## **ANNUAL REPORT For the year 2025** 

(Period covered: 1[st] January 2025 to 31[st] December 2025) 

## **Purpose of the PCC** 

The PCC has the following functions: 

- Co-operation with the minister in promoting in the parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical 

- The consideration and discussion of matters concerning the Church of England or any other matters of religious or public interest, but not the declaration of the doctrine of the Church on any question. 

- Making known and putting into effect any provisions made by the diocesan synod or the deanery synod, but without prejudice to the powers of the council on any particular matter. 

- Giving advice to the diocesan synod and the deanery synod on any matter referred to the council. 

- Raising such matters as the council consider appropriate with the diocesan synod or deanery synod. 

Given what it is and its responsibilities, the function of the PCC can be summarised as follows: **It exists to enable the church to play its part in God’s mission to his world.** 

## **Mission Statement** 

St Mary’s mission statement is shared with St Andrew’s Barnston. It is: **‘To know Jesus better and make Him better known.’** 

## **Membership of the PCC** 

Members of the PCC are either ex-officio or elected by the Annual Parochial Church Meeting (APCM) in accordance with the Church Representation Rules.  The number of lay representatives elected was seventeen (see below)

## **Committees of the PCC** 

The PCC operates through a number of committees which meet between full meetings of the PCC: 

- Standing Committee The only committee required by law.  It has the power to transact the business of the PCC between meetings subject to any directions given by PCC. 

- Finance Committee Supports the Treasurer with the Church finances, budgeting and purchases and co-ordinates stewardship and other appeals. 

Fabric Committee Deals with repairs and maintenance of the Church, car park and Church halls (SMR & SMC). 

Churchyard Committee & Riverbank 

In abeyance 

- Publicity Committee Oversees monthly production of Outlook, the structure and maintenance of the website and maintaining social media presence. 

- Buildings Committee To review options and to develop plans to ensure that our buildings provide us with the resources we need to realise our plans for the mission of the church. 

- PCC Representatives PCC and ordinary church members were appointed to the following positions: 

Parish Safeguarding Officer and DBS: Becki Cobb Electoral Roll Officer: Debbie Ryley 

Trustees to St Mary’s Church Nursery: Wendy Bowler, Phil Cobb and Tony Beecroft (Revd Tom Warmington ex-officio) 

St Mary’s School Governor: Claire Berry (appointed during 2025) 

## **Church Membership** 

There were 195 names on the Church Electoral Roll at the APCM in 2025.  The corresponding figure for the previous year was 170 names on the Electoral Roll.

## **Ministry Leadership Team** 

The Ministry Leadership Team (MLT) exists to support the minister and the PCC in organising and leading ministry at a local level. The role of the MLT is to co-ordinate, oversee and develop ministry, outreach and discipleship and, in conjunction with the staff team and under the authority of the PCC, to manage the dayto-day functioning of the church’s ministry.

## **Objectives and performance over the year** 

The PCC met nine times, including a meeting immediately following the APCM and an Away Afternoon in October to discuss PCC’s future relationship with St Mary’s Nursery. 

- PCC welcomed new appointments from the APCM and continued to invite discussion and deliberation on various matters as the year progressed. 

- At the January meeting it was announced that Mike Best was standing down as Chair of Fabric. Michael received the final plans from the architect for the work required in the SW Corner of The Church. It was agreed to appoint Thomas Ford and Partners as architects to work on the Church Re-development Project. To gain more space for meetings and children’s work the concept of a Garden Room next to SMC was put into action. The existing sheds will be demolished and their contents stored in new sheds which will be erected in the car park area. 

- At the February meeting PCC noted that there are to be two WhatsApp groups for Church. One will be an announcement group and the second will be a chat group and members of this group will be asked to read the guidelines for this. The plans for the Garden Room are forging on and Nigel reported that the relevant planning application has been submitted to The Local Planning Authority. An appeal for donations to The Garden Room project will be launched during Lent. On the Notices for Easter it was announced that the Garden Room Appeal has reached an astounding £41,000. 

- At the March meeting Grace was congratulated on becoming an Authorised Local Preacher. PCC adopted the Audited Accounts. Malcolm will present the Accounts at the APCM .Tom announced that Zoe is expecting a baby in September and will be on maternity leave from late summer. Therefore, we need to advertise for a temporary person to cover Zoe’s role during her absence. The improvements to the sound system are nearly complete. PCC gave the go ahead for the purchase of two sheds and funds for the cost of preparing the bases for these.

