## ANLABY PARK METHODIST CHURCH

## TRUSTEES' ANNUAL REPORT

## FOR THE YEAR ENDED 31 AUGUST 2020

## Introduction

Anlaby Park Methodist Church is a vibrant and diverse church family seeking to serve God and our community from our setting on Anlaby Common.

## Alms and organisation

Our Church Mission statement is:

"To grow and nurture wholehearted followers of Jesus Christ through sharing God’s love in words and actions.”

## Review of the year

Throughout the first six months of the year, Anlaby Park Methodist Church has continued to perform the activities as set out below in the aims and organisation section of this report. However, with the Covid-19 lockdown situation in March 2020, all church services and the general use of the church premises were suspended and remained so, prior to March the following were highlights:

- Members of our Church regularly support Selby Street Mission (a class of Anlaby Park Methodist Church) in its work which reaches out to the most vulnerable people in our Jocal society. We hold missional activities every day and work in partnership with other Christians. - We continued to hold Alpha courses from time to time - these are designed to instruct people in the meaning of Christianity and encourage them to explore and develop their own faith. This involved us running courses not only at Anlaby Park Methodist Church but also at Selby Street Methodist Church and HMP Humber. This activity ceased in March 2020.

- We continued to develop our pastoral work through increasing our community involvement. This was part of a major project called "Ignition" which aims to dramatically extend our community involvement over the longer term. There were a number of new activities that had been built into our weekly and monthly programme which reflected the aims of the "Ignition" project and involved us welcoming people from the local community onto our premises. This obviously ceased in March 2020.

- Ignition Coffee, the coffee shop located at the front of the main church building continued to be popular with local residents and groups. It was opened in 2014 as the first phase of the ‘Ignition’ project and was run by a mixture of paid employees and a team of volunteers. Local groups such as ‘chatty crafts’, scrabble sessions, coffee and chat, motor bike clubs and cycle clubs regularly used the premises, together with local residents who enjoyed coffee and food in a pleasant and relaxing atmosphere. Lockdown in March obviously necessitated the closure of the Coffee Shop and the decision was then taken to permanently close the Coffee Shop with effect from 31 August 2020. Unfortunately, this entailed making the two paid staff redundant.

- Our Family Outreach Worker continued to carry out sterling work throughout the year, even though this was significantly reduced during the lockdown period.

ANLABY PARK METHODIST CHURCH TRUSTEES’ ANNUAL REPORT

## FOR THE YEAR ENDED 31 AUGUST 2020

## Income trends

Church income is primarily drawn from the Sunday collections offered by the congregation together with additional donations from the wider community. Tax is reclaimed on offerings and donations, as appropriate, using the Gift Aid Scheme. Trading income is also generated by our Ignition Coffee shop and Pre-School which are used by the congregation and the loca! community.

Income during 2020 has been significantly affected by the Coronavirus pandemic which resulted in total closure of the church and Ignition Coffee from mid-March 2020 to the end of the financial year. The exception being the Pre-school which remained open for the children of key workers.

- Income from collections and tax recovered via gift aid decreased by 10% over 2020 mainly due to the loss of cash offerings due to the church building being closed for services during the pandemic. The large number of Church members using standing orders protected the Church froma larger decline in income.

- The closure of Ignition coffee from mid-March 2020 resulted in no income being generated with total income down 54% compared to 2020. This was partly offset by the grants received from HMRC as part of the Coronavirus Job retention scheme.

- Income for the Pre-School increased by 6.4% in 2020 compared to 2019. The lettings income relates to the hire of the church hall and ancillary buildings to various groups in the local community. Rental income decreased by 40% in 2020 compared to 2019 due to the pandemic forcing the closure the church from mid-March 2020.

We continue to receive a number of donations from individuals and organisations towards the work of Selby Street Mission, which in 2020 totalled £683. Donations of £365 were also received towards the work of Anlaby Park Methodist Church. Donations of £102 were given to the benevolent fund and £2,075 donated to Ignition Community.

Grants totalling £28,277 were received from HMRC in relation to the Coronavirus Job retention scheme for furloughed employees. Grants of £1,410 were received from the Hull (Centre & West} Methodist Circuit towards the costs of employing our Family Outreach Worker.

