structure, Governance and Management
The Part￿hla1 Church Counal is a COTForate t£¥Jy established by the Churth of England. The
PCC 0￿rateS under the Par(￿h131 Church Courril Powers Measure. The PCC registered as a
separate charity. The Panxhial Churth Council of the Ecdesia5tKal Parish of St James Hampton
Hill, with the Charity Commission on 23 April 2fNJ9, as it had a gross income in excess of
EIOO.000. The aprx)intrrent of PCC mern￿rg is ty)vÈmed by and get out in the Church
Representation Rules 2020.
In addition to the Standing Cornmittee, there are speaalist teams. each with its own designated
reswnsibilities..
The Standing Committee is the only committee r￿Uir￿j by law. It has the power to transact
the busines5 of the PCC betw&n its meetings, subject to any directions given by the PCC.
The Finance Team supports the treasurer, recommends a budget to the PCC, rewews the
accounts prior to insp*rtion and SUPPKJrts stewardship I giving campaigns.
The Propertles Team is resw>nsible to the PCC ft)r the care and maintenance of all our
buildings.
The Friends Team co-ordinates the Operat￿ of the sUPP)rters' network and organises fund-
raising events.
The Charity Support Team is respon5itle for settFNJ the annual prc4ramme of charitable
grants, and for relating to the recipients.
Numerous other teams work to deliver the thurch's mission and ministry: the Ca
and Contsct Team, the Eco Church Team, the Ark Play Group Team, the Messy Church Team,
the Ministry Team, the Socials and Events Plannirrfj Team, the Sunday Kitchen Team, the Spire
Team, the Connections Café Team, the Church Cleaning Team, the Howers Team, the
rdening Club, the Bellringing Team as well as those who wekome on Sundays, read and lead
inter￿s1onS or serve.
Each year, a Health and Safety in5pectvM is Carr￿d out by Green Tree Safety. The major risks,
to which the PCC is ex[￿d, have been revieé4ed and 9oems or pr(￿]ureS have LEen
estsblished ts) manage those rsks.

Statement of PCC Members, Responsibilities
Charity law requires the PCC a5 trustees of the church to prepa￿ an annual rep)rt and financial
statements for each financial year that gives a true and fair view of the Church's financial
activrties during the year and of its financial position over the year. The PCC is also required
to ensure that these a￿ subjected to an annual indetEndent examination or audit and to
present these to the Annual Part￿hla1 Church Meeting in accordan￿ with the Church
Representation Rules.
In preparing these financial statements, the PCC are required to:

The PCC are responsible for keepirvJ proper accounting records which disclose with reasonable
accuracy at any time the financial position of the church and enable them to er¢sure that the
rinancial statements comply wrth the CharIt￿$ Act 2011 and applicable accounting standards.
They are also resr(snsible for safeguarding the assets of the Church and hen￿ for taking
reasonable Steps for the prevention and detection of fraud and other irregularities.
Objectives and Activities
The primary object of the PCC is the promotion of the Gospel of our Lord Jesus Christ attording
to the d￿trineS and prattices of the Church of Engkind. St James's PCC has the respK)nsibility
for co-OFerating with the incumtrRnt in priMnotiThJ, in the ecclesiastical ￿￿riSh. the whole mission
of the thurch - pastoral. evan9elistic, social, and eCuM￿lcal.

Local Links
The church hosts numerous xhool Servi￿S at Christmas and welcomes schools and unifomied
organisations for visits through the year. Sjme of these are 'heritage'-orientst8J, other5 such
as the Christmas or Easter'ExperietKes' are more experiential. The vicar also takes assemblies
and RE le550ns at various schcK)Is. Tr nursery, 5dK￿lS and the Scouts participated in chU￿he5
Count on Nature.
St James's runs a weekty playgroup in the church for pre-sch(M)I children and those who care
for them. It is free flow: children can [r￿ve from one acbvty or game to another as they
choose. Refreshments are provided for chiklren and adults. The￿ is a small charge that covers
the costs of the group.
On Tuesday morning the thurch is otEn for the Connettions Café - a drop in and that
opportunity for anyone who would value gixxl company.

