The Revd. Joy Windsor welcomed everyone to the meeting and opened with a short prayer.

2. MINUTES OF THE LAST MEETING

The minutes of the last meeting held on the 18th April 2021 were proposed as a true record of the meeting by David Lougher and seconded by Sue Wilson. All present were in agreement.

3. MATTERS ARISING

There were no matters arising.

4. ELECTION OF CHURCH WARDENS

The current Church Wardens, Gill Hill and Jo Jackson were prepared to stand again for a further twelve months. Gill Hill was proposed by June Wakeford and seconded by Carole Johnson and Jo Jackson was proposed by Becky Goss and seconded by Jo Lougher.

All in favour of both appointments and Gill and Jo were both thanked by Joy Windsor for all they had done for the church in the previous twelve months.

5. ANY OTHER BUSINESS

There was no further business and Joy Windsor advised that the 2023 meeting would be held after the morning service on Sunday 23rd April 2023.

1. Opening Prayer/Welcome

This meeting followed the meeting for the Election of Church Wardens and the Revd Joy Windsor welcomed everyone to the meeting.

2. Minutes of the APCM held on Sunday 18th April 2021

The minutes were proposed as a true record of the last APCM meeting by Sue Wilson and seconded by Gill Hill. The minutes were accepted by all those present.

3. Matters arising

There were no matters arising.

4. Electoral Roll Report

Becky Goss, Electoral Roll Officer, advised there were currently 99 names on the roll. There had been two additions and ten names had been removed due to moving parish or individuals now deceased. There had also been minor corrections of individuals details. Joy Windsor thanked Becky for having taken on this role the previous year and for the work involved in keeping the Roll up to date.

5. Annual Report on the Proceedings of the PCC

Revd Joy Windsor, as Chair, advised that Avril Pinkney had given up as Choir Leader due to ill health and a rose bush had been sent to Avril from the Choir.

HTB continued to work with Churches Together in Horndean.

Joy advised that she was hoping to work more with Baptism families in the next year.

Geoff Hill had been welcomed as the new Church Centre Manager. Langstone and Blendworth Bands use the Centre for rehearsals, they were working closely with us and there was already a joint Concert planned due to take place in June.

There had been a review of PCC meetings, Revd Vickie Morgan would like to see PCCs working together in the BCI Benefice and in future it was hoped the PCC’s would meet simultaneously, Blendworth, Chalton and Idsworth together rather than meetings being duplicated with no time being given to mission as the legalities took up such a considerable time. A lot of time had also been spent at meetings on financial matters. A joint meeting was being arranged for early Summer to discuss the way forward.

Veronica Brice was happy to continue as Deanery Representative for Blendworth.

The Anna Chaplaincy was now in place and the Bishop and Archdeacon were both present for the licensing of Coleen Jackson as an Anna Chaplain in March.

The Architect, Julian Livingstone, would be starting an investigation of the roof so we know how much money is required to undertake the necessary repairs.

6. Treasurer’s Report

Val Griffiths was unwell with Covid and had sent in a brief report prior to the meeting. Joy Windsor advised that it was, however, a clear report of where we stand, and we cannot currently spend money. Val was proactive in trying to find grants and funding. Many parishes in the Diocese were not able to pay anything towards their parish share and as HTB were paying something, however small, we were doing well There was still £37k outstanding to pay to the Diocese.

Electronic giving was being looked at as so many people do not now carry cash.

A question was raised regarding an organist for the future. Joy Windsor stated that it was difficult to find organists to play as this cost around £40 a service. Vickie’s husband, David, would play occasionally but at the present time the

music for the services was on Joy’s phone which was better than using CD’s. There was an organist available who would play for weddings or funerals but this was then paid for by the family.

There being no other questions, Joy asked for the report to be adopted and all were in favour.

7. Annual Report and Financial Statements for the Year ended 31st December 2021

Following the Treasurer’s report Joy Windsor advised that it was necessary to adopt the Annual Report and Financial Statements – proposed by David Lougher and seconded by Janet Laws. All in favour.

8. Fabric Report

Jo Jackson advised that a new roof had been put on the tool shed and in the last three weeks the electrics had been tested and now were all up to legal requirements, but some electrics will need renewing in due course. The church roof repairs were an ongoing matter which would require considerable fundraising. It was hoped the Long Vestry could be re-painted in due course. All were happy with the report.

9. Deanery Synod Report

Joy Windsor advised that the Deanery Synod meetings during the last year had ben quite tense. The Diocese wanted a Deanery Plan which had changed several times and there had been a lot of conversations in discussing Clusters with meetings becoming divisive. Some of the smaller parishes were hurt by comments made by some of the larger churches.

Joy stated that in speaking to the Archdeacon the new Bishop was not quite so enthusiastic with team ministries and there was an expectation for parishes to work closer together.

Joy further advised that she was now working across six parishes (HTB, Chalton, Idsworth, Rowlands Castle and Catherington and Clanfield). She and Revd Richard Hutchings at Catherington were discussing a plant in Horndean which would be ongoing work over the next few years. There were a number of things being discussed but the last couple of years, with Covid, had been difficult and issues would be clearer in September when the bishop’s roadmap was issued. No further questions and all happy to adopt the report.

