St Keverne Parochial Church Council (the PCC) hereby presents its annual report for the year ended 31st December 2020. 

## **REFERENCE and ADMINISTRATIVE INFORMATION** 

The PCC is the Parochial Church Council, for the Ecclesiastical Parish of, St Keverne, Cornwall in the Church of England Diocese of Truro (in the Archdeaconry of Cornwall and Deanery of Kerrier). 

The PCC is a corporate body established by the Church of England. The PCC operates under the Parochial Church Council Powers Measure (1956) as amended and the Church Representation Rules. The PCC is a charity, but generally excepted by order from registering with the Charity Commission. However, from 15[th] April 2009 it registered directly with the Charity Commission (registration number 1129138). 

In June 2016, the parish of St Keverne was joined in a United Benefice with the parishes of St Ruan w St Grade and Landewednack as The United Benefice of St Keverne, St Ruan w St Grade and Landewednack (the Benefice), for the purposes of licensing ministry. However, the PCC acts separately as registered charity 

## **The Parish & Churches** 

The Church of England Parish of St Keverne covers an area on the eastern Lizard Peninsular in Cornwall including the villages of St Keverne, Coverack and surrounding areas including the hamlets of Porthallow, Porthoustock and Ponsongath. 

The Parish Church of St Keverne (Graded 1 Listed) is located in the Square, St Keverne. In addition, there is a second church, St Peter’s, situated in Mill Road in the village of Coverack. 

In addition to the two churches, the PCC owns two church Halls (in St Keverne and Coverack) and a three-bedroom house in Coverack. 

## **Services** 

Prior to the Coronavirus 19 Pandemic the Main Sunday services were at St Peter’s (9.30am) and St Keverne (11.00am) comprise a mixture of Communion, Family Services and Morning Prayer. There is an additional service at St Peter’s twice monthly of Book of Common Prayer Communion at 8.00am and once a month a Praise service in the evening at Porthallow Village Hall. There is a weekday service on Wednesdays at St Keverne (Communion or Morning Prayer) and a number of prayer meetings at both churches.

During 2020 owing to the Pandemic all the Churches were closed for certain periods. 

March to June:  during this time Revd Peter Sharpe prepared a You Tube Service for each Sunday which was watched by members of the congregation from the entire Benefice and beyond.  Rev Peter Sharpe retired 30[th] June 2020. 

From July 2020 to October:  Churches were able to have services on a limited basis following the strict guidelines of the Church of England.   Sunday morning services of Morning Prayer and Holy Communion were held at St Peters Church at 9.30am and St Keverne Church at 11.00am led by Retired Clergy Revered John Ough and Reverend Deirdre Mackrill and our Readers. 

Apart from Services St Keverne Church was open for Sundays and Wednesdays and St Peter’s Church open for Sundays and Thursdays for private prayer. 

From October 2020 to 2[nd] December 2020 at the end of a second lockdown England returned to a stricter three-tier system of restriction, it was possible to open the Churches under the guidelines for services and private prayer as outlined above.    During this period the Churchwardens were able to send out a weekly Church newsletter with a reflection from Clergy and Readers with readings from the lectionary.  From 2[nd] December until Christmas Day the lockdown rules changed to a tier system and it was possible to have Church Services including a Sunday morning Carol Service and to celebrate Christmas Day in our churches. 

However, from 26[th] December England entered into a further third lockdown and our Churches were closed for a further and more prolonged period.     During this time, it was decided that as well as the weekly newsletter and reflection, Zoom services on a Sunday morning would be held and this became a huge success. 

## **The Parish Clergy** 

Revd Peter Sharpe, Rector, retired on 30 June 2020 and from that time the parish was without a licensed clergy person. 

Mr Sam Buchannan and Dr Becca Greenough are licensed as Readers.  Our Readers work with Retired Clergy who have the Bishop’s permission to officiate in the Diocese as well as a number of Lay Worship Leaders and Lay Pastoral Ministers.  During this time of Transition, we are hugely assisted by Reverend John Ough, Reverend Deirdre Mackrill and Reverend Bob Dunnett.   We have also had support from the Rural Dean, Revd David Miller in providing necessary advice and ministry within the parish.

## **Parochial Church Council** 

Given the restrictions in place the APCM and revision of the electoral roll were delayed until October 2020. 