Teaching and Nurture
Supplementing sermons on SuThJay the church offer5 courses I small groups through the year.
Additionally, the vicar provides a recor(ied devotional txthst, called fime to Play, three times
a 5¥￿k. Alpha coyrses for ewuirers are avaiLable when is demand.
Pastoral Care
Every memkr of the church is encouraged to welcome newcomers and share a concern for
one another. A team oversee5 pastoral ca￿, in the sense that it monitors attendan￿, and
Feople who are ill. The memLErs are also to call or visit as appropriate. The tearn
includes clergy and * rEople. Wisitors are awailable to tske cOmmun￿n to those who are
housetrM)und.
Social Llfe
There are several ways that ￿ church's scoal life is bu1￿ up arKI ￿MMunity strengthened.
Refreshments after the 9.30 and 3.30 serwces a￿ IM￿)rtant in helping new people feel
V4elcome and enabling memtkrs to talk to one another. Other Swal cKcasions during the year
included St James's Dayi Harvest Lunch, a quiz night, and Min￿ pies and mulled wine after
the Carol Seryice.
Eco church
The churchyard is actNely mairtsined. in partnership with the Lctal Authority, to provide a
peaceful and Èeautiful area for the Ic(al community, and sensitive to the need5 of a diverse
wildlife. St James's has a proven track record of environmental care and awareness of justice
issues. A team monitors and develops our care for creation, wthin A Rc(ha's Eco Church
scheme.
Outreach and Publiaty
Our biggest outreach is the Spire magazine. published nine time5 a year. This is available
iLhvu¢ thorg¢ to vlsiiors to th¢ EhvrGh or by house d¢liv¢ry - or by email. There JJre copies
also available at some Str￿t Shops.
We host an attractive and re5oU￿-fUll websits Ythich is constantty updated. There is a week
email for subscribers. The church also engages with the main social m8Jia channe15 as well as
The church meM￿r5 deliver to the home5 in tr￿ partsh an infonnabon b￿k￿t YOU￿ In￿ted
which blends church notices and details of groups that use the hall and church. A fuller'what's
On. is also delivered that contains the prLxJramme for many month5 ahead, and details of all
the other events /organi￿tiOnS that use the building.

Charities Support
St James's has a Strong tradition of suppx)rting other agenoes in relieving need and Christian
rn1￿10n. We have a link parish in Mozambique, through the Diocesan partnership (ALMA). There
is an annual programme of fundraising projects, e.g. Lent Appeal, Christian Aid Week and
Harvest Appeal.
St James's continues to be a mernter of Churches Together Around Hampton.
Achievements and Perforniance
Parochial Church Counol Activities The full PCC met eight times during the year. an
average level of attendance of 86.2501ts. Committees be(ween meetings and rewrts of their
deli￿ratIonS were received by the PCC a￿1 d1xl￿ed when necessary.
Membership
There We￿ 105 names ￿ the Eworal Roll in May 2024. or these 62 We￿ residents in the
parish and 43 were non-residents.
Properties
The main con￿rn in this past year was to find a ￿lutiOn to the heating problem. The trK)iler
had been condemned and removed in 2023. Through the cold Y4eather 202312024 a temporary
boiler was rented to provhde hot water to the church heating system. Following advi￿, the PCC
obtained quotstions for IR Panel solutions. However, the Diocesan Advisory Committee did not
accept the PCC'5 proposal and r4uired further invesbgabon. However. in September an interim
solution was offered - a small i￿ller with g)me extra heaters, until a long-temi ￿lUtion was
secured.
There was wo￿ arising out of the quinquennbal survey: xmme p)inting repairs to the North
aisle roof. The rwf work invohed replacing all the a)pkEr sheeting and improving the weather
seal. However. under the CoP￿r, the toards were found to ￿ rotten and extra carFentry work
was required,
Public Worship
Sunday worship has b￿n provided throughout the year. Tcrfjether, the Yamily orientated.
seryice. which began in May 2017, attracts a small but regular group of familie5. The 8.00 and
9.30 Services have continued. Our Choir Director and Organist maintained music as an
important part of our 9.30 servi￿.
Choir numtErs have remained high, and in addition to their involvement in the 9.30 service
On￿ a month, it has supported Compline in Advent and Lent. The Carol servi￿ 15 a maior
feature of the year and attendan￿ this year was signfficandy higher than in recent years.
During the year a new musical setting of Communion servi￿ was introKluced: The Hampton
Hill sery1￿. It had trken written by Martin HinckW 5￿cificallY for St James's.
Messy Church ran for a continuous peri¢JJ of 12 months - for the first timel There is an overfap
in attendance with the Tcgether 3.30 servKes, but some families onty come to Messy Church.
The service is sUPSXJrted by mary volunteers.

