: ‘if the Church boldly throws herself open to lay activity, she will experience such as springtime as we cannot imagine’. I am asking you to throw yourself open, so that we as a parish can experience a springtime of faith, a time of growth, a time of renewal and a time of flourishing. Let us pledge to open our hearts and become a community of Missionary Disciples who point to Jesus, who is the same, yesterday, today and forever.

The Parish of Saint Columba’s is a well-established Christian community, located in the suburb of Anfield and Deanery of Walton, within the Diocese of Liverpool. 

Since the early incumbencies of Fr Norman Alcock and Fr James Howard Foy the parish has been firmly rooted in the Catholic tradition of the Church of England, and displays all its hallmarks both liturgically and doctrinally. The parish is led by Fr Daniel Howard, who was instituted as Vicar in February 2020. Fr Daniel is supported by two Churchwardens, Mr Jeff Brandwood and Mrs Irene Campbell, and a Reader, Mr Adrian Manson, who holds the Bishop’s License. 

## **AIMS & PURPOSES** 

The Parochial Church Council (PCC) of the Parish of St Columba, Anfield has the responsibility of cooperating with the incumbent, Fr Daniel Howard, in promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social. The PCC is also specifically responsible for the maintenance of the Church of St Columba, Anfield. 

## **OBJECTIVES & ACTIVITIES** 

The PCC is committed to enabling as many people as possible to worship in our church and to become part of our community. Our vision is detailed below (this is not an exhaustive list): 

- To be a community of ‘Missionary Disciples: Pointing people to Jesus’. 

- To allow people to worship God, Father, Son and Holy Spirit, through regular attendance at mass and other public worship, and through daily personal prayer. 

- To nurture a strong, welcoming Christian community, whose values are underpinned by the teaching of our Lord Jesus Christ. 

- For all members of our church to grow in their Christian discipleship – praying, reading and learning. 

- To reach out to the local community. 

- To engage with our local school. 

- To make a bigger difference in this community – telling, serving and giving.

- To providing pastoral care through baptism, wedding and funeral ministry as well as the visitation of the sick and dying. 

- To offering teaching to children and young people and providing opportunity for them to explore matters of faith. 

- To deliver catechetical and formational programmes.

## **STRUCTURE GOVERNANCE & , MANAGEMENT** 

The structure, governance and management of the parish is determined by the rules of the Church of England, in particular the Church Representation Rules 2020. This sets out the membership of the PCC, which consists of the incumbent (Vicar), other clergy licensed to the parish, and the reader (all _ex-officio_ ), together with the two churchwardens (elected at the Annual Meeting of Parishioners) and members of the laity elected to serve on the Deanery Synod or Parochial Church Council (both of which are elected by the Annual Parochial Church Meeting). 

Governance of the parish is provided by the Vicar, Churchwardens and PCC, whilst day-to-day management is the responsibility of the Vicar, Churchwardens and Officers of the Parochial Church Council. Whether _ex-officio_ or elected, together, all PCC members are responsible for making decisions on all matters of general concern and importance to the parish, including deciding on how the funds of the PCC are to be spent.

## **REPORT ON THE ELECTORAL ROLL SINCE THE LAST AGM** 

Throughout the year we have maintained our register of names on the Electoral Roll, though sadly, since the last APCM we have suffered bereavement as a Church family, particularly through the loss of Russell Banks, Sally Hincks and Ken Mousley and Maureen Jervis. 

The church has seen a number of new parishioners arrive who are settling in nicely. This year we are adding new names to the roll: Jessica Howard and Amanda Roberts. 

The total number on the roll therefore stands at 81, of whom 39 live within the parish and 42 live outside our boundaries.

## **Report on the Proceedings of the Parochial Church Council (2021)** 

1. The membership of the PCC since the last APCM in Sunday 30[th] May 2021 comprises of: Father Daniel Howard (Vicar & PCC Chair); Mr Jeff Brandwood (Church Warden & PCC Vice Chair); Mrs Irene Campbell (Church Warden & Deanery Synod Representative); Miss Julie Holland (Treasurer); Fr Tommy Allen (Assistant Priest), Mr Adrian Manson (Reader, Secretary & Deanery Synod Representative); Mrs Dawn Mercer (Parish Safeguarding Officer); Mr Jordan Mercer (Deanery Synod Representative); Mrs Jacqui Hale; Mr Robert Liston; Mrs Joyce Jones, Mrs Lynn Colgan, Mrs Lori Roberts, Ms Patsy Watterson and Mr Malcolm Dorr. It should be noted that Mrs Irene Taylor was co-opted as a member of the PCC by unanimous vote on 30[th] June 2021. 