The Trustees (Members) of the PCC comprise: 

- a) Ex officio 

- the Clergy licensed to the Parish, 

- the Readers licensed to the Parish (at the invitation of the PCC) 

- the two Parish Churchwardens, elected annually by the Annual Meeting of Parishioners (subject to a maximum consecutive term of six years) 

- such lay members of the Deanery Synod who are on the Electoral Roll of the Parish (Deanery Synod Representatives), elected triennially by the Annual Parochial Church Meeting (APCM) – currently a maximum of 4 

- b) By direct election –up to 9 communicant lay members of the Electoral Roll, elected by the APCM for a period of three years (and thereafter eligible for re-election)

Our thanks go to both Margaret and Sandie for their service. Mrs Sandra Argall will continue as Stewardship Officer for the time being. 

The method of appointment of PCC members and the conduct of meetings of the PCC is set out in the Church Representation rules.  All Church attendees are encouraged to register on the Electoral Roll and can stand for election to the PCC. 

The PCC is required to meet at least four times in the year, but normally meets about bi-monthly. However, during the pandemic, it has been extremely difficult to have meetings.  In 2020 there were four PCC meetings. 

In October 2020 Dr Jeremy McCabe intimated his intention resign as Treasurer. He continues to act as bookkeeper but has relinquished his post as Honorary Treasurer. 

Deanery Synod Representatives are elected for a three-year term. They were last elected in 2017. We are eligible to elect four representatives and currently have two vacancies. 

## **Objectives and Activities** 

St Keverne PCC has the responsibility of promoting in the ecclesiastical parish the whole mission of the Church, pastoral, evangelistic, social and ecumenical. It also has maintenance responsibilities for the Parish Church and Church Hall in St Keverne, and St Peter’s Church and Church Hall, Coverack and Church House, Coverack. 

The PCC is register with the Charity Commission as a Religious Charity with the following activities: regular public worship open to all, the provision of sacred space for personal prayer and contemplation; pastoral work, visiting the sick and the bereaved; teaching and promotion of Christianity; taking of religious assemblies in schools; the provision of a youth club with a Christian ethos;

promotion of the whole mission of the church and supporting other charities in the UK and overseas. 

## **The Church** 

## **Membership** 

At 31st December 2020, there were 91 parishioners on the Electoral Roll. Following the year end the Electoral Roll will be revised prior to the APCM. 

The church meets as two principal congregations, at St Keverne and St Peter’s. The worshipping congregations are probably around 70 people in total. 

## **Policies & Compliance** 

## **Safeguarding** 

The PCC has adopted a safeguarding policy in line with that recommended by the Diocese and appointed Mrs Karen Richard as Safeguarding Coordinator.   The safeguarding policy can now be found on our Benefice Website, 

www.spireandlight.com.   The PCC as a whole takes safeguarding seriously, and it is a standard agenda item for all our meetings. 

## **Health & Safety** 

The PCC is committed to complying with all relevant health & safety requirements. It is acknowledged that ancient buildings cannot be risk free, but we attempt to minimise risks. We record and respond to all adverse incidents. Mr S Buchanan is appointed as Health & Safety Officer. 

## **Disability and Accessibility** 

The PCC seeks to make the church buildings, our services and activities as accessible to all as possible. We do not have formal wheelchair access to St Keverne, but informal access can usually be arranged, and we continue to investigate how this might be improved. Large Print service sheet are available, and gluten free wafers or bread are available at communion. We are grateful for any advice of particular needs and will always seek to accommodate if possible. 

## **Data (GDPR)** 

The PCC is committed to complying with the requirements of the General Data Processing Regulations. 

## **Ministries and Activities** 

St Keverne continues to be a busy parish, with ministries to old and young. Some of these are run directly by the churches and some in partnership with local groups

## **Life Events: Baptisms, Marriages & Funerals** 

Although church is less central in its communities than in the past, we are still used as a significant resource for celebrating births, marriages and for marking the death of loved ones. Much of this is for local residents, but we also welcome those from further afield who value the church buildings and fellowship. 

There was 1 baptism and 1 marriage service, 5 funerals and burials, 3 burial of ashes at St Keverne and 2 burial of ashes at Coverack.   There were also 2 services at Treswithian Crematorium. 

