Projects are delivered wherever possible in partnership with local people and other agencies and voluntary groups. In taking this approach, the Managing Trustees have due regard for the Charty Commission's guidance on public benefit when exercising any powers or duties to which the guidance is relevant. 1.1 KeyAlm To work with the community to enhance the quality of lrfe of the people in Thomton Heath and the surrounding area, regardless of ra, colour, nationality, ethnic or national origins, culture, gender, age, religious belief, disabilities. sexual orientation and marital status. 1.2 Objectives To work wlth others to: offer support and care to enable the development of groups and individuals enable individuals to develop their own sense of wholeness and wellbeing assist individuals, enabling them to maintain dignity and independen offer advocacy offer the high quality and accessible services required of third sector voluntary organisations challenge inequalff(ies and reduce social exclusion encourage and develop a sense of community offer a resource of buildings and people to the local rAmmunity offer opportunities for volunteering disseminate information from ststulory and voluntary networks to local people
ACHIEVEMENfs AND PERFORMANCE We continue to stabilise and rebuild after the challenges of the Covid pandemic and withdrawal of funding by London Borough of Croydon. This is our third operating year as a Church in isolation. 202415 was a year of relative stsbility. The trustees reviewed and amended the lettings charges for all spaces wlthin the premises to aid our financial sustalnability. the charges were reviewed after gathering information about lettings charges of other communty spaces in the surrounding area. Our premises are not used extensively and there is room for Improvement with this income generating stream however the building is fully utilised on weekends. PMCCC'S finances have stabilised and greatly improved in the past two years. This improvement is due to the generosity of church members in making their freewill offering to support PMCCC and the increase in lettings income. The Finance & Propety Committee meets regularly to oversee PMCCC finan6 and the needs to maintsin and develop the premises. We budget annually to outline supportable financial projects that we can support in the financial year. We run a small lunch club which meets regularly once per month for a selected few guests. the uptske in custom has not been as gat as first envisaged. PMCCC runs a not for profit coffee moming on the second Tuesday of each month provlding a valuable opportunity for church members to meet over refreshments, to chat and play games. It is open to the wider community, although it is not currently being widely advertised locally. The Croydon Methodist Circult have appointed a Deacon whose ministy Is focused outward on the needs of the local community. The deacon offers pastoral support to three churches alongside our presbyter and he will also be a Circuit Mission Enabler, supporting local churches to engage missionalty with their local community. PMCCC is grateful to the members of Parchmore Road Methodist Church and others for their commitment in supporting our ongoing work. 3. FINANCIAL REVIEW Our total income of £89575.00 (£87163.73) and expenditure of £91385.94 (£87837.44) gives an operational deficrt for the charity for the year of -£1810.94 (-£673.71); last yearfs figures are in brackets. The cost of the maintenance and management of the propety was covered by contributions from congregational giving, gift aid claims, activities using the building and rent from the flat at 55 Parchmore Road. Repairs and maintenance this year amounted to £23015.04 (£15236.27), the third largest expense, the second largest being utility expenses at £23905.05 (£32387.80) and the most expensive being our assessment. paKI to the Croydon Circuit, of £30552.00 {£27056.00). Our current debtors are £6931.16 and our Creditors are £1049.21; most of the debtors being our outstanding claim for Gift Aid of £5696.16 and the balance being rent receipts for August 2025. The creditors are outstanding HMRC payments for July and August. Re8erve8 Pollcy In keeping with the guidance of the Methodist Church of Britain, it is the policy of Parchmore Road Methodist Church to maintain a balance of unrestricted funds (if
possible) which equates to three to six months, expenditure. The Managing Trustees consider that reserves at that level will ensure that, in the event of a significant drop in funding, the charity's current activib'es can conts'nue whilst ways in which additional fijnds may be raised are considered. Currently our reserves in the General Fund are £32843.60 which equates to just over four months expenditure (35.940A) at current levels. 3.2 Rlsk8 The Managing Trustees have assessed the major risks to which Parchmore Road Methodist Church is exposed and are satisfied that systems are in place to mitigate exposure to these risks. Parchmore is a particularly vulnerable site being situated on the comer of a main road and a side road. We have installed a CCTV system to mitigate the risks from fly-tipping and other unruly behaviour. The alarm system Is fully maintained each year and gas safety and EICR reports are fully up to date. The rent from the flat in 55 Parchmore Road is managed by an agent and is regulaty inspected and assessed for market rent. Accass to the first floor can be drfficult if the lift does not work and so this equipment is maintained regularly each quarter by the original installers. Financial risks are reviewed each year as a cash flow projection and budget are prepared by the Treasurer and reviewed by the Finance and Property Committee. 4. STRUCTURE, GOVERNANCE AND MANAGEMENT 4.1 Parchmore Road Methodist Church is a registered charity number 1129382 and is part of the Croydon Circuit of the Methodist Church in Britain. Parchmore Road Methodist Church is subject to The Constitutional Practice and Discipline of the Methodist Church which is published annually by the Methodist Church and sets out the legal and fomal framework within which il carries out its life and mission. Parchmore Road Methodist Church holds an annual General Church Meeting according to the requirements of The Constitutional Practice and Discipline of the Methodist Church. Despits income falling below the £100.000 threshold which requires us to register separately as a Charity with the Charity Commission. Church Council feel it is prudent to maintsin our registration. 4.2 According to the requirements of The Constitutional Practice and Discipline of Èhe Methodist Church, Parchmore Road Methodist Church is required to appoint Managing Trustees, known as the Church Council. The Church Council of Parchmore Road Methodist Church meets every six months and more frequently if emergencw6 arise. 4.3 Parchmore Road Methodist Church is an unincorporated association which undertakes church and community activities as Parchmore Methodist Church and Community Centre. This is sometimes shortened to 'The Parchmore Centre, for purposes of brevty. 4.4 The Church Council is authorised to appoint Committees which will have authority in their own areas of responsibility to inate action. to advise the Church Council and to report to it, being subject to its authority and oversight. The Managing Trustees of Parchmore Road Methodist Church remain ultimately responsible in law for the oversight and management of Parchmore Methodist Church and Community Centre. 4.5 The varied and changing nature of both the work of Parchmore Road Methodist Church and its social and economic context requires well-resourced, effective
management of changing financial and human resources. and the provision of specialist advice to the Managing Trustees and staff of Parchmore Road Methodist Church. This support and advice is provided by the Parchmore Methodist Church Council and from the wider professional community if necessary. 4.6 The Managing Trustees of Parchmore Road Methodist Church review the training offered to new and existing members of the Church Council and other offiholderS and volunteers. They continue to identify new training resources and opportunities. 4.7 Safeguarding is reviewed by the Church safeguarding officer and, for the year under scrutiny, no issues or areas for concern have been reported.
