Objects: To Promote For The Public Benefit Urban And Rural Regeneration In The Areas Of Social And Economic Deprivation And In Particular In Parts Of The Wingrove Wards, Elswick Ward And Westgate Ward Areas Of Newcastle Upon Tyne (Hereinafter Called 'The West End Of Newcastle Upon Tyne'), By All Or Any Of The Following Means:1 The Relief Of Financial Hardship Or Poverty In Such Ways As May Be Thought Fit;2 The Relief Of Unemployment In Such Ways As May Be Thought Fit, Including Providing Assistance To Find Employment;3 The Advancement Of Education, Training Or Retrainng, Particularly Among Unemployed People, And Providing Unemployed People With Work Experience;4 The Provision Of Financial Assistance, Technical Assistance, Or Business Advice Or Consultancy In Order To Provide Training And Employment Opportunities For Unemployed People In Cases Of Financial Or Other Charitable Need Through Help;a In Setting Up Their Own Businesses; Orb To Existing Businesses5 The Creation Of Training And Employment Opportunities By The Provision Of Workspace, Buildings And/or Land For Use On Favourable Terms;6 The Provision Of Housing For Those Who Are In Need And The Improvement Of Housing In The Public Sector And Charitable Ownership Provided That Such Power Shall Not Extend To Relieving Any Local Authorities Or Other Bodies Of A Statutory Duty To Provide Or Improve Housing;7 The Maintenance, Improvement Or Provision Of Public Amenities, Provided That Such Power Shall Not Extend To Relieving Any Local Authorities Or Other Bodies Of A Statutory Duty To Maintain, Provide Or Improve Public Amenities;8 The Preservation Of Buildings Or Sites Of Historic Or Architectural Importance;9 The Provision Or Assistance In The Provision Of Recreational Facilities;10 The Protection Or Conservation Of The Environment;11 The Promotion Of Improved Public Health And The Provision Of Public Health Facilities And Childcare Provided That Such Object Shall Not Extend To Relieving Any Health Authorities Or Other Public Bodies Of A Statutory Duty To Maintain, Provide Or Improve Public Health Facilities And Childcare;12 The Promotion Of Public Safety And The Prevention Of Crime;13 The Promotion Of The Establishment Of New Businesses, The Development Of Existing Businesses, And The Promotion Of Cooperation And Collaboration Between Businesses To Promote Competitive Advantage;14 The Promotion Of Arrangements For Providing Services And Facilities To Assist Businesses In The Conduct Of Trade, Commerce And Industry And In Developing Products, Services And Facilities And Also In Meeting Legislative And Other Requirements; And15 Developing The Capacity And Skills Of The Public At Large Or Those Who By Reason Of Their Youth, Age, Infirmity Or Disablement, Poverty Or Social And Economic Circumstances, Have Need Of Such Development In Such A Way That They Are Better Able To Identify And Help Meet Their Own Social And Economic Needs And To Participate More Fully In Society.