10. Election of new PCC members

Sue Wilson confirmed that she was happy to stand as a new PCC member – proposed by June Wakeford and seconded by Jo Lougher. Helen Orsmond agreed to stand, proposed by Mark Orsmond and seconded by Jan Burton. Emma Bricknell agreed to stand, proposed by Becky Goss and seconded by Anne Taylor. All in favour.

Appointment of Independent Financial Examiner

It was proposed that Portsmouth University again be appointed for 2022-2023 as our Independent Financial Examiner – proposed by Gordon Taylor and seconded by Jo Jackson. All in favour.

12. AOB ( submitted to the Revd Joy Windsor at least one week prior to the meeting) There had been no matters submitted.

Joy Windsor wished to thank Gill and Jo’s husbands, Geoff and Steve, for all the work they had undertaken in the last year for the church and the centre.

3. Structure, Governance and Management

The method of appointment of PCC members is set out in the Church Representation Rules as published online by the Church of England General Synod (https://www.churchofengland.org/more/policy-and-thinking/churchrepresentation-rules/church-representation-rules-online). All regular church attendees are encouraged to register on the Electoral Roll and stand for election to the PCC. The Roll was last revised in 2019, prior to the Annual Parochial Church Meeting. The PCC is the body of trustees for the Parish.

4. Charitable Status

The PCC is a charity and is registered with the Charity Commission.

5. Safeguarding

Safeguarding continues to be an important part of our work at Holy Trinity Blendworth and the policy statement which was agreed by the Benefice PCCs is displayed in each of our churches and at the Church Centre.

As many of our congregation may already be aware, last year (from April 2021 to March 2022) the Diocese of Portsmouth undertook PCR2 (Past Cases Review) which was the most comprehensive safeguarding review ever carried out and which was part of a national Church of England project. The outcome of this can be reviewed on the Diocesan website.

In September 2022 the Cathedral hosted the first Diocesan Safeguarding Conference which was attended by Bishop Jonathan, and more than 100 Clergy and Parish Safeguarding Officers, hearing from several specialised speakers about keeping children, young people and vulnerable adults safe in our parish churches. One of the speakers was a survivor who gave a very moving account of her own personal experiences of abuse. It is very much hoped that this will be an annual event.

As many in our own congregation are aware, and those who serve on the PCC, a DBS check and Safeguarding training must be undertaken by those serving on the PCC and undertaking other specific roles working with children, young people or vulnerable adults and this process now needs to be renewed every three years rather than the original five years. As Parish Safeguarding Officer, working with Revd. Vickie and Revd. Joy, we have been trying to update all DBS checks and training – most of the renewal DBS checks have now been completed and we

hope to have all training (which in the main is done online) completed by the end of April 2023.

6. Review of activities

Holy Trinity was able to offer services round the year in 2022, notably including our Rogation Walk with other churches in BCI and Altogether services including the celebration of our church building and its people on Trinity Sunday, when Revd. Richard Hutchins preached.

Sadly, we have stopped Wild Church services, but we did carry out a review and are looking to start a new Toddler group on Friday lunchtimes. Revd. Joy is now taking Collective Worship at Horndean Juniors every six weeks in addition to our contribution to Year 3’s Trinity Day where she was ably assisted by Mike Williams and Sue Wilson.

Whilst we have recorded music most of the time for our services, we have been able to have an organist for special occasions (Easter and Trinity Sunday) and we were able to welcome George, a young, enthusiastic organist who with his father, Dr Chris Dromey, played at our Nine Lessons and Carols as well as thanking Richard Martin and David Morgan for their contributions too.

Plenty of fundraising events have taken place, concerts, fairs, plant sales and the village show for example, and we thank our churchwardens for their efforts on our behalf.

We celebrated the confirmations of Rebecca and Emma at the cathedral at Easter 2022 as well.

We have also hosted the annual Mother’s Union Lady Day Service and Remembering Loved Ones service, both of which were well attended.

Lastly our annual Christmas Tree Festival took place just before Christmas and we had some beautiful trees displayed and welcomed many visitors to our church. A full Christmas programme took place, including our first Crib service for many years where we welcomed a lot of new faces and some of us enjoyed dressing up!

7. Baptisms, Marriages, and Funerals

In 2022, Holy Trinity was able to offer baptisms and weddings as well as funerals and burials. During the year we have had 8 baptisms, 1 wedding and 3 funerals together with several interment of ashes.

8. Review of the Year – PCC

The PCC has met this year in simultaneous meetings with the PCCs at St Hubert’s Idsworth and St Michael and All Angels, Chalton. These meetings happen bi-monthly, with a joint standing committee meeting to review progress in between. A great deal of the business that the PCCs discuss is duplicated, particularly when discussing legalities, Health and Safety, safeguarding and to a certain extent, finances. Mission and Ministry have also been better coordinated because of a new Benefice Calendar.