A number of marriages have been postponed due to the pandemic. 

## **Activities** 

From the beginning of the Pandemic, the retirement of Revd Peter Sharpe, the commencement of Transition plus the departure of Michael Britton it has not been possible to fully restore these activities.   The employment of a full time Youth Minister having ceased in August 2020 and with the pandemic it has not been possible to reinstate activities for children and young people.    The Annual Report for 2019 also included details of a number of other activities, but pandemic restrictions have put many activities on hold.   Zoom coffee mornings during the autumn were held and were joined by a number of people which helped in maintaining a link with people who were having to stay at home and/or self isolate. 

## **Keeping  Going** 

Alongside the ministries and activities, we are grateful to the small army of volunteers to work to maintain the church buildings and halls. The railings at the east end of St Keverne church have been restored.   The guttering and iron work surrounding St Keverne Church has been restored, replaced and repainted, the walls have been repointed, also a special lining has been installed under the guttering to prevent the ingress of water into the Church walls.   Much of this is only possible because of the generous legacies we have received. 

## **Contact & Communication** 

A website for The Benefice of Spire and Light which includes St Keverne and St Peters has been created (www.spireandlight.com )   - the website contains up to date details of services held in all the Benefice Churches each week, and other important information and events, together with contact details.  Thank you to Dr Rebecca Greenough for her hard work in creating the website    We also maintain pages on the national site ‘A Church Near You’ (www.achurchnearyou.com). Every week an email is sent out attaching a Sheet , containing details of services and events and also a weekly reflection from one of our Retired Clergy or Readings.   We also have a Facebook page,

## **Accounts** 

The accounts for the year ended December 2020 are attached to this report. Our thanks are due to Jeremy McCabe for his work during the year, and to Sandie Argall for her assistance, especially in regard to the administration of the Gift Aid tax reimbursement. Thanks, are also due to Mrs Linda Dunford of Messrs. Kitchen & Brown for the production of the accounts. 

The accounts show a significant reduction in income.   The lack of Church services . We have received a number of generous legacies, which cover anticipated expenditure on building repairs and maintenance. However, the everyday costs of being church, including especially the payments to the Diocese which cover the provision of licensed ministry, are now significantly underfunded. The transition of the parish, following the retirement of the existing incumbent will need to find a more sustainable balance of income and expenditure. This will be helped, in part, by the end of payments for the Youth Minister, but further reductions in expenditure or increases in income will be required. 

## **The Benefice and the Future** 

The Church has continued to build relationships between the four principal congregations in the three parishes comprising the Benefice this continues to be the case during the transition. 

Much of the normal pattern of worship and ministry has been disrupted by the restrictions imposed on us the Coronavirus Pandemic.   However, a lot has been achieved throughout the year and this would not have been possible without the huge amount of help and assistance from Reverend John Ough and Reverend Deirdre Mackrill. 

From the beginning of 2021, the Church has been meeting via Zoom on a Sunday morning with Rev John Ough and Rev Deirdre Mackrill leading the services.   Our numbers on Zoom topped 80 which was really encouraging for us all.   Since the end of lockdown, we have gradually started to have services in Church on a Sunday morning, beginning with just one service at each of the end of the Benefice at St Keverne Church and St Wynwallow at the Lizard. Gradually we are starting to expand and now St Peters and St Ruan are having services on Sunday morning. 

We have a strong team of leaders to continue worship and ministry pending the agreement of a new incumbent with the Diocese. However, as with many churches, we are facing a challenging future. Congregations are ageing and reducing. We face the likelihood of further reductions in stipendiary clergy across the Diocese and Deanery and, the costs of maintaining buildings and

running services are increasing – as is the necessary administration and governance (e.g. safeguarding) that goes with this. 

## **On the Way and the Future** 

Throughout 2021 Claire Thomson and Ann Bradbury (Churchwarden at St Wynwallow) have been attending the process of On the Way which is discussing the future of the ministry and churches throughout Kerrier Deanery. There hasn't been a lot to tell as the meetings have mostly been listening to speakers arranged by the Diocese or talking about 'how to get more people in church'. There hasn't been much talk about a new vicar!  There was a Focus group which did come up with some ideas of how to share any available ministers across the Deanery. These, along with any notes from the meetings and the surveys have been sent to the Diocese. 