## Expenditure trends

Due to the Coronavirus pandemic in the latter part of the year, efforts were made to minimise costs where possible. However, significant fixed cost remained. Major items of expenditure during the year were in relation to the following items:

- The assessment paid to the Hull (Centre & West) Methodist Circuit which increased by 1.4% from 2019. A significant amount of the Circuit assessment is used to pay the District assessment, stipends and related costs to ministers.

- General repairs and maintenance of church property decreased in 2020 from £22,596 to £13,126 in 2020. The most significant costs in 2020 included redecoration of the coffee shop and the purchase of a new oven. The sound mixer used for church services was also upgraded. Whilst repairs and maintenance costs where minimised due to the pandemic, there is now a backlog of repairs required particularly to the buildings at the rear of the church.

3

## ANLABY PARK METHODIST CHURCH

## TRUSTEES’ ANNUAL REPORT

## FOR THE YEAR ENDED 31 AUGUST 2020

## - Stock and consumables for Ignition Coffee Shop, which decreased by 45% from 2019 due to the pandemic closing the shop completely from mid-March.

- Salary costs are for the church cleaner, Family Outreach worker, Ignition Coffee Shop employees and Pre-School employees. Staff salaries are increased in line with the Living Wage. All Church and Coffee Shop employees were placed on furlough from mid-March 2020 due to the Coronavirus pandemic. Only two preschool staff were placed on furlough with the remaining staff continuing to work full-time. The Job Retention scheme grant mentioned in /ncome Trends above significant offset the cost. Church salary costs decreased by 13% due to the vacancy created by the resignation of the previous Family Outreach worker before our new Family Outreach worked was employed in January 2020. Ignition Coffee Shop salary costs rose by 13.5% compared to 2019 due to redundancy costs following the decision to permanently close the shop. Preschool salary costs rose by 15%.

## Fund balances

As of 31 August 2020, the total assets of the Church were £2,100,177, made up of £2,000,353 in the General Fund, £36,557 in the Ignition Fund, £17,604 In the TMCP G Arridge Fund, £2,200 in the Benevolent Fund and £43,463 held by the Church's Internal Organisations. There was a net deficit for the year ended 31 August 2020 before depreciation of £2,560 (2019: net income of £27,266) attributed to the effects of the Coronavirus pandemic particularly with respect to the additional costs incurred in closing the coffee shop.

## Plans for 2020/2021

It is hoped that the national restrictions due to the Coronavirus pandemic will start to be lifted during 2020/2021 and that the church building can be reopened for services and use by the wider community. However, the Church is also keen to use this opportunity to Jook at fresh ways it can serve its membership and the local community in accordance with its Mission Statement to grow and nurture wholehearted followers of Jesus Christ through sharing God’s love in words and actions.

Plans are being developed to change the structure of the leadership team and Church Council to reduce the workload of people in positions and also encourage new people to take on roles within the Church, particularly from a younger age group since the current demographic of the Church is significantly weighted to those of retirement age.

It is hoped that the successful use of online and social media platforms such as Zoom & Facebook during the pandemic lockdown will continue and be expanded where possible, such as church services being streamed live online.

## Safeguarding

Every person has a value and dignity which comes directly from the creation of male and female in God’s own image and likeness. Christians see this potential as fulfilled by God’s re-creation of us in Christ. Among other things this implies a duty to value all people as bearing the image of God and therefore to protect them from harm.

Methodist Connexional practice outlines commitment to the following principles:

- the care and nurture of, and respectful pastoral ministry with, all children, young people and adults

- the safeguarding and protection of all children, young people and adults when they are vulnerable

- the establishing of safe, caring communities which provide a loving environment where there is informed vigilance as to the dangers of abuse.

- We will carefully select and train all those with any responsibility within the Church, in line with Safer Recruitment principles, including the use of criminal records disclosures and registration with the relevant vetting and barring schemes.

- - We will respond without delay to every complaint made which suggests that an adult, child or young person may have been harmed, cooperating with the police and local authority in any investigation.

6

## ANLABY PARK METHODIST CHURCH

TRUSTEES’ ANNUAL REPORT

## FOR THE YEAR ENDED 31 AUGUST 2020

## Safeguarding (continued)

- We will seek to work with anyone who has suffered abuse, developing with them an appropriate ministry of informed pastoral care.

- We will seek to challenge any abuse of power, especially by anyone in a position of trust.