2. In 2021, the PCC met on multiple occasions throughout the year, however it should be noted that for the first half of the year substantial legal Covid 19 restrictions remained in place which prevented social gatherings, meeting and mixing. The daily running of the parish was conducted by the Vicar in light of the continuing health crisis and the PCC met when it was permitted to do so in a ‘covid secure’ way. The PCC met on several occasions, including 27/01/21, 12/05/21, 30/05/21, 30/06/21, 09/09/21 and 25/11/21. 

3. In addition to the regular reports received at each meeting including updates and deanery developments, discussion has also taken place on the following

topics, when the PCC been permitted to meet met due to the including: 

- **Safeguarding:** a safeguarding report can be seen below written jointly by the Vicar and the Parish Safeguarding Officer, Mrs Dawn Mercer. 

- **Finance:** a financial report can be seen below written jointly by the Vicar and the treasurer, Miss Julie Holland. 

- **Services:** The service pattern has shifted somewhat in recent months due to the Covid situation. The Sunday Masses remain unchanged at 9.00 am and 10.30 am. At present, Mass is celebrated midweek on Tuesday and Thursday at 7.00 pm and on Wednesday at 12 noon. It is hoped that the usual pattern will be able to re-established as the situation stabilises and people return to Church. 

- **Support:** The PCC recognised the need to continue supporting the local parish community, particularly with food times. Food for the St Andrew’s Community Foodbank was collected and remains a key aspect of our giving to people in need. Throughout 2021 in a specific effort to support local families and children attending Pinehurst Primary School, items for the children such as films and snacks have been collected – this was decided in light of the fact that families might not have enough income to spend on such items, but recognised that they would have a significant impact on the mental health of all. 

- **Church & Parish Centre Buildings:** please see the fabric and ornaments report compiled by the Churchwardens. 

- **Columba’s Café:** During the first months of 2021 social interaction was not permitted, and social distancing remained a key discipline in helping to prevent the spread of the virus. At some moments of 2021 outdoor food service was permitted. However, in light of the practicalities involved and more importantly recognising the risk posed to staff and volunteers, the café remained closed during this period. The multiple change in restrictions over the first half of the year made re-opening possible, and then impossible as things developed. At each moment of possible re-opening we were curtailed due to changes in legislation and expectation that would not make service possible, and custom, unlikely. The café was able to re-open fully in July 2021 after the easing of all restrictions and after thorough risk assessments had taken place which provided staff and volunteers with a sense of security. Whilst custom was initially somewhat slow things began to develop and we attracted people back. For some members of the community this was

an essential part of their first steps back into society after long periods of isolation. The café is now open and is welcoming new customers. 

- **Church Growth:** Whilst the pandemic has brought with it untold challenges, we have seen some instances of growth over the course of the last twelve months. People have joined the worshipping life of the Church at different points over the last year and have settled into parish life. It was a joy to see fifteen members confirmed in October and support them as they take their step of faith. Our explicit evangelism over the Christmas period has likewise paid off and new people have come back to faith. Whilst growth has not been vast, it has been steady, which is what data seems to suggest is common at this time.

## **Safeguarding of Children and Vulnerable Adults** 

Following the Safeguarding Review of the parish last year, 2020, 2021 has seen continued work in this area, ensuring that we are not only compliant with the latest guidelines and guidance, but also that we are promoting a culture of safeguarding that is everyone’s responsibility. Safeguarding is a permanent item on the PCC agenda which gives credence to how important it is for us collectively and personally as leaders in the parish. Full safeguarding checks, including confidential declarations, fit and proper persons forms, code of safer working practice and DBS checks are completed for elected PCC members. The Safer Recruitment Process is followed for those working directly with adults and children. It has been necessary to begin this process with the re-structuring of Sunday School which is ongoing. At the last APCM the PCC has adopted the House of Bishops Safeguarding Policy, and this, as well as the contact details for diocesan and local safeguarding advisors feature on the ‘Promoting a Safer Church’ poster located around the building. Training for those who undertake work with children, as well as for those in positions of leadership (PCC) is ongoing.