One good thing to come out of the meetings however is that we have found out that we do (and have had since last June!) have a Transition Officer - Julian Briscoe. He has been attending the Deanery meetings and seems a very friendly, down to earth and approachable man. He hadn't realised that we didn't know we had an Officer who is the liaison between ourselves and the Diocese and helps us through the process.   The reason why Julian hasn’t actually been doing anything directly with us is because of the On The Way process - the two could not work at the same time. We need to see what comes out of On The Way because this will have a direct impact on us any way.   Both Ann and Claire believed that this was the case in any event.  We believe that the plan is for the outcome of On The Way process to be largely sorted by July (approx) and then things will be taken on from there. We have invited him to come and visit our churches as soon as he is able. 

## **And Finally** 

Claire would like to thank everyone for all the help and support they have given during this extremely difficult year, as we go towards an APCM in May 2021 we start to look towards a brighter future, when we shall all be able to meet and be together in Church and at home.   God has been very good, He has protected and supported us during a year which has had a some very difficult moments. Let us all go forward in love and praise.

ACCOUNTtN
POLICIES
Th¢ Financial Srdtements of the PCC hav¢ been prepared in accordance with the Church Accounting
Regulations 2006 using ihe Receipts and Payments basis.
The accounts include monetary transactions, ass¢ts and liabiliti¢s for which th¢ PCC can be held responsible.
They do not include the accounts of other church groups that owe an affiliation to another body. nor those thai
are informal gatherings of Church tnernbers.
Subje¢t to the above. receipts and payments include income a5 received and expenditure when irrevocably paid.
FUNDS
The General Fund represents the funds of the PCC that are not subject to any special restrictlOll5 regarding their
use and are avatlable for application to the general purposes of the PCC. These include funds designated for a
particular purpose by the PCC.
Restricted Funds are those where the use of the funds is restricted to the purpose indicated by the name of the
fund concemed.
The PCC has obtained the permi￿lDn of the representative of Mrs J Greenwood. the origirtal donor, to transfer
the residual balanc¢ of £36 on the restricted iPad fund to the General Fund. This fund is now Closed.
The St Keverne Music Fund and the Lay Youth Minister Salary Fund were fully utilised in the year and are now
closed.
The Endowmenr Fund relates to a legacy received frotn Mr R Hocking to be retained as a capital fund, the
income from which is to be used for the upkeep of Si Keveme Churchyard. The fund is currently held in the
CBF Church of England Deposit Fund.
STA TEMENT
ASSETS AND LIABILITIES

St Keveme Church Hall and St Peier's Hall, Coverack.
Movable Chuich furnishings held by the Churchwardens on special tTU5t for the PCC and which Tequire a
faculty for disposal.
The following assets are recognis¢d and k monetary value given as part of the description in the Ststement of
Asset5 and Liabiliiies..
Closing bank balances.
Amounts owing from H M Revenue and Customs.
Any other arnounts owing to the PCC.
Investsnents held beneficially by the PCC.
The following liabilities are Tecognised in the Statement of Assets and Liabilities..
Creditors for donations and grants payable io charities at 31 December.
Any other amounts owing by the PCC.
TRANSACTIONS WITH MEMBERS OF THE PCC
There were no transactions behveen the PCC and its members during the year.

TRANSFERS BETWEEN F
The PCC has approved transfers from the General Fund to cover any deficits arising on the Restricted Funds.
FINANCIAL COMMITMENTS
The PCC'S principle of donating a percentage of the annual general Church income in 5UPPOrt of missionary
work and other charities, is actively being considered and a decision for 2021 is to be confirnied as to who and
how much.
The PCC has an annual ¢ommitm¢nt of £697 in¢luding VAT in respect of a photocopier lease agreement
entered into on 14 June 2019 for a ￿ritsd of five years.
DIOCESAN MI
N AND MtNISTRY FUND
The accounts include payments during the year to the Diocese of Truro of £7,500 in respect of Èts request for a
contribution from the PCC towards ihe Diocesan Mission and Ministry Fund (MMFI, previously known as
'Common Fund, or'Pari5h SharelQuota'. The amount paid was les5 than the ttstal MMF of £268236 (including
£215.151 brought forward from previous years) requested by the Dio¢ese. However, the shortfall in payment
{including the shortfall in payment for previous years), is only to be treated as a liability the accounts of the
PCC where. and to the extent that. the PCC has indicated to the Diocesan Board of Finance its intention to pay
and make good all or part of such shortfall. Notwirhsianding the PCCS desire to pay as much as possible of the
MMF Tequested by the Diocese in future years, the PCC has not indicated to the Diocese a specific intention to
pay any of ihe existing shortfall. Accordingly. no liability to the diocese in respect of any shortfall in the
paym¢nt of MMF is shown in these accounts.

