The PCC 15 a body elected by those eli8ible to vote at the Annual Parochial Church Meetin8. The PCC (Power51
Measure 1956 states thai the PCC is to ¢O-operaie with ihe minister in pr01T￿ling in the parish the whole mission of
the church, pastoral. evan8elistic, social and ecumenic31. The PCC ha5 taken regard ol the Charity Commi55ion'5
8uidance related to public benefit and they believe the PCCS activit￿S are in accordance wtth those guidelines.
The PCC Is also responslble lor the operation (room lettin8s ènd Café) ol the Saint Andrew's Centre. The Cèlé, within
the Centre, 15 mana8ed as an independent legal entity with its own boafd ol directors wholly owned and overseen
by the PCC.

The Parochlal Church Council Is a urporate bool establlshed by Ihe thurch of England. The PCC operates under the
Parochial Church Council Powers Measure. The meihoé of appoM)ts))ent of PCC members is set out in the Church
Repre5entstion Rule5 2022. Those who re8ularty attend ourthurch 5ervKes or are resident In the parish are eliglble
to register on the Electoral Roll and stand for election to the PCC which rnmprises elected lay members plu5 Dther
co-opted and eX-Off￿h0 members. PCC members a￿ appointed for a 3-year term. which Can be renewed for a
further term. On appointment PCC rnernbe￿ are provided with 8uideline5 on bein8 è Trustse and Informafjon about
the purpose and responsibility of the PCC This is darified in the first PCC meetingol each year.
As required by law, the PCC has a Standing Commrttee which has powerto transatt the buslness ol the PCC

responsibilities as a charity and work together In line with our core purpose tsl livin8 and proclaiming the 80gpel ol
Jesw Christ to those in our ¥lllage and beyond. This threefold ￿510￿. which emerged Irtsm our APCM In 2024 and
developed further by the PCC in the lollowin8 month5, 15 to be.. lil rooted in the Bible. Illl opon to the work ol the
Holy Splrit and liiil deeply prayerful. These three key ¥alue5 were specilkally articulated through the sense of a tall
to be a cornmuThliy of encouragemenL utterty dependent on the Lord. worklng together loften in palrsl. oper to
disruption In order to welcome Thewcorners. and selzingthe moment accordlng to the Hoty Splrlvs promptsng,
Health and Safety as well as SafegL4aidinB have continued to be areas lor development by the PCC ln 2024. A
review of both olthe5e take5 place at every meetln8 ¢Jf the PCC with %wltten ￿POrtS and details 91 work cUr￿ntlY
being undertaken. The PCC continuesto be encouraBed by the nurnber of
on8rcgation fflember5 who hève Corn￿eted trainin8 in this area. The PCC make5 Use of the centrally funded
Safeguarding Oashbcards and Inew in 20241 the Safe8uardin8 Hub. Between these two online 5yStem9 we are able
to monl¢or our S3feguardinB performance and the indiwduals servin8 in the church by rnonitorlng trainin& role
descriptlons and continuingsupport.
The PCC has consldered ihe prO￿$10n of our Sundayworshlp as a key priority in 2024 Including thlnklw about our
M05alc servlce, what It ml8ht look like toworship together auoss the ages after the pause brought about by the
pandemic and how we can ènsure that Èvery Sunday is a good dayto be a vtsitor to Sl Andrews or there for the
first time. A pattem of worship was developed for implementation in 2025 to include 311 ège and intergeneratlorbal

worship, alternatlng between 3 Serviceof the Word and Hoty Communion. and maklng use on OLxasion DI the
Salnt Andre￿5 Centre.
In 2D24 we said goodbye to oneof our curatss, welcomed a new curate in training and appointed a newyouth
Minister. The Diocese of Ety rem3Sn5 in vacancy followng an appointrnent EKoce5S that was unable to agree on a
SUit3ble candidate. The proce55 will run again in 2025.
Plan5 lor the Future
When plannin8 activlties foi the year, the Vl(4r and the PCC have consldered the ChaNty Commisslon's guidance
on public benefit and, in particular, the spealic8uidance on charitie5 for the advancement ef religltrn. In 2025 thè
PCC wlll locus on Implementin8 the new pattern of worshlp on Sundays and continuin8 to develop our life
to8ether in line with our vsion.
Flnanclal Revlew
In 2024, the church wa5 I{￿kIng at a pred￿t￿ dethcit ol about £70￿C(l. A Campa1￿ of tncouraprnènt to tttnslder
prayerfully the arnount 8i¥en by individuals to the church. his resulted In an upwards trend of donations through the yeir,
nd partlcularlygl￿n8 vla the Parlsh GI￿ryI *herne has IK￿1$ed. At the same tyme, of COUfSe, c95t5 have Increased for
the ¢hurch. but ihanks to rosoarch and negotiations, now ut;.Iity ¢ontra¢ts wlth lowor rates have hclped reduce
expenditure a5 well a5 many budieted Experw beingdelayedL¥ reduced. As a result the xtuol deflcit for 2024 wa$ half
ol the expected fi8ure.
6ud8etary Polldes
In 2017, the PCC established a new set ol bud8eiary polcles to enable the church to focu5 on mlsslonal
devekipment and ensure good malntenance of the church bulldln8S.
Pollcy l.. The Gènèral Fund should, ar least, break *veThèveryyear. li.è. evéryéay funnlng costs shoulLI be covered by
normal Income.] In 2024 expendlture was~ £35,LMY) 8rea¢er than Income. but E27,(M￿ of that W35 depreciation. The

In 2024. the cash avai13ble in the general fund wa5 still over 20% of expenditure, so we will conslder a proportlon to
be transferred to the capitsl malntenance budgeilfund.
PollLV 3- Establish a tapital maintenance bud8eVfvnd. The Pccexpetts to spend substantial amounts of money on
necessary capital maintenance of the church buildlngs and StAC in 2025. and will be uslng the capltal maintefftance
fund to finance most of thLs.
Policy4.. Establish a m￿s￿lnal developnent fund. No additlons have been madè to thls fund In 2024.
Grant.Ma￿ns Pollcy
Each Year the Council donates unfestritted income to a vafiety ol tharities whose wor* coinddes wlth the charltable
aims of the PCC.
Investment Pollcy
The PCC éoes not intend to rnake long-temi in¥e5trnents out of incorning funds. Surplus funds are kept in deposlt
ac¢ount5. The ownership of Narrow lane was ori￿nalY seen as an opeTrtin8 resource to be u5od principally lor the
housing ol staff workers rather than foi the generation of rental income. Howevei, when no siaff are uslng the
accommodation. a rent sufficient to offset the maintenance and mortga8e costs 15 charged.

Kèy Mana8ement Personnel Remuneratlon
All Current members of the PCC are trustees and glve of thelr timefreety and ng trustee rernuneration wa5 paid in
the year, The tler8y ale also trusiees and ihose who are stlpertdiary are funded centrally by the Church of England
and not directly by the charity. Details of trustee expen5esand related party transadions dre dlsdosed in note 10 to