## **Financial Report of the Parochial Church Council** 

As was documented in the last financial report, the Covid pandemic caused untold difficulties, in 2021 those difficulties continued, and this was largely due to the imposition and subsequent relaxation of restrictions. The cyclical nature of stop and start as the pandemic shifted made forward financial planning almost

impossible particularly in light of the fact that so much of our fundraising is subject to social interaction and social events; this being the case for the vast majority of churches, the parish was fortunate to receive some credit from the church commissioners which resulted in the parish share being slightly reduced from its normal amount. It should be noted that that parish share remains are largest single expense, and yet we have continued to pay this amount in full throughout the pandemic, and so our thanks must go to you for your continued generosity and support. On the easing of restrictions in the summer of 2021 we were able to re-open for social interaction and slowly begin to build up once again our common life together, Columba’s Café re-opened for service and whilst progress initial progress was slow, things began to edge slowly towards normality as the year progressed. As has been detailed above, a usual round of building works and in the summer time, a substantial roof repair, meant that finance was expended, there are, of course, further works to be tackled all of which will have a significant impact. We were blessed at the end of 2021 by donations from St John’s Walton, and from the estate of Allen Lomas, and from a member of our own congregation, which enabled us to weather the winter Covid storm and the arrival of the omicron variant which again affected our activities. The financial report below indicates the state of our accounts, but with the increased costs of living, not least the energy price increases facing us all, and uncertainty ahead yet again, at this junction we would describe our financial situation as ‘stable’ rather than ‘secure’ and as such will need careful monitoring. A financial overview will be given at the meeting.

## **Report on the Fabric, Goods and Ornaments of the Churches of the Parish Church & Community Centre** 

The overall stewardship of the ‘Fabric, Goods and Ornaments’ is an ongoing task undertaken by the Churchwardens year by year. This Fabric, Goods and Ornaments report is the process by which the Church of England oversees and ensures good management of all the Church physical assets. In 2021 the following works have been completed or undertaken: 

- The smoke detectors, fitted into the ceilings around the parish centre have been tested on a six monthly basis and found to be working correctly, likewise the fire alarm for the parish centre is tested and is in good working order.

- The Church heaters were all serviced in May 2021 and found to be in good working order. 

- The current light bulbs throughout the church have been replaced, like for like, with bulbs of higher lumens to try and enhance the brightness of the church. 

- The lift in the foyer, leading to the first floor of the parish centre has been fully maintained and the necessary repairs undertaken. 

- The gutters were cleared on the Church roof and as far as possible along the roof of the hall to ensure that water could pass through easily and drain through the pipes. 

- The fire extinguishers were serviced/replaced as necessary to ensure compliance. 

- The heating system located in the boiler room adjacent to the Bishop James room (which serves the whole parish centre) was serviced and found to be in good working order. 

- Roof slates by the lift shaft and above the upper room had become damaged and were removed and replaced like for like. 

- Major work to the roof was undertaken in the summer months of 2021. A Roofer had been contracted to clear the gutters and make holding repairs in the necessary places along the guttering at the highest levels of the Church building. On carrying out the repairs it was discovered that the base and sides of the bell cote area needed substantial repair. The wooden battens had rotted and were saturated with water which we were advised was having an adverse effect on the plastered walls inside the chancel. In collaboration with the architect and the DAC a schedule of work was agreed upon to strip away the rotten wood, re-adjust the pan tiles and make water tight the surround area with lead. The work lasted approximately three weeks. 

- As is detailed in the latest Quinquennial Report in 2019, we recognise that other essential work, namely the plaster erosion in Church, the need for a new roof and the replacement of many of the doors and shutters need to be carried out. These remain priorities that will be undertaken as soon as is possible.

## **Report on the Proceedings of the Deanery Synod** 

The Deanery Synod met several times over the course of 2021, particularly in the latter half of the year with the easing of restrictions. The initial meetings were largely geared to supporting one another based on the impact of the pandemic and what practical support may be necessary. One substantial issue was covered with a Deanery away day in July. This day was focussed on the future of the deanery and what the future might look like, and whether substantial or small reorganisation needed to take place to enable a workable appointment to be made within the Walton Team. Broadly, the deanery has moved along the line of small reorganisation, but such plans have yet to be finalised. In the latter half of the year we were informed that St John’s, Walton had been left a very substantial legacy of over half a million pounds. The trustees involved in the administration of this legacy generously donated two thousand pounds to each church and the PCC of St John’s matched the donation.