One of the benefits of this arrangement is the better awareness of our obligations, particularly when discussing buildings, and we have learned a great deal from the other PCCs.

It was decided at the end of 2022 that a small fundraising committee should be formed to raise money for the refurbishment of the roof, The group will start meeting in 2023.

We would welcome more people to join the PCC and two new representatives on the Deanery Synod as our representative, Veronica Brice, has decided to step down.

Church Centre

We are pleased to report that hirings resumed following the period of Covid shutdown and that we have a couple of additional weekly hirers.

The Centre secured 2 grants during 2022, one from the parish councillor for £816.64 which enabled us to purchase the materials to fence the back garden and 2 picnic tables, and the other from EHDC for £2700 which was half of the cost of installing a door and outside ramp to access the garden from the back room. We plan to purchase a shed to store staging and a quantity of chairs in the coming months so that this room can be hired separately from the main hall.

During 2022 we had to increase our hire charge for the main hall following the fuel increases. To reduce the amount of unauthorised parking & anti-social behaviour in the car park, we installed a chain across the main driveway which is locked with a padlock. Regular hirers have the padlock code. 1 local resident and 2 local businesses have paid £100 per vehicle in order that they can use the car park on a regular basis and this money is being used towards car park repairs.

The Centre hosted several events during 2022 including a very enjoyable Jubilee Band Concert for which 100 tickets were sold. Additionally, we held some social and fundraising events to raise money for the church roof repairs. Surplus funds of £8000 were transferred to Holy Trinity Blendworth to assist with expenses overheads, in December 2022.

We are actively trying to maximise the hall usage to bring in additional revenue.

9. Fabric Report

During 2022 we undertook the small maintenance jobs at HTB. This included replacing the shed roof which was damaged during a storm, repairing the broken tap in the churchyard and temporary repairs to the roof which was leaking due to 3 broken tiles.

There have been a few problems with the church clock, but this has been caused by power cuts in Blendworth.

Our main concern is still the church roof. We continue to have small amounts of plaster fall inside the church, so the nave remains netted until repairs are undertaken. Inside repairs will not take place until the roof is replaced.

Two estimates have been obtained for the roof replacement these range from £60-£70k for the external work. We are also obtaining quotes for new electrics to provide better lighting inside.

Once these quotes are available our architect, Julian Livingstone, will prepare the Schedule of Works to submit to the DAC for approval. A bat survey needs to be undertaken at a cost of approximately £4000 prior to works commencing as we have found evidence of bats in the church.

Once the schedule of work has been prepared then we can apply for grants towards the cost of the work. In the meantime, we need to continue with our fundraising efforts.

The flat roof over the long vestry has bubbled. Tony Strugnell, who did this work, has been very difficult to contact and whilst we have asked him to survey the roof, he hasn’t done so yet. Another roofer advises that we can only claim on the roof guarantee if the roof is leaking, and there is no evidence of this at present. Our Rakers and Scrapers group continues to tidy the church yard monthly. However, the group is dwindling due to an aging congregation and people moving away.

10. Deanery Synod Report

The Deanery Synod this year has concentrated on its mission plan enabling leadership and working together and encouraging existing volunteers in their various roles to perhaps branch out and try new things.

Bishop Jonathon intends that there will be more clarity on priorities putting youth and children at the heart of the mission plan, messy church, and toddler groups etc. The Anna Chaplaincy supporting older people and promoting their spiritual welfare is gradually growing in the Deanery supporting relatives, carers and empowering more lay people to become involved. This is all part of the Deanery mission plan.

12. Treasurers Report

Treasurers Report on 2022 accounts for APCM 2023

The accounts have been prepared and presented to Portsmouth University for Independent examination.

The income from donors was £25382 and is back to pre-covid levels. As are the Church Centre lettings of £18094. Fees from funerals and weddings were down 50% on last year.

Our fundraising increased to £8230 of which £3820 was for the roof appeal. We received grants of £1000 from Horndean Parish Council towards the upkeep of the Churchyard; £1500 from the Diocese towards the cost of the electricity.

The Centre received grants of £817 from East Hants District Council to fence the garden so that it can be used for children’s activities, and £2700 towards half the cost of putting in a disabled door and ramp.

The door is in situ, but we are waiting for better weather to construct the ramp.

We have cut our expenses a lot as we are down by £20000 on 2019 accounts. A lot of this is by our caretaker working part-time and taking over some of the gardening and painting.

The staff costs shown are for the water rates on the House for Duty and Vicarage. The music amount shown is for the licences and regular tuning of the organ and pianos. The cost of £122 under staff costs was the money we paid

out for rates on the “House for Duty” property. There was a loss on our investments of £2629 this year.

We paid our Parish Share of £37830 in full this year but were unable to clear any of the arrears from 2020 and 2021.

Our Creditors at the year-end showed £50746 with another £1791 worth of Accruals.

However, I paid £17569 on 7th January, to the Diocese to clear our Parish Share and fees for 2022. It is hoped that the Diocese may waive our arrears of £32022.