The PCC received no furth¢r interim payments during the year but is due to receive a further. unquaniified, sum
in due course. The bequest carries no restriction5 a5 to its use.

ACCOUNTtN
POLICIES
Th¢ Financial Srdtements of the PCC hav¢ been prepared in accordance with the Church Accounting
Regulations 2006 using ihe Receipts and Payments basis.
The accounts include monetary transactions, ass¢ts and liabiliti¢s for which th¢ PCC can be held responsible.
They do not include the accounts of other church groups that owe an affiliation to another body. nor those thai
are informal gatherings of Church tnernbers.
Subje¢t to the above. receipts and payments include income a5 received and expenditure when irrevocably paid.
FUNDS
The General Fund represents the funds of the PCC that are not subject to any special restrictlOll5 regarding their
use and are avatlable for application to the general purposes of the PCC. These include funds designated for a
particular purpose by the PCC.
Restricted Funds are those where the use of the funds is restricted to the purpose indicated by the name of the
fund concemed.
The PCC has obtained the permi￿lDn of the representative of Mrs J Greenwood. the origirtal donor, to transfer
the residual balanc¢ of £36 on the restricted iPad fund to the General Fund. This fund is now Closed.
The St Keverne Music Fund and the Lay Youth Minister Salary Fund were fully utilised in the year and are now
closed.
The Endowmenr Fund relates to a legacy received frotn Mr R Hocking to be retained as a capital fund, the
income from which is to be used for the upkeep of Si Keveme Churchyard. The fund is currently held in the
CBF Church of England Deposit Fund.

ASSETS AND LIABILITIES

Amounts owing from H M Revenue and Customs.
Any other arnounts owing to the PCC.

The following liabilities are Tecognised in the Statement of Assets and Liabilities..
Creditors for donations and grants payable io charities at 31 December.
Any other amounts owing by the PCC.

There were no transactions behveen the PCC and its members during the year.

TRANSFERS BETWEEN F
The PCC has approved transfers from the General Fund to cover any deficits arising on the Restricted Funds.
FINANCIAL COMMITMENTS
The PCC'S principle of donating a percentage of the annual general Church income in 5UPPOrt of missionary
work and other charities, is actively being considered and a decision for 2021 is to be confirnied as to who and
how much.
The PCC has an annual ¢ommitm¢nt of £697 in¢luding VAT in respect of a photocopier lease agreement
entered into on 14 June 2019 for a ￿ritsd of five years.
DIOCESAN MI
N AND MtNISTRY FUND
The accounts include payments during the year to the Diocese of Truro of £7,500 in respect of Èts request for a
contribution from the PCC towards ihe Diocesan Mission and Ministry Fund (MMFI, previously known as
'Common Fund, or'Pari5h SharelQuota'. The amount paid was les5 than the ttstal MMF of £268236 (including
£215.151 brought forward from previous years) requested by the Dio¢ese. However, the shortfall in payment
{including the shortfall in payment for previous years), is only to be treated as a liability the accounts of the
PCC where. and to the extent that. the PCC has indicated to the Diocesan Board of Finance its intention to pay
and make good all or part of such shortfall. Notwirhsianding the PCCS desire to pay as much as possible of the
MMF Tequested by the Diocese in future years, the PCC has not indicated to the Diocese a specific intention to
pay any of ihe existing shortfall. Accordingly. no liability to the diocese in respect of any shortfall in the
paym¢nt of MMF is shown in these accounts.

The PCC received no furth¢r interim payments during the year but is due to receive a further. unquaniified, sum
in due course. The bequest carries no restriction5 a5 to its use.