Since the summer one of the aftemo)n services each month has ken taken by Simon Shutt,
from the FA￿ charity.
Morning prayer has L*en said daity (Tues, Trurs, and Fri) and HO￿ c[￿MUnI0￿ ￿lebrated on
Wednesday throughout the year. In the latter part of the year, Rev Antony Ball wa5 unable to
supEDrt our daily Servi￿ through ill health; thi5 has meant that it has not proved possible to
hold Morning Prayer on Mondays.
The Rt Rev Dr Emma Ineson, the Bishop of Kensingtoni preathed at the St James's Day servi￿.
The clergy team continued to be strong.. Rev Derek Winterburn, Rev Jacky CammKJge, Rev
Canon Julian Reindorp and Rev Canon Tim Marwc(xl. Lesley Mortimer also preache5. Joy
Beauchamp ha5 continu&l to LE wtth u5 as an ordinand ￿ pl￿Ment.
Local Links
Connections with the schools were 9cx)J with carol servi￿5 (Hampton Hill Juniors, LEH Juniors,
and Hampton Hill Nursery) aTrJ 'educab"onal' visits. A team prowde(J an Easter EXpErIen￿ for
Carlisk Infants. The vicar twk assemblies regularty at Carlisle Infants, Hampton Hill Juniors
and LEH Junior5.
A team took servi￿5 for the residents at Laurel Dene Residential Care Hcme. A hymnLx(sk
with the most 5Uitable songs wa5 compiled to ￿ used on the visits.
Teaching and nurture
On Wednesday evenings in Lent the evening group used the movie 'Casablanca' to explore
Biblical and contemwrary is5￿5. The daytime group used material prowded by the Diocesan
Way of Life Team, about listening. Through the summer and autumn, the afternoon group
studied the'Letter to the Roman5'. and the aftem(x)n group explored 'Hard Questions,.
rime to Pray has read through some of John's thpel, 2 Peter, Ecclesiastes arKI I Corinthians,
as well as gjme Sunday lectionary readings.
In the summer a quiet day in Hampton was organiwj to explore the Way ofLffe materials.
Pastoral Care
The Care and Cont3tt group continued to meet a￿1 watch over the congregation. Home
Communion i5 able to be provided for those who cannot come to church.
Children and Young People
The Ark playgroup was held Week￿ in temi time through the year. It has teen extremely well
attended by children, parents. grandparents and childminders. The ￿ncheS a￿ moved in the
nave to create more space, and the group provides a wide range of activities for the families
who visit.
Cubs and Scouts attended for Mothering sunday. Harve54 RernembrarKc and Chri5tingle.

Key events teyond Sun(ky ref￿hments this year: Shrove Tuesdayi St James's Day, the
Harvest Lunch, and an autumn quiz evening.
Connectlons Café,
This is an activty-based groltp for tkople available in the MidW￿k daytime; it ran weekly
through the year, with those attending a mix of church and non-church members. On some
crcasions this year stsff from RUILS / Healthwatch Richmond were available.
The fortnightly free. drop-in Hearing AKI dinK rthy meets at a separate time.
The social group aimed at men, The Good Guys, met monthty for a meal in lfftl restaurants.
Country walks and pub lunches were arranged throughout the year and attracted a dozen or
so walkers.
Eco church
Derek Winterburn ran a Carton Literacy COu￿e in H(wnsk)w. during Lent.
A5 part of the Churches Count on Nature obseryaiion we* we held the annual open day in
June.
A team of volunteers continues to improve the attractivene55 of the churchyard and at the
same time worked for its greater drveisty. Several roses have b￿n planted by tereaved
families in memory of their loved ones.
The Eco Church criteria were being revis￿ in 2024. When publtshed they will guide work in
2025.
Outreach
The St James's Festival Weekend included an open church Saturday, with an explicit invitation
to come and see the refurbishment. There were tower and church tours and an organ recital.
The Pop-up Cinema
The Pop-up Cinema has run thmugh the year. now conontrating on films for children, being
the most popular.
Splre l You're Invlted I Website
Production has teen constant through the year. Issue5 are circulated by email and there is a
print run of 450 each month. These were delNered free to 280 homes and were available from
many High Street shops and the church. One testimony to its ￿pUlarIty was the increasing
numter of copies that were tsken from the Post orrKe, another wryjld te the p￿i￿ve reswnse
to the financial apwl.
The church members delwered the quarterly b￿￿ets, called You're Invited. to homes in the
parish. At Christmas, cards were delivered to homes and Offer￿ to all the visitors to the schools
carol Servi￿5.
The website and sctial media offered further means of conlact with the public.
St James's Day marked the 2P anniversary of the churth website. Prill Hinckley was thanked
for all the work she had done as webmaster.