- At the May meeting PCC voted to accept Fabric Committee’s recommendation of the tender from Lodge & Sons to carry out the repairs to the SW Corner at a cost of £76,330 + VAT. 

- At the June PCC meeting, Becki joined us in her capacity as Safeguarding Officer. The main focus of her talk to us was the issue of Domestic Abuse and how experience indicates that this is the most likely form of abuse that PCC members will come across. Tom reminded members that they are the face of The Church and are responsible for safeguarding. 

   - The Children & Families plan for 2025-2026 was rolled out. A suitable replacement for Zoe has not been found and therefore the plan is to divide Zoe’s role and youth work over three paid, part time roles with support from additional volunteers for the next academic year. PCC unanimously voted to support the plan. 

There have been a few changes to the specifications of the Garden Room due to the constraints of the planning permission. As a result the final cost is likely to be around £55,000. 

The Buildings Group sought permission to engage surveyors at a cost of £10,000 to £15,000 to carry out a measured survey ahead of the bid to the National Lottery. Approval was given. The annual renewal of policies took place. 

- The July meeting was held in Tom’s newly remodelled garden and seating area. It was a beautiful sunny evening and a joy to complete the PCC’s duties in such lovely surroundings. The easier access into the garden will benefit those who are less mobile when they attend events that Tom kindly lets The Church use his garden for. 

- PCC doesn’t meet in August but there was welcome news on the Children & Families Plan which definitely warrants recording on this report; Becki is to lead weekly Kids Church and Church Mice, Em is to lead two monthly groups; After School Kids Club and Big Build Lego Club. Alex is to lead a weekly Youth Drop in group and will continue the monthly Youth Session in the Sunday service. 

- Wonderful news was announced at the September meeting; our bid to The National Lottery Heritage Fund has been successful! We have been awarded a grant of £250,000 which will cover 45% to 50% of the overall cost of the repairs to The SW Corner and the intended ReDevelopment work to The Church. 

   - The scaffolding is up in readiness for commencement of the repair work to the SW Corner. The Garden Room is complete and will be shortly signed off with the building company. PCC voted unanimously to appoint John Bailey of Thomas Ford & Partners as our Inspecting Architect. 

PCC is immensely and eternally grateful for Michael’s time and dedication to the Building Project. Pam Warren stepped down as Pastoral Assistant as she is moving out of the area. 

- At the November meeting PCC agreed to appoint Claire Berry as PCC Governor at Dunmow St Mary’s Primary School. 

   - On the finance front PCC agreed to increase the additional amount we pay per month on top of our Parish Share to help fund the shortfall in payments by churches who are struggling to pay their share. The £1,500 currently paid will increase to £2,000 in 2026. 

PCC has complied with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults).  In addition PCC ensured compliance with the ‘Safer Recruitment’ process. 

The PCC supported continued spiritual education through Home Groups, Lent and Advent Groups, Prayer, and groups / activities for children. 

The PCC maintained its close association with the town including working on events with the Town Team and Dunmow Town Council. We maintained links with other organisations such as the Flitch Trials Committee, Carnival Committee, Scout and Brownie groups, Air Cadets and others. We continue to seek 4 



links and partnership with our sisters and brothers in other churches. PCC members also actively participate in Deanery and Diocesan Synod. 

The PCC has maintained its support for a number of external charitable organisations, both through donations at Christmas Services and from general funds.

truste¢s consider that an audit is noi reqUI￿d for ihis year under seciion H4 (2) of the
Charities Act 2011 (the 2011 Ad) and thai an inde￿ndeTrt exomination is needed.

My examination was carried out in accordance with the Genernl Directions given by the
Charity commi.ssioners. An examination includes a review of the accounting records kept by
the ¢hArity and a comparison of the accounts presented with ihose records. It also includ¢s
consideration of Any unusual items or disclosures in the accounts and seeking explaiiations
from you as iruslees concerning any such matters. The Pr￿edureS undertaken do nol prolide
all the evid¢n¢e that would be required in a full audit 8nd ¢ons¢quently I do not express an
audit opinion on the accounts.