## **NON-STATUTORY REPORTS** 

## **Discipleship** 

The vision for our parish is to be a community of ‘Missionary Disciples’ who point people to Jesus. The key word in some ways is disciples. We cannot be missionary, that is, sharing the good news and pointing people to Jesus, if we are not first his disciples, if we are not first in friendship with him. As such, discipleship was placed at the heart of our common life together. Each of us is called to pray, read (the scriptures) and learn the Christian faith, so in the latter half of the year with the easing of restrictions, we embarked on a number of discipleship course together. We began with the scriptures and the Bible course, exploring the nature of the scriptures and the overarching story of our salvation, delving into the Old and New Testaments. Confirmation classes followed for both adults and children which gave a solid grounding in the Christian faith – exploring the person of Jesus Christ, the Mass, and how we live the Christian life. In Advent, we explored the nature of Jesus Christ through the lens of priest, prophet and king and how we, because we are united to his body by baptism, are also sharers in these three offices. Discipleship is not for the few, but for the many, in fact it is for all. We must grow as disciples if we wish to be missionary, if we truly desire to point people to Jesus Christ our redeemer. Will you do so as we move forward together?

## **Pinehurst Primary School** 

The link between the parish and Pinehurst Primary School is a longstanding one and we enjoy a good relationship. The impact of the pandemic on schools has been considerable and this is certainly the case with our local school. As has been detailed above, we have tried to support the children with the provision of more luxury items which stretched parents may not otherwise have been able to provide. The changing guidance issued has meant for a large part of 2021 I was unable to physically be present in school in my capacity as a school governor. Nearly all meetings were held on Zoom but I was able to share the Good News of Good Friday and Easter with the children in the form of a lesson during Holy Week. We have also welcome the children into Church on several occasions, during Christmas and Eastertide to enable them to enrich their understanding. It is hoped that as 2022 progresses we can do more together and further strengthen the relationship we have shared for many years. 

## **Messy Church** 

As was detailed in my report above, in the Autumn we began Messy Church. The creation of Messy Church for Saint Columba’s was high on my list of priorities when I was offered towards the end of 2019 and beginning in 2020 I had looked forward to establishing the group with the sole aim of attracting newcomers to Church and building relationships with the local community. These plans were, like everything else, put on hold due to the nature of the pandemic and the ban on social mixing, rendering if almost impossible to begin children’s work. Eighteen months later we were in a position to begin this new venture and people were quick to sign up and volunteer to help. There were a number of sessions in 2021 covering the themes of Harvest, Christ the King and Christmas. Some of which have attracted large numbers of children with a small group of children returning to each session. This method of outreach takes time to embed, and I hope will bear fruit as we enter into 2022 when hopefully life will return to some sense of normality. 

## **Food Pantry** 

During a meeting of the PCC in the summer we able to consider our vision to point people to Jesus. The idea of a food pantry to serve the local community was one again that I had presented at my interview, grounded in the reality that the catholic tradition in which we stand has food at its heart, the eucharist, and from the eucharist, we are called to be bread for world, giving of ourselves for the sake of others. The food pantry is designed to alleviate some financial pressure on by providing a reasonable quantity of good quality food at a fraction of the price of a normal supermarket shop and so help people who would otherwise struggle.

The pantry is not the same as a food bank which supplies emergency food, it is based on the personal choice and selection of the individual. It is hoped that this project spearheaded by the church will impact our community in a positive way, reducing some of the pressures of daily living. Whilst this initiative has originated with us as a church, community partners such as Plus Dane Housing have offered to provide support and assistance. It is hoped that this project will be underway by the summer of 2022.

As the charty trustees of the Trust you are respcfflsible for the preparation of the accounts in ac¢ordan¢e with the

I report in respect of my examination of the Trusfs accounts carried out under section 145 of the 2011 Act and in
carrying out my examination I have followed all the applicable Dyections given by the Charty Commission under