Charities Support Team
In 2024 the PCC gave the team £1.500 for welCa￿ and Bishop Wand School. The Lent Appeal
raised £3,600 for two separate causes: half to St Luke's Hospitsl, Milo, Tanzania, and half to
the Christian Aid M"hldle East Appeal. Our haivest appeal raised El,200 for The Upper Room,
s well as gifts of f(KKI and other gcods. £500 was also gNen to the London Churches Refugee
Fund. Christian Aid Week, tx)th within the church and direct fuThJraising, raisaj £3,000 an
increase on £2.338 in 2023, whilst The Children's gxiety rais￿1 El.144, 10% up on 2023. £840
came from signing up for dirett debits.
The Friends of St James
Appreciating the need for fundraisiNJ the PCC relaunched the Friends of St JanFes for
community memters to be informed aÈrfJut the lrfe of St James, and as a ne￿Ork for fundraising
events, under the direction of Christopher Carson. The Friends, first event was a win*tasting
in 5epternt￿r. The Ceilidh on St Andreyls Day byas another stEctacular success.
Churches Together Around Hampton..
The ministers continue to meet regularfy. Thwe was a '&Jngs of Praise, held in January at St
Frances de Sales Church.
The usual Remembran￿ Sunday servkes w￿re held at the war memrials in Hampton. and
Hampton Hill.
The World Day of Prayer was held at Hampton MethLxlist Church. Percy Road prepared by
Palestinian Christians.

Financial Review
The financial outcome of the year was a defiat of £162.840 (2023 - deficit £33,424). This
deficit was reduc￿ by a further £5.730 made up of realised gains of £2,083 on sales of
investments and unrealised profts of £3,647 on the market value of those investments still
hekl at the year end.
The principal Sour￿ of inco￿￿ is from donations from the Cong￿atIon. The regular giving of
our congregats'on (standing orders, nuM￿red envelopes, and the Parish Giving Scheme)
totalled £81,875 (2023 - £79,606). Total gift aid rerlaime¢J during the year was E24,359 (2023
- £19,866). Donations and appeals rabsed £11.922 (2023 - £27,369). The Church Hall generated
a gross income of £43,604 in the year (2023 - £50,236) arKI the Church hire £7,835 (2023 -
Grants re￿iVed duriro the year were £40,227, of whth £39,977 is VAT redaims under the
listed Pla￿ of worship grant scheme.
Total income was £244,719 (2023 - £207,787). This inclu(￿5 investment income of £8,008
(2023 - £8,011).
The large defiat this year can be kirge￿ explained by the MaTry building & restoration projects
carried out this year at a cost of £194,251 (2023.. E32.213) The major works consisted of roof
repairs on the North aisle, repointing works and further work on the church re-ordering. The
costs of the new boiler and heating system has treated as an asset and capiLili5ed.
The cost of the Fund inueased this year to £70,655 (2023: £65,000).
As repjrted aL>)ve, the Charities Supwrt Team were able to make charitsble grants and
donations of £12,104 this year (2023: £7.411)
Hall expenses were £28,410 (2023 - £26,076). Hall expenses indude depreciation of the hall,
amounting to £6,800 (this being a charge of 2% for the next 50 years). Additional hall costs
this year included sanding and lacquering worts for the hall flLKTrrs.
The rnagazine cost £4,923 to PrCdU￿ (2023 £4,738).
Totsl expenditure was £407.559 (2023 - £241.211).
The atove figures reSU￿ed in the net value of the PCC at the end of the year of £485,280