- - We will seek to offer pastoral care and support, including supervision and referral! to the proper authorities, to any member of our church community known to have offended against a child, young person or vulnerable adult.

in all these principles we will follow legislation, guidance and recognised good practice.

Anlaby Park Methodist Church commits itself to ensuring the implementation of Connexiona! Safeguarding Policy; government legislation, guidance and safe practice in the circuit and in the churches.

Anlaby Park Methodist Church commits itself to the provision of support, advice and training for lay and ordained people that will ensure people are clear and confident about their roles and responsibilities in safeguarding and promoting the welfare of children and adults who may be vulnerable.

## Reserves Policy

The Reserves Policy for the Church is to hold a minimum sum equivalent to 6 months’ average expenditure. This should be sufficient to meet any unforeseen item of major expenditure on the church building and / or to be able to continue, in the short term, funding planned activities in the event of any inability to raise the full expenses including the assessment payable to the Circuit. On 31 August 2020 the general fund balance, excluding fixed assets, amounted to £114,845. Based on the 2020/2021 budget the trustees believe that this is sufficient to meet its reserves policy.

## Investment policy

To comply with Methodist Standing Orders, monies for long term investment are lodged with the Trustees for Methodist Church Purposes {TMCP). TMCP acts as custodian trustee for all bequests and are held on deposit. The capital returns are close to tracking the movements in the FTSE100 index and income mirrors the deposit rates available elsewhere. Both the Central Finance Board (CFB) and TMCP take into consideration social, environmental and ethical considerations, both negatively and positively, in establishing investment policy.

Short term deposits are lodged directly with CFB and attract good rates of interest.

There are no benchmarks for the expected returns or appreciation on investments at TMCP and CFB. It is the Church's policy to manage cash and investment resources so that the rate of return on investment is obtained at least as good as market rate considering the Church's low appetite for risk.

Incoming grants are recognised at the fair value of the asset received or receivable when there is reasonable assurance that the grant conditions will be met, and the grants will be received. Grants are recognised as income when the associated performance conditions have been met.

Since the Church is not VAT registered, all input VAT is charged with the expenses to which it refers. The Ignition Coffee Shop was registered for VAT under the Flat Rate Scheme for part of the financial year, but de-registered due to income falling below the threshold.

xi. Tangible fixed assets

These are capitalised if they can be used for more than one year, and individually cost at least £1,000. Tangible fixed assets are initially measured at cost and subsequently measured at cost, net of depreciation and any impairment losses. Depreciation is provided on all tangible fixed assets, other than land, at rates calculated to write off the cost of each asset to its estimated residual value on a straightline basis over its expected useful life, as follows:

## Buildings

## Over 50 years

Fixtures, fittings and equipment between 4 and 20 years

All costs of repairs and maintenance are charges to the SOFA as incurred.

xli. Investments

The investments are in monetary assets and are held by the Trustees for Methodist Church Purposes (TMCP) as custodian trustees. The valuations, at market value, are those provided by TMCP. The unrealised gains arising on investments at the end of the year are shown in the SOFA and in Note 13 below.

xili. Stock

Stock is included at the lower of cost and net realisable value.

xiv. Debtors and Creditors; Bank and cash

Debtors are stated at the amounts owed to the Church or prepaid. Creditors are initially recognised at settlement amount after any trade discounts, where normal credit terms apply, or amount advanced to the Church. Subsequently creditors that are current liabilities are measured at the cash or other consideration expected to be paid. The liquid funds of bank balances and deposit account balances are shown at the realisable values.

## 1. Basis of accounting and accounting policies (continued)

## xv. Loans

Where concessionary loans (i.e. free of interest) are made to (or received by) the Church to further its charitable purposes, and are repayable after more than one year, they are initially recognised at the amount paid {or received), with the carrying value adjusted in subsequent years to reflect repayments and any accrued interest, adjusted for any impairment, if necessary.

Where there is objective evidence of impairment, an immediate impairment joss is recognised in the Statement of Financial Activities. Subsequent reversals of an impairment loss that objectively relate to an event occurring after the impairment loss was recognised, are recognised immediately in the Statement of Financial Activities.

xvi. Funds

The funds held constitute: General Funds held for any purpose of the Church which are Unrestricted. Restricted funds which are held for a narrower purpose including those for internal organisations. Details of each material fund are disclosed in note 18. Any funds may be represented by more than just cash.