Reserves Policy
It is the FKslicy of St James's PCC to hold in reserves the equNalent of six months general
running costs including salaries {which equates to approximately E90.000 - based on 2023
figures) and a building fund of E25,000 for likety building works arising from quinquennial
insWions. These monE5 will LE held in our investment account with CCLA. This p)licy will be
fevtewed annually. The policy wa5 agreed November 2023 and reviewed November 2024.

l ACCOUKtING POLICIES
(a) Basis of
rati
The PCC is a publK benefrt entity within the meaning of FRS102. The financial statements have
been prepared L*nder the Charities Act 2011 and in accordan￿ with the Church Accounting
Regulations 2006 goveming the Individual accounts of PCC5, and with the Regulations. -true
and fair view" provissons, together with FRS102 (2019) as the applicable accounting standards
nd the 2019 version of the Statement of Recommended Practice. Accounting and Reporting
by Charities (SORP(FRS102)).
The financial statements have been prepar& under the historic cost convention except for the
valuation of invesiments in CBF funds which are shown at mid-market value.
The financial siatements indude all tranSact￿ns. a55ets. and liabilities for which the PCC is
responsible in law. They do not include the accounts of church groups that owe their main
affiliation to another nor do they include groups that are informal 9atherings of church
rnernbe￿.
The PCC have formed a judgement, at the time of appn)ving the financial statements, that
there is a reo9)nable expectab.on that the ParcKhial Church Counal has adequate resources to
continue in operats.onal existen￿ for the foreseeable future. For this reason, the PCC continue
to adopt the going concern basis in preparing the financial statements.
(b) Income and Endowments
Offerings and collections are recognised when receNed by or on ￿half of the PCC. Planned
giving recesvable under Gift AKI is recognised only when r￿e1ved. Tax recoverable on Gift Aid
donations is recognised when the donatjon is recognised.
Grants and legacies to the PCC are accounted for when PCC ts notified of its legal
entitlement, the amount due is quantifiable and its ultimate ￿elpt by the PCC is reasonably
certain.
Statutory Parc(hial fees are recerwdbie on Y￿(kIl￿S, funerals and other events, and that part
of the fees due to the PCC are indu(led in these accounts. The PCC also collects and pays over
fees due to the Dic£ese of London.
Rental income from the letting of church premises is reccKJnised on an accrual's basis.
Diy￿endS are accounted for when received. Interest entitlements a￿ accounted for as tl
accrue or, were not material. upx)n re￿ipt.
Funds raised at fete, 9arden paty arKI similar evertts are acmunted for gr05s. Sales of books
and magazines a￿ accounted for gross.
Investment gains and losses - This indudes any gain or loss on the sale of investments and

inalienable pro￿rty unless consecrated. They are listed in the Church's inventory, which can
be inspected (at any reasonable time). For inalienabte property acquired prior to 2(M)O there is
insufficient cost infomation aVaIla￿e, and therefore such assets are not valued in the financial
statements. Items acquired Sin￿ l January 2000 have teen capitali5ed and depreciated in the
rinancial ststements over their Current￿ anticipated u*ful life on a straight-line basis. All
eX￿ndItUre incurred during the year on consecrated or ￿neF￿1 buildings, individual items
under £2,(X)O or on the repair of movabte church furnishings acqulred tefore l January 20(J)
is written off.

Equipment used within the Church premfises is depreaat8J on a 5traight-line basis over its

of less than £2,000 are written off when acquired.
Church Hall
Up to Decemter 2015 no depreciat￿ was provM*J for in relation to the a)urch Hall which
was bu1￿ in 1993 and had deemed to have a remaining useful life exceeding 50 years.
The hall 15 kept in a g<￿ state of repair. In 2016, the estimated remainir¥J life of the Church
Hall trttn assessed as 50 years and dep￿latIOn commenced accordingly.
(e) Investmen
Investments are valL￿d at mid-market value at 31st D￿lber 2024.

The Church operates a defined tenefit pension scheme for eMploY￿s. The assets of the
scheme are held separately from those of the Church. Pension costs charges in the Statement
of Financial Acb"vities represent the Fension contributions payable by the Church during the
year.
